Heliophysics is the field that "studies the nature of the Sun, and how it influences the very nature of space - and, in turn, the atmospheres of planetary bodies and the technology that exists there." However, NASA's Heliophysics Division tends to limit study of planetary magnetospheres and atmospheres to only those of Earth. This leaves exploration and understanding of space plasma physics at other worlds to the purview of the Planetary Science and Astrophysics Divisions. This is detrimental to the study of space plasma physics in general since, although some cross-divisional funding opportunities do exist, vital elements of space plasma physics can be best addressed by extending the expertise of Heliophysics scientists to other stellar and planetary magnetospheres. However, the diverse worlds within the solar system provide crucial environmental conditions that are not replicated at Earth but can provide deep insight into fundamental space plasma physics processes. Studying planetary systems with Heliophysics objectives, comprehensive instrumentation, and new grant opportunities for analysis and modeling would enable a novel understanding of fundamental and universal processes of space plasma physics. As such, the Heliophysics community should be prepared to consider, prioritize, and fund dedicated Heliophysics efforts to planetary targets to specifically study space physics and aeronomy objectives.

The Lunar Orbital Platform-Gateway (LOP-Gateway, or simply Gateway) is a crewed platform that will be assembled and operated in the vicinity of the Moon by NASA and international partner organizations, including ESA, starting from the mid-2020s. It will offer new opportunities for fundamental and applied scientific research. The Moon is a unique location to study the deep space plasma environment. Moreover, the lunar surface and the surface-bounded exosphere are interacting with this environment, constituting a complex multi-scale interacting system. This paper examines the opportunities provided by externally mounted payloads on the Gateway in the field of space plasma physics, heliophysics and space weather, but also examines the impact of the space environment on an inhabited platform in the vicinity of the Moon. It then presents the conceptual design of a model payload, required to perform these space plasma measurements and observations. It results that the Gateway is very well-suited for space plasma physics research. It allows a series of scientific objectives with a multidisciplinary dimension to be addressed.

The shape of the ion energy spectra plays a critical role toward determining the ion energetics, the acceleration mechanisms and the possible sources of different plasma and suprathermal ion populations. The determination of the exact shape of the total particle spectrum, provide the necessary means to address the inner heliosheath (IHS) dynamics. Apart from various modeling efforts, a direct fit to the measured ion spectra for an extended energy range of $\sim$0.11 to 344 MeV has not been performed to date. We use an extended set of combined 0.11-55 keV ENA measurements from the Interstellar Boundary Explorer (IBEX-Lo and IBEX-Hi) and Cassini/Ion and Neutral Camera (INCA), converted to protons, together with $\sim$28 keV to 344 MeV ion measurements from the Low Energy Charged Particle (LECP) and Cosmic Ray Subsystem (CRS) experiments on Voyager 2, over the declining phase of Solar Cyle 23 (SC23) and ascending phase Solar Cylce 24 (SC24) (2009-2016) to study the characteristics of the particle energy spectrum. We fit the 0.11 keV to 344 MeV composite spectra with a set of regularized isotropic $\kappa$-distribution functions (RKD) allowing the determination of the macroscopic physical properties. We demonstrate that the 2009-2012 spectrum that corresponds to the declining phase of SC23 is well fitted by three different RKDs, while the 2013-2016 spectrum, associated with the rise of SC24, can only be approximated with six different RKDs. Our results are generally consistent with shock accelerated particles that undergo additional acceleration inside the IHS. We identify a low energy transmitted population of particles, a suprathermal reflected population and a very high energy component that is modulated by GCRs. The 2013-2016 time period is most likely associated with a mixture of particles from SC23 and SC24, which is reflected by the need to employ six RDKs., Comment: 9 pages 2 figures, 2 tables

Galactic cosmic rays (GCRs), the highly energetic particles that may raise critical health issues for astronauts in space, are modulated by solar activity with their intensity lagging behind the sunspot number (SSN) variation by about one year. Previously, this lag has been attributed to a combined effect of outward convecting solar wind and inward propagating GCRs. However, the lag's amplitude and its solar-cycle dependence are still not fully understood (Ross & Chaplin, 2019). By investigating the solar surface magnetic field, we find that the source of heliospheric magnetic field -- the open magnetic flux on the Sun, already lags behind SSN before it convects into heliosphere along with the solar wind. The delay during odd cycles is longer than that during sequential even cycles. Thus, we propose that the GCR lag is primarily due to the greatly late opening of the solar magnetic field with respect to SSN, though solar wind convection and particle transport in the heliosphere also matter. We further investigate the origin of the open flux from different latitudes of the Sun and found that the total open flux is significantly contributed by that from low latitudes where coronal mass ejections frequently occur and also show an odd-even cyclic pattern. One of the grand challenges in heliophysics is the characterisation of coronal mass ejection (CME) magnetic structure and evolution from eruption at the Sun through heliospheric propagation. At present, the main difficulties are related to the lack of direct measurements of the coronal magnetic fields and the lack of 3D in-situ measurements of the CME body in interplanetary space. Nevertheless, the evolution of a CME magnetic structure can be followed using a combination of multi-point remote-sensing observations and multi-spacecraft in-situ measurements as well as modelling. Accordingly, we present in this work the analysis of two CMEs that erupted from the Sun on 28 April 2012. We follow their eruption and early evolution using remote-sensing data, finding indications of CME--CME interaction, and then analyse their interplanetary counterpart(s) using in-situ measurements at Venus, Earth, and Saturn. We observe a seemingly single flux rope at all locations, but find possible signatures of interaction at Earth, where high-cadence plasma data are available. Reconstructions of the in-situ flux ropes provide almost identical results at Venus and Earth but show greater discrepancies at Saturn, suggesting that the CME was highly distorted and/or that further interaction with nearby solar wind structures took place before 10 AU. This work highlights the difficulties in connecting structures from the Sun to the outer heliosphere and demonstrates the importance of multi-spacecraft studies to achieve a deeper understanding of the magnetic configuration of CMEs., Comment: 40 pages, 11 figures, accepted for publication in Journal of Geophysical Research: Space Physics

The era of outer planet orbiters (Galileo, Juno and Cassini) is advancing our understanding of how the radiation belts of Jupiter and Saturn are structured, form and evolve well beyond what had been possible during the age of flyby missions and ground-based observations. The nearly two decades-long datasets of these missions, in the context of detailed and long-term observations of Earth's radiation belts, highlight which of the processes that accelerate particles to relativistic kinetic energies and limit their flux intensity can be considered more universal, and thus key for most extraterrestrial magnetospheres, and which reflect the unique aspects of each planet and its magnetospheric system. In this chapter we focus on the in-situ radiation belt observations in the context of theory, simulations and relevant measurements by Earth-based observatories. We describe both the average state and the time variations of Jupiter's and Saturn's radiation belts and associate them with specific physical processes., Comment: 24 pages, 4 figures

Jupiter has the most energetic and complex radiation belts in our solar system. Their hazardous environment is the reason why so many spacecraft avoid rather than investigate them, and explains how they have kept many of their secrets so well hidden, despite having been studied for decades. In this White Paper we argue why these secrets are worth unveiling. Jupiter's radiation belts and the vast magnetosphere that encloses them constitute an unprecedented physical laboratory, suitable for both interdisciplinary and novel scientific investigations: from studying fundamental high energy plasma physics processes which operate throughout the universe, such as adiabatic charged particle acceleration and nonlinear wave-particle interactions; to exploiting the astrobiological consequences of energetic particle radiation. The in-situ exploration of the uninviting environment of Jupiter's radiation belts present us with many challenges in mission design, science planning, instrumentation and technology development. We address these challenges by reviewing the different options that exist for direct and indirect observation of this unique system. We stress the need for new instruments, the value of synergistic Earth and Jupiter-based remote sensing and in-situ investigations, and the vital importance of multi-spacecraft, in-situ measurements. While simultaneous, multi-point in-situ observations have long become the standard for exploring electromagnetic interactions in the inner solar system, they have never taken place at Jupiter or any strongly magnetized planet besides Earth. We conclude that a dedicated multi-spacecraft mission to Jupiter's radiation belts is an essential and obvious way forward and deserves to be given a high priority in ESA's Voyage 2050 programme., Comment: 28 pages, 3 Tables, 11 Figures

Some of the major discoveries of the recent Cassini-Huygens mission have put Titan and Enceladus firmly on the Solar System map. The mission has revolutionised our view of Solar System satellites, arguably matching their scientific importance with that of their planet. While Cassini-Huygens has made big surprises in revealing Titan's organically rich environment and Enceladus' cryovolcanism, the mission's success naturally leads us to further probe these findings. We advocate the acknowledgement of Titan and Enceladus science as highly relevant to ESA's long-term roadmap, as logical follow-on to Cassini-Huygens. In this white paper, we will outline important science questions regarding these satellites and identify the pertinent science themes we recommend ESA cover during the Voyage 2050 planning cycle. Uranus and Neptune, and their diverse satellite and ring systems, represent the least explored environments of our Solar System, and yet may provide the archetype for the most common outcome of planetary formation throughout our galaxy. Ice Giants will be the last remaining class of Solar System planet to have a dedicated orbital explorer, and international efforts are under way to realise such an ambitious mission in the coming decades. In 2019, the European Space Agency released a call for scientific themes for its strategic science planning process for the 2030s and 2040s, known as Voyage 2050. We used this opportunity to review our present-day knowledge of the Uranus and Neptune systems, producing a revised and updated set of scientific questions and motivations for their exploration. This review article describes how such a mission could explore their origins, ice-rich interiors, dynamic atmospheres, unique magnetospheres, and myriad icy satellites, to address questions at the heart of modern planetary science. These two worlds are superb examples of how planets with shared origins can exhibit remarkably different evolutionary paths: Neptune as the archetype for Ice Giants, whereas Uranus may be atypical. Exploring Uranus' natural satellites and Neptune's captured moon Triton could reveal how Ocean Worlds form and remain active, redefining the extent of the habitable zone in our Solar System. For these reasons and more, we advocate that an Ice Giant System explorer should become a strategic cornerstone mission within ESA's Voyage 2050 programme, in partnership with international collaborators, and targeting launch opportunities in the early 2030s., Comment: 34 pages, 9 figures, accepted to Planetary and Space Science

Future remote sensing of exoplanets will be enhanced by a thorough investigation of our solar system Ice Giants (Neptune-size planets). What can the configuration of the magnetic field tell us (remotely) about the interior, and what implications does that field have for the structure of the magnetosphere; energy input into the atmosphere, and surface geophysics (for example surface weathering of satellites that might harbour sub-surface oceans). How can monitoring of auroral emission help inform future remote observations of emission from exoplanets? A new empirical, analytical model of cold plasma (< 10 keV) in the Jovian inner magnetosphere is constructed. Plasmas in this energy range impact surface charging. A new feature of this model is predicting each plasma parameter for a specified probability (percentile). The new model was produced as follows. We start from a reference model for each plasma parameter, which was scaled to fit the data of Galileo plasma spectrometer. The scaled model was then represented as a function of radial distance, magnetic local time, and magnetic latitude, presumably describing the mean states. Then, the deviation of the observed values from the model were attribute to the variability in the environment, which was accounted for by the percentile at a given location.The input parameters for this model are the spacecraft position and the percentile.
