Abstract

Hyperspectral cameras collect detailed spectral information at each image pixel, contributing to the identification of image features. The rich spectral content of hyperspectral imagery has led to its application in diverse fields of study. This study focused on cloud classification using a dataset of hyperspectral sky images captured by a Resonon PIKA XC2 camera. The camera records images using 462 spectral bands, ranging from 400 to 1000 nm, with a spectral resolution of 1.9 nm. Our preliminary/unlabeled dataset comprised 33 parent hyperspectral images (HSI), each a substantial unlabeled image measuring 4402-by-1600 pixels. With the meteorological expertise within our team, we manually labeled pixels by extracting 10 to 20 sample patches from each parent image, each patch consisting of a 50-by-50 pixel field. This process yielded a collection of 444 patches, each categorically labeled into one of seven cloud and sky condition categories. To embed the inherent data structure while classifying individual pixels, we introduced an innovative technique to boost classification accuracy by incorporating patch-specific information into each pixel's feature vector. The posterior probabilities generated by these classifiers, which capture the unique attributes of each patch, were subsequently concatenated with the pixel's original spectral data to form an augmented feature vector. We then applied a final classifier to map the augmented vectors to the seven cloud/sky categories. The results compared favorably to the baseline model devoid of patch-origin embedding, showing that incorporating the spatial context along with the spectral information inherent in hyperspectral images enhances the classification accuracy in hyperspectral cloud classification. 5. Successful Transition Planning for Incoming School Superintendents: A Qualitative Study of Best Practices and Strategies

Abstract

The demands and challenges of starting a new job as a school superintendent can be overwhelming. According to Short and Scribner (2002), "the role of the school superintendent has evolved into one of the most complex leadership positions seen today" (p.1). The choice of a leader is perhaps the most important selection a school district can make (Glass, 2001). While most school districts have developed a clear list of key characteristics they seek in a new superintendent they do not develop a clear transition plan once a chief administrator has been hired. A clearly defined transition plan based on key components, clear expectations, specific goals, and areas of focus can assist a new superintendent in gathering critical information quickly about the needs of the students, staff, and community. It can help them establish a strong community presence early on by assessing the district's strengths, challenges, and opportunities for improvement and to identify critical issues necessary to improving the school district. The purpose of this qualitative study was to examine the practices and strategies used by school districts when undergoing a transition in school superintendent leadership. The case study was conducted with nine first-year superintendents, all located within one of the state of Washington's nine Educational Service District regions. Whenever a new school superintendent enters a school district there is a period in which they must acquaint themself with the community and staff, as well as day-to-day operations, through a professional and organizational socialization process (Heck, 1995). Leithwood, Steinbach, and Begley (1992) identified initiation, transition, and incorporation as the three stages effective leaders experience when they enter a new organization. Although the findings from this study are not generalizable to other districts, the findings indicate there are identified practices and strategies used by these nine first-year superintendents. These practices and strategies may assist first-year superintendents to develop a transition plan as they enter into their new role. Abstract

Each time a military member on deployment has an exacerbation of a chronic disease that may have been reasonably foreseeable before the mission there is a potential risk to mission success, individual health, and the safety of other allied military members. Currently NATO member nations employ different approaches to assessing an individual s medical fitness for deployment. This guide offers frontline military physicians a rational, standardized and algorithmic approach to assessing medical fitness of individuals before deployment. If adopted as a STANAG, this guide could then be kept up-to-date through a process that allows nations to track individuals with known chronic disease who were deployed into a theatre of operations. This information, stripped of any patient-specific identifiers, could then be entered into a national and/or NATO database, allowing the guide to become increasingly evidence-based, and also more accurate in quantifying the risk of exacerbation based on individual and disease characteristics, as well as the nature and length of the deployment. This additional precision and degree of confidence will aid senior medical advisors and military commanders as they make the final decision on any given deployment situation., The original document contains color images.
