Abstract

As shown by COVID-19, infectious diseases with a pandemic potential present a grave threat to health and wellbeing. Although the International Health Regulations provide a framework of binding legal obligations for pandemic prevention, preparedness, and response, many countries do not comply with these regulations. There is a need for a renewed framework for global collective action that ensures conformity with international regulations and promotes effective prevention and response to pandemic infectious diseases. This Health Policy identifies the necessary characteristics for a new global public health security convention designed to optimise prevention, preparedness, and response to pandemic infectious diseases. We propose ten recommendations to strengthen global public health governance and promote compliance with global health security regulations. Recommendations for a new global public health security convention include greater authority for a global governing body, an improved ability to respond to pandemics, an objective evaluation system for national core public health capacities, more effective enforcement mechanisms, independent and sustainable funding, representativeness, and investment from multiple sectors, among others. The next steps to achieve these recommendations include assembling an invested alliance, specifying the operational structures of a global public health security system, and overcoming barriers such as insufficient political will, scarcity of resources, and individual national interests.

18. Media and communicative practices in the quest for the commons : Chile's 2011 student movement

Abstract

This thesis is an in depth analysis of the communicative and media practices displayed by the Chilean students movement, in 2011, and the way these practices contributed to the building of a commons with capacity for the political to exist in Chilean neoliberal democracy. The thesis interrogates the concept of the commons and in the process questions literature on democracy, social movements, and media and communication studies. I argue that in the context of the Chilean student movement the concept of voice should be seen as a political commons that has been expropriated from people in three ways: as a resource that is no longer relevant for the way neoliberal democracies are run; as a relationship curtailed by flawed space of mediation; and ultimately as a form of entitlement. Under these conditions, this thesis investigates the ways in which the commons of voice can be rendered from below and the political can be opened up in spite of the hollowing out of democracies in (neo)liberal times. Embracing a qualitative approach involving interviews and focus groups to approach participants and thematic analysis and grounded theory to analyse data, the research presents four communicative and media practices: the knitting of trust in the intimacy of households and walled spaces; the displaying and representing of bodies in the urban realm; the construction of an imagined commons and the confronting of adversaries in mainstream media; the diffusing of information on the Internet and the failings of communicative exchanges on the web. These practices show the construction of a momentary commons based on practices of affection, presence, ideological dispute and collective identification that subverted neoliberal logics of coexistence, albeit for only a short period of time. The thesis hopes to provide insights that point towards the overcoming of the limitations of the communicative ecology of neoliberal democracies for a more lasting political imprint as well as imagining how politics might be done better from daily life landscapes and beyond outdated liberal frameworks.

21. The Management of Irrigation and Potassium Fertilization to Mitigate the Effect of Light Frosts on the Phenolic and Volatile Compounds in Virgin Olive Oils

Abstract

The frequency of early frosts has increased in recent years, which are injurious to olive growing, causing losses in the yield and quality of virgin olive oil. In this research, it was studied how the management of agronomic factors mitigates frost damage in Arbequina olives, minimizing the loss of phenols and volatiles in virgin olive oil, at different fruit ripening stages. A Box–Behnken design and multivariate analysis were performed, with three levels of irrigation, potassium fertilization, and foliar copper application (15 treatments). Virgin olive oil was extracted from fresh and frozen olives. Light frost caused a significant decrease in the total phenols and secoiridoid compounds in and the antioxidant capacity of the frost-affected oils, which were perceived as more pungent and had the slight defect of “frostbitten olives”. According to the Box–Behnken design, an 86% reference evapotranspiration (ET0) or higher with 100 potassium oxide units (UK2O) and a 100% ET0 or higher with 250 UK2O would be required to minimize the effect of light frost on phenols and volatiles. Partial Least Squares Regression–Discriminant Analysis (PLS-DA) differentiated the virgin olive oils according to their ripening stage and fresh and frost conditions. Moreover, PLS-DA positively correlated a 75–100% ET0 and 0 Uk2O with the dialdehydic form of the decarboxymethyl ligstroside aglycone (p-HPEA-EDA), the dialdehydic form of the decarboxymethyl oleuropein aglycone (3,4-DHPEA-EDA), the dialdehydic form of the ligstroside aglycone (p-HPEA-EDA-DLA), and with fruity, pungent, and bitter attributes. Precision agronomic management based on the needs of the crop itself would avoid unnecessary stress on olive trees and oil damage.

Abstract

At the end of 2012, 3 decades after the human immunodeficiency virus (HIV) was first identified, neither a cure nor a fully preventive vaccine was available. Despite multiple efforts, the epidemic remains an exceptional public health challenge. At the end of 2012, it was estimated that, globally, 35 million people were living with HIV, 2.3 million had become newly infected, and 1.6 million had died from AIDS-related causes. Despite substantial prevention efforts and increases in the number of individuals on highly active antiretroviral therapy (HAART), the epidemic burden continues to be high. Here, we provide a brief overview of the epidemiology of HIV transmission, the work that has been done to date regarding HIV modeling in different settings around the world, and how to finance the response to the HIV epidemic. In addition, we suggest discussion topics on how to move forward with the prevention agenda and highlight the role of treatment as prevention (TasP) in curbing the epidemic.

31. Combined Joule-Humphrey-Recuperator Cycle: Performance and Parametric Analysis Evaluation Toward More Efficient Air Transportation.

Abstract

A three-stream combined Joule-Humphrey cycle that employs a heat recovery stream to function as a recuperator is presented. Based on an in-house developed thermodynamic performance tool, the operation of a modified dual-shaft turbofan engine is proposed. The engine core is modified by adding an intercooler and a reheating chamber to approach isothermal compression and expansion processes. A fraction of the primary flow is introduced into a reheat chamber that uses rotating detonation combustion (RDC) technology. The outflow of the RDC is then merged with the rest of the nucleus current before being discharged to the next turbine stage. The overall system behavior is captured by means of a nonlinear mathematical model featuring eight decision variables, including mass flow rates and compression ratios. A parametric analysis identifies the operational and performance envelope of the proposed engine concept. Ultimately, the model is endowed with an objective function, which includes global efficiency and thrust looking for an operation regime that boosts the thermodynamic performance. A generalized reduced gradient based algorithm is used to solve the nonlinear model, where each iteration solves a linearly constrained subproblem to generate a search direction. The performance and operational envelope presented here could be used as guidance for others considering the implementation of any of the discussed Joule cycle modifications or assessing the cost-effective balance of their use. Abstract

Power plants, electric generators, high-frequency controllers, battery storage, and control units are essential in current transportation and energy distribution networks. To improve the performance and guarantee the endurance of such systems, it is critical to control their operational temperature within certain regimes. Under standard working conditions, those elements become heat sources either during their entire operational envelope or during given phases of it. Consequently, in order to maintain a reasonable working temperature, active cooling is required. The refrigeration may consist of the activation of internal cooling systems relying on fluid circulation or air suction and circulation pulled from the environment. However, in both scenarios pulling surrounding air or making use of coolant pumps increases the power demand. The augmented power demand has a direct impact on the power plant or electric generator autonomy, while instigating higher power demand and substandard performance from the power electronics and batteries’ compounds. In this manuscript, we present a methodology to efficiently estimate the heat flux load generated by internal heat sources. By accurately and inexpensively computing the heat flux, it is possible to identify the coolant requirements to optimize the use of the available resources. Based on local thermal measurements fed into a Kriging interpolator, we can accurately compute the heat flux minimizing the number of sensors required. Considering the need for effective thermal load description toward efficient cooling scheduling. This manuscript presents a procedure based on temperature distribution reconstruction via a Kriging interpolator to monitor the surface temperature using a minimal number of sensors. The sensors are allocated by means of a global optimization that minimizes the reconstruction error.
