The purpose of this research was to synthesize research report of personnel in the Faculty of Education, Mahasarakham University. There were 81 research reports funded by Faculty of Education, Mahasarakham University between the academic years of 2012-2019 were employed. The research revealed that most of research concerning teacher development amounting to 69 researches, followed by research report of the support staff amounting to 12 researches. Most of research reports were basic research, applied research, and collaborative teaching research amounting to 55 researches, followed by production research and development of personnel that emphasized on the concept of learning based on the actual situation amounting to 11 researches. The greatest number of research was produced and published in 2018, 23 researches, and in 2019, 13 researches. They were publishing in Thai journals, total of 75 research. The utilization of research to apply for policy benefits, 75 research and for public in four research. Research methodology employed 50 operational researches, 29 quasi-experimental researches, 33 researches to studies, 25 comparative researches and 16 researches to find correlation.

The purposes of this research were: 1) to study state and problems of Research Management system in Faculty of Education, Mahasarakham University 2) to present guidelines of system and mechanism development. The sample consisted of 72 teachers who were teaching in Mahasarakham Universities by using purposive sampling. The research tool was questionnaires. The data were analyzed by mean, standard deviation and descriptive statistics analysis. The result found that: 1) The research management of the Faculty of Education, Mahasarakham University from was good according to PDCA cycle. Determining of strategy, policy, plan and objective of research management was clear and correspond with the purposes of research development, educational standard and key quality indicator for short-terms and long-term. Monitoring and evaluation of performance is importance to make the operation as effective as possible and to be able to report on results at the end of the research project (SAR). 2) Developing a research proposal is very important of the guidelines of system and mechanism development to be effective and comprehensive to meet the needs of practitioners. The faculty should promote integrated research, development budget to support research, network coordinating with different field researchers for more coherence in developing research, supporting faculty research with information technology and encourage teachers research. This guideline can help researcher to support the need for research and ensure that research staff have adequate resources to conduct the research.

The objectives of this research were: 1) to provide academic support and resource for Local Administrative Organization as well as Schools in developing the guidelines for preventingand solvingthe problem forunderprivileged childrenin Non-formal Education, and at-risk children in Formal Education, and 2) to strive for integrating the collaboration among work units in Locality for cooperation by various work units including the public sector, privatesector, and social people.Theimplementation was covered the North Eastern Region including 5 Pilot Provinces. Ineach province, there was aclassificationof area forestablishing the Case Management Unit. The findings found that the implementation led to the modeled activities as well as guidelines for solving the problem for underprivileged children in Non-formal Education, and at-risk childreninFormal Education, and 2) tostrivefor integrating the collaboration among work units in Locality for cooperation among work units including the public sector, private sector, and social people sector. The implementation covered the North Eastern Region including 5 Pilot Provinces. In each province, the area was classified forestablishingthe Case Management Unit.Thefindings found that theimplementationcould cause the modeled activities as well as guidelines for preventing and solving the problem of underprivileged children in Non-formal Education, and at-risk children in Formal Education, in both of Local and Provincial Levels. In addition, there were collaborative mechanism among network association, sharing for working together, and development of Macro policy as well as strategy regarding to the enhancement for the role of Local Administrative Organization in preventing and solving the problem of underprivileged children in Non-formal Education, and at-risk children in Formal Education.
