Vi ønsker med denne artikel at bidrage til en diskussion om, hvordan relationen mellem stat og borger potentielt forandredes i perioden efter 1945 set i lyset af truslen om en atomkrig. I både den internationale og den danske litteratur om frygten for en atomkrig bliver der peget på, hvordan civilforsvarslige foranstaltninger var med til at konstruere den ideelle atomalderborger som en borger, der i givet fald skulle og ville agere rationelt. Artiklen bidrager til en diskussion af, hvad det var for en ideel borger, der konstrueredes i en dansk kontekst, og hvilken betydning de mulige, overordnede kontekstualiseringer kan have for tolkningen heraf. Ved at relatere atomfrygt og civilforsvar til henholdsvis den velfærdsstatslige udvikling og til ændringer i moderniteten forfølger vi spørgsmålet om, hvilke forestillinger om samfundsmæssig rationalitet og orden, som den ideelle borger skulle indgå i.

The chapter identifies the Nordic countries and describes the Nordic model of digital archiving. We consider what makes Nordic archiving distinctive. Nordic archiving has developed in very close cooperation with public administration, a cooperation that today is more important than ever. Secondly, freedom of information and the rights of citizens to access public records is embodied in the registry system, a cornerstone in Nordic record keeping. Finally, Nordic archivists value pragmatic and predictable solutions and as a result have responded to digital challenges on an ad hoc basis. Nordic digital archiving has developed trustworthy systems for long term preservation of digital records and has started to explore the potential of digital technologies for expanded user access and secondary use or reuse of information or data. International standards and international archival theory are today making their way into Nordic digital archiving, hopefully creating a renewed model of Nordic digital archiving building on the strengths of the Nordic tradition: accountability, transparency and an ideal of archives serving the common good as trusted institutions attending to the interest of the public.

Terry Cook’s paradigms of evidence, memory, identity, and community are used to discuss the development of Danish archiving, highlighting how archives in Denmark have responded to the challenges posed by digitisation. Like other Nordic countries the history of Danish archiving is closely connected to developments in public sector administration, and in digital archiving to the digitisation of public administrations driven by the Danish Agency for Digitisation. Whereas the evidence and memory paradigms are easily discernible, developments in Danish archiving took a different turn when it comes to identity and community as archival paradigms. The national archives today in general seeks to widen the usability of the archives; the reuse of digital records or data has become a priority, raising topical questions about how the Nordic tradition for transparency, credibility and public trust in the archives can be continued in a world of data sharing. The chapter argues that Danish archiving may have to consider the notion of rights in records, and questions of consent by record subjects, to stay trusted and transparent institutions

Danmark lagde i 1960’erne omfattende planer for, hvordan samfundet skulle overleve, hvis der udbrød atomkrig, og i Rold Skov byggede man en hemmelig bunker, hvor blandt andre Danmarks regent skulle bo og beskyttes.

Artiklen analyserer hvordan videnskabelig viden om radioaktiv stråling blev formidlet i den danske dagspresse i årene 1945 – 1963. Udgangspunktet er en undren over en ubekymrethed i formidlingen af atomernes og kernevåbnenes virkning i dansk dagspresse og populærkultur frem til slutningen af 1950erne. Med udgangspunkt i Sergei Moscovicis teori herom analyserer artiklen, hvordan videnskabelig viden transformeres til common sense forestillinger, og forankres i, hvad Moscovici kalder en hverdagslig forståelsesramme. Analysen viser, at der for det første sker et skifte fra kernefysisk til biologisk-medicinsk viden som det videnskabelige grundlag for den viden som formidles fra 1945 – 1963. For det andet ændres den geografiske lokation for, hvor problemer med radioaktivitet udspiller sig, fra Stillehavet til Danmark. Radioaktiviteten kommer nærmere og med målinger af forøget indhold af radioaktive isotoper i regnvandet, i mælken, i kornet på markerne og i sandet på stranden kryber frygten helt ind under huden på folk. Videnskabsfolk bidrog især fra midt 1950erne og frem aktivt til debatten om den radioaktive strålings farlighed. Artiklen argumenterer for, at videnskabsfolkenes deltagelse i debatten, og især den måde den videnskabelige viden formidledes i en bredere offentlighed, bidrager til at forklare, hvorfor debatten om faren ved atomerne i Danmark først kom i årene 1959-1962. This article analyses the representation of scientific knowledge about radioactivity in Danish newspapers 1945-1963. We have wondered why knowledge dissemination in Danish popular media and newspapers about possible effects of nuclear fall-out was so seemingly non-worrisome until the end of the 1950’s. The article takes its point of departure in Serge Moscovici’s theory on social representation. According to Moscovici for the public to form an opinion, scientific knowledge must transform into notions people can relate to in their everyday life. The article demonstrates how the scientific knowledge behind information to the public gradually changed from nuclear physics to biology and medicine, and how the geographic location related to radioactive fall-out at the same time changed from Japan/The Pacific Ocean to Denmark. Detection of radioisotopes in rainwater, in milk, in grain growing on Danish fields and in the sand on the beach combined in 1959-61 with worries about what might happen to the human body if exposed to radioisotopes,and raised concerns to a much larger degree than before. The way scientific knowledge was circulated in the media is an important part of the explanation why the debate about nuclear fall-out did not take off in a Danish context before c. 1960.

Formålet med artiklen er at undersøge, hvordan viden om kernespaltning, atombomber og radioaktivitet cirkulerede mellem det videnskabelige niveau og den danske dagspresse i perioden fra atombombens ankomst i 1945 til Atomoplysningsudvalgets betænkning udkom i 1963. På det metodiske område, vil artiklen præsentere en introduktion til socialpsykologiske teorier om sociale repræsentationer af videnskabelig viden i en bredere offentlighed for herigennem at få indsigt i, hvordan viden om atombomben og radioaktivitet blev skabt og gen-skabt mellem videnskab og ’sund fornuft’ i en dansk kontekst.

Through readings of contemporary sources in the form of letters the article argues against a myth that Danish colonial administration was more humane and enlightened in The Danish West Indies than other nations' colonial administrations were.
