In the context of the current level of development of the knowledge-based economy of Kazakhstan, characterized by a huge shortage and dissociation of research personnel, lack of innovative ideas for commercialization, the concentration of efforts of the state and the business community on researching the problems of effective research and development funding seems more than appropriate. In Kazakhstan, the main reason for the low impact of innovation is also the lack of funding for research and development, as well as the low efficiency of financial resources in the scientific sector. This is evidenced by official statistics, as well as the cost of private financing of research and development in Kazakhstan per capita is $ 247, and the level of state funding is $ 4, which is one hundred or two hundred. times less compared to the leading countries of the world. In this paper, the study of examples of the implementation of funding of high-tech industries in the regions of Kazakhstan. The implementation of this study allows us to identify the most successful experience in implementing innovation activities in high-tech companies in Kazakhstan, which makes this work relevant. The research methodology includes such methods of knowledge of economic phenomena and processes: economic and statistical analysis, conducting qualitative analysis based on questionnaires, interviews. A survey of 1155 companies was conducted, according to the results of which 30 interviews were conducted, which made it possible to carry out a correlation-regression analysis of the dependence of the factors influencing the innovative development of companies. The research results will allow to study the experience of successful companies, to identify growth points, as well as provide an opportunity to improve the system of financing high-tech industries. The practical and theoretical significance lies in the fact that its main conclusions and recommendations can be used to develop effective strategies and tactical tools of innovation policy in high-tech enterprises.

Meningitis is characterized by the prevalence of severe forms and it is often accompanied by life-threatening syndromes.Purpose. To determine the most informative clinical manifestations of meningitis in children in their first years of life to optimize early diagnosis and treatment.Materials and methods. The authors carried out a retrospective analytical study involving 47 cases of children hospitalized to the Republican Clinical Hospital for Infectious Diseases in 2014–2016. Their diagnose was based on the acute onset of the disease, characteristic clinical symptoms and the results of lumbar puncture. The laboratory diagnostics included a standard set of examinations.Results. Meningitis was diagnosed in 34 patients (72.3%), meningoencephalitis – in 13 patients (27.7%). 30 cases (63.8%) of meningitis / meningoencephalitis had a bacterial nature, and 9 cases (19.1%; pConclusion. The most significant symptoms of early diagnosis of meningitis in children are high febrile fever combined with drowsiness and retardation, vomiting without diarrhea.

We describe the method of pattern analysis and the results of its application to the problem of analyzing the development of science, education and the success of innovative activity in the regions of the Russian Federation. We examine characteristics of the regions of Russia such as the level of socio-economic conditions and the potential and efficiency of science, education and innovative activity from 2007 to 2010. Also we obtain a classification of regions by the similarity of the internal structure of these indicators, construct trajectories of regional development over time, and find groups of regions carrying out similar strategies.

Development of innovative economy and enhancement of innovation, acting as a necessary condition for achieving economic growth of Kazakhstan and provide an opportunity to hold a strong position in the global economy. In addition, the country faced with the task of achieving high economic growth. Restoration features of economic growth of our economy are almost exhausted, and growth opportunities are extremely limited, including price dynamics on world market of raw materials. For further economic growth it is necessary to find a new source. Which are the innovations; hence they can contribute to achievement of economic growth of high quality on an ongoing basis.

In experimental studies using radioactive isotopes in chicken, it has been clearly demonstrated that paecilomycosis diagnostics, based on the detection of mycotic spherules in the blood, is a valid and clinically feasible method. For the first time, paecilomycotic atypical myocarditis (PAM) in children was described. This disease is characterised by anemic and pain syndromes: pain is localized in the arms, and then involves chest, abdominal area, and spinal areas. Modern analgetic agents – movalis, sirdalud, clopheline, and nimesil – are not effective in children with PAM and pain syndrome. The complex treatment included a homeopathic medication Latrodectus mactans C6, as well as diflucan, polyoxydonium, antibiotics, and ferrum lek. The use of Latrodectus mactans C6 was associated with the pain syndrome regression. In 5 animal species, the authors demonstrated that Latrodectus mactans C6 did not have any adverse or toxic effects. The statistical significance of the results was confirmed by p values of ≤0,01–0,05 in the Student test.

It presents major basic business models and investment strategies, assesses the contribution of venture capital (VC) to economic growth, and the incentives and constraints for VC’s development, and it identifies research gaps in this area.Venture capital is often regarded as the only source of support for start-ups, particularly for those in high-tech innovative sectors. The authors explore the reasons for this. In contrast to more traditional investors, VCs provide targeted investment, and they maintain a long-term strategic focus. Financial capital is only one benefit they provide for entrepreneurs. They provide industry knowledge and social capital, often vital for success. Also, venture capital serves as an intermediation device in finding further finance. These benefits focus the attention of public administration in venture capital and pro-investment policies to build strength and assure future competitiveness. The authors conclude that governments can only do so much to spur creative thinking and entrepreneurial activities. Their support is best placed in education, oriented toward a culture which rewards competitive and entrepreneurial thinking. Results of such policy mature slowly but they can be vital.In conclusion, the authors point to the need to introduce new and refined research strategies promoting VC. One key focus to study venture capital is to understand how the industry itself is developing through its own drive. It would help to examine comparatively a country’s initiatives, which would allow policy makers to understand where the industry is going and how best to support or participate in growth. It would also allow distinguishing among segments of the venture capital market. Finally, further analysis of the VC industry should be conducted through the prism of its internationalization.

The development of Russian science in the last decade is characterized by very contradictory trends. Their understanding deserves special attention in the justification of the measures of state science and technology policies and their implementation. It is sufficient to say that despite the significant increase in domestic expenditure on research and development, the volume of which in terms of fixed prices for the period 1995-2005 increased by 83.3%, while the employment in this sector decreased by 23.4%. and the effectiveness of scientific activity is also steadily decreasing, that is expressed by a wide range of indicators of publication and patent activity, the creation and commercialization of technologies, etc. This article presents an analysis of bibliometric indicators allowing to assess progress and quality of activities, primarily in the basic sciences, by study size, structure and dynamics of the created scientific knowledge. The term “pattern” refers to a combination of values of some features such that objects with these feature values significantly differ from other objects. This concept is a useful tool for the analysis of behavior of objects in both statics and dynamics. If the panel data describing the functioning of objects in time is available, we can analyze pattern changing behavior of the objects and identify either well adapted to the environment objects or objects with unusual and alarming behavior.In this paper we apply static and dynamic pattern analysis to the analysis of innovative development of the Russian regions in the long run and obtain a classification of regions by the similarity of the internal structure of these indicators and groups of regions carrying out similar strategies.

This paper contains the results of examining and treating 64 patients with hepatic echinococcosis, treated at the Surgery Unit of the Samarkand Medical Institute Clinic. Forty-five healthy donors of a blood transfusion station formed a control group. There were a total of 109 examined persons. The liver functional status depended on segmental liver involvement by an echinococcal cyst. The cysts were most frequently located in the 7th-8th segments of the liver (32.31%). The number and sizes of cysts also affected the functional status of the cyst-affected liver. The sizes of hepatic cysts varied from 4 to 2 cm. Hepatoprotective agents should be used in different forms of hydatid disease of the liver to correct its function that is changed in multiple and complicated echinococcosis and giant hepatic cysts. They normalize liver function and enzyme activity in the hepatocytes, reduce energy expenditure in the liver, promote hepatocyte regeneration, and convert neutral fats and cholesterol into easily metabolizing forms.

Experiments have established that the first target for echinococcus is the liver and lung and that for pathogenic fungi and protozoa is the heart. Adult patients with hepatic hydatid disease complicated by paecilomycosis have been found to have atypical paecilomycosis-associated myocarditis, the treatment of which was developed by the authors, by using antibiotics, fungicides, and homeopathic remedies.

Patent data provide a rich set of information which can be used for comparative studies and trend analysis. The paper presents a systematic overview of the most appropriate tools methodologies that are available for determining the technological specialization of countries. Such analysis includes a discussion of databases, approaches, and indexes appropriate for this kind of analysis. This paper discusses different indicators of technological specialisation, concentration, and patent quality are analysed, including Revealed Technological Advantage (RTA) index, patent share, C20 concentration index, and Gini concentration index. the main available patent databases, especially those with open access, and summarizes arguments for the study of technological specialisation based on assignee and inventor patent data. Also the limits and potentials of the statistics on resident / nonresident patenting on internal and external markets are discussed in the paper.

Fungi of the genus Paecilomyces, a causative agent of the fungal disease paecilomycosis, have been found in the blood of productive animals (sheep, cattle, pigs, goats) that are carriers of Echinococcus larvocysts. In the Republic of Uzbekistan, the echinococcosis affection of sheep, cattle, pigs, and goats continues to remain high. Domestic fowls (chickens, turkeys, and gooses) have been established to be blood carriers of Paecilomyces fungi, which is also true for wild birds, such as my-lady's-belts, quails, chukars, and crows. The degree of fungal affection has been also established for birds.

Experiments were carried out on 35 lambs infected with echinococcus eggs taken from canine donors, 5 lambs with echinococcosis, 5 lambs with echinococcosis + paecilomycosis, 5 lambs with coenurosis, 5 with cysticercosis ovis, 5 with alveococcosis, 5 with paecilomycosis, inoculated by the material taken from patients; and 5 healthy lambs formed a control group. Cystic hydatidosis was found to induce substantial cardiovascular changes.

The extragent used to prepare a Latrodectus mactans hydrocarbon extract is a multicomponent system composed of alkanes, alkenes, and arenes. More than 100 compounds were identified in the hydrocarbon extract (petroleum). The petroleum matrix of Latrodectus mactans was first obtained to manufacture homeopathic remedies. The authors could prepare the first Russian homeopathic medicine from Latrodectus mactans, which proved to be effective in treating canine eclampsia. Canine experiments provide a rationale for the authors' choice as the only homeopathic remedy among thousand known drugs to treat female eclampsia. It is Latrodectus mactans that is in the list of homeopathic medicines permitted for use in accordance with Order No. 335 (Supplement 2) of the Ministry of Health and Medical Industry of Russia, issued on November 29, 1995. It is manufactured from Latrodectus mactans living in the USA.
