This article provides a critical overview of the recently approved Artificial Intelligence Act. It starts by presenting the main structure, objectives, and approach of Regulation (EU) 2024/1689. A definition of key concepts follows, and then the material and territorial scope, as well as the timing of application, are analyzed. Although the Regulation does not explicitly set out principles, the main ideas of fairness, accountability, transparency, and equity in AI underly a set of rules of the regulation. This is discussed before looking at the ill-defined set of forbidden AI practices (manipulation and e exploitation of vulnerabilities, social scoring, biometric identification and classification, and predictive policing). It is highlighted that those rules deal with behaviors rather than AI systems. The qualification and regulation of high-risk AI systems are tackled, alongside the obligation of transparency for certain systems, the regulation of general-purpose models, and the rules on certification, supervision, and sanctions. The text concludes that even if the overall framework can be deemed adequate and balanced, the approach is so complex that it risks defeating its own purpose of promoting responsible innovation within the European Union and beyond its borders.

Extreme learning machines explore nonlinear random projections to perform computing tasks on high-dimensional output spaces. Since training only occurs at the output layer, the approach has the potential to speed up the training process and the capacity to turn any physical system into a computing platform. Yet, requiring strong nonlinear dynamics, optical solutions operating at fast processing rates and low power can be hard to achieve with conventional nonlinear optical materials. In this context, this manuscript explores the possibility of using atomic gases in near-resonant conditions to implement an optical extreme learning machine leveraging their enhanced nonlinear optical properties. Our results suggest that these systems have the potential not only to work as an optical extreme learning machine but also to perform these computations at the few-photon level, paving opportunities for energy-efficient computing solutions.

Easily accessible through tabletop experiments based on laser propagation inside nonlinear optical media, Paraxial Fluids of Light are emerging as promising platforms for the simulation and exploration of quantum-like phenomena. In particular, the analogy builds on a formal equivalence between the governing model for a Bose-Einstein Condensate under the mean-field approximation and the model of laser propagation under the paraxial approximation. Yet, the fact that the role of time is played by the propagation distance in the optical analogue system may impose strong bounds on the range of accessible phenomena due to the limited length of the nonlinear medium. In this manuscript, we present a novel experimental approach to solve this limitation in the form of an optical feedback loop, which consists of the reconstruction of the optical states at the end of the system followed by their subsequent re-injection exploiting wavefront shaping techniques. The results enclosed demonstrate the potential of this approach to access unprecedented dynamics, paving for the observation of novel phenomena in these systems.

Paraxial fluids of light have recently emerged as promising analogue physical simulators of quantum fluids using laser propagation inside nonlinear optical media. In particular, recent works have explored the versatility of such systems for the observation of two-dimensional quantum-like turbulence regimes, dominated by quantized vortex formation and interaction that results in distinctive kinetic energy power laws and inverse energy cascades. In this manuscript, we explore a regime analogue to Kelvin-Helmoltz instability to look into further detail the qualitative dynamics involved in the transition from smooth laminar flow to turbulence at the interface of two fluids with distinct velocities. Both numerical and experimental results reveal the formation of a vortex sheet as expected, with a quantized number of vortices determined by initial conditions. Using an effective length transformation scale we get a deeper insight into the vortex formation phase, observing the appearance of characteristic power-laws in the incompressible kinetic energy spectrum that are related to the single vortex structures. The results enclosed demonstrate the versatility of paraxial fluids of light and may set the stage for the future observation of distinct classes of phenomena recently predicted to occur in these systems, such as radiant instability and superradiance.

We present a polarization diverse receiver architecture for continuous variables quantum key distribution. Our receiver architecture forgoes the need for any polarization matching calibrations or feedback loops and is usable in any locally generated local oscillator key distribution system. We demonstrate experimentally that our system is capable of reliably achieving theoretical security against coherent attacks, even under very adverse random polarization drift scenarios, where the single polarization channels are unable to achieve security, and is capable of functioning for long periods of time., Comment: 6 pages, 5 figures

The oblivious transfer primitive is sufficient to implement secure multiparty computation. However, secure multiparty computation based only on classical cryptography is severely limited by the security and efficiency of the oblivious transfer implementation. We present a method to efficiently and securely generate and distribute oblivious keys by exchanging qubits and by performing commitments using classical hash functions. With the presented hybrid approach, quantum and classical, we obtain a practical and high-speed oblivious transfer protocol, secure even against quantum computer attacks. The oblivious distributed keys allow implementing a fast and secure oblivious transfer protocol, which can pave the way for the widespread of applications based on secure multiparty computation., Comment: 11 pages, 5 figures

The generalized Schr\"odinger-Newton system of equations with both local and nonlocal nonlinearities is widely used to describe light propagating in nonlinear media under the paraxial approximation. However, its use is not limited to optical systems and can be found to describe a plethora of different physical phenomena, for example, dark matter or alternative theories for gravity. Thus, the numerical solvers developed for studying light propagating under this model can be adapted to address these other phenomena. Indeed, in this work we report the development of a solver for the HiLight simulations platform based on GPGPU supercomputing and the required adaptations for this solver to be used to test the impact of new extensions of the Theory of General Relativity in the dynamics of the systems, in particular those based on theories with non-minimal coupling between curvature and matter. This approach in the study of these new models offers a quick way to validate them since their analytical analysis is difficult.
