Reporting and monitoring systems cannot be hurriedly cobbled at the first sign of an impending emergency‟. Crisis Management Cell was established on 29 January 2020 as part of the Medical Directorate COVID-19 response strategy with a mandate to act as a data collection point & repository for relevant decision making andpolicy formulation. Since its inception, it has proved its mettleby enabling a paradigm shift from an existing traditional passive surveillance system to an active, near-real-time data collection and disseminationarrangement. This transition involved a whole-hearted commitment of top brass and a herculean effort on part of Crisis Management Cell. Its functioning non-stop,24/7 on war-like footings for attaining assigned objectives has beenhighly appreciated by all rank and file. By writing this case study, authorsintend to share theworkdone by Crisis Management Cell for nearly seven months. By narrating a tale of blood, sweat and tears thepurpose is to critically review the Crisis Management Cell structures, processes and outcomes. We provide insightful lessons and discerning tips based on our first-hand experience of what went well, what did not, and what could. The purpose is not only to highlightits distinctive work but also to highlight that the tasks were performed at break-neck pace. We conclude by commenting on theutility and effectiveness Crisis Management Cell in achieving the desired output which is also evident from the fact that itsinitial mandate pertaining to COVID-19 wasexpandedto include Dengue Surveillance and Disease Early Warning System.

- Abstract
Recent development of online tools based on Web 2.0 are enabling the creation of metrics on the number of users who "read", "comment", "tweet", "share" or "discuss" scientific and academic papers. All these metrics are commonly known as 'altmetrics'. Altmetrics have gained importance recently because in the field of scientific communication and evaluation they are increasingly considered a key data source for studying the 'social impact' of science. This progress report presents an overview of the major conceptual advances, events and projects that have occurred around altmetrics in 2014, and also reflects on possible developments and practical applications that are expected in this area in the near future. Organizations have been using performance indicators to, amongst others, support decision-making. However, as reported in the literature, there are obstacles to its design and use. This work analysis the Portuguese COVID-19 daily situation report and identifies the 18 performance indicators present in the four page report. Then, it recognizes the more relevant problems associated with its definition and communication, such as, uncertainty of data quality, too many indicators, lack of human resources attached to performance measurement, time and difficulty doing data analysis and lack of time to do data collection, which may limit its use to support decision-making. It ends presenting the requirements that should be fulfilled to reduce the identified problems., (undefined)

- Abstract
The Bavarian Mountain Rescue Service has always shown a great interest in innovations, chances and possibilities. Against this background, in 2012 the construction of a new structure was initiated, the localization, communication and situation report team (LKLD: Lokalisation, Kommunikation und Lagedarstellung), which uses modern techniques, such as the GPS, mobile internet, thermal imaging, residual light amplification and drones. The use of unmanned aircraft systems (UAS) has already been proven to be very helpful and facilitative in the search for missing persons. Using UAS the LKLD teams could also successfully master unusual missions, e.g. for the inspection of damaged structures in the bridge construction after the tragic collapse of the bridge in Werneck or in connection with monitoring of dangerous alpine conditions. Motivated by these successes and by the political appreciation of their voluntary work, dedicated work is being carried out on further innovations. Under consideration are automated flights far beyond the range of visibility, transport of materials and drones which can carry passengers., (© 2021. This paper investigates the use of early warning tools as part of Ethiopia's Disaster Risk Management framework. Analyzing, in particular, the Livelihoods, Early Assessment and Protection tool, Livelihood Integrated Assessment and Hotspots Assessments, the paper delineates the scope and objectives of existing early warning tools, their commonalities and limitations. From a disaster risk financing and insurance perspective, the paper investigates possible enhancements in the existing early warning framework and its use that could facilitate greater timeliness of drought response. The paper argues that based on the existing early warning instruments and continued improvements to the early warning systems, it is possible to enable early action during the onset of a drought.

This note aims to build understanding of the existing disaster risk financing and insurance (DRFI) tools in use in The Marshall Islands and to identify gaps where potential engagement could further develop financial resilience. The likelihood that a hazardous event will have a significant impact on the Marshall Islands has risen with the increasing levels of population and assets in the urban areas of Majuro and Ebeye. The low-lying atolls are at risk of damage to both assets and people as a result of storm surges and tsunamis. The Marshall Islands is expected to incur, on average over the long term, annual losses of US$3 million due to earthquakes and tropical cyclones. In the next 50 years, the Marshall Islands has a 50 percent chance of experiencing a loss exceeding US$53 million. The government takes an ex-ante approach to financing the cost of disasters, but the resources available are limited. The Marshall Islands has a maximum amount of US$15.6 million potentially available in ex-ante instruments to facilitate disaster response. The government s post-disaster budget execution process relies on a variety of financial tools, but the size of the economy limits access to immediate post-disaster cash resources. A number of options for improving disaster risk financing and insurance are presented here for consideration: (a) develop an integrated disaster risk financing and insurance strategy; (b) assess the domestic insurance market for both public and private assets to establish what products are currently offered and to determine their level of uptake; (c) carry out a quantitative analysis to determine whether contingent credit could be an effective tool to access additional liquidity post-disaster; and (d) investigate the possibility of establishing policies for financial assistance to disaster victims in remote communities.

20. Drug trafficking : the use of South African drug mules in crossborder smuggling

- Abstract
This study was conducted in order to gain a better understanding of the phenomenon of drug trafficking with specific reference as to how South African drug mules are used in crossborder drug smuggling. Through media analysis, semi-structured interviews with drug trafficking experts and a literature study the researcher was able to make findings and recommendations as per the objectives of the study. The objectives of the study included examining how drug mules smuggle drugs across South African borders; what role drug mules play in drug trafficking syndicates and the motivations and reasons why South Africans are increasingly being recruited as drug mules. The researcher also attempted to determine the nature and extent of the drug demand supply in and to South Africa. By making the deduction that drug demand and drug supply are interrelated the researcher was ultimately able to conclude that drug mules will continue to engage in drug smuggling as long as there is a demand for drugs and readily available drug supply routes to and from a county. From the media reports analysed cocaine, methamphetamine and heroin were the drugs most smuggled by South African drug mules. It is also clear from the media reports that cocaine and methamphetamine are smuggled in the largest quantities by South African drug mules. The quantities of heroin found in the possession of South African drug mules were insignificantly small. This contradicts treatment centre data analysed that indicated heroin and methamphetamine users were almost double in numbers in comparison to cocaine users being treated at centres. Most South African drug mules are used to smuggle drugs to the cocaine markets in Europe and South Africa; the cannabis/marijuana (herb) market in Europe; the cannabis (resin) hashish market in Canada and the United States of America; the crystal methamphetamine market in the Far East (largely Japan and Korea) and the heroin market in South Africa. This report outlines these findings, including damage and loss estimates and social and economic impacts, and proposes strategies for resilient recovery and reconstruction planning. Heavy rain combined with multiple tropical storms throughout the extended rainy season played a large part in the extensive flooding. Flash floods were reported in several areas in the north in May, and tropical depression Haima arrived in June followed by Nock-Ten in July, the combination of which caused widespread flooding. Overall, the floods affected more than 13 million people and resulted in more than 680 deaths. The floods impacted heavily on the private sector, particularly manufacturing. Manufacturing makes up about 38.5 percent of Thailand's Gross Domestic Product (GDP) and is one of the main drivers of Thailand's exports. The majority of manufacturers are located in five flood-affected provinces, namely Bangkok, Ayuthaya, Nakhon Sawan, Pathum Thani, and Samut Sakhon. Tourism, housing and the financial sector were also heavily affected. Though there was some damage to tourism infrastructure, the greatest impact came from losses in revenue from accommodation, transportation, shopping, food and beverages, entertainment and sightseeing. Recovery and reconstruction needs are estimated to be THB 1.5 trillion (USD 50 billion) over a five-year period.
