Disasters have significant impacts on the progress towards achieving the Sustainable Development Goals (SDGs). However, the interlinkage between sustainable development and disaster risk reduction is not considered enough in risk assessment tools. A greater alignment with global frameworks would ease the monitoring while increasing the capacity to address data availability issues for indicator-based assessments.To bridge this gap, we use the Global Delta Risk Index (GDRI), which is composed of multiple components to assess risks to livelihoods: hazards, vulnerability, and exposure of social-ecological systems. The modular library of indicators of the GDRI has been further aligned with the Sustainable Development Goals (SDG) and the Sendai Framework for Disaster and Risk Reduction (SFDRR). To improve the accuracy of the risk assessment, the list of indicators has been weighted and scored through consultation with stakeholders.This research presents the initial results of a multi-hazard risk assessment that encompasses SDG and SFDRR indicators in three Asian river deltas: Ganges-Brahmaputra-Meghna, Mekong and Red River. This work aims at better informing risk management and supporting delta-level interventions to influence progress towards sustainability and resilience of river deltas.

River deltas globally are highly exposed and vulnerable to natural hazards and are often over-exploited landforms. The Global Delta Risk Index (GDRI) was developed to assess multi-hazard risk in river deltas and support decision-making in risk reduction interventions in delta regions. Disasters have significant impacts on the progress towards the Sustainable Development Goals (SDGs). However, despite the strong interlinkage between disaster risk reduction and sustainable development, global frameworks are still developed in isolation and actions to address them are delegated to different institutions. Greater alignment between frameworks would both simplify monitoring progress towards disaster risk reduction and sustainable development and increase capacity to address data gaps in relation to indicator-based assessments for both processes. This research aims at aligning the GDRI indicators with the SDGs and the Sendai Framework for Disaster and Risk Reduction (SFDRR). While the GDRI has a modular indicator library, the most relevant indicators for this research were selected through a delta-specific impact chain designed in consultation with experts, communities and stakeholders in three delta regions: the Red River and Mekong deltas in Vietnam and the Ganges–Brahmaputra–Meghna (GBM) delta in Bangladesh and India. We analyse how effectively the 143 indicators for the GDRI match (or not) the SDG and SFDRR global frameworks. We demonstrate the interconnections of the different drivers of risk to better inform risk management and in turn support delta-level interventions towards improved sustainability and resilience of these Asian mega-deltas.

This paper uses multimedia to showcase the narratives and lived experiences of those who live and work in tropical Asian mega-deltas, and as such is the first journal article of its kind in the field of Regional Geography. Using videos, photography and audio this paper describes the characteristics of ponds and their place in the intrinsically connected human-environmental fabric of these delta regions. The aim is to bring to life descriptive inventories and provide greater weight in support of our conclusion that tropical Asian mega-delta ponds are important and threatened systems. River deltas comprise just 1% of land cover worldwide but support the livelihoods of more than 500million people. Delta research has historically focused on the major river channels and the socio-ecological role of ponds has been overlooked despite their large number and surface area. Ponds are intrinsically linked to daily life (potable water, sanitation, bathing, washing), industry (aquaculture, agriculture) and the natural-cultural heritage (religion, folklore) of deltas. In contrast to the larger river channels, ponds are likely to be significant stores and processors of nutrients, including carbon, and pollutants at annual to decadal scales, on account of their heavy anthropogenic use and smaller individual sizes. Consequently, they are severely polluted water sources and pose significant public health risks. In this review, we use case studies from three Asian mega-deltas (the Red River Delta and the Mekong River Delta, Vietnam, and the Ganges-Brahmaputra-Meghna Delta, India and Bangladesh) to highlight the importance of Asian mega-delta ponds as important socio-ecological systems in their own right. We discuss future environmental challenges, knowledge gaps on the ecological function and biodiversity of these habitats, management and policy practices, and the capacity of ponds to achieve the UN Sustainable Development Goals.

This report presents empirical evidence on the existing state of drinking water services in coastal Bangladesh, highlighting challenges and opportunities for reforms in the institutional design, information systems, and sustainable finances under the proposed ‘SafePani’ model. The Government of Bangladesh has provided global leadership in progress to improved drinking water access, with an estimated coverage of 98.5% of its 160 million citizens in 2019. However, the coverage decreases to 42.5% when service delivery accounts for indicators of water quality, proximity and sufficiency (UNICEF/MICS, 2019). This report seeks to support the Government of Bangladesh in its review and reform of the 1998 National Policy for Safe Water Supply and Sanitation, and to introduce the ‘SafePani’ model as one response to achieving SDG 6.1 in rural areas. The design of the SafePani model is informed by collaborative work of the REACH programme with national and local partners in the coastal zone (Khulna) and central plains (Chandpur). Involving citizens, and a broad range of stakeholders and beneficiaries from the government, private and non-profit sectors, more regularly and directly is one of the key components in project design, development, decision-making and implementation process. Traditional top-down approach to project implementation have increasingly lost public participation and support and been replaced with more deliberative, inclusive and communicative with the local people. This article is discussing the effective engagement of the stakeholders and beneficiaries through the project workshop, a key part of the component 1, 'Flood Disaster Risk Assessment and Mitigation' under the project Disaster Prevention/Mitigation Measures against Floods and Storm Surges in Bangladesh. Gaibandha one of the highly river flood prone districts in Bangladesh is considered as a case study under this project. This article presenting the active community participation, collecting their response and sharing knowledge to empower the participants and to improve the project on flood risks assessment and mitigation process to minimise the flash flood impacts and to ensure sustainability.

Understanding the dynamics of salt movement in the soil is a prerequisite for devising appropriate management strategies for land productivity of coastal regions, especially low-lying delta regions, which support many millions of farmers around the world. At present, there are no numerical models able to resolve soil salinity at regional scale and at daily time steps. In this research, we develop a novel holistic approach to simulate soil salinization comprising an emulator-based soil salt and water balance calculated at daily time steps. The method is demonstrated for the agriculture areas of coastal Bangladesh (∼20,000 km2). This shows that we can reproduce the dynamics of soil salinity under multiple land uses, including rice crops, combined shrimp and rice farming, as well as non-rice crops. The model also reproduced well the observed spatial soil salinity for the year 2009. Using this approach, we have projected the soil salinity for three different climate ensembles, including relative sea-level rise for the year 2050. Projected soil salinity changes are significantly smaller than other reported projections. The results suggest that inter-season weather variability is a key driver of salinization of agriculture soils at coastal Bangladesh.

In this publication, we share our experiences with combining transdisciplinary research with the Negotiated Approached to address the challenges in groundwater management in peri-urban villages near Khulna, Bangladesh and near Kolkata, India. From 2014 – 2019, our team of researchers and civil society organizations has been executing the Shifting Grounds project. The project was developed as a transdisciplinary research project under the Urbanising Deltas of the World programme of the Netherlands Organisation for Scientific Research (NWO). The Negotiated Approach, an approach for community empowerment, was used to combine research with capacity development within peri-urban communities. In this report, we capture our experiences as an interdisciplinary and international team, covering successes as well as challenges we faced in the process.
