The recent global banking crisis was caused by an intertwined process consisting of the emergence of universal financial conglomerates, the development of global interbank money markets, and of regulatory capture leading to an excessively libertarian approach to financial regulation and supervision. All these factors produced the three main sources of risks that brought about the global banking crisis, namely, enhanced credit pro-cyclicality, banks’ interconnectedness, and their growing exposure to balance sheet losses. The experiences with unsustainable lending booms of the previous decade showed that stabilizing inflation is not sufficient to stabilize the economy. These experiences underscore that macro-prudential policy should be a second weapon in central banks’ countercyclical policy arsenal. Niedawny światowy kryzys bankowy był efektem splotu powiązanych ze sobą przyczyn w postaci rozwinięcia się globalnych rynków pieniężnych, które stały się głównym źródłem finansowania niestabilnych boomów kredytowych, oraz powstania wielkich uniwersalnych konglomeratów finansowych, które uzyskały decydujący wpływ na kształt regulacji finansowych, doprowadzając do nadmiernej liberalizacji systemu regulacji i nadzoru bankowego. Wszystkie te czynniki stworzyły trzy główne źródła zagrożeń – w postaci zwiększonej procykliczności akcji kredytowej, rosnącej współzależności banków i rosnącego ryzyka ponoszenia przez banki strat bilansowych – które spowodowały globalny kryzys bankowy. Doświadczenia, związane z pojawieniem się w ostatniej dekadzie niestabilnych boomów kredytowych, pokazały, że stabilizowanie inflacji nie wystarczy dla stabilizowania gospodarki. Doświadczenia te wykazały, że polityka makroostrożnościowa powinna stać się drugim instrumentem polityki stabilizacyjnej banku centralnego.

The process of European monetary integration would have been longer but much less costly, had euro zone been created at least a decade later. Had Europeans decided to extend the period of functioning of the ERM mechanism with the 15% band (introduced in 1993), central banks might have been able to use the extended autonomy of monetary policy to cope with the unsustainable lending booms before the creation of the monetary union. This might have saved Europe from paying a very high cost of the twin bank and fiscal crises. Had the tightening of monetary policy turned out to be insufficient to cope with the unsustainable lending booms in several European countries, central banks could have earlier employed macroprudential policies as a second weapon of their stabilization policy. Had the euro zone been created at least a decade later, the experiences with the unsustainable lending booms would have forced Europeans to create monetary union with a better institutional setup.

There were the two main factors behind the recent boom-bust cycles in some of the euro- zone countries. The first was the negative feedback loop between the high rate of growth in loans and a fall in real interest rate. The second was the growing use of external funding by local commercial banks. The same factors caused unsustainable lending booms in several CESEE countries. The Baltic states could not suppress the negative feedback loop between a high rate of credit growth and a fall in real interest rate because under the currency board regime they were not able to rise interest rates. However, unsustainable lending booms occurred also in these CESEE countries that had autonomy of setting interest rates, because effectiveness their monetary policy was impaired by a rapidly growing volume of foreign exchange loans. The recent experiences with unsustainable lending booms in several European countries demonstrate that the euro-zone accession countries should be equipped with a set of effective macro-prudential tools that would shield their economies from the risk of boom-bust cycles after joining the monetary union.

The article discusses the relationship between the changes in bond yields and FRA rates. The established models check the strength and the causality of changes at both markets. The intuition suggests that long-term interest rates at the bond market should adjust to changes in FRA rates, which represent expected short-term interest rates. However, the empirical results presented in the paper show the opposite direction. There are several possible explanations of this phenomenon. One of them is the greater liquidity of the bond market, which reacts quicker to changing expectations on the future level of short-term interest rates. The other explanation is that the changes of yields in the bond market, which reflect changes in the risk premium, are transmitted to the FRA market through the arbitrage between different segments of the fixed income market. The lag between changes in the long-term interest rates and short-term forward interest rates enables arbitrage between the bond and the FRA markets. However, recently the arbitrage spread has gradually narrowed and the time to perform the arbitrage has shortened. The change reflects the increasing efficiency of the fixed income market in Poland. Artykuł prezentuje wyniki badań dotyczących zależności pomiędzy stopami dochodowości obligacji i kwotowaniami kontraktów terminowych na rynku FRA. Zbudowany model mierzy nie tylko siłę tych powiązań, ale także ukazuje sekwencję zmian stóp procentowych na obu rynkach. Choć intuicja wskazywałaby, że długoterminowe stopy procentowe na rynku obligacji powinny dostosowywać się do stóp terminowych na rynku FRA - skoro te ostatnie odzwierciedlają oczekiwaną wysokość krótkoterminowych stóp procentowych - to jednak badania empiryczne wskazywały na występowanie na polskim rynku finansowym zależności odwrotnej. Przyczyny tego zjawiska są najprawdopodobniej związane z dłuższym horyzontem inwestycyjnym dealerów na rynku obligacji i większą płynnością tego rynku. Opóźnienie, z jakim stopy procentowe na rynku FRA dostosowują się do zmian stóp procentowych na rynku obligacji, stwarza możliwości dla zyskownego arbitrażu. Wyniki badań empirycznych świadczą, że w ostatnim czasie możliwości stosowania takiego arbitrażu wyraźnie maleją. Świadczy to o rosnącej efektywności rynku instrumentów procentowych w Polsce.
