Climate change is expected to affect crop production worldwide, particularly in rain-fed agricultural regions. It is still unknown how irrigation water needs will change in a warmer planet and where freshwater will be locally available to expand irrigation without depleting freshwater resources. Here, we identify the rain-fed cropping systems that hold the greatest potential for investment in irrigation expansion because water will likely be available to suffice irrigation water demand. Using projections of renewable water availability and irrigation water demand under warming scenarios, we identify target regions where irrigation expansion may sustain crop production under climate change. Our results also show that global rain-fed croplands hold significant potential for sustainable irrigation expansion and that different irrigation strategies have different irrigation expansion potentials. Under a 3 °C warming, we find that a soft-path irrigation expansion with small monthly water storage and deficit irrigation has the potential to expand irrigated land by 70 million hectares and feed 300 million more people globally. We also find that a hard-path irrigation expansion with large annual water storage can sustainably expand irrigation up to 350 million hectares, while producing food for 1.4 billion more people globally. By identifying where irrigation can be expanded under a warmer climate, this work may serve as a starting point for investigating socioeconomic factors of irrigation expansion and may guide future research and resources toward those agricultural communities and water management institutions that will most need to adapt to climate change.

Water scarcity raises major concerns on the sustainable future of humanity and the conservation of important ecosystem functions. To meet the increasing food demand without expanding cultivated areas, agriculture will likely need to introduce irrigation in croplands that are currently rain-fed but where enough water would be available for irrigation. “Agricultural economic water scarcity” is, here, defined as lack of irrigation due to limited institutional and economic capacity instead of hydrologic constraints. To date, the location and productivity potential of economically water scarce croplands remain unknown. We develop a monthly agrohydrological analysis to map agricultural regions affected by agricultural economic water scarcity. We find these regions account for up to 25% of the global croplands, mostly across Sub-Saharan Africa, Eastern Europe, and Central Asia. Sustainable irrigation of economically water scarce croplands could feed an additional 840 million people while preventing further aggravation of blue water scarcity.

Recent studies have highlighted the reliance of global food production on unsustainable irrigation practices, which deplete freshwater stocks and environmental flows, and consequently impair aquatic ecosystems. Unsustainable irrigation is driven by domestic and international demand for agricultural products. Research on the environmental consequences of trade has often concentrated on the global displacement of pollution and land use, while the effect of trade on water sustainability and the drying of over-depleted watercourses has seldom been recognized and quantified. Here we evaluate unsustainable irrigation water consumption (UWC) associated with global crop production and determine the share of UWC embedded in international trade. We find that, while about 52% of global irrigation is unsustainable, 15% of it is virtually exported, with an average 18% increase between year 2000 and 2015. About 60% of global virtual transfers of UWC are driven by exports of cotton, sugar cane, fruits, and vegetables. One third of UWC in Mexico, Spain, Turkmenistan, South Africa, Morocco, and Australia is associated with demand from the export markets. The globalization of water through trade contributes to running rivers dry, an environmental externality commonly overlooked by trade policies. By identifying the producing and consuming countries that are responsible for unsustainable irrigation embedded in virtual water trade, this study highlights trade links in which policies are needed to achieve sustainable water and food security goals in the coming decades.

Shale deposits are globally abundant and widespread. Extraction of shale oil and shale gas is generally performed through water-intensive hydraulic fracturing. Despite recent work on its environmental impacts, it remains unclear where and to what extent shale resource extraction could compete with other water needs. Here we consider the global distribution of known shale deposits suitable for oil and gas extraction and develop a water balance model to quantify their impacts on local water availability for other human uses and ecosystem functions. We find that 31–44% of the world's shale deposits are located in areas where water stress would either emerge or be exacerbated as a result of shale oil or gas extraction; 20% of shale deposits are in areas affected by groundwater depletion and 30% in irrigated land. In these regions shale oil and shale gas production would likely compete for local water resources with agriculture, environmental flows, and other water needs. By adopting a hydrologic perspective that considers water availability and demand together, decision makers and local communities can better understand the water and food security implications of shale resource development.

Large-scale acquisitions of agricultural land in developing countries have been rapidly increasing in the last 10 years, contributing to a major agrarian transition from subsistence or small scale farming to large-scale commercial agriculture by agribusiness transnational corporations. Likely driven by recent food crises, new bioenergy policies, and financial speculations, this phenomenon has been often investigated from the economic development, human right, land tenure and food security perspectives, while its hydrologic implications have remained understudied. It has been suggested that a major driver of large-scale land acquisitions (LSLAs) is the quest for water resources that can be used (locally) to sustain agricultural production in the acquired land. The appropriation of water resources associated with LSLAs has often been termed ‘water grabbing’, though to date a formal definition of such a normative and inherently pejorative term is missing. The intrinsic assumption is that the acquisition of water undergoes the same dynamics of unbalanced power relationships that underlie many LSLAs. Here we invoke hydrological theories of “green” and “blue” water flows to stress the extent to which water appropriations are inherently coupled to land acquisitions and specifically focus on blue water. We then propose a formal definition of blue water grabbing based both on biophysical conditions (water scarcity) and ethical implications (human right to food). Blue water grabs are appropriations of irrigation (i.e., blue) water in regions affected by undernourishment and where agricultural production is constrained by blue water availability. We use this framework to provide a global assessment of the likelihood that LSLAs entail blue water grabbing.

The increasing global demand for natural rubber (100% increase in the last 15 years) is for most part met by Malaysia and Indonesia, and – to a lesser extent – other countries in South-East Asia and Africa. The consequent expansion of rubber plantation has often occurred at the expenses of agricultural land for staple crops, particularly in South-East Asia, where 90% of the land suitable for agriculture is already under cultivation. Here we investigate the extent to which the ongoing increase in rubber production is competing with the food system and affecting the livelihoods of rural communities living in the production areas and their appropriation of natural resources, such as water. We also investigate to what extent the expansion of rubber plantations is taking place through large scale land acquisitions (LSLAs) and evaluate the impacts on rural communities. Our results show how rubber production needs more than 10 million ha of fertile land and up to 136–149 × 109 m3 y−1 of freshwater (125 × 109 m3 y−1 of green water and 11–24 × 109 m3 y−1 of blue water). These resources would be sufficient to produce enough food to significantly reduce malnourishment in Indonesia, Thailand, and Vietnam if replaced by rice production. Overall, natural rubber production has important environmental, social, and economic impacts. Indeed, despite their ability to bring employment and increase the average income of economically disadvantaged areas, rubber plantations may threaten the local water and food security and induce a loss of rural livelihoods – particularly when the new plantations result from LSLAs that displace semi-subsistence forms of production – thereby forcing the local populations to depend on global food markets.

Growing demand for agricultural commodities for food, fuel and other uses is expected to be met through an intensification of production on lands that are currently under cultivation. Intensification typically entails investments in modern technology - such as irrigation or fertilizers - and increases in cropping frequency in regions suitable for multiple growing seasons. Here we combine a process-based crop water model with maps of spatially interpolated yields for 14 major food crops to identify potential differences in food production and water use between current and optimized crop distributions. We find that the current distribution of crops around the world neither attains maximum production nor minimum water use. We identify possible alternative configurations of the agricultural landscape that, by reshaping the global distribution of crops within current rainfed and irrigated croplands based on total water consumption, would feed an additional 825 million people while reducing the consumptive use of rainwater and irrigation water by 14% and 12%, respectively. Such an optimization process does not entail a loss of crop diversity, cropland expansion or impacts on nutrient and feed availability. It also does not necessarily invoke massive investments in modern technology that in many regions would require a switch from smallholder farming to large-scale commercial agriculture with important impacts on rural livelihoods.

The escalating human demand for food, water, energy, fibres and minerals have resulted in increasing commercial pressures on land and water resources, which are partly reflected by the recent increase in transnational land investments. Studies have shown that many of the land-water issues associated with land acquisitions are directly related to the areas of energy and food production. This paper explores the land-water-energy-food nexus in relation to large-scale farmland investments pursued by investors from European countries. The analysis is based on a “resource assessment approach” which evaluates the linkages between land acquisitions for agricultural (including both energy and food production) and forestry purposes, and the availability of land and water in the target countries. To that end, the water appropriated by agricultural and forestry productions is quantitatively assessed and its impact on water resource availability is analysed. The analysis is meant to provide useful information to investors from EU countries and policy makers on aspects of resource acquisition, scarcity, and access to promote responsible land investments in the target countries.

A growing number of regions in the developing world are targeted by transnational investors who are acquiring large amounts of land and natural resources. Driven by the increasing global demand for agricultural products, such investments are often considered an opportunity for economic development in the target country. However, there are concerns about the social and environmental impacts on local communities. In this brief review, we discuss some key socio-environmental controversies surrounding large-scale land acquisitions (LSLAs). LSLAs often target common property systems and lead to privatization and commodification of land through long-term land concessions. There is a debate between supporters of foreign land investments as a means to attract modern agricultural technology that would decrease the yield gap in underperforming agricultural land and those who question such a development model because it is seldom coupled with policy instruments that would ensure that the benefits improve food security in local populations. Large-scale land investments displace a variety of systems of production ranging from small-scale farming to (arguably) “unused” land such as forests and savannas on which local communities often depend. Moreover, LSLAs entail an appropriation of water resources that may negatively impact local farmers or downstream human and natural systems. In most cases, investors keep the land fallow but, when they put it under productive use, they typically change land cover and land use to start intensified commercial farming, often for nonfood crops. Since small-scale farmers manage most of the cultivated land worldwide, the ongoing shift in systems of production associated with large-scale land acquisitions (LSLAs) may dramatically reshape the world's agrarian landscape, significantly impacting rural populations and their livelihoods. The societal, hydrological and environmental implications resulting from the expansion of large-scale agricultural production, through LSLAs, make their ultimate sustainability questionable. This study, through a literature review, analyses the negative impacts of LSLAs, their hydrological dimension and how they may affect the Sustainable Development Goals (SDGs). The core literature on land and water grabbing is reviewed and systematized using the 17 SDGs as a framework, in order to highlight the relationship between LSLAs and the sustainable development agenda. The magnitude of the global land rush phenomenon and the criticism raised in scholarly research highlight the controversial role that transnational land acquisitions may be playing in the global development agenda.

Rural populations around the world rely on small-scale farming and other uses of land and natural resources, which are often governed by customary, traditional, and indigenous systems of common property. In recent years, large-scale land acquisitions have drastically expanded; it is unclear whether the commons are a preferential target of these acquisitions. Here we argue that the contemporary global “land rush” could be happening at the expense of common-property systems around the world. While there is evidence that common-property systems have developed traditional institutions of resource governance that make them robust with respect to endogenous forces (e.g., uses by community members), it is less clear how vulnerable these arrangements are to exogenous drivers of globalization and expansion of transnational land investments. In common-property systems, farmers and local users may be unable to defend their customary rights and successfully compete with external actors. We define the notion of “commons grabbing” and report on an exploratory study that applied meta-analytical methods, drawing from the recent literature on large-scale land acquisitions and land grabbing. Informed by political economy and political ecology approaches, we coded selected cases on the basis of acquisition mechanisms, claims and property rights, changes in production system, and coercive dynamics, and explored the interactions between the different variables using association tests and qualitative comparative analysis. We found that the majority of the cases included in this analysis (44 of 56) could be examples of commons grabbing.

Tropical forests are undergoing land use change in many regions of the world, including the African continent. Human populations living close to forest margins fragmented and disturbed by deforestation may be particularly exposed to zoonotic infections because of the higher likelihood for humans to be in contact with disease reservoirs. Quantitative analysis of the nexus between deforestation and the emergence of Ebola virus disease (EVD), however, is still missing. Here we use land cover change data in conjunction with EVD outbreak records to investigate the association between recent (2004-2014) outbreaks in West and Central Africa, and patterns of land use change in the region. We show how in these EVD outbreaks the index cases in humans (i.e. spillover from wildlife reservoirs) occurred mostly in hotspots of forest fragmentation.

Ensuring food security requires food production and distribution systems function throughout disruptions. Understanding the factors that contribute to the global food system's ability to respond and adapt to such disruptions (i.e. resilience) is critical for understanding the long-term sustainability of human populations. Variable impacts of production shocks on food supply between countries indicate a need for national-scale resilience indicators that can provide global comparisons. However, methods for tracking changes in resilience have had limited application to food systems. We developed an indicator-based analysis of food systems resilience for the years 1992-2011. Our approach is based on three dimensions of resilience: socio-economic access to food in terms of income of the poorest quintile relative to food prices, biophysical capacity to intensify or extensify food production, and the magnitude and diversity of current domestic food production. The socio-economic indicator has large variability, but with low values concentrated in Africa and Asia. The biophysical capacity indicator is highest in Africa and Eastern Europe, in part because of high potential for extensification of cropland and for yield gap closure in cultivated areas. However, the biophysical capacity indicator has declined globally in recent years. The production diversity indicator has increased slightly, with a relatively even geographic distribution. Few countries had exclusively high or low values for all indicators. Collectively, these results are the basis for global comparisons of resilience between nations, and provide necessary context for developing generalizations about the resilience in the global food system.

Agricultural intensification is often seen as a suitable approach to meet the growing demand for agricultural products and improve food security. It typically entails the use of fertilizers, new cultivars, irrigation, and other modern technology. In regions of the world affected by seasonal or chronic water scarcity, yield gap closure is strongly dependent on irrigation (blue water). Global yield gap assessments have often ignored whether the water required to close the yield gap is locally available. Here we perform a gridded global analysis (10 km resolution) of the blue water consumption that is needed annually to close the yield gap worldwide and evaluate the associated pressure on renewable freshwater resources. We find that, to close the yield gap, human appropriation of freshwater resources for irrigation would have to increase at least by 146%. Most study countries would experience at least a doubling in blue water requirement, with 71% of the additional blue water being required by only four crops – maize, rice, soybeans, and wheat. Further, in some countries (e.g., Algeria, Morocco, Syria, Tunisia, and Yemen) the total volume of blue water required for yield gap closure would exceed sustainable levels of freshwater consumption (i.e., 40% of total renewable surface and groundwater resources).

Pressure on agricultural land has markedly increased since the start of the century, driven by demographic growth, changes in diet, increasing biofuel demand, and globalization. To better ensure access to adequate land and water resources, many investors and countries began leasing large areas of agricultural land in the global South, a phenomenon often termed "large-scale land acquisition" (LSLA). To date, this global land rush has resulted in the appropriation of 41million hectares and about 490km3 of freshwater resources, affecting rural livelihoods and local environments. It remains unclear to what extent land and water acquisitions contribute to the emergence of water-stress conditions in acquired areas, and how these demands for water may be impacted by climate change. Here we analyze 18 African countries - 20Mha (or 80%) of LSLA for the continent - and estimate that under present climate 210km3year-1of water would be appropriated if all acquired areas were actively under production. We also find that consumptive use of irrigation water is disproportionately contributed by water-intensive biofuel crops. Using the IPCCA1B scenario, we find only small changes in green (-1.6%) and blue (+2.0%) water demand in targeted areas. With a 3°C temperature increase, crop yields are expected to decrease up to 20% with a consequent increase in the water footprint. When the effect of increasing atmospheric CO2concentrations is accounted for, crop yields increase by as much as 40% with a decrease in water footprint up to 29%. The relative importance of CO2 fertilization and warming will therefore determine water appropriations and changes in water footprint under climate change scenarios.

Spatially diverse trends in population growth, climate change, industrialization, urbanization and economic development are expected to change future food supply and demand. These changes may affect the suitability of land for food production, implying elevated risks especially for resourceconstrained, food-importing countries.Wepresent the evolution of biophysical redundancy for agricultural production at country level, from 1992 to 2012. Biophysical redundancy, defined as unused biotic and abiotic environmental resources, is represented by the potential food production of 'spare land', available water resources (i.e., not already used for human activities), as well as production increases through yield gap closure on cultivated areas and potential agricultural areas. In 2012, the biophysical redundancy of 75 (48) countries, mainly in North Africa, Western Europe, the Middle East and Asia, was insufficient to produce the caloric nutritional needs for at least 50% (25%) of their population during a year. Biophysical redundancy has decreased in the last two decades in 102 out of 155 countries, 11 of these went from high to limited redundancy, and nine of these from limited to very low redundancy. Although the variability of the drivers of change across different countries is high, improvements in yield and population growth have a clear impact on the decreases of redundancy towards the very low redundancy category.Wetook a more detailed look at countries classified as 'Low Income Economies (LIEs)' since they are particularly vulnerable to domestic or external food supply changes, due to their limited capacity to offset for food supply decreases with higher purchasing power on the international market. Currently, nine LIEs have limited or very low biophysical redundancy. Many of these showed a decrease in redundancy over the last two decades, which is not always linked with improvements in per capita food availability.

Recent energy security strategies, investment opportunities and energy policies have led to an escalation in biofuel consumption at the expenses of food crops and pastureland. To evaluate the important impacts of biofuels on food security, the food-energy nexus needs to be investigated in the context of its linkages with the overall human appropriation of land and water resources. Here we provide a global assessment of biofuel crop production, reconstruct global patterns of biofuel crop/oil trade and determine the associated displacement of water and land use. We find that bioethanol is mostly produced with domestic crops while 36% of biodiesel consumption relies on international trade, mainly from Southeast Asia. Altogether, biofuels rely on about 2-3% of the global water and land used for agriculture, which could feed about 30% of the malnourished population. We evaluate the food-energy tradeoff and the impact an increased reliance on biofuel would have on the number of people the planet can feed.

Investment in agricultural land in the developing world has rapidly increased in the past two decades. In Cambodia, there has been a surge in economic land concessions, in which long-term leases are provided to foreign and domestic investors for economic development. More than two million hectares have been leased so far, sparking debate over the consequences for local communities and the environment. Here we combined official records of concession locations with a high-resolution data set of changes in forest cover to quantify the contribution of land concessions to deforestation between 2000 and 2012. We used covariate matching to control for variables other than classification as a concession that may influence forest loss. Nearly half of the area where concessions were granted between 2000 and 2012 was forested in 2000; this area then represented 12.4% of forest land cover in Cambodia. Within concessions, the annual rate of forest loss was between 29% and 105% higher than in comparable land areas outside concessions. Most of the deforestation within concessions occurred after the contract date, and whether an investor was domestic or foreign had no effect on deforestation rates. We conclude that land acquisitions can act as powerful drivers of deforestation.

Climate change poses a serious global challenge in the face of rapidly increasing human demand for energy and food. A recent phenomenon in which climate change may play an important role is the acquisition of large tracts of land in the developing world by governments and corporations. In the target countries, where land is relatively inexpensive, the potential to increase crop yields is generally high and property rights are often poorly defined. By acquiring land, investors can realize large profits and countries can substantially alter the land and water resources under their control, thereby changing their outlook for meeting future demand. While the drivers, actors, and impacts involved with land deals have received substantial attention in the literature, we propose that climate change plays an important yet underappreciated role, both through its direct effects on agricultural production and through its influence on mitigative or adaptive policy decisions. Drawing from various literature sources as well as a new global database on reported land deals, we trace the evolution of the global land rush and highlight prominent examples in which the role of climate change is evident. We find that climate change - both historical and anticipated - interacts substantially with drivers of land acquisitions, having important implications for the resilience of communities in targeted areas. As a result of this synthesis, we ultimately contend that considerations of climate change should be integrated into future policy decisions relating to the large-scale land acquisitions.
