4. Collaborative development of management options for an artisanal fishery for seahorses in the central Philippines

Overexploitation and habitat degradation threaten small-scale, artisanal fisheries around the world. Management of these fisheries is often inadequate or absent, partly because they are data poor. We here present the development of management options for such a fishery, using collaborative input from a variety of interested groups. Qualitative and semi-quantitative assessments of seahorse populations in central Philippines suggest that they are overfished. Management objectives focus on rebuilding seahorse stocks, maintaining income for fishers and ensuring long-term persistence of seahorse populations. We developed a list of 11 management options at a workshop of fisheries experts from a variety of backgrounds. We then undertook an iterative process of consultation involving fishers, traders, consumers, conservationists, aquarists, national and international policy groups. The creation of no-take Marine Protected Areas and minimum size limits for seahorses were strongly supported by all groups, emerging as the preferred options. Tenure over marine estate was strongly supported but may prove difficult to implement in the Philippines. Sex-selective fishing (leaving pregnant males) had moderate support across all groups but may be relatively easy to introduce because of fisher acceptance. In collaboration with international efforts to ensure sustainable trade in seahorses we recommend that a minimum size limit of 10 cm height and more no-take Marine Protected Areas be implemented as soon as possible to help restore this seahorse fishery in the Philippines.

- Abstract
Many shark populations are in decline around the world, with severe ecological and economic consequences. Fisheries management and marine protected areas (MPAs) have both been heralded as solutions. However, the effectiveness of MPAs alone is questionable, particularly for globally threatened sharks and rays ('elasmobranchs'), with little known about how fisheries management and MPAs interact to conserve these species. Here we use a dedicated global survey of coral reef elasmobranchs to assess 66 fully protected areas embedded within a range of fisheries management regimes across 36 countries. We show that conservation benefits were primarily for reef-associated sharks, which were twice as abundant in fully protected areas compared with areas open to fishing. Conservation benefits were greatest in large protected areas that incorporate distinct reefs. However, the same benefits were not evident for rays or wide-ranging sharks that are both economically and ecologically important while also threatened with extinction. We show that conservation benefits from fully protected areas are close to doubled when embedded within areas of effective fisheries management, highlighting the importance of a mixed management approach of both effective fisheries management and well-designed fully protected areas to conserve tropical elasmobranch assemblages globally., (© 2024. - Abstract
A global survey of coral reefs reveals that overfishing is driving resident shark species toward extinction, causing diversity deficits in reef elasmobranch (shark and ray) assemblages. Our species-level analysis revealed global declines of 60 to 73% for five common resident reef shark species and that individual shark species were not detected at 34 to 47% of surveyed reefs. As reefs become more shark-depleted, rays begin to dominate assemblages. Shark-dominated assemblages persist in wealthy nations with strong governance and in highly protected areas, whereas poverty, weak governance, and a lack of shark management are associated with depauperate assemblages mainly composed of rays. Without action to address these diversity deficits, loss of ecological function and ecosystem services will increasingly affect human communities.

Understanding how Marine Protected Areas (MPAs) improve conservation outcomes across anthropogenic pressures can improve the benefits derived from them. Effects of protection for coral reefs in the western and central Indian Ocean were assessed using size-spectra analysis of fish and the relationships of trophic group biomass with human population density. Length-spectra relationships quantifying the relative abundance of small and large fish (slope) and overall productivity of the system (intercept) showed inconsistent patterns with MPA protection. The results suggest that both the slopes and intercepts were significantly higher in highly and well-protected MPAs. This indicates that effective MPAs are more productive and support higher abundances of smaller fish, relative to moderately protected MPAs. Trophic group biomass spanning piscivores and herbivores, decreased with increasing human density implying restoration of fish functional structure is needed. 8. Healthy and diverse coral reefs in Djibouti - A resilient reef system or few anthropogenic threats?

Djiboutian coral reefs are poorly studied, but are of critical importance to tourism and artisanal fishing in this small developing nation. In 2014 and 2016 we carried out the most comprehensive survey of Djiboutian reefs to date, and present data on their ecology, health and estimate their vulnerability to future coral bleaching and anthropogenic impacts. Reef type varied from complex reef formations exposed to wind and waves along the Gulf of Aden, to narrow fringing reefs adjacent to the deep sheltered waters of the Gulf of Tadjoura. Evidence suggests that in the past 35 years the reefs have not previously experienced severe coral bleaching or significant human impacts, with many reefs having healthy and diverse coral and fish populations. Mean coral cover was high (52%) and fish assemblages were dominated by fishery target species and herbivores. However, rising sea surface temperatures (SSTs) and rapid recent coastal development activities in Djibouti are likely future threats to these relatively untouched reefs., (Copyright © 2019 Elsevier Ltd. 9. Disentangling drivers of the abundance of coral reef fishes in the Western Indian Ocean.

Aim: Understanding the drivers of the structure of coral reef fish assemblages is vital for their future conservation. Quantifying the separate roles of natural drivers from the increasing influence of anthropogenic factors, such as fishing and climate change, is a key component of this understanding. It follows that the intrinsic role of historical biogeographical and geomorphological factors must be accounted for when trying to understand the effects of contemporary disturbances such as fishing., Location: Comoros, Madagascar, Mozambique and Tanzania, Western Indian Ocean (WIO)., Methods: We modeled patterns in the density and biomass of an assemblage of reef-associated fish species from 11 families, and their association with 16 biophysical variables., Results: Canonical analysis of principal coordinates revealed strong country affiliations of reef fish assemblages and distance-based linear modeling confirmed geographic location and reef geomorphology were the most significant correlates, explaining 32% of the observed variation in fish assemblage structure. Another 6%-8% of variation was explained by productivity gradients (chl_ a ), and reef exposure or slope. Where spatial effects were not significant between mainland continental locations, fishing effects became evident explaining 6% of the variation in data. No correlation with live coral was detected. Only 37 species, predominantly lower trophic level taxa, were significant in explaining differences in assemblages between sites., Main Conclusions: Spatial and geomorphological histories remain a major influence on the structure of reef fish assemblages in the WIO. Reef geomorphology was closely linked to standing biomass, with "ocean-exposed" fringing reefs supporting high average biomass of ~1,000 kg/ha, while "lagoon-exposed fringing" reefs and "inner seas patch complex" reefs yielded substantially less at ~500kg/ha. Further, the results indicate the influence of benthic communities on fish assemblages is scale dependent. Such insights will be pivotal for managers seeking to balance long-term sustainability of artisanal reef fisheries with conservation of coral reef systems., Competing Interests: None declared.

Coral bleaching and various human stressors have degraded the coral reefs of the Comoros Archipelago in the past 40 years and rising atmospheric CO
2 levels are predicted to further impact marine habitats. The condition of reefs in the Comoros is poorly known; using SCUBA based methods we surveyed reef condition and resilience to bleaching at sites in Grande Comore and Mohéli in 2010 and 2016. The condition of reefs was highly variable, with a range in live coral cover between 6% and 60% and target fishery species biomass between 20 and 500 kg per ha. The vulnerability assessment of reefs to future coral bleaching and their exposure to fishing, soil erosion and river pollution in Mohéli Marine Park found that offshore sites around the islets south of the island were least likely to be impacted by these negative pressures. The high variability in both reef condition and vulnerability across reefs in the Park lends itself to spatially explicit conservation actions. However, it is noteworthy that climate impacts to date appear moderate and that local human pressures are not having a major impact on components of reef health and recovery, suggesting these reefs are relatively resilient to the current anthropogenic stresses that they are experiencing., (Copyright © 2018 Elsevier Ltd. - Abstract
Over 1.3 billion people live on tropical coasts, primarily in developing countries. Many depend on adjacent coastal seas for food, and livelihoods. We show how trends in demography and in several local and global anthropogenic stressors are progressively degrading capacity of coastal waters to sustain these people. Far more effective approaches to environmental management are needed if the loss in provision of ecosystem goods and services is to be stemmed. We propose expanded use of marine spatial planning as a framework for more effective, pragmatic management based on ocean zones to accommodate conflicting uses. This would force the holistic, regional-scale reconciliation of food security, livelihoods, and conservation that is needed. Transforming how countries manage coastal resources will require major change in policy and politics, implemented with sufficient flexibility to accommodate societal variations. 12. Benthic status of near-shore fishing grounds in the central Philippines and associated seahorse densities.

Benthic status of 28 near-shore, artisanal, coral reef fishing grounds in the central Philippines was assessed (2000-2002) together with surveys of the seahorse, Hippocampus comes. Our measures of benthic quality and seahorse densities reveal some of the most degraded coral reefs in the world. Abiotic structure dominated the fishing grounds: 69% of the benthos comprised rubble (32%), sand/silt (28%) and dead coral (9%). Predominant biotic structure included live coral (12%) and Sargassum (11%). Rubble cover increased with increasing distance from municipal enforcement centers and coincided with substantial blast fishing in this region of the Philippines. Over 2 years, we measured a significant decrease in benthic 'heterogeneity' and a 16% increase in rubble cover. Poor benthic quality was concomitant with extremely low seahorse densities (524 fish per km(2)). Spatial management, such as marine reserves, may help to minimize habitat damage and to rebuild depleted populations of seahorses and other reef fauna.
