Climate change is a global problem, but climate solutions primarily need to be deployed at a local level. Local stakeholders play a vital role in taking decisive action to meet national and international climate targets. Effective local, regional and national policy and governance frameworks are needed. During the 2021-2022 academic year, the Cambridge Zero Policy Forum (CZPF) convened experts from academia, local government and business to discuss priorities for investing in resilient and sustainable infrastructure in the Cambridgeshire and Peterborough sub-region. The study had a focus on community energy, retrofitting buildings and land use planning. Discussions were guided by a multidisciplinary panel of senior academics from the University of Cambridge with individual expertise in engineering, architecture, public policy, economics, public health and land use.

IntroductionRigorous scientific advice processes are becoming increasingly important and often used to develop evidence-informed policymaking. Most of the work has focused on investigating advisory processes for the Executive rather than for the Legislative branch. In this contribution, we developed a typology and evaluated current and emerging trends in legislative scientific advice processes. AimsThe aims of this work are to i) Develop a typology to inform academics about key characteristics and insights that can lead to new valuable research questions about legislative science advice, ii) Provide policymakers with information about scientific advice processes in legislatures worldwide so that they can use it for developing new or expand legislative advisory processes, iii) Evaluate emerging trends in scientific advice processes in legislatures for future research or practitioners' work.MethodsWe systematically analyzed literature for publications between 2014 and 2020 using Google Scholar, EBSCO, ScienceDirect, ProQuest, and JSTOR. We used pre-defined terminology related to scientific advice in legislatures to search for peer-reviewed articles and complemented the information of the advisory scientific advisory bodies found using cross-references and grey literature. The unit of analysis for creating the typology and subsequent analysis was the legislative scientific advice body itself.ConclusionWe developed a typology that includes 12 categories defined to provide insights about the contextual background, mandate, structure, and process of advice of legislative advisory bodies. The analysis indicates that advisory bodies in different countries have a wide degree of politicization, with many advisory bodies being considerably politicized. Moreover, most of the work focused on advisory units is in western and high-income countries. There are open opportunities for research, such as doing further comparative analyzes and investigating staff roles in advisory bodies. Lastly, we found that foresight and horizon scanning methodologies were increasingly implemented in legislatures for participatory future-forward thinking advice and to set long-term priorities in agendas.

Advances in biological engineering are likely to have substantial impacts on global society. To explore these potential impacts we ran a horizon scanning exercise to capture a range of perspectives on the opportunities and risks presented by biological engineering. We first identified 70 potential issues, and then used an iterative process to prioritise 20 issues that we considered to be emerging, to have potential global impact, and to be relatively unknown outside the field of biological engineering. The issues identified may be of interest to researchers, businesses and policy makers in sectors such as health, energy, agriculture and the environment.

UK science policy now includes ‘upstream public engagement’ as an element in the responsible development of nanotechnology. This paper explores different understandings of the term upstream engagement before discussing in more detail a laboratory-based collaboration between social science and nanoscience aimed at exploring the social dimensions of nanotechnology. The paper concludes that concern with defining what counts as ‘upstream’ can obscure more critical questions about how to make public, and therefore accountable, deliberations about the interrelated social and technical aspects of nanoscience.

Nanotechnology research receives large sums of public funds because of the technological innovations it promises, not least in the area of medical technologies. Exploration of social aspects of nanotechnology is now encouraged by science policy in attempts to foreclose possible future public controversy. This article explores how the social aspects of nanotechnology have emerged as a public issue; how public engagement projects are framed in terms of nanotechnology; and the rationale for social science research on nanotechnology. The article argues that pubic policy processes are increasingly focusing narrowly on the environmental and health risks of nanoparticles and that public engagement projects are limited by adopting nanotechnology as a focus of deliberation. Nanotechnology exemplifies the intensification of policy concerns both with relations between science and innovation, and with the public authority of scientific knowledge. This paper focuses on the negotiation of accountability by a nanoscience laboratory both to the state for public funds and to wider society for the social aspects of nanotechnology. This paper argues that geographical approaches can address questions of accountability by paying attention to the laboratory as a site for the co-production of scientific, technological and social orders. In particular, this paper focuses on how concepts of innovation and citizenship are configured through particular moments of laboratory accounting.

Between 1994 and 2001, Unilever engaged in dialogue with environmental and consumer non-governmental organisations (NGOs) in the UK over questions raised by the commercialisation of genetically modified foods. This initiative took the form of a ‘Contact Group’, which allowed members from the company and the NGOs to develop close working relations. Through this group, Unilever sponsored academic social science research into public attitudes to genetically modified foods. This paper explores how Unilever sought to reframe its relations with consumers using the concept of ‘consumer-citizens’, which had emerged from the work of the Contact Group. This term acknowledges that consumers can reflect on their relationship with companies such as Unilever in citizen-like ways. Copyright , Beech Tree Publishing.

Where complex science and technology issues are involved in policy making, this takes time, so it is important to identify emerging issues of this type and prepare engagement plans. Biodiversity is threatened on a global scale and the losses are ongoing. In order to stop further losses and maintain important ecosystem services, programmes have been put into place to reduce and ideally halt these processes. A whole suite of different approaches is needed to meet these goals. One major scientific contribution is to collate, integrate and analyse the large amounts of fragmented and diverse biodiversity data to determine the current status and trends of biodiversity in order to inform the relevant decision makers. To contribute towards the achievement of these challenging tasks, the project EU BON was developed. The project is focusing mainly on the European continent but contributes at the same time to a much wider global initiative the Group on Earth Observations Biodiversity Observation Network (GEO BON), which itself is a part of the Group of Earth Observation System of Systems (GEOSS). EU BON will build on existing infrastructures such as GBIF, LifeWatch and national biodiversity data centres in Europe and will integrate relevant biodiversity data from on-ground observations to remote sensing information, covering terrestrial, freshwater and marine habitats.A key feature of EU BON will be the delivery of relevant, fully integrated data to multiple and different stakeholders and end users ranging from local to global levels. Through development and application of new standards and protocols, EU BON will enable greater interoperability of different data layers and systems, provide access to improved analytical tools and services, and will provide better harmonized biodiversity recording and monitoring schemes from citizen science efforts to long-term research programs to mainstream future data collecting. Furthermore EU BON will support biodiversity science-policy interfaces, and facilitate political decisions for sound environmental management, also to help conserve biodiversity for human well-being at different levels, ranging from communal park management to the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES). Additionally, the project will strengthen European capacities and infrastructures for environmental information management and sustainable development. The following paper outlines the framework and the approach that is pursued.

The discovery of a series of novel (aryloxy)alkylamines with selective affinity for the dopamine D4 receptor is described. Target compounds were tested for binding to cloned human dopamine D2, D3, and D4 receptor subtypes expressed in Chinese hamster ovary (CHO) K-1 cells. A number of compounds demonstrated subnanomolar Ki values for binding to the D4 receptor, with several 100-fold selectivities toward the D2 and D3 receptors. Several compounds with combined D3/D4 receptor binding selectivity were also identified. A limited structure-activity relationship study of this chemical series is discussed. In a mitogenesis functional assay, the effect of the test compounds on cellular uptake of [3H]thymidine in D4-transfected CHO 10,001 cells was measured and compared to the response of the full dopamine agonist quinpirole. The activity of the compounds varied from full antagonist to weak partial agonist activity (intrinsic activity of 0-19% in comparison to quinpirole).

Reducing poverty is important for those affected, for society and the economy. Poverty remains entrenched in the UK, despite considerable research efforts to understand its causes and possible solutions. The Joseph Rowntree Foundation, with the Centre for Science and Policy at the University of Cambridge, ran a democratic, transparent, consensual exercise involving 45 participants from government, non-governmental organisations, academia and research to identify 100 important research questions that, if answered, would help to reduce or prevent poverty. The list includes questions across a number of important themes, including attitudes, education, family, employment, heath, wellbeing, inclusion, markets, housing, taxes, inequality and power.

The need for policy makers to understand science and for scientists to understand policy processes is widely recognised. However, the science-policy relationship is sometimes difficult and occasionally dysfunctional; it is also increasingly visible, because it must deal with contentious issues, or itself becomes a matter of public controversy, or both. We suggest that identifying key unanswered questions on the relationship between science and policy will catalyse and focus research in this field. To identify these questions, a collaborative procedure was employed with 52 participants selected to cover a wide range of experience in both science and policy, including people from government, non-governmental organisations, academia and industry. These participants consulted with colleagues and submitted 239 questions. An initial round of voting was followed by a workshop in which 40 of the most important questions were identified by further discussion and voting. The resulting list includes questions about the effectiveness of science-based decision-making structures; the nature and legitimacy of expertise; the consequences of changes such as increasing transparency; choices among different sources of evidence; the implications of new means of characterising and representing uncertainties; and ways in which policy and political processes affect what counts as authoritative evidence. We expect this exercise to identify important theoretical questions and to help improve the mutual understanding and effectiveness of those working at the interface of science and policy.

Chief scientific advisers need better support and networks to ensure that science advice to governments is robust

Selective cyclooxygenase-2 (COX-2) inhibitors have been shown to be potent antiinflammatory agents with fewer side effects than currently marketed nonsteroidal antiinflammatory drugs (NSAIDs). Initial mass screening and subsequent structure-activity relationship (SAR) studies have identified 4b (PD138387) as the most potent and selective COX-2 inhibitor within the thiazolone and oxazolone series of di-tert-butylphenols. Compound 4b has an IC50 of 1.7 microM against recombinant human COX-2 and inhibited COX-2 activity in the J774A.1 cell line with an IC50 of 0.17 microM. It was inactive against purified ovine COX-1 at 100 microM and did not inhibit COX-1 activity in platelets at 20 microM. Compound 4b was also orally active in vivo with an ED40 of 16 mg/kg in the carrageenan footpad edema (CFE) assay and caused no gastrointestinal (GI) damage in rats at the dose of 100 mg/kg but inhibited gastric prostaglandin E2 (PGE2) production in rats' gastric mucosa by 33% following a dose of 100 mg/kg. The SAR studies of this chemical series revealed that the potency and selectivity are very sensitive to minor structural changes. A simple isosteric replacement led to the reversal of selectivity.

Two isoforms of the cyclooxygenase (COX) enzyme have been identified: COX-1, which is expressed constitutively, and COX-2, which is induced in inflammation. Recently, it has been shown that selective COX-2 inhibitors have antiinflammatory activity and lack the GI side effects typically associated with NSAIDs. Initial mass screening and subsequent SAR studies have identified 6b (PD164387) as a potent, selective, and orally active COX-2 inhibitor. It had IC50 values of 0.14 and 100 microM against recombinant human COX-2 and purified ovine COX-1, respectively. It inhibited COX-2 activity in the J774A.1 cell line with an IC50 of 0.18 microM and inhibited COX-1 activity in platelets with an IC50 of 3.1 microM. The choline salt of compound 6b was also orally active in vivo with an ED40 of 7. 1 mg/kg in the carrageenan footpad edema (CFE) assay. In vivo studies in rats at a dose of 100 mg/kg showed that this compound inhibited gastric prostaglandin E2 (PGE2) production in gastric mucosa by 77% but caused minimal GI damage. SAR studies of this chemical series revealed that the potency and selectivity are very sensitive to minor structural changes.
