To bridge the knowledge gap between climate scenarios and law, this presentation is aimed to demonstrate currently demanded mutual contributions by legal professionals and integrated assessment modellers on 1) how legal knowledge can be integrated into climate scenarios and 2) how scientific evidence generated from climate scenarios can better guide climate litigation cases. We expect that this could support judges in making trade-offs in climate-related court cases and could contribute to the acceptance of decisions by judges in such cases. Given the emissions gap and the measures that must be taken to comply with the Paris Agreement, the latter is likely becoming more relevant. Regarding the first part, the results are based on an empirical research project on Improving the Integration of Legal Knowledge and Scholars in Climate Scenario Assessments (https://www.uu.nl/en/research/sustainability/improving-the-integration-of-legal-knowledge-and-scholars-in-climate-scenario-assessments) and a workshop (https://www.uu.nl/en/research/sustainability/workshop-report-promoting-the-mutual-understanding-between-legal-and-governance-scholars-and-climate) resulted from this project held in May 2023. Via interviews and focus-group discussions with 24 experts in climate modelling, climate law and politics, and ethics, our research highlights four legal aspects for integration, which are: 1) implementation end enforcement of climate targets, 2) key normative principles, 3) legal uncertainties, and 4) the applicability of scenarios in regional and local legal contexts. Considering the challenges of integration due to epistemic distinctions between disciplines, experts held different opinions on the feasibility of integrating those four aspects. Regarding actionable steps for the short term, revising narratives and a ‘legal reality check’ are the most agreed ones. By January 2022, 156 countries had submitted new or updated nationally determined contributions (NDCs) under the Paris Agreement. This study analyses the greenhouse gas (GHG) emissions and macroeconomic impacts of the new NDCs. The total impact of the updated unconditional and conditional NDCs of these countries on global emission levels by 2030 is an additional reduction of about 3.8 and 3.9 GtCO2eq, respectively, compared to the previously submitted NDCs as of October 2020. However, this total reduction must be about three times greater to be consistent with keeping global temperature increase to well below 2 °C, and even seven times greater for 1.5 °C. Nine G20 economies have pledged stronger emission reduction targets for 2030 in their updated NDCs, leading to additional aggregated GHG emission reductions of about 3.3 GtCO2eq, compared to those in the previous NDCs. The socio-economic impacts of the updated NDCs are limited in major economies and largely depend on the emission reduction effort included in the NDCs. However, two G20 economies have submitted new targets that will lead to an increase in emissions of about 0.3 GtCO2eq, compared to their previous NDCs. The updated NDCs of non-G20 economies contain further net reductions. We conclude that countries should strongly increase the ambition levels of their updated NDC submissions to keep the climate goals of the Paris Agreement within reach.

The 21st session of the Conference of the Parties (COP21) to the United Nations Framework Convention on Climate Change (UNFCCC) held in 2015 adopted the Paris Agreement as the main international climate policy agreement for the post-2020 period (UNCCC, 2015). Parties to the Paris Agreement communicate Nationally Determined Contributions (NDCs), which are pledges containing their contribution to the challenge of reducing global emissions and keeping end-of-century warming below 1.5 °C. There is no yardstick to measure the adequacy of NDCs or the actual progress towards them. Therefore, to measure progress on the implementation of countries’ policies and targets is essential to make the Paris Agreement work. Most countries have updated their NDCs and adopted additional policies since the Paris Agreement came into force. The latest submitted targets are an improvement in comparison to the original ones but remain globally insufficient to curb global emissions (den Elzen et al., 2022a). Policies have also improved since 2015 but projections under currently adopted policies suggest emissions are still expected to increase up to 2030 (Nascimento et al., 2022). Despite these improvements, a global ambition gap exists between countries’ target and policies and the collective mitigation goals of the Paris Agreement. It is, therefore, crucial to continually track countries’ progress towards their NDCs and inform policymakers with up-to-date knowledge to ensure effective implementation of the ratcheting mechanism under the Paris Agreement. This report is prepared by NewClimate Institute, PBL Netherlands Environmental Assessment Agency and IIASA and presents a preliminary assessment of progress by 25 countries toward the achievement of the mitigation components of their 2030 targets. The rising importance of cities, states and regions, firms, investors, and other subnational and non-state actors in global and national responses to climate change raises a critical question: to what extent does this climate action deliver results? This article introduces a conceptual framework that researchers and practitioners can use as a template to assess the progress, implementation, and impact of climate action by sub- and non-state actors. This framework is used to review existing studies that track progress, implementation, and achievement of such climate action between 2014 and mid-2019. While researchers have made important advances in assessing the scope and future potential of sub- and non-state climate action, we find knowledge gaps around ex-post achievement of results, indirect impacts, and climate action beyond the realm of greenhouse gas reductions. Key policy insights While we increasingly understand the scale, scope, and potential of climate action by sub- and non-state actors, we lack rigorous evidence regarding the results achieved and their broader impacts. More information on progress and impact is essential for the credibility of sub- and non-state climate action. Policymakers need to understand which approaches are working and which are not, promoting the diffusion of best practice and creating conditions for stronger action in the future. The proposed conceptual framework can be tailored and applied to a wide range of initiatives that target mitigation, adaptation, and other spheres of climate action. By providing a template to identify key elements of progress tracking and evaluation, the framework can help align both research and practitioner communities around the data and metrics required to understand the overall impact of climate action.

25 augustus 2020, Contains fulltext : 253121.pdf (Publisher’s version ) (Open Access), This article quantifies the aggregate potential of greenhouse gas (GHG) emissions reductions in 2030 from the assumed full implementation of major international cooperative initiatives (ICIs). To this end, a methodology is proposed to aggregate emission reduction goals of the most significant and potentially impactful global initiatives. We identified the extent to which reductions are additional to national policies, assuming these actions do not displace climate actions elsewhere, and accounted for overlap ranges between the ICIs. The analysis was conducted for 17 initiatives, selected from an original list of over 300 with a series of testing criteria, across eight sectors and ten major emitting economies. These initiatives include cities, regions, businesses, and other subnational and non-state actors, cooperating with each other and sometimes working in partnership with national governments or other international organizations. Our analysis shows that the combined achievement of initiatives’ reduction goals could reduce global emissions in 2030 by 18–21 GtCO2e/year in addition to current national policies (total of 60–63 GtCO2e/year), down to 39–44 GtCO2e/year. If delivered fully, reductions from these 17 initiatives would help move the global emissions trajectory within the range of a 2°C-consistent emission pathway by 2030, although a significant gap would remain to reduce emissions to a 1.5°C-consistent pathway.

This paper examines the Global Climate Action Agenda (GCAA) and discusses options to improve sub‐ and non‐state involvement in post‐2020 climate governance. A framework that stimulates sub‐ and non‐state action is a necessary complement to national governmental action, as the latter falls short of achieving low‐carbon and climate‐resilient development as envisaged in the Paris Agreement. Applying design principles for an ideal‐type orchestration framework, we review literature and gather expert judgements to assess whether the GCAA has been collaborative, comprehensive, evaluative and catalytic. Results show that there has been greater coordination among orchestrators, for instance in the organization of events. However, mobilization efforts remain event‐driven and too little effort is invested in understanding the progress of sub‐ and non‐state action. Data collection has improved, although more sophisticated indicators are needed to evaluate climate and sustainable development impacts. Finally, the GCAA has recorded more action, but relatively little by actors in developing countries. As the world seeks to recover from the COVID‐19 crisis and enters a new decade of climate action, the GCAA could make a vital contribution in challenging times by helping governments keep and enhance climate commitments; strengthening capacity for sub‐ and non‐state action; enabling accountability; and realizing sustainable development.

Closing the emissions gap between Nationally Determined Contributions (NDCs) and the global emissions levels needed to achieve the Paris Agreement’s climate goals will require a comprehensive package of policy measures. National and sectoral policies can help fill the gap, but success stories in one country cannot be automatically replicated in other countries. They need to be adapted to the local context. Here, we develop a new Bridge scenario based on nationally relevant, short-term measures informed by interactions with country experts. These good practice policies are rolled out globally between now and 2030 and combined with carbon pricing thereafter. We implement this scenario with an ensemble of global integrated assessment models. We show that the Bridge scenario closes two-thirds of the emissions gap between NDC and 2 °C scenarios by 2030 and enables a pathway in line with the 2 °C goal when combined with the necessary long-term changes, i.e. more comprehensive pricing measures after 2030. The Bridge scenario leads to a scale-up of renewable energy (reaching 52%–88% of global electricity supply by 2050), electrification of end-uses, efficiency improvements in energy demand sectors, and enhanced afforestation and reforestation. Our analysis suggests that early action via good-practice policies is less costly than a delay in global climate cooperation.

This study compares greenhouse gas (GHG) emissions projections in 2030 under current policies and those under 2030 mitigation targets for nine key non-G20 countries, that collectively account for about 5 % of global total emissions today. These include the four largest non-G20 fossil CO2 emitting Parties to the UN climate convention pre- Paris Agreement (Iran, Kazakhstan, Thailand and Ukraine) and one of the largest land-use GHG emitters in the world (Democratic Republic of the Congo). Other countries assessed include major economies in their respective regions (Chile, Colombia, Morocco and the Philippines). In addition to economy-wide GHG emissions projections, we also assessed the projected GHG emissions peak year and the progression of per capita GHG emissions up to 2030. Our GHG emissions projections are also compared with previous studies. On economy-wide GHG emissions, Colombia, Iran, Morocco, and Ukraine were projected to likely meet or significantly overachieve their unconditional 2030 targets with existing policies, while DRC and Thailand would come very close to their targets. Kazakhstan and the Philippines would need to strengthen their action to meet their targets, while Chile recently raised its 2030 target ambition. Only Colombia and Ukraine are projected to have peaked their emissions by 2030. Per capita GHG emissions excluding land-use under current policies were projected to increase in all countries from 2010 levels by 8 % to over 40 % depending on the country. While the impact of the COVID-19 crisis on 2030 emissions is highly uncertain, our assessment on the target achievement would not change for most countries when the emission reductions estimated for 2020 in the literature were assumed to remain in 2030. This article reviews climate change mitigation policies implemented in five major emitting economies: China, the European Union, India, Japan and the United States. It analyses their historical performance in terms of energy system and greenhouse gas emissions indicators. In cases where policies aim to reduce future emissions, their target performance levels are assessed. The review centres on the sectors of electricity generation, passenger vehicles, freight transport, forestry, industry, buildings, agriculture, and oil and gas production. Most focus countries have implemented successful policies for renewable energy, fuel efficiency, electrification of passenger vehicles, and forestry. For other sectors, information is limited or very heterogeneous (e.g. buildings, appliances, agriculture) or there are few comprehensive policies in place (e.g. industry). The article further presents an explorative emissions scenario developed under the assumption that all countries will replicate both the observed trends in sector-level indicators and the trends that policies for future emissions reductions aspire to achieve. It shows that the global replication of sector progress would reduce greenhouse gas emissions by 2030 by about 20% compared to a current policies scenario. All countries analysed would overachieve the emissions reduction targets in their post-2020 climate targets. However, the resulting reduction in global emissions by 2030 would still not be sufficient to keep the world on track for a global cost-effective pathway that keeps temperature increase below 2°C. The findings of this study emphasise the need for transformative policies to keep the Paris Agreement temperature limit within reach.

30 maart 2020, Contains fulltext : 253126.pdf (Publisher’s version ) (Open Access), This article quantifies the net aggregate impact in 2030 of commitments by individual non-state and subnational actors (e.g. regions, cities and businesses, collectively referred to as ‘NSAs’) to reduce greenhouse gas (GHG) emissions. The analysis was conducted for NSAs operating within ten major emitting economies that together accounted for roughly two-thirds of global GHG emissions in 2016. Our assessment includes 79 regions (e.g. subnational states and provinces), approximately 6,000 cities, and nearly 1,600 companies with a net emissions coverage of 8.1 GtCO2e/year, or a quarter of the ten economies’ total GHG emissions in 2016. The analysis reflects a proposed methodology to aggregate commitments from different subnational (i.e. regional and city government) and non-state (i.e. business) actors, accounting for overlaps. If individual commitments by NSAs in the ten high-emitting economies studied are fully implemented and do not change the pace of action elsewhere, projected GHG emissions in 2030 for the ten economies would be 1.2–2.0 GtCO2e/year or 3.8%–5.5% lower compared to scenario projections for current national policies (31.6–36.8 GtCO2e/year). On a country level, we find that the full implementation of these individual commitments alone could result in the European Union and Japan overachieving their nationally determined contributions (NDCs), while India could further overachieve its unconditional NDC target. In the United States, where the national government has rolled back climate policies, NSAs could become a potential driving force for climate action.

Many countries have implemented national climate policies to accomplish pledged Nationally Determined Contributions and to contribute to the temperature objectives of the Paris Agreement on climate change. In 2023, the global stocktake will assess the combined effort of countries. Here, based on a public policy database and a multi-model scenario analysis, we show that implementation of current policies leaves a median emission gap of 22.4 to 28.2 GtCO2eq by 2030 with the optimal pathways to implement the well below 2 °C and 1.5 °C Paris goals. If Nationally Determined Contributions would be fully implemented, this gap would be reduced by a third. Interestingly, the countries evaluated were found to not achieve their pledged contributions with implemented policies (implementation gap), or to have an ambition gap with optimal pathways towards well below 2 °C. This shows that all countries would need to accelerate the implementation of policies for renewable technologies, while efficiency improvements are especially important in emerging countries and fossil-fuel-dependent countries.
