Background: The effectiveness of evidence-based, goal-directed care to reduce losses of brain-dead potential organ donors through cardiac arrest is unclear. DONORS aimed to determine whether guiding clinical management with an evidence-based goal-directed checklist can reduce losses of potential organ donors to cardiac arrest. Methods: This open cluster randomized trial assigned adult intensive care units from hospitals across Brazil with 10 or more annual brain death reports to guide the management of potential donors with the checklist (intervention group) or to maintain usual care without the checklist (control group). Intervention group was instructed to apply a checklist with 13 clinical goals and 14 corresponding actions, every six hours, from study enrollment to organ retrieval. Consecutive potential donors between 14 and 90 years of age were included. Primary outcome was incidence of loss of brain-dead potential organ donors to cardiac arrest at the individual level. A prespecified sensitivity analysis assessed checklist adherence as an effect modifier. Findings: Among 1771 potential donors screened, 1535 were included from 63 hospitals: 31 assigned to checklist guidance (743 potential donors) and 32 to usual care (792 potential donors). Seventy (9.4%) potential donors at intervention hospitals and 117 (14.8%) at control met the primary outcome (hazard ratio [HR], 0.75; 95% confidence interval [CI], 0.53 to 1.05; P=0.09). Median checklist adherence was 79% (interquartile range, 64% to 90%). Among those with adherence greater than 79%, primary outcome rate was lower than control group (5.3% vs. 14.8%; HR, 0.45; 9% CI, 0.26 to 0.75). Among those with low adherence, primary outcome rate was comparable to the control group. Interpretation: Overall use of the checklist in preventing donor loss due to cardiac arrest was inconclusive. However, predefined subgroup analysis suggests that high adherence to the checklist may reduce donor losses to cardiac arrest. Funding: Brazilian Ministry of Health through PROADI-SUS. Chestnut Blight is an introduced disease in Portugal associated with virulent strains of the Asian fungus Cryphonectria parasitica (Murril) Barr. The disease causes great economic losses and presents a significant risk to the chestnut ecosystem. Eradication efforts and cultural sanitary measures didn’t control the disease and actually more than 10% of chestnut trees are blighted. A new method based on hypovirulence was achieved and a program for biological control of Chestnut Blight was implemented for field extended application. The program is a transfer initiative that encourages the application of Hypovirus CHV-1 strains as a component of the integrated management of the disease. Hypovirus CHV-1 strains were timely approved by national authorities (Ministry of Agriculture-DGAV) and stakeholders and schedules of field applications implemented. Du 29 septembre au premier octobre s’est tenu à l’Institut Polytechnique de Bragança le séminaire annuel du réseau FONCIMED (co-animé par le CIHEAM-IAMM et l’INRA) de chercheurs et de praticiens du foncier rural méditerranéen. Le thème de ce séminaire portait sur la Gouvernance responsable des régimes fonciers, appliquée en particulier aux territoires indivis, aux zones péri-urbaines et touristiques, ou à forts enjeux environnementaux. Les communications issues d’une trentaine d’intervenants répartis en trois sessions permettent de tirer un certain nombre d’enseignements pour une meilleure prise en compte de la question foncière dans les politiques de développement et d’environnement, et notamment dans leur dimension territoriale. Ces communications sont basées sur des enquêtes réalisées dans différents territoires méditerranéens. In the UK it is estimated the NHS spends almost £100 million every year in unused drugs. In addition, hospital admission costs attributed to patients not taking their prescribed medicine properly was estimated to be between £36m and £197m per year. In the U.S., medication non-adherence is estimated to lead to between $100 and $300 billion of avoidable healthcare costs annually, representing 3–10% of total U.S. healthcare costs. Studies show that improving medication adherence may have a greater influence on the health of the population than the discovery of any new therapy. Effective medicines are available for many conditions and yet patients are non-adherent 50% of the time. This can be critical point in certain disease states, such as asymptomatic conditions like hypertension, where the incidence may approach 80% non-compliance. It is proposed to create a therapeutic adherence monitoring device within a smart blister pack that is coupled to a device with the capacity to collect and send data to a common server. This would allow a clinician to know, with high certainty, if the patient is taking their medication as prescribed and on schedule. This paper gathers information to identify current technology to support integrated monitoring and control of therapeutic adherence.

Today, there is growing recognition that land management needs to focus on the sustainable use of land and natural resources. Reducing the negative impact of the land use systems on the environment, economy and society is a central societal challenge. Often, in some peripheral or mountain regions, theoretically able to provide important environmental services, the regulatory framework of local communities or central states fails to shape resilient and sustainable land use systems (Blaikie and Brookfield, 2015). The urbanization of societies and the transformation of local communities, with loss of social regulation capacity, produced significant changes on land use systems. Consequently, the transformation of landscapes, produced by rural life styles evolution into urban like models, causes profound changes in the ecological functioning of the landscape and gradually results in a changing of spatial structure (Antrop, 2000). Progress in institutionalist’s research approaches has allowed a better comprehension of the structural components of many local resource use contexts (Healey, 2006). The extent of private decision-making is constrained by the formal legal framework, but also by informal institutional arrangements, with impact on property rights management. The capacity of the local communities to build effective institutional property rights management systems of the land is key issue on the persistence of resilient and sustainable natural resources use contexts (Penker, 2009). Property rights can be held at the individual or group level and, simultaneously, they might be protected at several extents, which allow a wide diversity of configurations. However, the persistence of effective land property rights management systems requires capable institutions to sustain their functionality. The problem often emerges because traditional institutions have not had the capacity to adapt themselves to global social systems change, particularly to demographic changes, and those regulatory systems collapsed. The challenge is how to define institutions that are more capable of responding to ecosystem dynamics and to social systems change. (Miranda, et alt 2006). In some cases, innovative community initiatives in sustainable land management, proved that are resilient solutions that can be managed by local communities. In this context is particular pertinent to analyze the different strategies that local communities develop to manage the common lands in this new context and also how they combine the common and private property land rights (Bromley et alt 1992, Tietenberg 2002). How to stimulate community initiatives in sustainable land management, it is a key issue (William et alt, 2016). In this work, we will discuss the findings from some case studies, which, combining collective use rights of the commons with an innovative contractual arrangement of private exploitation of some common lands, achieved a successful improvement of the community revenue, compared with other similar communities where the commons are in a semi-abandonment situation. info:eu-repo/semantics/publishedVersion

Cadre théorique et contextualisation du problème Une forme assez répandue d’occupation et d’utilisation du territoire, surtout dans de régions de montagne en Europe, mais aussi dans d’autres réalités – les communautés de village - , combinait normalement des régimes de propriété privée de la terre avec la propriété en commun (les communaux). Ces régimes de propriété ont été historiquement à plusieurs reprises mis en cause, censés d’être inefficients. Pourtant, ils subsistent encore, ou sont même réinvités sur des nouvelles formes, même dans des contextes urbains. Cette présumée inefficience est l’objet de deux grands débats théoriques. D’un côté la question de la dilapidation des ressources et de la capacité du régime de propriété en commun assurer à long terme un flux soutenue de bénéficies privées (Hardin 1968; Ostrom 1990) et, de l’autre, la capacité de l’ensemble de droits de propriété, et la façon comme ils sont gérés, assurer, ou pas, l’optimum social, soit par la voie du marché, soit par la voie des dispositifs de régulation (Pigou 1932; Coase 1960). Dans ce dernier, cas le problème se pose, surtout, autour des biens publiques de nature environnemental (paysage, biodiversité, pollution des bassins hydrographiques, etc) et de la différente capacité de chacun de ces régimes les produire. La grande quantité de travaux qu’ont été menés dans le cadre de ces débats fondateurs (p.e. Urban green spaces (UGS) combine a wide range of elements that offer diverse ecosystem services, such elements are often measured in a single general category without valuing diversity. This study carried out in Bragança (Portugal), a small town with a population of around 25,000 inhabitants, uses spatial metrics (ArcGis 9.3 - ESRI ® - software) to identify and measure characteristics of local UGS, applying a framework for its classification and addressing its attributes, including their ownership, access, vegetation, relation with biophysical context, cultural value and urban planning determinations. Further information, related to the social relation with the UGS was also gathered with questionnaires to 251 inhabitants, addressing a representative sample (proportional to gender and age groups), and taking into account the spatial distribution of the population. The results show that many of the UGS are not developed to ensure an adequate response to social demands (eg. recreational needs) and even offer little interest from the perspectives of urban resiliency and sustainability. Finally, it is argued that UGS should be addressed considering the urban green infrastructure perspective and should be carefully planned to ensure that they have a valuable impact on urban life quality. info:eu-repo/semantics/publishedVersion

For practical purposes, the 700 m contour line is frequently used to differentiate lowlands from mountains in Continental Portugal (Figure CS6). Above 700 m, the climatophilous natural potential forests of Quercus robur, Q. pyrenaica and/or Betula celtiberica are essentially devoid of termophilous plants, and the traditional vineyards/ olive tree/wheat Mediterranean agriculture systems are replaced by chestnut/ meadows/potato/rye mountain agriculture systems. Defined in this way, mountains occupy 11% of the Portugal continental land surface concentrated in the northern half of the country. With a few exceptions, Portuguese mountains are granitic or schist peneplain stretches dissected by river erosion, pushed up in the Pleistocene, with a temperate climate in the north-west, and a Mediterranean climate towards the south and east. info:eu-repo/semantics/publishedVersion

Os repositórios institucionais são estruturas de apoio à investigação que promovem a integração, a partilha e o acesso aberto à produção científica realizada e produzida pela comunidade académica. São ainda um garante para a preservação da memória intelectual e da investigação aplicada de referência. Os repositórios institucionais revestem-se de uma importância cada vez maior para as instituições enquanto produtoras de ciência e de conhecimento. Servem como plataformas gestoras de informação e contribuem para uma maior visibilidade da instituição, dos autores e da própria produção científica. Acrescem ainda fatores organizacionais, como sejam o da preservação, integração e armazenamento da informação. Graças à tecnologia digital os repositórios podem ser interoperáveis com diversos sistemas. No caso da Biblioteca Digital do Instituto Politécnico de Bragança, existe interoperabilidade com a plataforma de Avaliação do Desempenho do Pessoal Docente.

Este Trabalho de Investigação Aplicada enquadra-se no âmbito da História e Relações Internacionais e está subordinado ao tema, “A contribuição da Força de Gendarmerie Europeia na Formação da Polícia Afegã”. O objetivo da realização desta investigação é analisar a missão da EGF e mais especificamente da GNR, no Teatro de Operações do Afeganistão. Concretamente pretende-se saber qual o impacto da formação e da mentoria na formação da Polícia Afegã. A tarefa de dar formação e mentoria à Polícia Afegã foi um desafio colocado pelas Nações Unida e pela NATO. Em 2009 os países membros da EGF tomaram a decisão de participar na missão da NTM-A com vista a dar resposta às necessidades de formação que a Polícia Afegã apresentava. A EGF projetou para o Afeganistão uma força que deu formação inicial policial e mentoria nos centros de treino afegãos bem como lançou POMLTs para vários pontos do país com o objetivo de treinar monitorizar e mentorar a Polícia Afegã. Participou também em atividades a nível de Estado Maio r, no âmbito do desenho e preparação dos programas de instrução da Polícia Afegã. Ao longo deste trabalho sustentou-se a importância da mentoria, dada por militares profissionais de uma força policial europeia, a uma força de segurança afegã, caraterizada pela falta de formação e graves deficiências estruturais. A primeira parte do trabalho é fundamentalmente teórica e comporta uma pesquisa bibliográfica e reflexões de alguns autores sobre o tema do presente trabalho. A segunda parte é essencialmente prática, caraterizada pela realização de entrevistas, pesquisa documental e conclusões. Da investigação efetuada poder-se-á afirmar que a mentoria teve um papel fundamental na orientação e enquadramento da formação dada pelos instrutores afegãos aos seus alunos. O trabalho rigoroso e responsável em termos de mentoria, quando aceite pelos afegãos, mudou a atitude, a postura e o comportamento de instrutores e instruendos. Serviu para os capacitar em termos de planeamento e condução da instrução bem como de operações policiais. É de referir ainda que o trabalho levado a cabo pela EUROGENDFOR e pela Guarda no Afeganistão tem por base a disciplina, o profissionalismo, o rigor, o enquadramento o grau de preparação e a ambivalência de atuação que carateriza as forças de segurança de natureza militar. Como principais conclusões poder-se-á referir que a mentoria é mais importante para a formação do que o treino. A mentoria enquadra o treino, orienta e corrige o instrutor de forma a concretizar os objetivos da formação e obter melhores resultados. Deste estudo pode ainda concluir-se que as forças de segurança de natureza militar estão bem preparadas para dar formação policial num ambiente de insurgência, com todos os desafios e perigos que este acarreta Abstract This Applied Research Work is in the scope of History and International Relations. The subject is "The contribution of European Gendarmerie Force on Afghan Police´ Training.” The objective is to analyze the EGF mission and more specifically the GNR, in the Theater of Operations of Afghanistan. Specifically we want to understand trainning and mentoring in the Afghan Police´s training. The task of training and mentoring the Afghan Police was a challenge launched by the United Nations and NATO. In 2009 the of EGF member countries, have decided to participate in the NTM- A mission in order to fill the needs of Afghan Police training. EGF deployed a force to Afghanistan that gave initial police training and mentoring in the Afghan training centers and engaged POMLTs in various parts of the country in order to monitoring, training and mentoring the Afghan Police. EGF´s staff, also participated in Head Quarter´s activities, designing and preparing the Afghan Police´s instruction programs. Throughout this paper we argued the importance of mentoring, given by professional military of a European police force, to an Afghan security force, the latter characterized by lack of training and serious structural lacks. The first part of the work is mainly theoretical, based in literature´ research and selected author´s reflections. The second part is essentially practical, based in interviews and documentary research. Verifying the results of this investigation, it may be argued that mentoring played an important role in guiding and framing the training given by Afghan instructors to their students. The rigorous and responsible work in terms of mentoring, when accepted by the Afghans, changed the attitude and behavior of instructors and trainees. Mentoring played an important role in the training, and in planning and conducting instruction and policing operations. The work carried out by EUROGENDFOR and GNR in Afghanistan was based on discipline, professionalism, rigor and framing. The high standard of preparedness and ambivalence of performance also characterizes the security forces with a military status. The main conclusion of this paper, is that mentoring is more important for the formation then the training. Mentoring fits the training, guides and corrects the instructor in order to achieve the training objectives and getting better results. With this study it can also be concluded that military status security forces are well prepared to train police in insurgent environment, with all the challenges and dangers that this entails.

Numa época de forte urbanização, os espaços verdes ganham importância enquanto elementos estruturantes, criando amenidades ambientais nos espaços urbanos. Como percepcionam os cidadãos estes espaços? Que padrões de frequência evidenciam? Que pontos fortes reconhecem e que carências notam? Neste texto apresentam- se os resultados de um estudo que visou avaliar a frequência e as percepções dos residentes da cidade de Bragança (Portugal) face aos espaços verdes públicos. As conclusões evidenciam padrões de frequência distintos, consoante os grupos sociais e fortemente marcados por variações sazonais, bem como preferências diferenciadas quanto a equipamentos e elementos naturais em função da idade. Salienta-se igualmente uma avaliação globalmente positiva quanto ao contributo dos espaços verdes para a melhoria da qualidade urbana, ainda que variável de acordo com as funções ambientais em apreço. In an era of intense urbanisation, green spaces have become elements of ever greater importance for the quality of the urban environment. How do citizens perceive these spaces? Which behavioural patterns do they exhibit? Which key advantages and limitations do they most often associate with these spaces? This article presents the results of a study undertaken in the city of Bragança, which aimed at assessing how the city’s resident population perceives and uses its public green spaces. Among other conclusions, it was found: i) that the various social groups exhibit different use patterns; ii) that these use patterns are strongly characterised by seasonality; iii) that age is a significant determinant of the degree of preference for, alternatively, built facilities and natural elements; and iv) that the city’s inhabitants consider the local green spaces to be of generally good quality, and generally acknowledge most of their social and environmental benefits. En époque de forte urbanisation, les espaces verts sont d’importants éléments structurants, qui améliorent l’environnement urbain. Comment les citadins les perçoivent-ils? Quel est leur rythme de fréquentation? Quels aspects positifs leur reconnaissent-ils ou quelles carences déplorent-ils? On présente ici les résultats d’une étude sur la fréquentation et la perception que les habitants de Bragança ont de leurs espaces verts publics. Les rythmes de fréquentation varient selon les groupes sociaux et sont fortement marqués par des variations saisonnières. On note des différences liées à l’âge, en ce qui concerne les types d’équipement et les éléments naturels. Les espaces verts sont généralement perçus comme contribuant à l’amélioration de la qualité urbaine, encore que dans une mesure qui varie selon les fonctions urbaines considérées. O Norte e Centro de Portugal têm uma fisiografia eminentemente montanhosa. A montanha (altitudes > 700 m) ocupa cerca de 11 % (10 000 km2) da superfície emersa de Portugal continental, estando concentrada no Norte e Centro do país. A montanha fornece um diverso leque de serviços dos ecossistemas. As montanhas normalmente são mais biodiversas do que as áreas planas vizinhas (escala > 100 km2) e albergam um biota rico em endemismos. A produção de culturas anuais e de algumas produções animais (sobretudo bovinos) encontra-se em retrocesso em consequência do abandono agrícola e pastoril. No entanto, culturas perenes como o castanheiro estão em expansão. A montanha tem ainda um papel fundamental na qualidade, quantidade e regularidade da água consumida no litoral e reúne condições particularmente favoráveis para a retenção e sequestro de carbono no solo. Sob os actuais paradigmas económicos os serviços de regulação, de suporte e culturais fornecidos pela montanha não são remunerados pelo mercado. A montanha continental portuguesa tem uma longa história de uso humano. A dominância da perturbação antrópica na dinâmica sucessional no território continental português iniciou-se, provavelmente, na montanha. A montanha ofereceu condições ecológicas particularmente favoráveis para as comunidades humanas durante todo o período período agro-pastoril. A domesticação da paisagem natural pristina de montanha deixou sequelas severas na diversidade biológica e nos serviços dos ecossistemas mediados pelo solo. É falsa a concepção de que o uso do território pelas sociedades orgânicas de montanha foi sustentável,porque secularmente metaestável, ou que por um qualquer determinismo social, estas sociedades tiveram um impacto menor nos serviços dos ecossistemas. A adopção de siste-mas de agricultura baseados no consumo de energias fósseis metamorfoseou em handicaps as causas do sucesso do uso humano da montanha durante o período agro-pastoril. A importância relativa dos promotores de alteração da montanha variou ao longo do tempo. Durante o período agro-pastoril a densidade populacional foi um dos promotores de mudança mais significativos. Na actualidade, entre os promotores de alteração directos sobressaem as alterações ao uso do solo, o fogo, e, a médio-longo prazo, as alterações climáticas. Entre os promotores de alteração indirectos destacam-se as políticas agrárias, a perda de coesão social e a crise identitária das sociedades de aldeia. A alteração no uso do solo, em particular no mosaico agrícola, é o mais importante promotor de alteração actual dos serviços de ecossistema da montanha. A simplificação do mosaico agrícola e o abandono das áreas mais marginais envolve um trade-off no qual a redução da área de ocupação de algumas culturas (e.g. culturas anuais) é, pelo menos num estádio inicial, contrabalançada pelo aumento da oferta de serviços dos ecossistemas não, ou só parcialmente, valorizados pelo mercado. Os efeitos do abandono no serviço refúgio da biodiversidade são complexos e, aparentemente, não coerentes em todos os grupos taxonómicos. A erosão do saber fazer agricultura, das subtis e complexas técnicas necessárias para criar animais e cuidar da floresta com sucesso, é, talvez, o maior risco do abandono agrícola. A montanha ocupa uma área demasiado extensa e produz serviços de ecossistemas demasiadamente importantes para serem desvalorizados frente aos serviços providenciados pelos ecossistemas das terras-baixas. Num cenário de total abandono os serviços dos ecossistemas estagnam e a montanha perde a capacidade de responder às futuras variações da demanda de serviços por parte das terras-baixas. O estancamento do abandono agrícola, a diversificação espacial de usos e padrões de perturbação dos ecossistemas e, implicitamente, a complexificação da paisagem cultural de montanha, com manchas de vegetação natural sucessionalmente heterogéneas, em mosaico com múltiplos agroecossistemas, incrementa e diversifica a oferta de serviços dos ecossistemas. Uma paisagem diversa oferece um leque variado de opções de gestão e, possivelmente, é mais resiliente perante perturbações extremas do que as paisagens simplificadas pelo abandono agrário. A construção de um mosaico complexo e fluido de agroecossistemas e de ecossistemas naturais terá que envolver um conjunto vasto de políticas. As políticas agrárias continuarão a ser os instrumentos de política com maior impacte nos serviços dos ecossistemas da montanha. As políticas agrícolas orientadas para o apoio das actividades produtivas geradoras de externalidades positivas, são claramente mais eficazes no incremento dos serviços dos ecossistemas de montanha do que as medidas regulacionistas. De igual modo, as políticas fiscais, diferenciando positiva ou negativamente as actividades utilizadoras da terra consoante as externalidades produzidas, constituem um instrumento potencialmente útil. Uma outra via de resposta para maximizar a produção sustentada de serviços dos ecossistemas na montanha passa pela implementação de mecanismos de atribuição de direitos de propriedade que permitam integrar nos preços de mercado a produção (ou destruição) de serviços ambientais. A inexistência de um cadastro moderno e rigoroso da propriedade fundiária impede uma clara atribuição e gestão de direitos de propriedade e, por essa razão, constitui um importante bloqueio ao desenvolvimento de sistemas de aproveitamento dos recursos naturais mais eficazes na produção sustentada dos serviços dos ecossistemas.

A biomassa lenhosa é vista actualmente com grande interesse nos mercados energéticos e agrícolas. Países como a Suécia ou os Estados Unidos têm vindo a desenvolver sistemas de produção intensiva de biomassa lenhosa com base em espécies de rápido crescimento, habitualmente Salix e Populus, e em sistemas de curta rotação. Em Portugal as culturas lenhosas de curta rotação (CLCR) para energia têm recebido pouca atenção por parte de produtores e investigadores sendo o conhecimento sobre elas ainda escasso.

Bioenergy is a major current issue within the agriculture and energy sectors and the society in general. The environmental and social concerns raised by first generation biofuel crops increased the interest on woody biomass. Biomass production for direct conversion to heat and/or electricity is common in northern European countries, the USA, and, more recently, southern Europe, mainly based on short rotation woody crops (SRWC). These crops are renewable sources of energy, CO2 neutral, able to preserve biodiversity and water, and to contribute to socio-economic development. In Portugal, there is an increasing demand of renewable and sustainable sources of energy. Portugal also presents conditions to expand biomass production and use for energy, namely through SRWCs. There is, however, a lack of experience in this field. With the purpose of studying short rotation woody crops dedicated to energy production, we have launched in Bragança, Portugal, a research project aiming to develop technology for the sustainable production, processing, and use of woody biomass for energy. The goal is to analyse environmental and socio-economic aspects of these crops considering carbon cycle, conservation of water, soils, and biodiversity, as well as creation of wealth locally. It also aims to evaluate the potential of northeastern Portugal for biomass production and carbon sequestration. In this presentation we address the rational behind the project, the methodologies followed, and the results obtained during the first year of the study. Desenvolvimento Rural envolve o desenvolvimento das pessoas e dos sítios. As pessoas incluem os actores e as redes onde elas interagem. Os sítios subentendem o relacionamento com o exterior e com o território. Começando com o relacionamento com o exterior, percebemos que se consubstancia nos fluxos de pessoas, bens e serviços que vão aumentando ou delapidando o capital humano, material e ambiental do espaço rural. Quanto às relações com o território, possibilitam a integração entre os vários tipos de capital que influenciam a capacidade de criação e de liberdade do espaço rural. Pode assim entender-se o desenvolvimento rural com aumento da capacidade de criação e de liberdade no espaço rural.

Este texto sobre amenidades ambientais e desenvolvimento rural trata, fundamentalmente, da incerteza resultante da reacção das pessoas e das instituições face aos recursos naturais que exploram e quanto ao efeito das políticas que são implementadas.

Periferias e Espaços Rurais constitui um importante veículo de divulgação de estudos actuais para especialistas das áreas da agronomia, da geografia, da economia e da antropologia, mas também uma excelente forma de satisfazer a curiosidade do público que se interessa pelas temáticas do desenvolvimento rural e da sustentabilidade.
