Fusion power concepts that are heated by electrical devices for the purpose of producing high levels of electrical output are in effect electric power amplifiers. Three systems are considered: A hypothetical electric power version of the ITER experiment, the ARIES-1 fusion reactor design, and a modified version of ARIES-1 with stainless steel structural material. We find that an ITER power plant with a reasonable electric power conversion system would produce no net electric power at its target energy amplification factor of 10. The ARIES-1 conceptual power plant, as conceived, would have an energy amplification of 22 and an electric amplification of 6. If stainless steel were substituted for the SiC composite material assumed, the ARIES-1 electric power amplification would drop to roughly 3. We conclude that practical fusion power plants will likely require a near-ignition operating mode and qualified high temperature materials as prerequisites for commercial viability.

Salinity has a major effect on water users in the Colorado River Basin, estimated to cause almost $300 million per year in economic damages. The Colorado River Basin Salinity Control Program implements and manages projects to reduce salinity loads, investing millions of dollars per year in irrigation upgrades, canal projects, and other mitigation strategies. To inform and improve mitigation efforts, there is a need to better understand sources of salinity to streams and how salinity has changed over time. This study explores salinity in the baseflow fraction of streamflow, assessing whether groundwater is a significant contributor of dissolved solids to streams in the Upper Colorado River Basin (UCRB). Chemical hydrograph separation was used to estimate baseflow discharge and baseflow dissolved solids loads at stream gages (n=69) across the UCRB. On average, it is estimated that 89% of dissolved solids loads originate from the baseflow fraction of streamflow, indicating that subsurface transport processes play a dominant role in delivering dissolved solids to streams in the UCRB. A statistical trend analysis using weighted regressions on time, discharge, and season was used to evaluate changes in baseflow dissolved solids loads in streams (n=27) from 1986 to 2011. Decreasing trends in baseflow dissolved solids loads were observed at 63% of streams. At the three most downstream sites, Green River at Green River, UT, Colorado River at Cisco, UT, and the San Juan River near Bluff, UT, baseflow dissolved solids loads decreased by a combined 823,000 metric tons (mT), which is approximately 69% of projected basin-scale decreases in total dissolved solids loads as a result of salinity control efforts. Decreasing trends in baseflow dissolved solids loads suggest that salinity mitigation projects, landscape changes, and/or climate are reducing dissolved solids transported to streams through the subsurface. Notably, the pace and extent of decreases in baseflow dissolved solids loads declined during the most recent decade; average decreasing loads during the 2000s (28,200 mT) were only 54% of average decreasing loads in the 1990s (51,700 mT).

Orthophosphate (PO4) is the most bioavailable form of phosphorus (P). Excess PO4 may cause harmful algal blooms in aquatic ecosystems. A major restoration effort is underway for Chesapeake Bay (CB) to reduce P, nitrogen, and sediment loading to CB. Although PO4 cycling and delivery to streams has been characterized in small-scale studies, regional drivers of PO4 patterns remain poorly understood because most water quality trend assessment focus on total P. Moreover, these trend assessments are usually at an annual timestep. To address this research gap, we analyzed PO4 patterns over a 9-year period at 53 monitoring stations across the CB watershed to: 1) characterize the role of PO4 in total P fluxes and trends; 2) describe spatial and temporal patterns of PO4 concentrations across seasons and streamflow; and 3) explore factors explaining these patterns. Agricultural watersheds exported the most total P compared with watersheds under different land uses (e.g., urban or forest), with PO4 comprising up to 50% of those exports. Although PO4 exports are declining at many sites, some agricultural regions are experiencing increasing trends at a rate sufficient to drive total P trends. Regression modeling results suggest that point source load reductions are likely responsible for decreasing PO4 concentrations observed at many sites. Watersheds with more Conservation Reserve Program enrollment had lower summer PO4 concentrations, highlighting the effectiveness of this practice. Manure inputs strongly predicted PO4 concentrations at high flows across all seasons. Both manure applications and conservation tillage were correlated with changes in PO4 concentrations at high flow, suggesting these activities could contribute to increasing PO4 concentrations. This study highlights the effectiveness of point source control for reducing PO4 exports and underscores the need for management strategies to target sources, practices, and landscape factors determining PO4 loss from soils where manure inputs remain high.

Tracking changes in stream nutrient inputs to Lake Erie over multidecadal time scales depends on the use of statistical methods that can remove the influence of year-to-year variability of streamflow but also explicitly consider the influence of long-term trends in streamflow. The methods introduced in this paper include an extended version of Weighted Regressions on Time, Discharge, and Season (WRTDS) modeling that explicitly considers nonstationary streamflow by incorporating information on changes in the frequency distribution of daily measured streamflow (discharge) over time. Soluble reactive phosphorus (SRP) trends in annual flow-normalized fluxes (loads) at five long-term monitoring sites in the western Lake Erie drainage basin show increases of 109 to 322% over the period 1995 to 2015. About one-third of the increase appears attributable to increasing discharge trends, while the remaining two-thirds appears to be driven by changes in concentration versus discharge relationships reflecting higher concentrations for any given discharge during recent years. Trends in total phosphorus and three nitrogen parameters (total nitrogen, nitrate-nitrite, and total Kjeldahl nitrogen) at the 10 sites analyzed were much less pronounced, and commonly show decreases in concentration-discharge relationships accompanied by increases in discharge, resulting in little net change in total flux. Trends in monthly SRP fluxes and discharge, dissolved versus particulate fractions of nutrients, and N:P flux ratios were also evaluated. The methods described here provide tools to more clearly discern the effectiveness of nutrient-control strategies and can serve as ongoing measures of progress, or lack of progress, towards nutrient-reduction goals.

Establishing tributary load (i.e., the mass exported over a period of time) targets to reduce anthropogenic nutrient inputs to receiving waters — and thus eutrophication — is a common mitigation strategy in freshwater and coastal ecosystems. However, detecting and quantifying trends can be difficult because annual precipitation strongly influences tributary flow (e.g., average daily stream discharge). This may obscure trends as wet years tend to produce high tributary loads despite management activities to reduce nutrient export, and dry years typically generate low loads, even without management of nutrients. Furthermore, flow and nutrient concentrations are often correlated. Earlier efforts to reduce the effect of flow variability on tributary nutrient assessment were limited by computational and methodological constraints, until the weighted regressions on time, discharge, and season (WRTDS) method was introduced in 2010. Here we use WRTDS to assess nutrient concentration and load changes from 1982 to 2018 in three tributaries to the western basin of Lake Erie, of the Laurentian Great Lakes. Generally, trends revealed by flow-normalization do not contradict those of nonnormalized metrics; however flow normalization made the patterns more perceptible than in non-normalized metrics and reduced the influence of a particularly wet or dry period at the end of records on long-term trend analysis. We demonstrate that using WRTDS for flow-normalization removed the noise arising from annual precipitation variability and makes tributary nutrient trend evaluation more straightforward.

Hennig Brandt's discovery of phosphorus (P) occurred during the early European colonization of the Chesapeake Bay region. Today, P, an essential nutrient on land and water alike, is one of the principal threats to the health of the bay. Despite widespread implementation of best management practices across the Chesapeake Bay watershed following the implementation in 2010 of a total maximum daily load (TMDL) to improve the health of the bay, P load reductions across the bay's 166,000-km(2) watershed have been uneven, and dissolved P loads have increased in a number of the bay's tributaries. As the midpoint of the 15-yr TMDL process has now passed, some of the more stubborn sources of P must now be tackled. For nonpoint agricultural sources, strategies that not only address particulate P but also mitigate dissolved P losses are essential. Lingering concerns include legacy P stored in soils and reservoir sediments, mitigation of P in artificial drainage and stormwater from hotspots and converted farmland, manure management and animal heavy use areas, and critical source areas of P in agricultural landscapes. While opportunities exist to curtail transport of all forms of P, greater attention is required toward adapting P management to new hydrologic regimes and transport pathways imposed by climate change. Recent studies have found insignificant or decreasing trends in time-series dissolved organic carbon (DOC) datasets, questioning the assumption that long-term DOC concentrations in surface waters are increasing in response to anthropogenic forcing, including climate change, land use, and atmospheric acid deposition. We used the weighted regressions on time, discharge, and season (WRTDS) model to estimate annual flow-normalized concentrations and fluxes to determine if changes in DOC quantity and quality signal anthropogenic forcing at 10 locations in the Mississippi River Basin. Despite increases in agriculture and urban development throughout the basin, net increases in DOC concentration and flux were significant at only 3 of 10 sites from 1997 to 2013 and ranged between −3.5% to +18% and −0.1 to 19%, respectively. Positive shifts in DOC quality, characterized by increasing specific ultraviolet absorbance at 254 nm, ranged between +8% and +45%, but only occurred at one of the sites with significant DOC quantity increases. Basinwide reductions in atmospheric sulfate deposition did not result in large increases in DOC either, likely because of the high buffering capacity of the soil. Hydroclimatic factors including annual discharge, precipitation, and temperature did not significantly change during the 17-year timespan of this study, which contrasts with results from previous studies showing significant increases in precipitation and discharge over a century time scale. Our study also contrasts with those from smaller catchments, which have shown stronger DOC responses to climate, land use, and acidic deposition. This temporal and spatial analysis indicated that there was a potential change in DOC sources in the Mississippi River Basin between 1997 and 2013. However, the overall magnitude of DOC trends was not large, and the pattern in quantity and quality increases for the 10 study sites was not consistent throughout the basin.

Effective management of water resources requires accurate information on the mass, or load of water-quality constituents transported from upstream watersheds to downstream receiving waters. Despite this need, no single method has been shown to consistently provide accurate load estimates among different water-quality constituents, sampling sites, and sampling regimes. We evaluate the accuracy of several load estimation methods across a broad range of sampling and environmental conditions. This analysis uses random sub-samples drawn from temporally-dense data sets of total nitrogen, total phosphorus, nitrate, and suspended-sediment concentration, and includes measurements of specific conductance which was used as a surrogate for dissolved solids concentration. Methods considered include linear interpolation and ratio estimators, regression-based methods historically employed by the U.S. Geological Survey, and newer flexible techniques including Weighted Regressions on Time, Season, and Discharge (WRTDS) and a generalized non-linear additive model. No single method is identified to have the greatest accuracy across all constituents, sites, and sampling scenarios. Most methods provide accurate estimates of specific conductance (used as a surrogate for total dissolved solids or specific major ions) and total nitrogen – lower accuracy is observed for the estimation of nitrate, total phosphorus and suspended sediment loads. Methods that allow for flexibility in the relation between concentration and flow conditions, specifically Beale’s ratio estimator and WRTDS, exhibit greater estimation accuracy and lower bias. Evaluation of methods across simulated sampling scenarios indicate that (1) high-flow sampling is necessary to produce accurate load estimates, (2) extrapolation of sample data through time or across more extreme flow conditions reduces load estimate accuracy, and (3) WRTDS and methods that use a Kalman filter or smoothing to correct for departures between individual modeled and observed values benefit most from more frequent water-quality sampling.

We present a continent-scale exploration of trends in annual 7-day low streamflows at 2482 U.S. Geological Survey streamgages across the conterminous United States over the past 100, 75, and 50 years (1916–2015, 1941–2015 and 1966–2015). We used basin characteristics to identify subsets of study basins representative of reference basins with streamflow relatively free from human effects (n = 259), and predominantly agricultural basins (n = 78), regulated basins (n = 220), and urban basins (n = 121). Trend significance was computed using the Mann-Kendall test considering short- and long-term persistence. Lag-one autocorrelation tests of detrended 7-day low streamflows for all gage classes show that time-series independence is not an appropriate assumption for annual low streamflow data at many basins. Among all study gages, upward trends (wetter conditions) in 7-day low streamflows outnumbered downward trends (drier conditions) approximately 2–1 for the 75- and 100-year trend periods—50-year trends indicated roughly equal numbers of increases and decreases. Increases in 7-day low streamflow were consistently observed for all time periods throughout much of the northeastern quadrant of the conterminous U.S. including western New England and the Mid-Atlantic, the southeastern Great Lakes basin, northern Ohio River basin, and the Upper Mississippi River and eastern Missouri River basins. Decreases in 7-day low streamflow were consistently observed for all time periods at many gages in the southeastern U.S. and in the northwestern U.S. in much of Idaho and northwestern Washington. Overall, we observed greater percentages of statistically significant trends at gages with human-induced influences than at reference gages. Low-flow trends at agricultural gages were regionally consistent with trends at reference gages. Regulated basins had many statistically significant upward trends for all three time periods tested, which may be attributed in part to substantial increases in dam-related storage prior to 1970. Urban gages had the greatest percentage of significant decreases in 7-day low flows compared to all other gage classes even though most urban gages saw upward trends in mean annual flows. Urban gages also had the greatest percentage of significant increases in low flows second only to regulated gages, highlighting that urban development can increase or decrease low streamflows depending on the basin-specific development.

High-resolution Airborne Wide-band Camera (HAWC[Formula: see text]) is the facility far-infrared imager and polarimeter for SOFIA, NASA’s Stratospheric Observatory for Infrared Astronomy. It is designed to cover the portion of the infrared spectrum that is completely inaccessible to ground-based observatories and which is essential for studies of astronomical sources with temperatures between tens and hundreds of degrees Kelvin. Its ability to make polarimetric measurements of aligned dust grains provides a unique new capability for studying interstellar magnetic fields. HAWC[Formula: see text] began commissioning flights in April 2016 and was accepted as a facility instrument in early 2018. In this paper, we describe the instrument, its operational procedures, and its performance on the observatory.

Reduction of suspended sediment (SS), total phosphorus (TP), and total nitrogen is an important focus for Chesapeake Bay watershed management. The Susquehanna River, the bay's largest tributary, has drawn attention because SS loads from behind Conowingo Dam (near the river's mouth) have been rising dramatically. To better understand these changes, we evaluated histories of concentration and loading (1986-2013) using data from sites above and below Conowingo Reservoir. First, observed concentration-discharge relationships show that SS and TP concentrations at the reservoir inlet have declined under most discharges in recent decades, but without corresponding declines at the outlet, implying recently diminished reservoir trapping. Second, best estimates of mass balance suggest decreasing net deposition of SS and TP in recent decades over a wide range of discharges, with cumulative mass generally dominated by the 75∼99.5th percentile of daily Conowingo discharges. Finally, stationary models that better accommodate effects of riverflow variability also support the conclusion of diminished trapping of SS and TP under a range of discharges that includes those well below the literature-reported scour threshold. Overall, these findings suggest that decreased net deposition of SS and TP has occurred at subscour levels of discharge, which has significant implications for the Chesapeake Bay ecosystem.

A fundamental revamping of magnetic plasma fusion research is needed, because the current focus of world fusion research—the ITER-tokamak concept—is virtually certain to be a commercial failure. Towards that end, a number of technological considerations are described, believed important to successful fusion research. Beyond critical attention to plasma physics challenges, there must be a much sharper focus on electric utility acceptance criteria, which strongly reflect the public interest. While the ITER-tokamak experience has provided important understanding of a variety of technology issues, it is expensive and time-consuming. Engineers with commercial-world experience must become involved in future fusion research and must have a major influence on program decision-making and evaluation. Fusion engineers will have to be imaginative while being rooted in an understanding of fission reactor development, nuclear regulation, and electric utility realities, the proper consideration of which will impact fusion program success. Properly developed, fusion power holds great promise as an attractive electric power source for the long-term future.

Conservation groups often piece together their parcel selections by combining funds from multiple sources. When applying multiple-knapsack optimization, substantial increases in conservation benefits, acreage, and number of parcels preserved can be achieved. Specifically, we show that multiple-knapsack optimization substantially outperforms benefit targeting, cost-effectiveness analysis, and sequential binary integer programming. This study uses data from the first known cost-effective land conservation program in the United States—in Baltimore County, Maryland—and shows that multiple-knapsack optimization can deliver additional benefits.

The relationship between antecedent flow conditions and nitrate concentrations was explored at eight sites in the 2.9 million square kilometers (km2) Mississippi River basin, USA. Antecedent flow conditions were quantified as the ratio between the mean daily flow of the previous year and the mean daily flow from the period of record (Qratio), and the Qratio was statistically related to nitrate anomalies (the unexplained variability in nitrate concentration after filtering out season, long-term trend, and contemporaneous flow effects) at each site. Nitrate anomaly and Qratio were negatively related at three of the four major tributary sites and upstream in the Mississippi River, indicating that when mean daily streamflow during the previous year was lower than average, nitrate concentrations were higher than expected. The strength of these relationships increased when data were subdivided by contemporaneous flow conditions. Five of the eight sites had significant negative relationships (p ≤ 0.05) at high or moderately high contemporaneous flows, suggesting nitrate that accumulates in these basins during a drought is flushed during subsequent high flows. At half of the sites, when mean daily flow during the previous year was 50 percent lower than average, nitrate concentration can be from 9 to 27 percent higher than nitrate concentrations that follow a year with average mean daily flow. Conversely, nitrate concentration can be from 8 to 21 percent lower than expected when flow during the previous year was 50 percent higher than average. Previously documented for small, relatively homogenous basins, our results suggest that relationships between antecedent flows and nitrate concentrations are also observable at a regional scale. Relationships were not observed (using all contemporaneous flow data together) for basins larger than 1 million km2, suggesting that above this limit the overall size and diversity within these basins may necessitate the use of more complicated statistical approaches or that there may be no discernible basin-wide relationship with antecedent flow. The relationships between nitrate concentration and Qratio identified in this study serve as the basis for future studies that can better define specific hydrologic processes occurring during and after a drought (or high flow period) which influence nitrate concentration, such as the duration or magnitude of low flows, and the timing of low and high flows.

We review and comment upon some themes in the recent stream of critical commentary on the assertion that “stationarity is dead,” attempting to clear up some misunderstandings; to note points of agreement; to elaborate on matters in dispute; and to share further relevant thoughts.

We present an overview of national water databases managed by the U.S. Geological Survey, including surface-water, groundwater, water-quality, and water-use data. These are readily accessible to users through web interfaces and data services. Multiple perspectives of data are provided, including search and retrieval of real-time data and historical data, on-demand current conditions and alert services, data compilations, spatial representations, analytical products, and availability of data across multiple agencies.

Trends in the peak magnitude, frequency, duration, and volume of frequent floods (floods occurring at an average of two events per year relative to a base period) across the United States show large changes; however, few trends are found to be statistically significant. The multidimensional behavior of flood change across the United States can be described by four distinct groups, with streamgages experiencing (1) minimal change, (2) increasing frequency, (3) decreasing frequency, or (4) increases in all flood properties. Yet group membership shows only weak geographic cohesion. Lack of geographic cohesion is further demonstrated by weak correlations between the temporal patterns of flood change and large‐scale climate indices. Fusarium verticillioides produces fumonisin mycotoxins during colonization of maize. Currently, molecular mechanisms underlying responsiveness of F.verticillioides to extracellular cues during pathogenesis are poorly understood. In this study, insertional mutants were created and screened to identify genes involved in responses to extracellular starch. In one mutant, the restriction enzyme-mediated integration cassette disrupted a gene (UBL1) encoding a UBR-Box/RING domain E3 ubiquitin ligase involved in the N-end rule pathway. Disruption of UBL1 in F.verticillioides (Δubl1) influenced conidiation, hyphal morphology, pigmentation and amylolysis. Disruption of UBL1 also impaired kernel colonization, but the ratio of fumonisin B1 per unit growth was not significantly reduced. The inability of a Δubl1 mutant to recognize an N-end rule degron confirmed involvement of UBL1 in the N-end rule pathway. Additionally, Ubl1 physically interacted with two G protein α subunits of F.verticillioides, thus implicating UBL1 in G protein-mediated sensing of the external environment. Furthermore, deletion of the UBL1 orthologue in F.graminearum reduced virulence on wheat and maize, thus indicating that UBL1 has a broader role in virulence among Fusarium species. This study provides the first linkage between the N-end rule pathway and fungal pathogenesis, and illustrates a new mechanism through which fungi respond to the external environment.

Weather and climate extremes have been varying and changing on many different time scales. In recent decades, heat waves have generally become more frequent across the United States, while cold waves have been decreasing. While this is in keeping with expectations in a warming climate, it turns out that decadal variations in the number of U.S. heat and cold waves do not correlate well with the observed U.S. warming during the last century. Annual peak flow data reveal that river flooding trends on the century scale do not show uniform changes across the country. While flood magnitudes in the Southwest have been decreasing, flood magnitudes in the Northeast and north-central United States have been increasing. Confounding the analysis of trends in river flooding is multiyear and even multidecadal variability likely caused by both large-scale atmospheric circulation changes and basin-scale “memory” in the form of soil moisture. Droughts also have long-term trends as well as multiyear and decadal variability. Instrumental data indicate that the Dust Bowl of the 1930s and the drought in the 1950s were the most significant twentieth-century droughts in the United States, while tree ring data indicate that the megadroughts over the twelfth century exceeded anything in the twentieth century in both spatial extent and duration. The state of knowledge of the factors that cause heat waves, cold waves, floods, and drought to change is fairly good with heat waves being the best understood.

Macrolide antibiotics have been found to possess not only antimicrobial properties, but also modulate inflammation. In this review the multi-faceted properties of azithromycin are discussed. Due to the unique anti-inflammatory and antimicrobial properties, macrolides, and especially azithromycin, are currently used for a number of conditions which have both an inflammatory and microbial component. For the same reason, azithromycin may be of value as an adjunct in the management of periodontitis which, although driven by an infectious component, is largely a result of uncontrolled chronic inflammation.
