Abstract

Developments in national information and communication technology (ICT) are always interesting to follow. Based on research and studies so far, ICT development is closely related to the level of the national economy and productivity. This is also the basis for the Indonesian government to actively increase ICT infrastructure development in the 3T areas (Frontier, Outermost, and Disadvantages areas; directly translated from Bahasa Indonesia: Terdepan, Terluar, Tertinggal). BAKTI was appointed as the agency responsible for building and operating ICT infrastructure in the rural area. However, BAKTI itself has experienced various difficulties in building ICT infrastructure in 3T. The lack of appropriate core competencies, the high need for development funds, the limited quality of internet services that can be provided, and the lack of clarity in preparing entry and exit strategies and scenarios mean that BAKTI programs often do not achieve their initial targets and fulfill their initial development intentions. Therefore, new development strategies and modeling are needed to address these challenges while complying with and meeting global standards for providing internet access in rural areas. Using Porter’s Five Forces model and SWOT analysis, situations analysis was then carried out. The results of this analysis are then used to develop a TOWS matrix so that strategies can be developed that are relevant to the existing situation analysis. The results of this strategy emphasize the use of new technology which emphasizes cost efficiency, collaboration with the private sector, emphasizing a clear exit strategy, and optimizing the use of existing infrastructure. The usage of Fixed Wireless Access (FWA) is chosen for the proposed model in this study. A comparative analysis is then carried out by estimating the effectiveness and cost efficiency of the newly developed model and the existing model. A QSPM analysis was also carried out to answer the initial challenges by including all consideration factors, including cost-effectiveness and efficiency. Abstract

The United Nations has underscored the critical role of digital connectivity by integrating it into several sustainable development goals, with the ambition for nations worldwide to achieve comprehensive access by 2030. Over thousand million people, primarily in rural areas, are disconnected from the digital world, highlighting the urgent need for viable and sustainable telecommunications solutions. These areas are characterized by sparse populations and lower economic levels, presenting great challenges for connectivity. This work introduces a strategy for enhancing rural telecommunication planning using geospatial and remote sensing data, deep learning-based clustering techniques, network graphs, and terrain analysis. The objective is to develop an optimal network topology and identify prime locations for telecommunications infrastructure, such as towers or relay stations. The methodology begins with the application of an adapted Deep Embedded Clustering (DEC) technique to identify community boundaries accurately. Then, it combines geospatial data (such as roads, terrain slope, flatness, etc.) and remote sensing data (vegetation, waterways, etc.) through an optimization algorithm. This process aims to determine the most suitable sites for infrastructure placement and the best network topology for connecting these areas. The study focuses on the region of Congo, offering a detailed case study on the application of this approach. This article reflects on and progresses Australian and international debates about the urban–rural digital divide. In commentary style, I draw on my own experience of living in rural Australia and six years of scholarship devoted to understanding digital inclusion in geographically remote communities. The paper is anchored theoretically in global scholarly debates around rural digital inclusion, but also deeply contextualised in the current state of digital infrastructure and capability investment and the lived experiences of people in rural Australia. In tacking stock of the geographical digital divide, I combine findings and vignettes from my published research with the insights of other authors and data from the Australian Digital Inclusion Index. I make observations about the evolution of geographical digital inclusion in Australia focused on three themes: incremental digital development; the complexity and cost of getting connected; and compounding factors of disadvantage. In an Australian regional and rural context, inequalities in the location of telecommunications infrastructure and uneven development pose urgent spatial justice questions for policy and planning. These spatial injustices are reinforced by the imaginaries and ideologies of telecommunications development and which populations and locations can benefit from the growth gains attributed to enhanced telecommunications infrastructures. First Nations contributions to telecommunications planning and development are marginalised within the imagined futures and current experiences of internet and mobile coverage in regional and rural towns. Drawing on data from a project focused on regional and rural consumer understandings of smart technologies in North West New South Wales, Australia, we suggest that in order to more substantively position First Nations as growth contributors to telecommunications futures, a re-orientation of place, connectivity, and mobility in planning and engagement is necessary. Abstract

Telecommunication stations, particularly operating in rural areas, are usually powered by diesel generators due to the lack of access to the utility grid. However, the growing cost of energy due to the constantly increasing fuel prices and the related greenhouse gas emissions contributing to global warming have driven telecom companies to seek better energy management solutions. In this paper, we study the economic feasibility of an environmentally friendly power supply system for rural telecommunication station in the city of Skikda, northeast Algeria. The proposed system is a standalone hybrid PV–wind system with pre-existing diesel generators and battery storage. Different system configurations are considered in the study: (a) diesel generators only, (b) PV–diesel–battery, (c) wind–diesel–battery, (d) PV–wind–diesel–battery, and lastly (e) PV–wind–battery; this helps to select the optimal solution based on the lowest net present cost (NPC) and the cost of energy (COE) of each configuration. The optimization is performed using HOMER PRO software 3.14.2 version. The results showed that a hybrid system of 5 kW DG, 3.81 kW of PV capacity, three wind turbines, and a 14-battery bank is the best design for the proposed power system with an NPC of USD 85673 and a COE of USD 0.214. The greenhouse gas emissions were considerably reduced by more than half making the proposed system a technically, economically, and environmentally viable solution. [ABSTRACT FROM AUTHOR]
