This review and discussion focused on surveys and reports regarding the rate of foreign language acquisition and attainment within national compulsory education systems, academic analyses of the results obtained, and national programmes and initiatives designed to address the shortcomings revealed in them. The proposed reasons for lower-than-expected acquisition and attainment in foreign language learning within countries including the European Union, Colombia, Vietnam and Ecuador were reviewed in detail. These reasons, and the measures undertaken as a result to remedy these flaws, were evaluated through a comparison with recent academic research relating to these factors, and through com- parison between the different experiences revealed in the surveys and reports. These comparisons found that some of the measures undertaken were fit for purpose and were likely to yield some improvements in acquisition rate, although to a lesser extent than those projected by some of the national programmes, while identifying some aspects which have been overlooked. The conclusion highlighted in which aspects of the teaching and learning of foreign languages requires greater focus is needed in order to effect the desired changes.

Errors in operational forecasts of return flow events (RFEs) over the Gulf of Mexico have dictated the search for sources of these errors. Based on earlier studies, likely candidates for these errors are: incorrect parameterization of turbulent transfer processes at the air-sea interface, uncertain vertical motion above the mixed layer, and incorrect initial conditions. We investigate these possible sources of error by performing numerical experiments with a Monte Carlo ensemble prediction model applied to a well-observed case in February 1988. In essence, we examine uncertainty in prediction due to uncertainty in the model’s elements of control. A mixed-layer model with roughly 50 elements of control is used to determine forecast uncertainty due to initial conditions alone, boundary conditions alone, parameterization alone, as well as the full complement of uncertainty in these elements of control. The uncertainty is calculated at points along a predetermined outflow trajectory that originates over shelf waters in the northeastern Gulf, passes north of the Yucatan Peninsula, and terminates in the west-central Gulf-all points along the trajectory are characterized by convective heating at the sea-air interface. Results from the numerical experiments led to the following results: 1) parameterization of physical processes exerts the greatest influence on forecast uncertainty, and 2) the water-vapor mass in the mixed-layer column is uncertain by a factor of two at the trajectory’s terminal point. The latter result confirms forecasters’ long-held view that vapor return is the most suspect product in operational prediction of RFEs. In addition to these numerical experiments with the 1988 case, a recent RFE is examined in the context of operational model performance at the National Center for Environmental Prediction (NCEP). The paper ends with discussion of steps to be taken that hold promise for improved operational prediction of RFEs over the Gulf of Mexico.

The scientific documentation and investigation of tropical cyclone (TC) tornadoes has spanned portions of ten decades, but has been missing a documentary overview of topical knowledge accumulated to any given point in that time span. This review article summarizes the evolution of TC tornado-related literature from the perspectives of crucial historic tornadoes, climatology, distribution patterns, applied research into their environments, remote and environmental observations, forecasting practices, and numerical simulations at various scales. Discussion of the future of TC tornado research and prediction includes several testable hypotheses, along with potentially beneficial tools soon to be available to operational forecasters.

Tropical cyclone tornadoes pose a unique challenge to warning forecasters given their often marginal environments and radar attributes. In late August 2017 Hurricane Harvey made landfall on the Texas coast and produced 52 tornadoes over a record-breaking seven consecutive days. To improve warning efforts, this case study of Harvey’s tornadoes includes an event overview as well as a comparison of near-cell environments and radar attributes between tornadic and nontornadic warned cells. Our results suggest that significant differences existed in both the near-cell environments and radar attributes, particularly rotational velocity, between tornadic cells and false alarms. For many environmental variables and radar attributes, differences were enhanced when only tornadoes associated with a tornado debris signature were considered. Our results highlight the potential of improving warning skill further and reducing false alarms by increasing rotational velocity warning thresholds, refining the use of near-storm environment information, and focusing warning efforts on cells likely to produce the most impactful tornadoes.

Remarkable radar and satellite imagery are presented to illustrate the unusual inland reintensification of Tropical Storm Erin over Oklahoma during the evening of 18 August 2007 to the early morning hours of the 19th. Using a blend of objectively and subjectively produced analyses, the authors document the warm-core nature of the disturbance as it reorganized. The evidence presented suggests that attention on such disturbances should remain under tropical forecasting domains, even though presently accepted conventions preclude assigning tropical storm nomenclature to such a system.

This work investigates how the relationship between tropical cyclone (TC) tornadoes and ambient (i.e., synoptic-scale) deep-tropospheric (i.e., 850–200-hPa) vertical wind shear (VWS) varies between coastal and inland environments. Observed U.S. TC tornado track data are used to study tornado frequency and location, while dropsonde and radiosonde data are used to analyze convective-scale environments. To study the variability in the TC tornado–VWS relationship, these data are categorized by both 1) their distance from the coast and 2) reanalysis-derived VWS magnitude. The analysis shows that TCs produce coastal tornadoes regardless of VWS magnitude primarily in their downshear sector, with tornadoes most frequently occurring in strongly sheared cases. Inland tornadoes, including the most damaging cases, primarily occur in strongly sheared TCs within the outer radii of the downshear-right quadrant. Consistent with these patterns, dropsondes and coastal radiosondes show that the downshear-right quadrant of strongly sheared TCs has the most favorable combination of enhanced lower-tropospheric near-surface speed shear and veering, and reduced lower-tropospheric thermodynamic stability for tornadic supercells. Despite the weaker intensity farther inland, these kinematic conditions are even more favorable in inland environments within the downshear-right quadrant of strongly sheared TCs, due to the strengthened veering of the ambient winds and the lack of changes in the TC outer tangential wind field strength. The constructive superposition of the ambient and TC winds may be particularly important to inland tornado occurrence. Together, these results will allow forecasters to anticipate how the frequency and location of tornadoes and, more broadly, convection may change as TCs move inland.

As lightning-detection records lengthen and the efficiency of severe weather reporting increases, more accurate climatologies of convective hazards can be constructed. In this study we aggregate flashes from the National Lightning Detection Network (NLDN) and Arrival Time Difference long-range lightning detection network (ATDnet) with severe weather reports from the European Severe Weather Database (ESWD) and Storm Prediction Center (SPC) Storm Data on a common grid of 0.25° and 1-h steps. Each year approximately 75–200 thunderstorm hours occur over the southwestern, central, and eastern United States, with a peak over Florida (200–250 h). The activity over the majority of Europe ranges from 15 to 100 h, with peaks over Italy and mountains (Pyrenees, Alps, Carpathians, Dinaric Alps; 100–150 h). The highest convective activity over continental Europe occurs during summer and over the Mediterranean during autumn. The United States peak for tornadoes and large hail reports is in spring, preceding the maximum of lightning and severe wind reports by 1–2 months. Convective hazards occur typically in the late afternoon, with the exception of the Midwest and Great Plains, where mesoscale convective systems shift the peak lightning threat to the night. The severe wind threat is delayed by 1–2 h compared to hail and tornadoes. The fraction of nocturnal lightning over land ranges from 15% to 30% with the lowest values observed over Florida and mountains (~10%). Wintertime lightning shares the highest fraction of severe weather. Compared to Europe, extreme events are considerably more frequent over the United States, with maximum activity over the Great Plains. However, the threat over Europe should not be underestimated, as severe weather outbreaks with damaging winds, very large hail, and significant tornadoes occasionally occur over densely populated areas.

The cyclone-relative location and variability in the number of tornadoes among tropical cyclones (TCs) are not completely understood. A key understudied factor that may improve our understanding is ambient (i.e., synoptic-scale) deep-tropospheric (i.e., 850–200-hPa) vertical wind shear (VWS), which impacts both the symmetry and strength of deep convection in TCs. This study conducts a climatological analysis of VWS impacts upon tornadoes in TCs from 1995 to 2018, using observed TC and tornado data together with radiosondes. TC tornadoes were classified by objectively defined VWS categories, derived from reanalyses, to quantify the sensitivity of tornado frequency, location, and their environments to VWS. The analysis shows that stronger VWS is associated with enhanced rates of tornado production—especially more damaging ones. Tornadoes also become localized to the downshear half of the TC as VWS strengthens, with tornado location in strongly sheared TCs transitioning from the downshear-left quadrant in the TC inner core to the downshear-right quadrant in the TC outer region. Analysis of radiosondes shows that the downshear-right quadrant in strongly sheared TCs is most frequently associated with sufficiently strong near-surface speed shear and veering aloft, and lower-tropospheric thermodynamic instability for tornadoes. These supportive kinematic environments may be due to the constructive superposition of the ambient and TC winds, and the VWS-induced downshear enhancement of the TC circulation among other factors. Together, this work provides a basis for improving forecasts of TC tornado frequency and location.

United States tornado records form the basis for a variety of meteorological, climatological and disaster-risk analyses, but how reliable are they in light of changing standards for rating, as with the 2007 transition of Fujita (F) to Enhanced Fujita (EF) damage scales? To what extent are recorded tornado metrics subject to such influences that may be nonmeteorological in nature? While addressing these questions with utmost thoroughness is too large of a task for any one study, and may not be possible given the many variables and uncertainties involved, some variables that are recorded in large samples are ripe for new examination. We assess basic tornado-path characteristics—damage rating, length, width, and occurrence time, as well as some combined and derived measures—for a 24-yr period of constant path-width recording standard that also coincides with National Weather Service modernization and the WSR-88D deployment era. The middle of that period (in both time and approximate tornado counts) crosses the official switch from F to EF. At least minor shifts in all assessed path variables are associated directly with that change, contrary to the intent of EF implementation. Major and essentially stepwise expansion of tornadic path widths occurred immediately upon EF usage, and widths have expanded still further within the EF era. We also document lesser increases in path lengths, and in tornadoes rated at least EF1 compared to EF0. These apparently secular changes in the tornado data can impact research dependent on bulk tornado-path characteristics and damage-assessment results.

Landfalling tropical cyclones (TCs) often decay rapidly due to a decrease in moisture and energy fluxes over land when compared to the ocean surface. Occasionally, however, these cyclones maintain intensity or reintensify over land. Post-landfall maintenance and intensification of TCs over land may be a result of fluxes of moisture and energy derived from anomalously wet soils. These soils act similarly to a warm sea surface, in a phenomenon coined the “Brown Ocean Effect.” Tropical Storm (TS) Bill (2015) made landfall over a region previously moistened by anomalously heavy rainfall and displayed periods of reintensification and maintenance over land. This study evaluates the role of the Brown Ocean Effect on the observed maintenance and intensification of TS Bill using a combination of existing and novel approaches, including the evaluation of precursor conditions at varying temporal scales and making use of composite backward trajectories. Comparisons were made to landfalling TCs with similar paths that did not undergo TC maintenance and/or intensification (TCMI) as well as to TS Erin (2007), a known TCMI case. We show that the antecedent environment prior to TS Bill was similar to other known TCMI cases, but drastically different from the non-TCMI cases analyzed in this study. Brief Introduction to the Journal.

The history of the Episcopal Training Institution is an under researched area of teacher education in Scotland. The College was opened in Edinburgh in 1850 and initially trained male students. After 1867, the male students transferred to Durham and the College trained female students. The students were trained to teach in the Episcopal schools throughout Scotland. These schools were predominantly established for the children of the Episcopal denomination or they were mission schools that educated the poor. The College struggled to recruit sufficient numbers of students in the early twentieth century and the College closed in 1934. A very small number of Episcopal schools still exist in the twenty-first century Scotland.

Convective surface winds in the contiguous United States are classified as severe at 50 kt (58 mi h−1, or 26 m s−1), whether measured or estimated. In 2006, NCDC (now NCEI) Storm Data, from which analyzed data are directly derived, began explicit categorization of such reports as measured gusts (MGs) or estimated gusts (EGs). Because of the documented tendency of human observers to overestimate winds, the quality and reliability of EGs (especially in comparison with MGs) has been challenged, mostly for nonconvective winds and controlled-testing situations, but only speculatively for bulk convective data. For the 10-yr period of 2006–15, 150 423 filtered convective-wind gust magnitudes are compared and analyzed, including 15 183 MGs and 135 240 EGs, both nationally and by state. Nonmeteorological artifacts include marked geographic discontinuities and pronounced “spikes” of an order of magnitude in which EG values (in both miles per hour and knots) end in the digits 0 or 5. Sources such as NWS employees, storm chasers, and the general public overestimate EGs, whereas trained spotters are relatively accurate. Analysis of the ratio of EG to MG and their sources also reveals an apparent warning-verification-influence bias in the climatological distribution of wind gusts imparted by EG reliance in the Southeast. Results from prior wind-tunnel testing of human subjects are applied to 1) illustrate the difference between measured and perceived winds for the database and 2) show the impact on the severe-wind dataset if EGs were bias-corrected for the human overestimation factor.

During the 2014–15 academic year, the National Oceanic and Atmospheric Administration (NOAA) National Weather Service Storm Prediction Center (SPC) and the University of Oklahoma (OU) School of Meteorology jointly created the first SPC-led course at OU focused on connecting traditional theory taught in the academic curriculum with operational meteorology. This class, “Applications of Meteorological Theory to Severe-Thunderstorm Forecasting,” began in 2015. From 2015 through 2017, this spring–semester course has engaged 56 students in theoretical skills and related hands-on weather analysis and forecasting applications, taught by over a dozen meteorologists from the SPC, the NOAA National Severe Storms Laboratory, and the NOAA National Weather Service Forecast Offices. Following introductory material, which addresses many theoretical principles relevant to operational meteorology, numerous presentations and hands-on activities focused on instructors’ areas of expertise are provided to students. Topics include the following: storm-induced perturbation pressure gradients and their enhancement to supercells, tornadogenesis, tropical cyclone tornadoes, severe wind forecasting, surface and upper-air analyses and their interpretation, and forecast decision-making. This collaborative approach has strengthened bonds between meteorologists in operations, research, and academia, while introducing OU meteorology students to the vast array of severe thunderstorm forecast challenges, state-of-the-art operational and research tools, communication of high-impact weather information, and teamwork skills. The methods of collaborative instruction and experiential education have been found to strengthen both operational–academic relationships and students’ appreciation of the intricacies of severe thunderstorm forecasting, as detailed in this article.

This manuscript documents the tornado in the Rockwell Pass area of Sequoia National Park, California, that occurred on 7 July 2004. Since the elevation of the tornado’s ground circulation was approximately 3705 m (~12 156 ft) MSL, this is the highest-elevation tornado documented in the United States. The investigation of the storm’s convective mode was performed mostly inferentially on the basis of an analysis of the radar imagery from Edwards Air Force Base (which was in clear-air mode on this day), objectively produced soundings and/or CAPE estimates from two mesoscale models, an objectively produced proximity sounding and hodograph, and analyses of satellite imagery. The nearest Weather Surveillance Radar-1988 Doppler (WSR-88D) in Hanford, California, could not be used to observe this storm because of terrain blockage by the Sierra Nevada, and the nearest sounding sites were too distant and in a different meteorological environment on this day. The near-storm environment may have been favorable briefly for a supercell in the upper portion of the Kern River Canyon. The limitations of the radar data precluded the authors from making a definitive conclusion on the convective mode of the storm but do not rule out the possibility that the storm briefly might have been a supercell. There was insufficient evidence, however, to support the notion that the tornado itself was mesocyclone induced. High LCL heights in the proximity sounding also suggest that the tornado was formed by processes not associated with a mesocyclone (popularly known as a “landspout”), but do not allow us to dismiss the possibility that the tornado was mesocyclone induced.

The 06-km AGL mean wind has been used widely in operations to predict supercell motion. However, when a supercell is low-topped or elevated, its motion may be poorly predicted with this default mean wind— which itself could be height-based or pressure-weighted. This information suggests that a single, fixed layer is inappropriate for some situations, and thus various mean-wind parameters are explored herein. A dataset of 583 observed and 829 Rapid Update Cycle supercell soundings was assembled. When the mean wind is computed using pressure weighting for an effective inflow-layer as the base, and 65% of the most-unstable equilibrium level height as the top, the result is that better supercell motion predictions can be obtained for low-topped and elevated supercells. Such a mean-wind modification would come at the cost of only a minor increase in mean absolute error for the entire sample of supercell cases considered.

A gridded, hourly, three-dimensional environmental mesoanalysis database at the Storm Prediction Center (SPC), based on objectively analyzed surface observations blended with the Rapid Update Cycle (RUC) model-analysis fields and described in Parts I and II of this series, is applied to a 2003–11 subset of the SPC tropical cyclone (TC) tornado records. Distributions of environmental convective parameters, derived from SPC hourly mesoanalysis fields that have been related to supercells and tornadoes in the midlatitudes, are evaluated for their pertinence to TC tornado occurrence. The main factor differentiating TC from non-TC tornado environments is much greater deep-tropospheric moisture, associated with reduced lapse rates, lower CAPE, and smaller and more compressed distributions of parameters derived from CAPE and vertical shear. For weak and strong TC tornado categories (EF0–EF1 and EF2–EF3 on the enhanced Fujita scale, respectively), little distinction is evident across most parameters. Radar reflectivity and velocity data also are examined for the same subset of TC tornadoes, in order to determine parent convective modes (e.g., discrete, linear, clustered, supercellular vs nonsupercellular), and the association of those modes with several mesoanalysis parameters. Supercellular TC tornadoes are accompanied by somewhat greater vertical shear than those occurring from other modes. Tornadoes accompanying nonsupercellular radar echoes tend to occur closer to the TC center, where CAPE and shear tend to weaken relative to the outer TC envelope, though there is considerable overlap of their respective radial distributions and environmental parameter spaces.

The accuracy, reliability, and skill of several objective supercell identification methods are evaluated using 113 simulations from an idealized cloud model with 1-km horizontal grid spacing. Horizontal cross sections of vorticity and radar reflectivity at both mid- and low levels were analyzed for the presence of a supercell, every 5 min of simulation time, to develop a “truth” database. Supercells were identified using well-known characteristics such as hook echoes, inflow notches, bounded weak-echo regions (BWERs), and the presence of significant vertical vorticity.The three objective supercell identification techniques compared were the Pearson correlation (PC) using an analysis window centered on the midlevel storm updraft; a modified Pearson correlation (MPC), which calculates the PC at every point in the horizontal using a small 3 km × 3 km analysis window; and updraft helicity (UH). Results show that the UH method integrated from 2 to 5 km AGL, and using a threshold value of 180 m2 s−2, was equally as accurate as the MPC technique—averaged from 2 to 5 km AGL and using a minimum updraft threshold of 7 m s−1 with a detection threshold of 0.3—in discriminating between supercells and nonsupercells for 1-km horizontal grid spacing simulations. At courser resolutions, the UH technique performed best, while the MPC technique produced the largest threat scores for higher-resolution simulations. In addition, requiring that the supercell detection thresholds last at least 20 min reduced the number of false alarms.

Edwards and Thompson have made comprehensive and thorough comments concerning the methods, ac¬curacy, and results in a case study by Kellenbenz et al. These comments questioned the representativeness of model-derived soundings and graphics used, as well as the modification methods employed with soundings presented in the 18 July 2004 case study. Other issues included the application of previous database studies to lifting condensation level (LCL) values found in the 18 July 2004 examination, as well as a focus that em¬phasized a single tornadic storm. In this response, the authors address problems and oversights with the 18 July 2004 case study, using new data to conduct a reanalysis of the environment on that evening. Additionally, a large independent database of Rapid Update Cycle (RUC) analysis soundings associated with supercell tornadoes is used to provide the context from which to carefully evaluate LCL results from the 18 July 2004 case relative to significant and violent tornadoes. Results indicate that although the LCL height associated with the F4 tornadic supercell in the original case study was probably overestimated, the background LCL environment was still unusually high for a violent tornado. New material presented in this response reinforces the conclusion that, when LCL heights are at the far upper end of empirical study distributions associated with significant tornadoes, undue weight should not be given to LCL as a tornado probability reduction factor when CAPE-storm relative helicity (SRH) combinations and deep-layer shear are also strong.

An analysis of 4 yr of Rapid Update Cycle-2 (RUC-2) derived soundings in proximity to radar-observed supercells and nonsupercells is conducted in an effort to answer two questions: 1) over what depth is the fixed-layer bulk wind differential (BWD; the vector difference between the wind velocity at a given level and the wind velocity at the surface) the best discriminator between supercell and nonsupercell environments and 2) does the upper-tropospheric storm-relative flow (UTSRF) discriminate between the environments of supercells and nonsupercells? Previous climatologies of sounding-based supercell forecast parameters have documented the ability of the 0–6-km BWD in delineating supercell from nonsupercell environments. However, a systematic examination of a wide range of layers has never been documented. The UTSRF has previously been tested as a parameter for discriminating between supercell and nonsupercell environments and there is some evidence that supercells may be sensitive to the UTSRF. However, this sensitivity may be a consequence of the correlation between UTSRF and the surface to midtropospheric BWD. Accurately assessing the ability of the UTSRF to distinguish between supercell and nonsupercell environments requires controlling for the surface to midtropospheric BWD. It is shown that the bulk wind differential within the 0–5-km layer delineates best between supercell and nonsupercell environments. Analysis of the UTSRF demonstrates that even when not controlling for the BWD, the UTSRF has limited reliability in forecasting supercells. The lack of merit in using the UTSRF to forecast supercells is particularly evident when it is isolated from the BWD. Because the UTSRF and BWD are not independent, controlling for the BWD when examining the UTSRF reveals that the UTSRF is not a fundamental parameter that can be used to distinguish supercell from nonsupercell environments. Therefore, this work demonstrates that the UTSRF is an unreliable metric for forecasting supercell events.

A sample of 1185 Rapid Update Cycle (RUC) model analysis (0 h) proximity soundings, within 40 km and 30 min of radar-identified discrete storms, was categorized by several storm types: significantly tornadic supercells (F2 or greater damage), weakly tornadic supercells (F0–F1 damage), nontornadic supercells, elevated right-moving supercells, storms with marginal supercell characteristics, and nonsupercells. These proximity soundings served as the basis for calculations of storm-relative helicity and bulk shear intended to apply across a broad spectrum of thunderstorm types. An effective storm inflow layer was defined in terms of minimum constraints on lifted parcel CAPE and convective inhibition (CIN). Sixteen CAPE and CIN constraint combinations were examined, and the smallest CAPE (25 and 100 J kg−1) and largest CIN (−250 J kg−1) constraints provided the greatest probability of detecting an effective inflow layer within an 835-supercell subset of the proximity soundings. Effective storm-relative helicity (ESRH) calculations were based on the upper and lower bounds of the effective inflow layer. By confining the SRH calculation to the effective inflow layer, ESRH values can be compared consistently across a wide range of storm environments, including storms rooted above the ground. Similarly, the effective bulk shear (EBS) was defined in terms of the vertical shear through a percentage of the “storm depth,” as defined by the vertical distance from the effective inflow base to the equilibrium level associated with the most unstable parcel (maximum θe value) in the lowest 300 hPa. ESRH and EBS discriminate strongly between various storm types, and between supercells and nonsupercells, respectively.

Anticyclonic left-moving supercells are observed each year in the United States, emanating both discretely and from storm splitting processes. Such thunderstorms often produce severe hail and wind gusts and, on rare occasion, tornadoes. The body of documentary literature on this subset of supercells is relatively scant compared with right-moving storms, and this is especially true regarding visual characteristics and conceptual models. Here a characteristic example of the anticyclonic supercell is presented using an intense and well-defined specimen that passed over Aroya, Colorado, on 15 June 2002. Photographic and radar documentation is provided in original and mirrored forms, for aid in conceptualizing the left-moving supercell and associated structures and processes. A summary overview is presented of the environment, development, evolution, and effects of this remotely located but noteworthy event.

The notion of an “outbreak” of severe weather has been used for decades, but has never been formally defined. There are many different criteria by which outbreaks can be defined based on severe weather occurrence data, and there is not likely to be any compelling logic to choose any single criterion as ideal for all purposes. Therefore, a method has been developed that uses multiple variables and allows for considerable flexibility. The technique can be adapted easily to any project that needs to establish a ranking of weather events. The intended use involves isolating the most important tornado outbreak days, as well as important outbreak days of primarily nontornadic severe convective weather, during a period when the number of reports has been growing rapidly from nonmeteorological factors. The method is illustrated for both tornadic and primarily nontornadic severe weather event day cases. The impact of the secular trends in the data has been reduced by a simple detrending scheme. The effect of detrending is less important for the tornado outbreak cases and is illustrated by comparing rankings with and without detrending. It is shown that the resulting rankings are relatively resistant to secular trends in the data, as intended, and not strongly sensitive to the choices made in applying the method. The rankings are also consistent with subjective judgments of the relative importance of historical tornado outbreak cases.

A sample of 413 soundings in close proximity to tornadic and nontornadic supercells is examined. The soundings were obtained from hourly analyses generated by the 40-km Rapid Update Cycle-2 (RUC-2) analysis and forecast system. A comparison of 149 observed soundings and collocated RUC-2 soundings in regional supercell environments reveals that the RUC-2 model analyses were reasonably accurate through much of the troposphere. The largest error tendencies were in temperatures and mixing ratios near the surface, primarily in 1-h forecast soundings immediately prior to the standard rawinsonde launches around 1200 and 0000 UTC. Overall, the RUC-2 analysis soundings appear to be a reasonable proxy for observed soundings in supercell environments. Thermodynamic and vertical wind shear parameters derived from RUC-2 proximity soundings are evaluated for the following supercell and storm subsets: significantly tornadic supercells (54 soundings), weakly tornadic supercells (144 soundings), nontornadic supercells (215 soundings), and discrete nonsupercell storms (75 soundings). Findings presented herein are then compared to results from previous and ongoing proximity soundings studies. Most significantly, proximity soundings presented here reinforce the findings of previous studies in that vertical shear and moisture within 1 km of the ground can discriminate between nontornadic supercells and supercells producing tornadoes with F2 or greater damage. Parameters that combine measures of buoyancy, vertical shear, and low-level moisture show the strongest ability to discriminate between supercell classes.

Over 400 vertical wind profiles in close proximity to nontornadic and tornadic supercell thunderstorms are examined. The profiles were obtained from the Rapid Update Cycle (RUC) model/analysis system. Ground-relative wind speeds throughout the lower and middle troposphere are larger, on average, in tornadic supercell environments than in nontornadic supercell environments. The average vertical profiles of storm-relative wind speed, vertical wind shear, hodograph curvature, crosswise and streamwise vorticity, and storm-relative helicity are generally similar above 1 km in the tornadic and nontornadic supercell environments, with differences that are either not statistically significant or not what most would regard as meteorologically significant. Forecasters at the Storm Prediction Center (SPC) were faced with many challenges during the 3 May 1999 tornado outbreak. Operational numerical forecast models valid during the outbreak gave inaccurate, inconsistent, and/or ambiguous guidance to forecasters, most notably with varying convective precipitation forecasts and underforecast wind speeds in the middle and upper troposphere, which led forecasters (in the early convective outlooks) to expect a substantially reduced tornado threat as compared with what was observed. That, combined with relatively weak forecast and observed low-level convergence along a dryline, contributed to much uncertainty regarding timing and location of convective initiation. As a consequence, as the event approached, observational diagnosis and analysis became more important and were critical in identification of the evolution of the outbreak. An overview of conditions associated with the Oklahoma–Kansas tornado outbreak of 3 May 1999 is presented, with emphasis on the evolution of environmental and supercellular characteristics most relevant to the prediction of violent tornado episodes. This examination provides a unique perspective of the event by combining analyses of remote observational data and numerical guidance with direct observations of the event in the field by forecasters and other observers. The 3 May 1999 outbreak included two prolific supercells that produced several violent tornadoes, with ambient parameters comparable to those of past tornado outbreaks in the southern and central Great Plains. However, not all aspects leading to the evening of 3 May unambiguously favored a major tornado outbreak. This study tests hypothetical correspondences between size of severe hail, WSR-88D derived vertically integrated liquid water (VIL), and an array of thermodynamic variables derived from computationally modified sounding analyses. In addition, these associations are documented for normalized VIL using various sounding parameters, and statistical predictive value is assigned to the various VIL-based and sounding variables. The database was gathered from Weather Service Radar-1988 Doppler (WSR-88D) units nationwide from cases identified during real-time operations and consists of over 400 hail events, each associated with a radar-observed VIL value and a modified observational sounding. Some parameters are found to increase in the mean with larger hail-size categories. Specific hail size, however, varies widely across the spectra of VIL, thermodynamic sounding variables, and combinations thereof, with only a few exceptions. No operationally useful parameters of value in hail-size prediction were discovered in the database of VIL and thermodynamic sounding data. These largely antihypothetical findings are compared with hail forecasting and warning techniques developed in the WSR-88D era—few in number and mostly regionalized and informal in nature—and with more widespread and empirical forecasting assumptions involving many of the same variables.

There is increasing tendency to use the Differential Aptitude Tests (DAT) for course and career counselling with students in independent schools in Australia. The OAT profile and explanatory notes may also be forwarded to students and/or parents and it is of particular concern that the full explanation of means of interpreting the profile is often not clear to the naive client. Many clients view the profile as a combination of IQ report and predictor of future academic success. To provide professional counsellors with unequivocal evidence to support their explanations to such clients, and as entry to tertiary and to many TAPE courses in Australia, is by academic achievement score, the present study examined the predictive value of the DAT for academic achievement at the end of Year 12. It was concluded that the DAT may have some value in predicting marginal variations in academic achievement, over and above that predicted by measures of general mental ability, but that individual counselling on the nature of the DAT profile is needed to demonstrate to the naive client both the distorting effect of the CSA subtest and the inappropriateness of the view that any of the DAT measures may be seen as predictors of Tertiary Entrance Score.
