In this review and synthesis, we argue that California is an important test case for the nation and world because terrestrial biodiversity is very high, present and anticipated threats to biodiversity from climate change and other interacting stressors are severe, and innovative approaches to protecting biodiversity in the context of climate change are being developed and tested. We first review salient dimensions of Californias terrestrial physical, biological, and human diversity. Next, we examine four facets of the threat to their sustainability of these dimensions posed by climate change: direct impacts, illustrated by a new analysis of shifting diversity hotspots for plants; interactive effects involving invasive species, land-use change, and other stressors; the impacts of changing fire regimes; and the impacts of land-based renewable energy development. We examine recent policy responses in each of these areas, representing attempts to better protect biodiversity while advancing climate adaptation and mitigation. We conclude that Californias ambitious 30 × 30 Initiative and its efforts to harmonize biodiversity conservation with renewable energy development are important areas of progress. Adapting traditional suppression-oriented fire policies to the reality of new fire regimes is an area in which much progress remains to be made.

Aim: Many tree species may be threatened with declines in range and biomass, or even extinction, if they cannot disperse or adapt quickly enough to keep pace with climate change. One potential, and potentially risky, strategy to mitigate this threat is assisted migration (AM), the intentional movement of species to facilitate population range shifts to more climatically suitable locations under climate change. The ability for AM to minimise risk and maximise conservation and forestry outcomes depends on a multi-faceted decision process for determining, what, where and how much to move. We provide an assessment on how the benefits and risks of AM could affect the decision-making process. Location: Mountainous coastal western United States. Taxon: Trees. Methods: We used a dynamic vegetation model parameterised with 23 tree species. Results: We found that most of the modelled species are likely to experience a substantial decline in biomass, with many potentially facing regional extinction by 2100 under the high-emission SSP5-85 climate-change scenario. Though simulations show AM had little effect on the forestry goal of total biomass across all species, its effects on the conservation goal of promoting individual species' persistence were far more substantial. Among eight AM strategies (differing in the life cycle stage of movement and target destination selection criteria), the approach that conserved the highest biomass for individual species involved relocating target seedlings to areas that recently experienced fire. Although this strategy significantly reduced extinction risk for six at-risk species compared with no action, it also slightly reduced biomass of four species, due to increasing competition. Species with relatively weak tolerance to drought, fire or high temperature were the most likely candidate groups for AM. Main Conclusions: Our simulations indicate that AM can aid conservation by reducing extinction risks for species vulnerable to climate change, but it has limited impact on forestry-specific goals, affecting overall biomass minimally. This model framework could be applied to other forest ecosystems to evaluate the efficacy of AM globally.

Increasing fire severity and warmer, drier postfire conditions are making forests in the western United States (West) vulnerable to ecological transformation. Yet, the relative importance of and interactions between these drivers of forest change remain unresolved, particularly over upcoming decades. Here, we assess how the interactive impacts of changing climate and wildfire activity influenced conifer regeneration after 334 wildfires, using a dataset of postfire conifer regeneration from 10,230 field plots. Our findings highlight declining regeneration capacity across the West over the past four decades for the eight dominant conifer species studied. Postfire regeneration is sensitive to high-severity fire, which limits seed availability, and postfire climate, which influences seedling establishment. In the near-term, projected differences in recruitment probability between low- and high-severity fire scenarios were larger than projected climate change impacts for most species, suggesting that reductions in fire severity, and resultant impacts on seed availability, could partially offset expected climate-driven declines in postfire regeneration. Across 40 to 42% of the study area, we project postfire conifer regeneration to be likely following low-severity but not high-severity fire under future climate scenarios (2031 to 2050). However, increasingly warm, dry climate conditions are projected to eventually outweigh the influence of fire severity and seed availability. The percent of the study area considered unlikely to experience conifer regeneration, regardless of fire severity, increased from 5% in 1981 to 2000 to 26 to 31% by mid-century, highlighting a limited time window over which management actions that reduce fire severity may effectively support postfire conifer regeneration.

Prescribed fire is an important management tool for restoring fire-adapted ecosystems and mitigating the risk of high-severity wildfire in the North American Mediterranean climate zone (NAMCZ), much of which was historically characterized by frequent low- to moderate-severity fire. For over a century, policies that excluded fire, curtailed Indigenous cultural burning, and prioritized timber harvesting have, in combination with anthropogenic climate warming, driven large-scale, high-severity fires that are wreaking ecological and socioeconomic havoc. Despite its recognized need, the use of prescribed fire at appropriate scale has been slow to occur. We describe some of the principal obstacles to increasing the application of prescribed fire in the NAMCZ and suggest four strategies for policy makers and high-level managers to overcome them: (1) redoubling federal and state agency commitment and rewarding assertive leadership, (2) increasing funding for prevention-focused management (as opposed to suppression), (3) building capacity through cooperation, and (4) expanding monitoring to inform burn strategies and adaptive management.

Forests currently face numerous stressors, raising questions about processes of forest recovery as well as the role of humans in stimulating recovery by planting trees that might not otherwise regenerate. Theoretically, planted trees can also provide a seed source for further recruitment once the planted trees become reproductive, acting as "nucleation" sites; however, it is unclear whether changing site conditions over time (e.g., through the growth of competitors like woody shrubs) influences establishment in the long term, even if seed availability increases. We tested the nucleation concept in a system where shrub competition is known to influence tree establishment and growth, performing an observational study of sites within and close to newly reproductive planted stands in yellow-pine (YP) and mixed-conifer ecosystems in the Sierra Nevada, California. We surveyed and then modeled both seedling occurrence and density as a function of distance to seed sources, competing woody vegetation, and other environmental characteristics. We found that proximity to a planted stand was associated with an increase in the probability of YP seedlings (species more likely to originate from the planted stand) from 0.33 at 35 m from the planted stand to 0.56 directly adjacent to the stand and 0.65 within the stand. However, we found no significant effect of proximity on YP seedling density. This proximity effect suggests that seed availability continues to be a driver of recruitment several decades postwildfire, though other processes may influence the expected density of recruits. Proxies for competitive pressure (shrub volume and shrub cover) were not significant, suggesting that competing vegetation did not have a major influence on recruitment. Though seedling presence and density appeared to be independent of shrub impacts, we did find that shrubs were significantly taller than seedlings. Therefore, we suggest that shrubs may not limit seedling establishment, but they may negatively affect seedlings' ability to grow and serve as a seed source for further recruitment and forest expansion. Altogether, we find that planting may provide a statistically significant but small role in driving recruitment outside of the planted site.

We review science-based adaptation strategies for western North American (wNA) forests that include restoring active fire regimes and fostering resilient structure and composition of forested landscapes. As part of the review, we address common questions associated with climate adaptation and realignment treatments that run counter to a broad consensus in the literature. These include the following: (1) Are the effects of fire exclusion overstated? If so, are treatments unwarranted and even counterproductive? (2) Is forest thinning alone sufficient to mitigate wildfire hazard? (3) Can forest thinning and prescribed burning solve the problem? (4) Should active forest management, including forest thinning, be concentrated in the wildland urban interface (WUI)? (5) Can wildfires on their own do the work of fuel treatments? (6) Is the primary objective of fuel reduction treatments to assist in future firefighting response and containment? (7) Do fuel treatments work under extreme fire weather? (8) Is the scale of the problem too great? Can we ever catch up? (9) Will planting more trees mitigate climate change in wNA forests? And (10) is post-fire management needed or even ecologically justified? Based on our review of the scientific evidence, a range of proactive management actions are justified and necessary to keep pace with changing climatic and wildfire regimes and declining forest heterogeneity after severe wildfires. Science-based adaptation options include the use of managed wildfire, prescribed burning, and coupled mechanical thinning and prescribed burning as is consistent with land management allocations and forest conditions. Although some current models of fire management in wNA are averse to short-term risks and uncertainties, the long-term environmental, social, and cultural consequences of wildfire management primarily grounded in fire suppression are well documented, highlighting an urgency to invest in intentional forest management and restoration of active fire regimes.

Large, severe fires are becoming more frequent in many forest types across the western United States and have resulted in tree mortality across tens of thousands of hectares. Conifer regeneration in these areas is limited because seeds must travel long distances to reach the interior of large burned patches and establishment is jeopardized by increasingly hot and dry conditions. To better inform postfire management in low elevation forests of California, USA, we collected 5-yr postfire recovery data from 1,234 study plots in 19 wildfires that burned from 2004-2012 and 18 yrs of seed production data from 216 seed fall traps (1999-2017). We used these data in conjunction with spatially extensive climate, topography, forest composition, and burn severity surfaces to construct taxon-specific, spatially explicit models of conifer regeneration that incorporate climate conditions and seed availability during postfire recovery windows. We found that after accounting for other predictors both postfire and historical precipitation were strong predictors of regeneration, suggesting that both direct effects of postfire moisture conditions and biological inertia from historical climate may play a role in regeneration. Alternatively, postfire regeneration may simply be driven by postfire climate and apparent relationships with historical climate could be spurious. The estimated sensitivity of regeneration to postfire seed availability was strongest in firs and all conifers combined and weaker in pines. Seed production exhibited high temporal variability with seed production varying by over two orders of magnitude among years. Our models indicate that during droughts postfire conifer regeneration declines most substantially in low-to-moderate elevation forests. These findings enhance our mechanistic understanding of forecasted and historically documented shifts in the distribution of trees.

Wildland fires have a multitude of ecological effects in forests, woodlands, and savannas across the globe. A major focus of past research has been on tree mortality from fire, as trees provide a vast range of biological services. We assembled a database of individual-tree records from prescribed fires and wildfires in the United States. The Fire and Tree Mortality (FTM) database includes records from 164,293 individual trees with records of fire injury (crown scorch, bole char, etc.), tree diameter, and either mortality or top-kill up to ten years post-fire. Data span 142 species and 62 genera, from 409 fires occurring from 1981-2016. Additional variables such as insect attack are included when available. The FTM database can be used to evaluate individual fire-caused mortality models for pre-fire planning and post-fire decision support, to develop improved models, and to explore general patterns of individual fire-induced tree death. The database can also be used to identify knowledge gaps that could be addressed in future research.

During the past century, systematic wildfire suppression has decreased fire frequency and increased fire severity in the western United States of America. While this has resulted in large ecological changes aboveground such as altered tree species composition and increased forest density, little is known about the long-term, belowground implications of altered, ecologically novel, fire regimes, especially on soil biological processes. To better understand the long-term implications of ecologically novel, high-severity fire, we used a 44-yr high-severity fire chronosequence in the Sierra Nevada where forests were historically adapted to frequent, low-severity fire, but were fire suppressed for at least 70 yr. As climate changes, locally adapted tree populations may become maladapted to the sites in which they presently occur. When natural adaptive processes are insufficient for populations to keep pace with changing climate, human-assisted relocation of genotypes (assisted gene flow) may be a useful tool for maintaining forest resilience. While existing empirical evidence provides insight into the potential outcomes and consequences of assisted gene flow, its applicability to large-scale plantings needs to be evaluated. We conducted a test of assisted gene flow in the context of operational postfire restoration plantings in three U.S. Department of Agriculture National Forests in California. Our experimental restoration plantings included seedling provenances representing both the local planting site and lower-elevation provenances that may be adapted to hotter and drier conditions. For the duration of the experiment, the planting sites experienced anomalously hot, dry conditions, offering a window into the potential outcomes of assisted gene flow in a future climate characterized by warmer temperatures and more frequent drought. In most cases, there was no significant difference in seedling growth or survival among provenances. However, in a few cases, lower-elevation provenances performed better than local provenances, suggesting a potential benefit of assisted gene flow as a management response to climate change. Our analyses accounted for spatial variation in shrub cover and detected a consistent and substantial negative association between shrub cover and seedling growth. In addition, our study revealed that the use of operational seed collections that are not geographically precise (and therefore also not climatically precise) can complicate selection of appropriate provenances and lead to unpredictable outcomes. Numerous other risks and uncertainties—including the fact that tree populations are often adapted to local site factors other than climate and that long-term outcomes may differ from short-term observations—complicate evaluations of the potential utility of assisted gene flow.

The combination of direct human influences and the effects of climate change are resulting in altered ecological disturbance regimes, and this is especially the case for wildfires. Many regions that historically experienced low–moderate severity fire regimes are seeing increased area burned at high severity as a result of interactions between high fuel loads and climate warming with a number of negative ecological effects. While ecosystem impacts of altered fire regimes have been examined in the literature, little is known of the effects of changing fire regimes on forest understory plant diversity even though understory taxa comprise the vast majority of forest plant species and play vital roles in overall ecosystem function. We examined understory plant diversity across gradients of wildfire severity in eight large wildfires in yellow pine and mixed conifer temperate forests of the Sierra Nevada, California, USA. We found a generally unimodal hump-shaped relationship between local (alpha) plant diversity and fire severity. High-severity burning resulted in lower local diversity as well as some homogenization of the flora at the regional scale. Fire severity class, post-fire litter cover, and annual precipitation were the best predictors of understory species diversity. Our research suggests that increases in fire severity in systems historically characterized by low and moderate severity fire may lead to plant diversity losses. These findings indicate that global patterns of increasing fire size and severity may have important implications for biodiversity.

Disturbance such as wildfire may create opportunities for plant communities to reorganize in response to climate change. The interaction between climate change and disturbance may be particularly important in forests, where many of the foundational plant species (trees) are long-lived and where poor initial tree establishment can result in conversion to shrub- or graminoid-dominated systems. The response of post-disturbance vegetation establishment to post-disturbance weather conditions, particularly to extreme weather, could therefore provide useful information about how forest communities will respond to climate change. We examined the effect of post-fire weather conditions on post-fire tree, shrub, and graminoid recruitment in fire-adapted forests in northern California, USA, by surveying regenerating vegetation in severely burned areas 4-5 yr after 14 different wildfires that burned between 2004 and 2012. This time period (2004-2016) encompassed a wide range of post-fire weather conditions, including a period of extreme drought. For the most common tree species, we observed little evidence of disturbance-mediated community reorganization or range shifts but instead either (1) low sensitivity of recruitment to post-fire weather or (2) weak but widespread decreases in recruitment under unusually dry post-fire conditions, depending on the species. The occurrence of a single strong drought year following fire was more important than a series of moderately dry years in explaining tree recruitment declines. Overall, however, post-fire tree recruitment patterns were explained more strongly by long-term climate and topography and local adult tree species abundance than by post-fire weather conditions. This observation suggests that surviving adult trees can contribute to a "biological inertia" that restricts the extent to which tree community composition will track changes in climate through post-disturbance recruitment. In contrast to our observations in trees, we observed substantial increases in shrub and graminoid establishment under post-fire drought, suggesting that shifts in dominance between functional groups may become more likely in a future with more frequent and intense drought.

Critical research and dialogue are underway to understand the consequences of the massive wave of tree mortality in the Sierra Nevada.

Tree establishment following severe or stand-replacing disturbance is critical for achieving U.S. climate change mitigation goals and for maintaining the co-benefits of intact forest ecosystems. In many contexts, natural post-fire tree regeneration is sufficient to maintain forest cover and associated ecosystem services, but increasingly the pattern and scale of disturbance exceeds ecological thresholds and active reforestation may be warranted. Our capacity to plant trees, however, is not keeping pace with reforestation needs. This shortfall is uniquely apparent in the western U.S., where wildfire size and severity have increased in recent decades and long-term divestment in the reforestation supply chain has limited our ability to respond to existing needs. Here we present an analysis of key facets of both the supply and demand side of reforestation in the western U.S. and address six questions: (1) What is the current backlog of potential reforestation needs driven by high-severity wildfire?; (2) How will increasing wildfire activity through the end of the century affect potential reforestation needs?; (3) What is our capacity to meet current and future reforestation needs?; (4) How can we scale the reforestation supply chain to meet current and future demands?; (5) What approaches to reforestation can promote forest resilience to climate change and wildfire?; and (6) Where are opportunities emerging from recent policy initiatives, innovative public-private partnerships, and natural capital markets for scaling reforestation? Between 1984 and 2000, annual tree planting capacity met post-fire needs but cumulatively over the last two decades (2000 to 2021) it has fallen short of fire-driven needs by an estimated 1.5 million ha (ca. 3.8 million ac). We anticipate this gap will increase 2 to 3 fold by 2050. Scaling up reforestation efforts to close this gap will require increased investment across all facets of the reforestation supply chain, public-private partnerships, and novel approaches to reforestation that increase the resilience of western forests to drought and wildfire. Quantifying historical fire regimes provides important information for managing contemporary forests. Historical fire frequency and severity can be estimated using several methods; each method has strengths and weaknesses and presents challenges for interpretation and verification. Recent efforts to quantify the timing of historical high-severity fire events in forests of western North America have assumed that the "stand age" variable from the US Forest Service Forest Inventory and Analysis (FIA) program reflects the timing of historical high-severity (i.e. stand-replacing) fire in ponderosa pine and mixed-conifer forests. To test this assumption, we re-analyze the dataset used in a previous analysis, and compare information from fire history records with information from co-located FIA plots. We demonstrate that 1) the FIA stand age variable does not reflect the large range of individual tree ages in the FIA plots: older trees comprised more than 10% of pre-stand age basal area in 58% of plots analyzed and more than 30% of pre-stand age basal area in 32% of plots, and 2) recruitment events are not necessarily related to high-severity fire occurrence. Because the FIA stand age variable is estimated from a sample of tree ages within the tree size class containing a plurality of canopy trees in the plot, it does not necessarily include the oldest trees, especially in uneven-aged stands. Thus, the FIA stand age variable does not indicate whether the trees in the predominant size class established in response to severe fire, or established during the absence of fire. FIA stand age was not designed to measure the time since a stand-replacing disturbance. Quantification of historical "mixed-severity" fire regimes must be explicit about the spatial scale of high-severity fire effects, which is not possible using FIA stand age data.

Land managers implement forest fuel reduction treatments, including prescribed fire, mastication, and hand- and mechanical thinning, to modify wildfire behavior. Fuel treatments decrease tree density, increase mean canopy base height and remove surface fuels, and have been shown to reduce fire severity in yellow pine and mixed-conifer forests, even under relatively severe weather conditions. However, less is known about the impacts of fuel treatments on other facets of forest ecology. Synthesizing evidence from the scientific literature regarding their effects on forest structure, carbon, vegetation, soils, wildlife and forest pests, we found a developing consensus that fuel treatments, particularly those that include a prescribed fire component, may have neutral to positive effects on a number of ecological processes in frequent-fire coniferous forests and may increase forest resilience to future disturbance and stress.
