Abstract

This paper aims to contribute to the scholarly debate on public service logic (PSL) by deepening the understanding of how value propositions are created and altered. The PSL literature has so far suggested that value propositions are central to the value creation process, but there is scant understanding of how value propositions are created and adapted to citizens' needs. The paper contributes by showing how the creation and alteration of value propositions takes place through framing and reframing processes, and it explores how the concept of framing can further advance PSL. 28. Public services performance: an extended framework and empirical assessment across the enlarged EU

Abstract

Performance of the public sector is at the core of long-term wealth creation and welfare improvement. Yet, its measurement remains inadequate and flawed with data deficiency. The paper proposes an extended framework for the assessment of public services performance that accounts for long-term impacts on welfare and empirically evaluates it across 25 European countries on the basis of a wide set of proxy indicators. We relate the performance scores to input costs indices and propose a coherent typology of countries that corresponds to the patterns of economic effectiveness of public services. The empirical analysis reveals that due to differences in input costs across the enlarged EU the economic effectiveness of public services varies to a much larger extent than the performance, with some relatively large-sized governments (Sweden, Denmark, Austria) being the most effective ones., Depto. de Análisis Económico y Economía Cuantitativa, Fac. de Ciencias Económicas y Empresariales, TRUE, pub

Abstract

The authors gratefully acknowledge funding through the ServPPIN project: The Contribution of Public and Private Services to European Growth and Welfare, and the Role of Public‐Private Innovation Networks, Socio‐Economic Sciences and Humanities Programme of the EU 7th Framework Programme., This paper shapes and identifies the varieties and dynamics of service economies in the EU 25. By adopting a neo-Schumpeterian and evolutionary approach it contributes to enrich previous research dealing with national disparities from the perspective of services economic structures. Communalities across countries and time are detected and discussed at different levels of analysis. A wide set of models across the European region is found from an aggregated perspective. Moreover, the paper analyses the key dimensions explaining the different service models at sectoral level: structural change, knowledge and innovation, internationalisation and competition restrictions. The main result shows that structural composition of countries plays a prominent role, while heterogeneity is driven by dissimilarities in knowledge bases and innovative efforts across Europe., Unión Europea. Abstract

This paper provides a conceptual and empirical framework for analyzing the role of users in innovation and performance at the firm level in the service sector. The theoretical model builds on the user innovation theory in services and proposes to distinguish between different modes and degrees of user participation that may perform differently. The empirical testing is based on a unique dataset from Finland. Results show that not all user engagement led to similar impacts: more active roles versus passive ones have a significant positive relationship with innovation output, but only specific combinations of user orientation and its intensity matter. Besides, no direct significant impacts from user orientation on productivity were found. As a managerial implication, service companies may approach users as co-innovation partners oriented to service quality and customer satisfaction rather than oriented to increase business efficiency. Abstract

Public administrations, to innovate public services, seek strategies beyond market-like mechanisms and claim for clear paths such as lifecycles. This research bridges service management theory and theory of public management to further how networks for public service innovation mediate public value creation; the study, by integrating both theories and the public service logic approach, discusses the dynamic interactions throughout networks evolution (lifecycle). A theory is elaborated, advancing the relevant role of networks lifecycles in public service innovation lifecycles.
