Starting from qualitative research conducted in Italy in the framework of the European Project H2020 Merging-Housing for immigrants and community integration in Europe and beyond: strategies, policies, dwellings and governance focused on the migrant's integration through housing, the paper investigates the link between migration and homelessness. Results from the initial research phase will be presented, focusing on the study conducted in the Municipality of Bologna. This study identified the Housing First Project as a potentially innovative model to meet the needs of the population with multiple vulnerabilities. The research also has highlighted how the interrelationship between different needs and the condition of vulnerability of the marginalized population require to reconsider the concept of social inclusion, urging collaborative synergy between institutions and civil society to address social challenges effectively. 5. Housing as a starting point for migrants’ integration: opportunities and obstacles in Emilia-Romagna region

- Abstract
The article focuses on the need to implement housing integration practices for migrants in Italy. Through an overview of the literature on housing, with an insight at the Emilia-Romagna region, the aim was to identify opportunities and obstacles that arise for refugees and holders of international protection once they leave the reception and integration services. As part of the H2020 MERGING project we introduce a first phase of the qualitative research conducted and the methodology adopted for the selection of the case study investigated. The selected project presents itself as a potential model to be implemented to address the housing issue as a right to be protected but also as a starting point for the integration process.

The present report on local case studies is thus framed within significant parts of the national states of the art sketched within the scope of WP2 for each country that is subject to our research (Italy, Spain, Sweden and France); Literature review on immigrants’ housing policies and practice existing at supra-national, national, and local level across relevant disciplines (see D2.1 Report); Policy analysis including elements of discourse analysis of documents, programs and legal framework that frame, shape and limit housing and immigrants’ integration in the four countries of the MERGING project, including how European discourses on integration and refugees’ policies guidelines are interpreted and implemented at national level (see D2.2 Report). According to our research design, WP3 had two major goals. The first one entailed the selection of a relevant project providing refugees with accommodation. An in-depth qualitative analysis of the selected case study was accordingly conducted to assess how the provision of housing affects refugees’ inclusion in the four countries. A comparative structure was then developed that partially reproduces that of the country reports, foreseeing 7 chapters respectively on: 1. State of the art: Refugee integration in the EU 2. 8. The role of caseworkers in asylum reception in Bologna: between pedagogical competencies and socio-political contradictions

The current features of the migration of asylum seekers and refugees to Europe call for a redefinition of the tasks and scope of educational and social work. After a brief examination of the policies and national guidelines of SPRAR (Protection System for Asylum Seekers and Refugees) in Italy, this article uses a pedagogical perspective to investigate the role of caseworkers in the Italian asylum reception system. Based on an empirical understanding of the everyday challenges of this professional practice, this paper shows the contradictions of the system through the perspectives of caseworkers. In particular, the paper highlights the gap between the institutional guidelines of SPRAR services concerning the role of caseworkers and practices on the ground. The article illustrates how the educational and training dimension, as well as pedagogical and intercultural competencies, are fundamental to the construction of caseworkers’ professionalism.

L’articolo intende avviare una riflessione sulle pratiche degli operatori dell’accoglienza nei servizi dedicati ai migranti. Frequentemente, in tali contesti, si rileva la messa in atto di percorsi frammentati e a carattere assistenziale, che rischiano di accrescere la condizione di marginalità sociale dei migranti una volta usciti dal circuito dell’accoglienza. Tali prassi amplificano la situazione di vulnerabilità del migrante e di dipendenza dall’aiuto, rendendo sempre più lontano l’obiettivo di un percorso verso l’autonomia e indirizzato alla realizzazione di un nuovo progetto di vita. Per sollecitare un maggiore incontro tra mandato istituzionale e mandato sociale nella mission degli enti gestori e nelle pratiche degli operatori, si rileva la necessità di risignificare i contesti e l’azione, attraverso una presa in carico dei migranti che sia attenta alla cura della relazione in termini educativi, interculturali e progettuali.

Given that access to adequate housing is a universal right and constitutes an important path towards integration in host societies, this second Word Paquet aims to review and analyze inclusion policies, placing special emphasis on those that guarantee or favor access to housing. In order to achieve it, it has been divided in the following objectives: • Review international agreements that contemplate the right of access to housing within the United Nations. • Review the agreements of the European Union in which the right of access to housing refers • Analyze in the four partner countries of the project, to what extent access to housing for newcomers (immigrants and refugees) is considered and integrated into public policies at three levels: - State laws such as immigration laws, laws for the integration of immigrants, reception laws for asylum seekers, etc. - Regulations and norms established by regional governments that favor access to housing. - Analyze the existence of local government policies with derived competencies in the area of housing.

The access to housing and accommodation constitute the primary objective in this review, but employment, health, education, social participation are also taken into consideration. This literature review is devoted to inclusion policies in France, Italy, Spain and Sweden, as they relate to civil rights, health, training, accommodation, and persistent barriers to inclusion. Migrant entrepreneurship initiatives and the impact of civil society initiatives on inclusion are also analysed in the literature. Finally, the role of the NGOs as well as the administration and the private sector are scrutinized.

In relation to our analysis of the International and European regulatory frameworks on the right to housing we have identified challenges related to the different legal categorizations of immigrants which result in exclusion from the right to housing and in increased barriers to integration. From the analysis we conducted in the four countries we have gathered many interesting results. France, although has a rather centralized administration, presents a typical example of the local turn in migration policymaking in the sense that immigrant integration initiatives, including housing, take place increasingly at the subnational level. In Italy there is 5 MERGING-D7.1 a similar situation although it is notable how divergent responses occur at the different local contexts. In Spain the local level is also in the center of housing policies implementation. The big cities in Spain have been fostering their own approach and collaborating in providing refuge both with each other and with the civil society. In Sweden although integration policies are the responsibility of the local governments, we see an opposite trend towards more central government control. Overall, in terms of governance we have concluded that the local level in all of the countries has a better sense of the housing needs but not always enough resources or political will to address them. The common denominator for all cases is the important role of NGOs in housing and integration policies. The activities of NGOs have clearly improved integration policies implementation and have filled governmental gaps in providing housing for refugees. At the same time as research shows the increased role for NGOs in migration policy making comes with challenges alongside solutions. Related to the work of NGOs, and often facilitated by them, is the wider inclusion of the society during the process of immigrant integration. We have recorded examples of hosting or co-housing initiatives which can offer larger insights on the link between housing and integration. Housing is more than a space to stay, it is also about being part of a community and therefore living together or close to the members of the society can facilitate integration.

This paper considers the condition of single adolescent migrants who arrive in Italy to explore the pedagogical tools that are useful to foster their growth in the new context and to trace the obstacles encountered in this process. It also examines the actions aimed at promoting the “Best interest of the child” principle, particularly in supporting the delicate transition from adolescence to adulthood, through the advancement of educational development, sense of belonging, and active participation in the host society.

Il presente articolo analizza la figura dell’operatore dell’accoglienza nei Servizi di protezione per richiedenti asilo e rifugiati (Sprar) da una prospettiva pedagogica. Attraverso 19 interviste con operatori di una cooperativa sociale di Bologna (2017) e il dialogo con la letteratura pedagogica di riferimento, il mio contributo indaga le ragioni del divario tra richieste istituzionali e le pratiche dell’accoglienza. L’approfondimento che segue riflette sull’identità professionale dell’operatore dell’accoglienza, sulla necessità, così come viene percepita dai miei interlocutori, di ritrovare – nel proprio ruolo e nelle pratiche svolte all’interno dei servizi in cui operano – un «mandato sociale» teso a superare interventi a carattere emergenziale e assistenziale, se non espressamente a dirigersi verso azioni capaci di creare progetti di reale inclusione sociale. In linea con le direzioni auspicate a livello nazionale, l’obiettivo di questo studio è quello di rivolgere una particolare attenzione alle dinamiche relazionali, che rappresentano un nodo centrale del lavoro degli operatori dell’accoglienza, rintracciando le competenze pedagogiche necessarie all’accompagnamento della persona nella costruzione di un nuovo progetto di vita. Muovendosi all’interno di una complessa rete che coinvolge numerosi attori – i beneficiari del progetto, l’équipe di riferimento, le agenzie pubbliche e i servizi territoriali – è possibile rilevare come il ruolo e le competenze dell’operatore richiedano di essere definite ed esplorate per fare emergere una nuova consapevolezza nelle pratiche e negli obiettivi dei servizi per l’accoglienza dei richiedenti asilo e rifugiati. This article investigates the role of social workers in the Italian reception system of asylum seekers and refugees (Sprar) from a pedagogical perspective. Drawing from 19 interviews with caseworkers from a social cooperative in Bologna (2017) and from a review of pedagogical literature, this article highlights the gap between institutional guidelines and practices on the ground. The following in-depth analysis reflects on the professional identity of the case worker and on their perceived need to find in their role and in their daily practices a wider «social mandate» aimed at overcoming an emergency approach and moving towards social inclusion. In line with Sprar institutional objectives, the purpose of this study is to focus on relational dynamics, which represent a central node of social work: these should be based on the pedagogical skills necessary to accompany the asylum seeker in the construction of a new life project. Moving within a complex network of numerous players – the beneficiaries of the project, the team, public agencies and local services – it is possible to see how the role and skills of the case worker must be defined and explored to stimulate new awareness in the practices and the objectives of reception services for asylum seekers and refugees.

More precisely, the focus is the role and skills that define the mandate and the epistemology - institutional, social and professional - of the case workers. Through 19 interviews with case workers and coordinators of a social cooperative in Bologna (2017), and a three-months participating observation in a Sprar structure as well as a review of the reference literature, the study investigates the reasons for the gap between institutional requests, representations of the social workers and the practices implemented. The essay has aimed to open a reflection on the current cultural, political and social scenario, problematizing what determines the growing "dehumanization" of the other. Moreover, this framework leads to reasoning on the fallout of these directions, in deontological and operational terms, for those who act in social and educational environments, and on the de-legitimization by the global context of such interventions in political, economic, ethical as well as moral terms.

La particolare conformazione socio-culturale della società indiana, composta da più di un miliardo e duecento milioni di persone appartenenti a etnie e credi religiosi differenti e con una strutturazione sociale di tipo gerarchico dato dal sistema delle caste è, nel contesto odierno, caratterizzata da antiche tradizioni e importanti trasformazioni. Ufficialmente abolite dalla costituzione indiana, le caste vincolano da secoli la vita di milioni di persone, in cui la condizione di ‘intoccabile’ o ‘fuori casta’ comporta tuttora forti disuguaglianze in ambito educativo, sociale, occupazionale. The essay has aimed to open a reflection on the current cultural, political and social scenario, problematizing what determines the growing "dehumanization" of the other. Moreover, this framework leads to reasoning on the fallout of these directions, in deontological and operational terms, for those who act in social and educational environments, and on the de-legitimization by the global context of such interventions in political, economic, ethical as well as moral terms.
