The study presents theoretical-methodological approach to the content of consumer behavior taking into account quality of goods that allowed to formulate practical recommendations concerning methods of its regulation in conditions of modern Russian economy. It offers methodical approach to determination of quality as basic factor of consumer behavior based on assessment of integrated criterion of quality as the radius vector of the n-dimensional space characterizing set of uniform characteristics of quality for various categories of a product consumers, work or service number of measurements of which is defined by the structure of consumer community for this product on the basis of which the vector of consumer usefulness of production by criterion of quality is formed.

Topic/theme Properties of evaluation functions in the economy, their system analysis, multidimensional process of change of status and the impact of socio-economic facilities to one-dimensional criterion. Objectives/targets To systematize the properties of naturally-market and expert-analytical Metrology state of the organizational systems, to divide them into generic-mu and species trait. Methodology In this work we used simulation methods-semantic modeling in complex with the methods of statistical and analytical analysis. Discussing the possibility of creating an expert system, reproducing the generic and specific properties of the Islands natural market Metrology, formation of universal evaluation functions and comparable measures of performance for a variety of particular indices. Results The developed model integration evaluation indicators providing a rating assessment of various organizational structures and processes. Conclusions/significance It is concluded that under the conditions of multi-directed indicators the most viable scheme of management of organizational systems is to reduce the multidimensionality of the processes to one dimensional uniform criterion.

The article discusses the need for innovatization of spatial structures of sustainable development of economic systems; innovative saturation index for regional economic growth structures (ISIREGS) is offered; the paper also presents the characteristic feature of dynamic stability as an ability of an economic system to create and maintain its innovative structureforming relationships. The objective of the study was to determine the nature, reveal the contents and forms of innovatization processes of spatial structures of economic systems sustainable development; to offer innovative saturation index for regional economic growth structures (ISIREGS) and to provide rationale for the dynamic stability as a key feature of an economic system, which allows it to create, accumulate and develop its innovative structure-forming relationships.

In this paper the data assimilation scheme was built and implemented, based on a new model of sun activity with observation vector of Wolf sunspot numbers. This data assimilation allows to validate a new model, to estimate and update initial state and conditions of model, and to correct the monthly sun activity forecasting. Also, this data assimilation technique has its own advantages and disadvantages, thus, giving us a lot of better understanding of a new model for future research В работе обоснована методика применения технологии Data Assimilation для прогнозирования временного ряда (ВР), содержащего значения чисел Вольфа, на основе новой модели солнечной активности, и ее программная реализация. Данная методика обеспечивает: валидацию модели прогнозируемого ВР; обоснованный выбор и, при необходимости, корректировку начальных условий и параметров модели; выдачу месячного прогноза солнечной активности, согласующегося с наблюдаемыми данными. Описаны преимущества и недостатки выбранной методики, которые буду положены в основу дальнейших разработок в этом направлении.

Mechanical borrowing of foreign recipes and values could not solve the problem of economic growth and has created a serious threat to undermine the economic potential of the nation. Due to these circumstances, important changes took place in the sphere of theory as well. In particular, in economic science, there has been a resolute turn to study the processes of economic transformation. Actual problems of the theory, practice, and prospect of anti-recessionary regulation, reformation, and transformation of economy are discussed by scientists.

It introduces multidimensional additive and nonlinear models of interrelation of the supply and its factors. It studies the supply factors connected with qualitative and quantitative characteristics of this economic category. Interconnection and functional dependences of the supply on many factors are established, including are defined supply volume from quality, the price and competitiveness of goods, and also from the major production factors. The law of supply in space of the price - quality-competitiveness is introduced. The set of diagrams and examples is given.

The article provides a critical analysis of the existing economic and mathematical models, summarizes the main deficiencies identified by various researchers and authors themselves, which allowed to recommend greater use of methods of linear programming. In a highly competitive consumer market, and most importantly, in the context of the dynamic expansion and deepening of product range, it is impossible to form the optimal assortment plans, focusing only on maximizing profits, it is also necessary to minimize distribution costs. According to the authors duality theory solves both of these problems. An algorithm for creating the optimal assortment plan commercial enterprise, based on the solution of the primal and dual linear programming problem. Given the economic interpretation of the possible reasons for which the task will not have a solution. Existing computer technologies allow to realize the proposed algorithm and provide a high reliability of the results.

In this paper we study controlling as internal management of organization system by creating a specific plan-monitoring mechanism for informational and analytical support, coordination and integration of all management subsystems to achieve the organization goals for its sustainable and efficient functioning and development. The forms of controlling registers are offered as a way of forming factual information to manage costs and profits within the controlling concept of fur farming.

The article discusses the problems and prospects of small business in the Republic of Tatarstan. Studied the function of small business and its role in the regional economy. Current trends of protection and use of history and culture monuments testify to increasing attention to studying of historical and cultural heritage. The special attention is drawn by idea of formation of protected historical and cultural territories which can become historical cities, farmstead and monastic complexes, fields of historical battles, historical ways and roads, historical production territories and so forth. Such territories are already created in the shape of either memorial estates, or other spatial formations, including even specific administrative and territorial units. In some cases their activity is capable to define future economic specialization of the region, prospect of its social and economic development. In this work questions of the European-Russian cooperation on development of monuments of cultural and historical heritage and their promoting among the population for the purpose of spiritual and material development of society are made actual.

In process of work the problems are set and solved. There are problems of social welfare research in conditions of nonhomogeneity of objects and subjects of management, of revealing and substantiating insuperable difficulties in rising of social welfare by approaches, worked out before.
