1. Development of a preliminary seismic risk screening tool for existing buildings in Canada

This paper presents a preliminary seismic risk screening tool to identify buildings whose superior structural and non-structural seismic performance in regions of low seismicity can be assessed based on several key attributes. The tool is designed to exempt buildings from detailed seismic risk assessment if key exemption criteria are met. The exemption criteria are based on: a seismic categorization system linked to anticipated building damage and seismicity; whether or not the building was designed using modern seismic design provisions; and the remaining time that the building will be occupied. The tool also provides a second list of criteria, which if satisfied, will automatically trigger further detailed seismic risk assessment. The decisions rendered by the tool regarding the expected seismic performance of a building are evaluated against the next level of seismic risk screening tool to ensure the consistency. A flowchart is presented to facilitate adoption of the tool by practicing engineers and other end-users. Cette etude presente un outil d'analyse preliminaire du risque sismique afin de determiner les constructions dont la performance sismique structurelle et non structurelle superieure dans des regions de faible sismicite peut etre evaluee selon plusieurs caracteristiques cles. L'outil est concu de facon a ce que les constructions soient exemptees de l'evaluation de risque sismique detaillee si les criteres d'exemption cle sont respectes. Les criteres d'exemption pour une construction sont bases sur un systeme de categorisation sismique lie au niveau de dommages prevus et a la sismicite; a savoir si oui ou non la construction a ete concue selon des dispositions de conception sismiques modernes; et le temps restant pendant lequel la construction sera occupee. L'outil fournit aussi une deuxieme liste de criteres, qui s'ils sont satisfaits, declencheront automatiquement l'evaluation de risque sismique plus detaillee. Les decisions produites par l'outil quant a la performance sismique attendue d'une construction sont evaluees par rapport au prochain niveau d'outil d'analyse de risque sismique afin d'assurer la coherence. Un organigramme est presente afin de faciliter l'adoption de l'outil par les ingenieurs et d'autres utilisateurs finaux.
