Imagine two doctors who illegally sold opioids in exchange for cash. Both doctors sold roughly the same quantity of pills, had no prior criminal convictions, and accordingly faced the same sentencing guidelines range. The major difference was that one doctor was in his sixties and considerably older than the other doctor. The Federal Sentencing Guidelines provide that judges should consider a defendant’s age only in atypical cases. Yet, this Article demonstrates that older defendants received sentencing discounts far more often than younger defendants convicted of the same crime. This Article gathers sentencing data for almost 130 doctors convicted in federal court of illegally selling opioids. These defendants all committed the same crime—drug dealing—and often sold similar quantities of drugs. Yet, the older defendants fared much better. When a guidelines sentence would have kept a defendant in prison past the age of sixty‐five, judges sentenced below the guidelines in eighty‐one percent of cases. By contrast, younger doctors received below‐guideline sentences in only fifty‐five percent of cases, which is consistent with sentencing data for all crimes. Older defendants not only received more frequent sentence reductions, but larger sentence reductions. Most startling, this Article documents how some judges based their sentencing decisions not on the Federal Sentencing Guidelines, but instead, on the defendants’ likely age of death. Judges appear to start with an age of release in mind—often in the defendant’s mid‐seventies—and work backward from there to compute the sentence. Although many techniques have been devoted to promote therapeutic purposes of drug carrier systems, however, there are still many challenges in this area. Here, we designed co-loaded delivery systems, composed of curcumin loaded cyclodextrin-graphene oxide core (Cur@CD-GO) and gallic acid loaded chitosan shell nanofibers (Cur-Ga NF), which can promote the therapeutic efficiency of drugs. The synthesized nanofibres were fabricated by electrospinning technique with the coaxial system. Results showed that co-loaded delivery systems (Cur-Ga NF) provide better performance over single drug-loaded NFs (Cur@CD-GO). It was demonstrated that the nanofibers were successfully prepared, and the drugs in the core and sell of nanofibers were released in a controlled and sustained manner. The produced Cur-Ga NF, providing improved anti-cancer activity, antimicrobial activity, antioxidant activity and anti-inflammatory outcome as compared to single drug-loaded NFs. Background: The current illicit drug overdose crisis within North America and other countries requires expanded and new responses to address unpredictable and potentially lethal substances, including fentanyl analogues, in the unregulated drug market. Community-wide drug checking is being increasingly explored as one such public health response. We explored how drug checking could be implemented as a potential harm reduction response to the overdose crisis, from the perspective of potential service users. Methods: The research was guided by the Consolidated Framework for Implementation Research (CFIR). We conducted a qualitative, pre-implementation study to inform development and implementation of drug checking services that are acceptable to people who use substances and meet their needs. University and community researchers conducted 27 in-depth interviews with potential service users at prospective drug checking sites. We inductively developed emerging themes to inform the implementation of drug checking services within the five domains of the CFIR, and identified the most relevant constructs. Results: Implementing community drug checking faces significant challenges within the current context of criminalization and stigmatization of substance use and people who use/sell drugs, and trauma experienced by potential service users. Participants identified significant risks in accessing drug checking, and that confidential and anonymous services are critical to address these. Engaging people with lived experience in the service can help establish trust. The relative advantage of drug checking needs to outweigh risks through provision of accurate results conveyed in a respectful, non-judgemental way. Drug checking should provide knowledge relevant to using and/or selling drugs and informing one's own harm reduction. Conclusions: For service users, the extent to which the implementation of drug checking can respond to and mitigate the risks of being criminalized and stigmatized is critical to the acceptability and success of community drug checking. Background: Popular perception of people who sell drugs is negative, with drug selling framed as predatory and morally reprehensible. In contrast, people who use drugs (PWUD) often describe positive perceptions of the people who sell them drugs. The "Satellite Sites" program in Toronto, Canada, provides harm reduction services in the community spaces where people gather to buy, use, and sell drugs. This program hires PWUD—who may move into and out of drug selling—as harm reduction workers. In this paper, we examine the integration of people who sell drugs directly into harm reduction service provision, and their practices of care with other PWUD in their community. Methods: Data collection included participant observation within the Satellite Sites over a 7-month period in 2016–2017, complemented by 20 semi-structured interviews with Satellite Site workers, clients, and program supervisors. Thematic analysis was used to examine practices of care emerging from the activities of Satellite Site workers, including those circulating around drug selling and sharing behaviors. Results: Satellite Site workers engage in a variety of practices of care with PWUD accessing their sites. Distribution of harm reduction equipment is more easily visible as a practice of care because it conforms to normative framings of care. Criminalization, coupled with negative framings of drug selling as predatory, contributes to the difficultly in examining acts of mutual aid and care that surround drug selling as practices of care. By taking seriously the importance for PWUD of procuring good quality drugs, a wider variety of practices of care are made visible. These additional practices of care include assistance in buying drugs, information on drug potency, and refusal to sell drugs that are perceived to be too strong. Conclusion: Our results suggest a potential for harm reduction programs to incorporate some people who sell drugs into programming. Taking practices of care seriously may remove some barriers to integration of people who sell drugs into harm reduction programming, and assist in the development of more pertinent interventions that understand the key role of drug buying and selling within the lives of PWUD. This is the first study to explore how cryptomarket actors are increasingly adopting encrypted messaging applications to " direct deal " beyond the provided platforms, to obviate the protocols of cryptomarkets, and to diversify the communication experience of drug buying via the dark net. Drawing on 965 forum posts discussing encrypted messaging applications, results showed that direct dealing may be more likely to occur in the context of preestablished trust between vendors and buyers, during instances of law enforcement crackdowns, and when buyers are enticed by discounts or promotions. Our findings also suggested a general hesitancy toward direct dealing, as it was often associated with greater exposure to scams, and perceptions that direct dealing increases the risks concerning personal security and detection from law enforcement. These findings provide insight into the interconnection of online drug markets, and how actors make decisions to drift between multichannel supply points mediated by perceptions of trust and risk. • A novel algorithm to build a new feature, called Local Distance Neighbor (LDN), to substitute any external resource of knowledge such as the gazetteer. • An end-to-end neural architecture to recognize emerging named entities in noisy user-generated text. • The presented Named Entity Recognition model is applied to domains of the Tor Darknet to detect named entities that are related to Drugs and weapons trading. Recognizing infrequent or emerging named entities in a user-generated text is a challenging task, especially when informal or slang text is used. Some recent works propose to use a gazetteer to solve this problem, but this solution is not general because the gazetteer is task-specific and its maintenance is costly. In this paper, we overcome this drawback by presenting Local Distance Neighbor (LDN), a novel feature that substitutes the gazetteer and makes that the model obtains state-of-the-art results. LDN captures an initial guess for each input token based on the categories of its neighboring tokens within an embedding space. We evaluated the proposed network on the W-NUT-2017 dataset, and we obtained the state-of-the-art F1 score for the Group, Person, and Product categories. We employed our new feature together with the model proposed by Aguilar et al. to recognize named entities in the Tor Darknet related to suspicious activities associated with weapons and drug selling. After increasing the samples of the W-NUT-2017 dataset with 851 manually annotated entries, we repeated our evaluation in this extended version of the dataset, achieving entity and surface F1 scores of 52.96% and 50.57%, respectively. Furthermore, we demonstrate that our proposal can be useful for Law Enforcement Agencies in mining the textual information in the Tor hidden services, being especially adequate for the Group, Person, and Product categories. Although team-based selling is highly prominent in practice, research on the drivers of its effectiveness is sparse. Drawing from the literature on climate consensus, the authors propose that in addition to leadership and team factors, team consensus plays a critical role in boosting sales team effectiveness. Using survey and archival data from a sample of 185 pharmaceutical sales teams, the authors find that high team consensus regarding team-level leadership empowerment behaviors (LEBs) and team interpersonal climate quality enhances team potency given high LEBs but weakens team potency given low LEBs. In turn, team potency translates into sales team performance through both extra-role (team helping behavior) and in-role (team effort) behavior. HIV in Pakistan is concentrated to people who inject drugs (PWID) and easy accessibility of narcotics to this population cannot be disregarded as a risk factor of growing encumbrance of AIDS in the country. All the narcotics and other medications having high potential of abuse are stratified into Schedule G of Punjab Drug Rules 2017. According to these rules, drugs in Schedule G shall be sold in pharmacy under the direct supervision of qualified pharmacist. However, Schedule G is not implemented in Punjab due to continuous resistance from pharmaceutical stakeholders including medical store owners (who are barred to sell drugs from schedule G). Since 1.6 million PWID reported misuse of prescription opioids for non-medical use, delayed implementation of schedule G is attributing to the unabated sale of narcotics without prescription and for non-medical purposes, which is further contributing to the staggering number of PWID in the country. The first step of automating composition patent drafting is to draft the claims around a Markush structure with substituents. Currently, this process depends heavily on experienced attorneys or patent agents, and few tools are available. IntelliPatent was created to accelerate this process. Users can simply upload a series of analogs of interest, and IntelliPatent will automatically extract the general structural scaffold and generate the patent claim text. The program can also extend the patent claim by adding commonly seen R groups from historical lists of the top 30 selling drugs in the US for all R substituents. The program takes MDL SD file formats as inputs, and the invariable core structure and variable substructures will be identified as the initial scaffold and R groups in the output Markush structure. Research introduced here draws on over two years of ongoing qualitative work of low-level drug dealers in a Mexico City neighborhood. Through interviews and participant observation, we explore the social mechanisms that sustain and facilitate informal drug dealing. Our findings indicate that the sale of illicit products, especially drugs, is a needed supplement to household income that expands and contracts according to economic need. Drug selling is integrated into the context of small licit (front) businesses in which dealers sell small amounts of marijuana and cocaine to trusted clients as a (back) business. These "back businesses" are protected by those who operate them, and family, community members, and corrupt officials who benefit from their existence. Finally, the dealers that we studied occupy a unique niche in the overall structure of drug dealing in the neighborhood by remaining under the radar by not attracting the attention of drug cartels. This article contends that penal substitutionary atonement, and its necessary connection between sin, wrath, and punishment, influences the political discourse and practices around America's wars on drugs. In this work, the author is guided by Ryan LaMothe's proposals for pastoral political theology. She suggests that his initial question of "what's going on" in the political realm could include surfacing theology's influence upon political discourses and practices. The author begins by reviewing the history of assigning a spoiled moral identity to marginalized groups through America's wars on drugs. She pays special attention to the current conflation of immigration and drug rhetoric targeting Hispanics. She then considers penal atonement theory and its connection to punitive justice. The author suggests three aspects of the worldview surrounding this theory that motivate a distinct lack of care for those who commit acts deemed immoral: (1) no mercy outside of punishment, (2) pain is essential to justice, and (3) the law is implacable to commonsense reasoning. The necessity of punishment, including the animus of God's personal wrath against the sinner for affronting God's holiness, smooths the way for "tough on crime" stances against those stigmatized as morally corrupt. Twitter is a popular platform for e-commerce in the Arab region—including the sale of illegal goods and services. Social media platforms present multiple opportunities to mine information about behaviors pertaining to both illicit and pharmaceutical drugs and likewise to legal prescription drugs sold without a prescription, i.e., illegally. Recognized as a public health risk, the sale and use of illegal drugs, counterfeit versions of legal drugs, and legal drugs sold without a prescription constitute a widespread problem that is reflected in and facilitated by social media. Twitter provides a crucial resource for monitoring legal and illegal drug sales in order to support the larger goal of finding ways to protect patient safety. We collected our dataset using Arabic keywords. We then categorized the data using four machine learning classifiers. Based on a comparison of the respective results, we assessed the accuracy of each classifier in predicting two important considerations in analysing the extent to which drugs are available on social media: references to drugs for sale and the legality/illegality of the drugs thus advertised. For predicting tweets selling drugs, Support Vector Machine, yielded the highest accuracy rate (96%), whereas for predicting the legality of the advertised drugs, the Naïve Bayes, classifier yielded the highest accuracy rate (85%). Objective: To increase our understanding about food insecurity among urban adolescents, we conducted a qualitative study in Baltimore City with adolescents to: (i) explore how adolescents experience and cope with food insecurity; and (ii) identify community-based approaches or interventions for addressing food insecurity.Design: A total of eight focus groups were conducted across six neighbourhoods. To gather sociodemographic characteristics and personal data on food insecurity, all consented adolescents completed a brief questionnaire.Setting: Six purposively selected neighbourhoods in Baltimore City, USA.Participants: A total of fifty-three adolescents between the ages of 14 and 19 years participated in the study.Results: Although half of our sample was classified as food insecure, everyone in the focus groups was aware of adolescents who engaged in risky behaviours to get money for food. Among girls, prostituting was the most commonly mentioned behaviour, whereas for boys, it was selling drugs or stealing to get money for food. Adolescents also described tremendous stigma associated with food insecurity and agreed that food insecurity has to be viewed within a broader set of economic challenges.Conclusions: Addressing food insecurity among adolescents in disadvantaged neighbourhoods should be a high priority for policy makers and practitioners. Current feeding programmes are not addressing the needs of adolescents; as a result, adolescents are at risk for a variety of harmful behaviours and outcomes, with long-term negative health and social consequences. A public safety answering point (PSAP) receives thousands of security alerts and attends a similar number of emergencies every day, and all the information related to those events is saved to be post-processed and scrutinized. Visualization and interpretation of emergency data can provide fundamental feedback to the first-response institutions, to managers planning resource distributions, and to all the instances participating in the emergency-response cycle. This paper develops the application of multiple correspondence analysis (MCA) of emergency responses in a PSAP, with the objective of finding informative relationships among the different categories of registered and attended events. We propose a simple yet statistically meaningful method to scrutinize the variety of events and recorded information in conventional PSAPs. For this purpose, MCA is made on the categorical features of the available report forms, and a statistical description is achieved from it by combining bootstrap resampling and Parzen windowing, in order to provide the user with the most relevant factors, their significance, and a meaningful representation of the event grouping trends in a given database. We analyzed the case of the 911-emergency database from Quito, Ecuador, which includes 1,078,846 events during 2014. Individual analysis of the first-response institutions showed that there are groups with very related categories, whereas their joint analysis showed significant relationships among several types of events. This was the case for fire brigades, military, and municipal services attending large-scale forest fires, where they work in a combined way. Independence could be established among actions in other categories, which was the case for specific police events (as drug selling and distribution) or fire brigades events (as fire threats). Rationale: The use of synthetic cathinones as recreational drugs frequently sold in combination has been increasing exponentially. However, the consequences of combining cathinones on the resulting stimulant effects and the pharmacokinetics have been poorly investigated. Objective and methods: To study 3,4-methylenedioxypyrovalerone (MDPV; 3 mg/kg) and mephedrone (4-MMC; 30 mg/kg)-induced effects on rat locomotor activity and pharmacokinetics, administered alone or in combination by the intragastric route. The pharmacokinetic parameters were determined using non-compartmental analysis and the relationships between the locomotor activity and drug concentrations using sigmoidal Emax modeling. Results: Locomotor activity significantly increased during the first hour post-administration with the MDPV/4-MMC combination in comparison to MDPV (p < 0.001) and 4-MMC (p < 0.01) alone. The pharmacokinetic profile of MDPV, but not 4-MMC, was significantly modified with the combination resulting in decreases in Cmax (16.4 ± 5.5 versus 62.2 ± 14.2 μg/L, p < 0.05) and AUC0 → ∞ (708 ± 91 versus 3316 ± 682 μg/L/min, p < 0.01) and increases in V/F (582.6 ± 136.8 versus 115.9 ± 42.7 L/kg, p < 0.05) and Cl/F (4.6 ± 0.7 versus 1.2 ± 0.4 L/kg/min, p < 0.01) in comparison to MDPV alone. The sigmoidal Emax model fitted the observed data well; MDPV being markedly more potent than 4-MMC (EC50, 0.043 versus 0.7 μmol/L). The enhancing factor representing the MDPV contribution to the alteration in the relationships between locomotor activity and 4-MMC concentrations was 0.3. Conclusion: An MDPV/4-MMC combination results in enhanced stimulant effects in the rat, despite significant reduction in MDPV bioavailability. Enhanced effects could be explained by increased MDPV distribution and/or possible complementation at the brain dopaminergic targets. Introduction: The link between drug selling and other delinquent behaviors in adolescence is well established. Less is known regarding the trends in drug selling among youth in the US and whether they are consistent with the recently observed decline in problem behaviors among this population.Methods: Data were collected between 2002 and 2015 as part of the National Survey on Drug Use and Health (NSDUH). Participants included 233,435 US youth aged 12-17. The primary variable of interest was self-reported past year drug-selling. Logistic regression assessed trends in drug-selling among male and female subgroups.Results: Between 2002 and 2015, the prevalence of drug-selling decreased significantly across all youth (AOR = 0.970, p < .001). Analysis of gender differences revealed that the rate of drug-selling decreased significantly among boys (AOR = 0.962, p < .001), however, the trend remained stable for girls (AOR = 0.987, p > .05). The decrease in drug-selling was observed for nearly all male subgroups, African-American girls (0.946, p < .01) and girls reporting no illegal substance use in the past year (0.960, p < .05).Conclusions: The prevalence of past year drug-selling among youth in the US is declining significantly, especially for boys. Background: It is now commonly accepted that there exists a form of drug supply, that involves the non-commercial supply of drugs to friends and acquaintances for little or no profit, which is qualitatively different from profit motivated 'drug dealing proper'. 'Social supply', as it has become known, has a strong conceptual footprint in the United Kingdom, shaped by empirical research, policy discussion and its accommodation in legal frameworks. Though scholarship has emerged in a number of contexts outside the UK, the extent to which social supply has developed as an internationally recognised concept in criminal justice contexts is still unclear.Methods: Drawing on an established international social supply research network across eleven nations, this paper provides the first assessment of social supply as an internationally relevant concept. Data derives from individual and team research stemming from Australia, Belgium, Canada, Czech Republic, Finland, Germany, Hong Kong, the Netherlands, England and Wales, and the United States, supported by expert reflection on research evidence and analysis of sentencing and media reporting in each context. In situ social supply experts addressed a common set of questions regarding the nature of social supply for their particular context including: an overview of social supply research activity, reflection on the extent that differentiation is accommodated in drug supply sentencing frameworks; evaluating the extent to which social supply is recognised in legal discourse and in sentencing practices and more broadly by e.g. criminal justice professionals in the public sphere. A thematic analysis of these scripts was undertaken and emergent themes were developed. Whilst having an absence of local research, New Zealand is also included in the analysis as there exists a genuine discursive presence of social supply in the drug control and sentencing policy contexts in that country.Results: Findings suggest that while social supply has been found to exist as a real and distinct behaviour, its acceptance and application in criminal justice systems ranges from explicit through to implicit. In the absence of dedicated guiding frameworks, strong use is made of discretion and mitigating circumstances in attempts to acknowledge supply differentiation. In some jurisdictions, there is no accommodation of social supply, and while aggravating factors can be applied to differentiate more serious offences, social suppliers remain subject to arbitrary deterrent sentencing apparatus.Conclusion: Due to the shifting sands of politics, mood, or geographical disparity, reliance on judicial discretion and the use of mitigating circumstances to implement commensurate sentences for social suppliers is no longer sufficient. Further research is required to strengthen the conceptual presence of social supply in policy and practice as a behaviour that extends beyond cannabis and is relevant to users of all drugs. Research informed guidelines and/or specific sentencing provisions for social suppliers would provide fewer possibilities for inconsistency and promote more proportionate outcomes for this fast-growing group. Introduction: Cryptomarkets operating on the darknet are a recent phenomenon that has gained importance only over the last couple of years (Barratt, 2012). However, they now constitute an evolving part of illicit drug markets. Although selling and buying a variety of psychoactive substances on the Internet has a long history, new technological developments enable systematic drug trading on the net.These technological innovations on the Internet allow users to proceed with (illicit) drug transactions with almost completely anonymous identities and locations. In this paper, we provide a systematic measurement analysis of structures and trends on the most popular anonymous drug marketplace, and discuss the role of cryptomarkets in drug distribution.Methods: Data collection and analysis include a long-term measurement of the cryptomarket 'AlphaBay', the most popular platform during the survey period. By developing and applying a web-scraping tool, market data was extracted from the marketplace on a daily basis during a period of twelve months between September 2015 and August 2016. The data was analysed by using business-intelligence software, which allows the linking of various data sets. We found 2188 unique vendors offering 11,925 drug items. The findings of our long-term monitoring and data analysis are compared over time and across marketplaces, offering a detailed understanding of the development of revenues generated, characterisation of countries of origin and destination, and distribution of vendors and customers over time.Results: We provide a nuanced and highly detailed longitudinal analysis of drug trading on the darknet marketplace 'AlphaBay', which was the largest cryptomarket in operation. 1) Total sales volumes for the 'drugs' section was estimated at approximately USD 94 million for the period from September 2015 to August 2016. 2) In addition, about 64% of all sales are made with cocaine-, cannabis-, heroin-, and ecstasy-related products. 3) Average selling prices increase over time for categories including cannabis and hashish, ecstasy, opioids, psychedelics and stimulants. 4) The five most frequent countries of origin as indicated by vendors are the United States, United Kingdom, Australia, the Netherlands and Germany. Moreover, it was demonstrated that drug distribution on cryptomarkets is conducted at a regional rather than global level. 6) Furthermore, 4.88% of vendors made over USD 200,000 and were responsible for 52.9% of total revenues generated over the period analysed. In contrast, 57.51% of vendors managed to sell drug items worth less than USD 10,000 within a period of twelve months. The findings suggest that 'AlphaBay' was a cryptomarket mainly from and for Western industrialised countries. Background: Cryptomarkets, or illegal anonymizing online platforms that facilitate drug trade, have been analyzed in a rapidly growing body of research. Previous research has found that, despite increased risks, cryptomarket sellers are often willing to ship illegal drugs internationally. There is little to no information, however, about the extent to which uncertainty and risk related to geographic constraints shapes buyers' behavior and, in turn, the structure of the global online drug trade network. In this paper, we analyze the structure of a complete cryptomarket trade network with a focus on the role of geographic clustering of buyers and sellers.Methods: We use publicly available crawls of the cryptomarket Abraxas, encompassing market transactions between 463 sellers and 3542 buyers of drugs in 2015. We use descriptive social network analysis and Exponential Random Graph Models (ERGM) to analyze the structure of the trade network.Results: The structure of the online drug trade network is primarily shaped by geographical boundaries. Buyers are more likely to buy from multiple sellers within a single country, and avoid buying from sellers in different countries, which leads to strong geographic clustering. The effect is especially strong between continents and weaker for countries within Europe. A small fraction of buyers (10%) account for more than a half of all drug purchases, while most buyers only buy once.Conclusion: Online drug trade networks might still be heavily shaped by offline (geographic) constraints, despite their ability to provide access for end-users to large international supply. Cryptomarkets might be more "localized" and less international than thought before. We discuss potential explanations for such geographical clustering and implications of the findings. Background: Medicines are increasingly purchased online, yet little is known regarding the ocular information-seeking behavior with medicine queries in search engines. A share of pharmacies found via search engines operate unlicensed and sell prescription-only medicines without a prescription. This study aimed to investigate how search engine users distinguish between genuine and falsified sources of information in terms of unlicensed and licensed online pharmacies in the case of medicine queries. Methods: Eye-tracking of search tasks (transactional, navigational, informational and two limited results) in a Google search engine environment with retrospective gaze-cued think aloud protocol. Purposive sample of N = 50 across three hospitals and one general practitioner. Results: Discovery of a trichotomy of ocular search strategies based on the inclusion or exclusion of URLs in the information-seeking process. The Internet has played a major role in the distribution of New Psychoactive Substances (NPS), and crypto markets are increasingly used for the anonymous sale of drugs, including NPS. This study explores the availability of individual NPS and vendors on the crypto markets and considers whether crypto markets are a reliable platform for the sale of NPS. Data was collected from 22 crypto markets that were accessed through the hidden web using the Onion Router (Tor). Data collection took place bimonthly from October 2015 to October 2016 as part of the CASSANDRA (Computer Assisted Solutions for Studying the Availability aNd DistRibution of novel psychoActive substances) project. In seven snapshots over 12 months, 808 unique vendors were found selling 256 unique NPS. The total number of individual NPS and vendors increased across the data collection period (increase of 93.6% and 71.6%, respectively). Only 24% (n = 61) of the total number of NPS and 4% (n = 31) of vendors appeared in every snapshot over the 12 months, whereas 21% (n = 54) of NPS and 45% (n = 365) of vendors only appeared once throughout the data collection. The individual NPS and vendors did not remain the same over the 12 months. However, the availability of NPS and vendors selling NPS grew. Involvement in drug markets is a significant risk factor for criminal victimization. Separately, the monoamine oxidase A (MAOA) gene has been identified as correlating with risky and antisocial behaviors and moderating the effects of environmental risk factors on antisocial behaviors. Using a sample drawn from the National Longitudinal Study of Adolescent to Adult Health (N = 8,860), we explore whether MAOA genotype moderates the effect of drug selling on violent victimization. Results show that drug selling increases violent victimization among males, but not females. Additionally, the effect of drug selling on violent victimization among males is greater among the carriers of the 2R/3R alleles of MAOA, providing evidence of Gene × Environment interaction. These results appear despite a number of controls that potentially make the drug selling–violent victimization relationship spurious. Implications of the findings are discussed. This article describes data on the motivations for selling ecstasy among young adults in the electronic dance music (EDM) club culture in Brazil. Individual interviews were conducted with 20 individuals recruited for their involvement in the EDM club scene. Eligible participants were aged 18–39 and reported ecstasy and/or LSD use one or more times in the past 90 days. Exclusion criteria included current treatment for drug/alcohol problems and cognitive impairment or clinically evident psychiatric disorder. Mean age was 22.92 (SD 2.77), 60% were male, 45% reported 12 or more years of education, 50% did not have a primary partner, 50% were living alone, and all had friends who also used ecstasy. Three main themes emerged: (1) “easy” transition from ecstasy user to seller; (2) desire to achieve popularity and fame; and (3) need to sell ecstasy to maintain the high cost of EDM club scene participation. This is one of the first studies of ecstasy sellers in Brazil. The results demonstrate the ease with which the participants transition from ecstasy user to seller. Given the potential health and social dangers associated with ecstasy use, public health campaigns to prevent ecstasy use and policy initiatives to limit the ecstasy supply are warranted. Background: Fever case management is a major challenge for improved child health globally, despite existence of cheap and effective child survival health technologies. The integrated Community Case Management (iCCM) intervention of paediatric febrile illnesses though adopted by Uganda's Ministry of Health to be implemented by community health workers, has not addressed the inaccess to life-saving medicines and diagnostics. Therefore, the iCCM intervention was implemented in private drug shops and evaluated for its effect on appropriate treatment of paediatric fever in a low malaria transmission setting in South Western Uganda. Methods: From June 2013 to September 2015, the effect of the iCCM intervention on drug seller paediatric fever management and adherence to iCCM guidelines was assessed in a quasi-experimental study in South Western Uganda. A total of 212 care-seeker exit interviews were done before and 285 after in the intervention arm as compared to 216 before and 268 care-seeker interviews at the end of the study period in the comparison arm. The intervention effect was assessed by difference-in-difference analysis of drug seller treatment practices against national treatment recommendations between the intervention and comparison arms. Observed proportions among careseeker interviews were compared with corresponding proportions from 5795 child visits recorded in patient registries and 49 direct observations of drug seller-care-seeker encounters in intervention drug shops. Results: The iCCM intervention increased the appropriate treatment of uncomplicated malaria, pneumonia symptoms and non-bloody diarrhoea by 80.2% (95% CI 53.2-107.2), 65.5% (95% CI 51.6-79.4) and 31.4% (95% CI 1.6-61.2), respectively. Within the intervention arm, drug seller scores on appropriate treatment for pneumonia symptoms and diagnostic test use were the same among care-seeker exit interviews and direct observation. A linear trend (negative slope, - 0.009 p value < 0.001) was observed for proportions of child cases prescribed any antimicrobial medicine in the intervention arm drug shops. Conclusions: The iCCM intervention improved appropriate treatment for uncomplicated malaria, pneumonia symptoms and diarrhoea. Drug seller adherence to iCCM guidelines was high, without causing excessive prescription of antimicrobial medicines in this study. Background: Cryptomarkets represent an important drug market innovation by bringing buyers and sellers of illegal drugs together in a 'hidden' yet public online marketplace. We ask: How do cryptomarket drug sellers and buyers perceive the risks of detection and arrest, and attempt to limit them?Methods: We analyse selected texts produced by vendors operating on the first major drug cryptomarket, Silk Road (N=600) alongside data extracted from the marketplace discussion forum that include buyer perspectives. We apply Fader's (2016) framework for understanding how drug dealers operating 'offline' attempt to reduce the risk of detection and arrest: visibility reduction, charge reduction and risk distribution.Results: We characterize drug transactions on cryptomarkets as 'stretched' across time, virtual and physical space, and handlers, changing the location and nature of risks faced by cryptomarket users. The key locations of risk of detection and arrest by law enforcement were found in 'offline' activities of cryptomarket vendors (packaging and delivery drop-offs) and buyers (receiving deliveries). Strategies in response involved either creating or disrupting routine activities in line with a non-offending identity. Use of encrypted communication was seen as 'good practice' but often not employed. 'Drop shipping' allowed some Silk Road vendors to sell illegal drugs without the necessity of handling them.Conclusion: Silk Road participants neither viewed themselves as immune to, nor passively accepting of, the risk of detection and arrest. Rational choice theorists have viewed offending decisions as constrained by limited access to relevant information. Cryptomarkets as 'illicit capital' sharing communities provide expanded and low-cost access to information enabling drug market participants to make more accurate assessments of the risk of apprehension. The abundance of drug market intelligence available to those on both sides of the law may function to speed up innovation in illegal drug markets, as well as necessitate and facilitate the development of law enforcement responses. This study examines how creditors in illicit drug markets manage debtors’ inability to repay “fronted” drugs. Based on qualitative interviews with 40 incarcerated drug dealers in Norway, we explore four outcomes of unpaid drug debts. Two modes of governance dominated the credit reciprocation processes:Cooperativegovernance included strategies of accepting loss and refinancing debt and required mutual trust between creditor and debtor.Adversarialgovernance included extortion of debtors and revenge and was based on threats of violence. We found that creditors preferred refinancing debt or extorting debtors over accepting loss or using violence. We argue that the negotiated outcomes of drug debt have been neglected in research on drug markets, and explore how they require investment from the creditor, either in building trust or in deterring malfeasance through threats of violence. Background: Policies undergirding the American War on Drugs assume that drug offenders respond rationally to adjustments in sanction certainty and severity. Previous studies find that instead of absolute deterrence, or the termination of criminal activity, drug offenders employ restrictive deterrence, or a variety of risk management strategies. Extant research and current drug policy both fail to examine the interaction of risk perception, management techniques, and life course events or circumstances.Methods: This dynamic examination of apprehension avoidance strategies relies on in-depth interviews mapping out the careers of 20 drug sellers in Philadelphia, Pennsylvania. It examines their risk perceptions and risk management strategies and techniques, exploring rationales for shifts in offending behavior.Results: Respondents were highly risk-averse but used a narrow definition of sanctions relevant to shaping future offending behavior, typically making small adjustments in sales techniques. Rationales for these shifts included sanctions, personal preference, and life course events or circumstances. Only one attributed lasting desistance from offending to a sanction, although life course events such as parenthood and employment were associated with short-term and planned desistance.Conclusions: The limited relevance of sanctions to offenders' thinking about risk avoidance contextualizes the widespread failure of policies designed to deter drug sales. Findings support a growing conclusion that severity of punishment is a less powerful deterrent than certainty and that adjustments in certainty after arrest are offense-specific. The relationship of life course events - especially employment - to desistance and resumed offending suggest that social policies may be more effective than criminal justice sanctions in reducing drug offending. In 2010, the Canadian province of Ontario passed regulations to prohibit pharmacy chains from selling their own “private label” (PL) generic drugs. Pharmacy chain owners Shoppers Drug Mart Corporation and Katz Group Canada challenged the regulations, stating they fell outside the purpose and authority of their overarching legislation that was meant to promote low drug prices. In 2013, the Supreme Court of Canada ruled in favor of the ban, prohibiting PL generic drugs in Ontario. However, the Supreme Court was limited to examining the legality of the ban, not its impact on drug prices. This article reviews the legal case and also discusses the likely impact of PL generics on drug prices, taking into consideration the competitive effects of vertical integration and the price-caps on generic drugs currently in place in Canada. Background and Objectives Quality of life has become an increasingly important measurement in the substance use field. The main aim of the present study was to examine the relationships between non-medical use of prescription analgesics and sedatives and poor quality of life in the general population. Methods Data were drawn from a Swedish national household survey conducted in 2008-2009. A stratified sample of 58,000 individuals aged 15-64 was randomly selected, with a response rate of 38.3% ( n = 22,095). We examined the relationships between non-medical prescription drug use and quality of life in a logistic regression analysis, controlling for other substance use and sociodemographic variables. Results In the final logistic regression model, both non-medical use of prescription analgesics and sedatives were independently associated with poor quality of life. Non-medical use of prescription sedatives was the strongest correlate of poor quality of life among the substance use variables. Discussion and Conclusions The associations between non-medical prescription drug use and poor quality of life might imply a need to better identify and provide treatment for this group, especially individuals with non-medical prescription sedative use, which seems to be a particularly strong correlate of poor quality of life. Background While a significant minority of prescription drug misusers report purchasing prescription drugs, little is known about prescription drug selling. We build upon past research on illicit drug markets, which increasingly recognizes networks and nightlife as influential, by examining prescription drug market involvement. Methods We use data from 404 young adult prescription drug misusers sampled from nightlife scenes. Using logistic regression, we examine recent selling of and being approached to sell prescription drugs, predicted using demographics, misuse, prescription access, and nightlife scene involvement. Results Those from the wealthiest parental class and heterosexuals had higher odds (OR = 6.8) of selling. Higher sedative and stimulant misuse (OR = 1.03), having a stimulant prescription (OR = 4.14), and having sold other illegal drugs (OR = 6.73) increased the odds of selling. College bar scene involvement increased the odds of selling (OR = 2.73) and being approached to sell (OR = 2.09). Males (OR = 1.93), stimulant users (OR = 1.03), and sedative prescription holders (OR = 2.11) had higher odds of being approached. Discussion College bar scene involvement was the only site associated with selling and being approached; such participation may provide a network for prescription drug markets. There were also differences between actual selling and being approached. Males were more likely to be approached, but not more likely to sell than females, while the opposite held for those in the wealthiest parental class relative to lower socioeconomic statuses. Given that misuse and prescriptions of sedatives and stimulants were associated with prescription drug market involvement, painkiller misusers may be less likely to sell their drugs given the associated physiological dependence. Using Pittsburgh Youth Study data, we examined the extent to which over 600 gang members and non-gang-involved young men specialized in drug selling, serious theft, or serious violence, or engaged simultaneously in these serious delinquent behaviors, throughout the 1990s. We found that the increase in delinquency associated with gang membership was concentrated in two combinations: serious violence and drug selling; and serious violence, drug selling, and serious theft. Several covariates were similarly associated with multitype serious delinquency and gang membership (age, historical time, Black race, and residential mobility), suggesting that these behaviors may share common developmental, familial, and contextual risks.
