This article summarizes research and risk reduction that will inform acquisition decisions regarding NOAA’s future national operational weather radar network. A key alternative being evaluated is polarimetric phased-array radar (PAR). Research indicates PAR can plausibly achieve fast, adaptive volumetric scanning, with associated benefits for severe-weather warning performance. We assess these benefits using storm observations and analyses, observing system simulation experiments, and real radar-data assimilation studies. Changes in the number and/or locations of radars in the future network could improve coverage at low altitude. Analysis of benefits that might be so realized indicates the possibility for additional improvement in severe-weather and flash-flood warning performance, with associated reduction in casualties. Simulations are used to evaluate techniques for rapid volumetric scanning and assess data quality characteristics of PAR. Finally, we describe progress in developing methods to compensate for polarimetric variable estimate biases introduced by electronic beam-steering. A research-to-operations (R2O) strategy for the PAR alternative for the WSR-88D replacement network is presented.

Multistatic radar is a promising option for the low-cost collection of multiple-Doppler weather observations. However, due to the use of low-directivity antennas at the receivers in these systems, they typically suffer from extremely high two-way sidelobe levels compared to monostatic radars. Doppler velocity estimation biases induced by sidelobe contamination have proved to be a significant obstacle to more widespread adoption of this technology. It has been noted in the existing literature that the technique of sidelobe whitening, first developed for use in monostatic systems, has the potential to mitigate this issue. However, the existing sidelobe whitening algorithm is not suitable for use in this application, as it is only capable of achieving whitening in the two-way antenna pattern, whereas an algorithm to be used in the multistatic case must be able to achieve this result in the transmit pattern alone. This article proposes an alternate sidelobe whitening technique based on the method of alternating projections which allows for effective whitening in the one-way antenna pattern. A multistatic weather radar time-series simulator is used in conjunction with numerical weather prediction data to demonstrate the effectiveness of this method in mitigating multiple-Doppler measurement biases.

This study utilizes data collected by the University of Oklahoma Advanced Radar Research Center’s Polarimetric Radar for Innovations in Meteorology and Engineering (OU-PRIME) C-band radar as well as the federal KTLX and KOUN WSR-88D S-band radars to study a supercell that simultaneously produced a long-track EF-4 tornado and an EF-2 landspout tornado (EF indicates the enhanced Fujita scale) near Norman, Oklahoma, on 10 May 2010. Contrasting polarimetric characteristics of two tornadoes over similar land cover but with different intensities are documented. Also, the storm-scale sedimentation of debris within the supercell is investigated, which includes observations of rotation and elongation of a tornadic debris signature with height. A dual-wavelength comparison of debris at S and C bands is performed. These analyses indicate that lofted debris within the tornado was larger than debris located outside the damage path of the tornado and that debris size outside the tornado increased with height, likely as the result of centrifuging. Profiles of polarimetric variables were observed to become more vertically homogeneous with time.

In this paper, a novel technique is proposed to mitigate the so-called blind range on radars that use pulse compression. It is well known that the blind range is caused by the strong leak-through into the receiver during the transmission cycle. The proposed technique is called progressive pulse compression (PPC) and is based on partial decoding. PPC uses a portion of the uncontaminated received signal in conjunction with pulse compression to estimate the echoes from the incomplete signal. The technique does not require the use of a fill pulse or any hardware modifications. PPC can be divided into three steps. The fist step is to discard all the received signals during the transmit cycle and apply a smooth taper for continuous transition from zero to one. The second step is to perform the pulse compression using matched filter. The combination of these two steps is equivalent to performing pulse compression using a progressively changing template to partially extract the uncontaminated received signal for compression. The third step is to compensate for the progressively changing template so that proper reflectivity values can be recovered. This technique has been tested on the PX-1000 and will be implemented on PX-10k in the near future. These two radars are designed and operated by the Advanced Radar Research Center at the University of Oklahoma and are both X-band software-defined solid-state systems. The results presented in this paper are collected using the PX-1000 radar.

This paper provides an update on an S-band, polarimetric phased array radar designed to operate in the 2.7 – 3.1 GHz frequency band, which is being designed and built at the University of Oklahoma’s Advanced Radar Research Center (ARRC). This is radar build 1 of 2 for our group in the S-band. Providing optimum radar flexibility, this phased array radar, known as Horus, is digital at every element and polarization.

After decades of research and development, the WSR-88D (NEXRAD) network in the United States was upgraded with dual-polarization capability, providing polarimetric radar data (PRD) that have the potential to improve weather observations, quantification, forecasting, and warnings. The weather radar networks in China and other countries are also being upgraded with dual-polarization capability. Now, with radar polarimetry technology having matured, and PRD available both nationally and globally, it is important to understand the current status and future challenges and opportunities. The potential impact of PRD has been limited by their oftentimes subjective and empirical use. More importantly, the community has not begun to regularly derive from PRD the state parameters, such as water mixing ratios and number concentrations, used in numerical weather prediction (NWP) models. In this review, we summarize the current status of weather radar polarimetry, discuss the issues and limitations of PRD usage, and explore potential approaches to more efficiently use PRD for quantitative precipitation estimation and forecasting based on statistical retrieval with physical constraints where prior information is used and observation error is included. This approach aligns the observation-based retrievals favored by the radar meteorology community with the model-based analysis of the NWP community. We also examine the challenges and opportunities of polarimetric phased array radar research and development for future weather observation.

On 27 May 2015, the Atmospheric Imaging Radar (AIR) collected high-temporal resolution radar observations of an EF-2 tornado near Canadian, Texas. The AIR is a mobile, X-band, imaging radar that uses digital beamforming to collect simultaneous RHI scans while steering mechanically in azimuth to obtain rapid-update weather data. During this deployment, 20°-by-80° (elevation × azimuth) sector volumes were collected every 5.5 s at ranges as close as 6 km. The AIR captured the late-mature and decaying stages of the tornado. Early in the deployment, the tornado had a radius of maximum winds (RMW) of 500 m and exhibited maximum Doppler velocities near 65 m s−1. This study documents the rapid changes associated with the dissipation stages of the tornado. A 10-s resolution time–height investigation of vortex tilt and differential velocity is presented and illustrates an instance of upward vortex intensification as well as downward tornado decay. Changes in tornado intensity over periods of less than 30 s coincided with rapid changes in tornado diameter. At least two small-scale vortices were observed being shed from the tornado during a brief weakening period. A persistent layer of vortex tilt was observed near the level of free convection, which separated two layers with contrasting modes of tornado decay. Finally, the vertical cross correlation of vortex intensity reveals that apart from the brief instances of upward vortex intensification and downward decay, tornado intensity was highly correlated throughout the observation period.

This contribution presents the results of a dual-polarized radiating element designed to achieve low cross-polarization (lower than −40 dB measured for the E-and H-plane, at least −30 dB in the D-plane based on simulations) and large fractional bandwidth (18%) over wide scanning angles (±60°). The proposed design includes multiple features that enable high isolation between ports, reduction of spurious radiation, highly symmetrical radiated fields, and suppression of diffracted fields between contiguous subarray gaps. To verify the polarimetric requirements for a weather radar, simulated and measured results, including electronic scanning of the array and embedded element patterns of the antenna, are shown.
