Abstract

International audience; This paper analyses intergovernmental transfers in France and Italy to assess to which extent soft budget spending behaviors result from slack in fiscal constraints or from political factors. It innovates on the previous literature, which concentrated on single countries, by adopting a comparative perspective. We estimate two separate but identical autoregressive forecasting models on French and Italian data to evaluate how rules and political factors lead the regional administrators of each country to form their expectations about the amount of transfers they will receive from the central government. This allows to proxy the transfer expectations in both countries and their role in determining soft budget spending behaviors. The estimates indicate that transfer expectations are a quantitatively important component of regional spending in both countries, regardless the different degrees of stringency of grant legislations and the type of grants and expenditures (total, current and capital) examined.

Abstract

International audience; Regional and local public sectors are often characterized by revenue equalization systems that even out tax base differentials between rich and poor jurisdictions. In such a context, the question arises about the existence of strategic interaction among local governments. This paper uses Finnish municipality data to test for local tax competition. We show that despite a strong revenue equalization system, Finnish municipalities still behave strategically in terms of tax setting.

38. Competition Among National Football Leagues. Does It Exist? Should We Regulate?

Abstract

It is often supposed that the stakeholders of a national football league draw more satisfaction from their sport if the league is balanced, that is, if a large number of clubs have a reasonable chance of winning. This is the so-called Competitive balance hypothesis. This hypothesis can be challenged, however, in the context of international competition like the European champions league. It could be that the utility of national leagues' stakeholders would be higher if the probability of victory for their nation's club at the international level were higher. If this were the case, a league's governing body intending to maximize the quality of the national league by making use of redistributive schemes would face a trade-off between national competitive balance and international performance of the national representative club. We propose a simple microeconomic framework to model this trade-off. If a non-cooperative game exists among the national league governing bodies, whether it is a Nash or a Stackelberg one, this game would result in inefficient redistributive policies. We find 'soft' empirical evidence of such a competition among the big 5 football leagues in Europe. This result supports the idea of the creation of an international regulatory body. We derive the conditions under which the international regulatory body should ensure that the leagues' governing bodies implement redistributive schemes guaranteeing the respect of the national competitive balance. We also emphasize the risk of experiencing a drop in the quality of leagues if one of them becomes too big relatively to the others, what we call the tragedy of the wealthy. [ABSTRACT FROM AUTHOR]

48. Regional Tax Competition: Evidence from French Regions

Abstract

Two mechanisms can lead to fiscal strategic interactions between local jurisdictions. The first one is due to the tax base mobility. Authorities use fiscal variables to attract new resources. The second one is related to information asymmetries between the politicians and the constituency. To reduce these asymmetries, voters can compare their fiscal situation to the one in neighboring jurisdictions. These two channels lead to what we can refer to as "mobility-led" and "information-led" tax competition. This paper aims at discriminating among these two tax competition models in the case of the French regions. The econometric tests suggest that when taxes are paid by voters the politicians in office seem to be involved in an "information-led" tax competition, while in the case of taxes paid by firms, the mobility of the tax base seems to be the best way to explain strategic fiscal interactions.
