1. Discipline Policy Reform: A Review of Oakland USD Following an OCR Investigation

Abstract

Research demonstrates harmful effects of disparate discipline practices on outcomes for students of color. The Office of Civil Rights (OCR), under the Obama administration, significantly increased investigations under the mandate of Title VI. In this study, we examine OCR's investigation of Oakland Unified School District (OUSD) to establish the district's response following findings of disproportionality for African American students. Current OUSD discipline data indicates persistent discipline disparities remain, yet OUSD has undertaken significant reform initiatives. These initiatives include establishing Restorative Justice programs, an African American Male Achievement Program (AAMA), and extensive internal review and revision of data collection practices for disciplinary incidents. Our findings indicate that challenges to this disciplinary reform effort include data quality, training, and the district's continuing commitment to reform following the conclusion of OCR oversight.

3. Implementing Discipline Reform: One District's Experience with PBIS

Abstract

This study examines the case of one large urban school district's implementation of Positive Behavioral Interventions and Supports (PBIS) to review competing needs and challenges encountered over a four-year period. There are encouraging results supporting the finding of a successful PBIS implementation and plans for continued implementation of Tier I practices and expand Tier II supports. Reducing the continuing disparity between the percentages of African American and White students receiving disciplinary consequences remains a challenge for Middleton ISD. In addition, work remains to reduce the disproportionate number of students receiving special education services who receive higher levels of disciplinary consequences.

Teachers who are married to other teachers within a school district often experience their personal life events in full view of the school community. How should a principal respond when a math teacher wants to leave due to her divorce, knowing that math teachers are hard to find? Challenges in this case for campus principals and human resource administrators include (a) hiring high-quality teachers in a tight labor pool, (b) providing new teacher induction, and (c) evaluating and responding to performance issues of teachers during times of high emotional stress.

6. Clerical Turnover in the K-12 Campus Office

Abstract

Clerical staff in the campus office (secretaries and registrars) perform critical functions essential to the operation of schools, yet do not receive research attention regarding their contributions. This study describes turnover rates of K-12 campus clerical employees in order to establish base information in the field. Eight years of employment data within a large suburban school district in Texas are examined to determine the number of clerks moving to different positions and/or leaving campus clerical employment. Findings reveal that the average clerical employee in this district is female, 50 years old, White or Hispanic, has 11 years of experience, changed positions at least once, and earns $15.61 an hour. The demographics of clerical staff more closely resembles student demographics that of than the teachers within the district. Turnover averaged 22% per year, with 16% representing leavers and under 7% representing movers; 25% of clerks left in their first year. Although teacher turnover is more frequent in high-poverty schools and varies based on level of campus, clerical staff turnover is significantly based on the level of position and pay. Results confirm findings from research on paraprofessionals (who have similar levels of pay) that level of pay and perceived lack of support are reasons for leaving. By providing induction activities and additional training, districts can reduce turnover costs of clerical staff despite the added cost of training.

9. A Review of Los Angeles Unified Data Following the OCR Compliance Investigation

Abstract

In 2011, the Office of Civil Rights (OCR) conducted a compliance review of the Los Angeles Unified School District (LAUSD) to examine the district's provision of resources and opportunities to schools with predominantly African American students as compared with schools with predominantly White students. The purpose of this study is to examine the extent to which LAUSD has responded to OCR findings. Research questions include the following: (a) How do LAUSD majority White and majority African American elementary schools compare on performance indicator variables? (b) What are the differences in teacher quality variables between majority African American and majority White schools? (c) How successful has the OCR review been to date in accomplishing the outcomes advocated for by the OCR? Findings indicate that majority African American schools continue to have significantly lower teacher and student attendance, student performance, and percentage of students identified as gifted and talented (GT). African American students also continue to experience higher rates of disciplinary incidents as compared with White students.

13. School Discipline Disparity: Converging Efforts for Better Student Outcomes

Abstract

School policies and practices have historically lent themselves to disproportionate suspension and expulsion rates based on students' race, gender, and disability. The disparity between racial minorities, particularly Black males, and their White peers has generated concern from various stakeholders. Using Kingdon's ("Agendas, alternatives, and public policies." Addison-Westley Educational Publishers, New York, 2003) window of opportunity framework, the purpose of this conceptual article is to spotlight the potential convergence of efforts hence creating an opportunity for school discipline reform to gain momentum. Kingdon's three critical streams for problem solving, i.e., the problem, political, and policy, are each examined in the context of the pervasive school discipline disproportionality.

Abstract

Le 21 mars 1990, la Namibie – ancien Sud Ouest Africain allemand- occupée illégalement par l’Afrique du Sud depuis 1966, accède enfin à l’indépendance. Pour les « Allemands » de Namibie la langue allemande est un élément d’identification essentiel. Consciente de ce fait, la République Sud-Africaine mène une politique double pendant son occupation du territoire, visant d’une part à reconnaître des privilèges aux « Allemands », d’autre part à afrikaaniser progressivement la Namibie. La presse germanophone locale joue un rôle essentiel pour la définition identitaire des Südwester. Le journal conservateur créé en 1915, le Allgemeine Zeitung, se veut le gardien de l’identité « allemande » alors que l’hebdomadaire Namibia Nachrichten, fondé en 1984 et financé en partie par la R.F.A., entend encourager l’émergence d’une nouvelle identité « namibienne ». Au lendemain de l’indépendance la langue ne peut plus être l’élément nécessaire et suffisant à la définition de la nationalité (cas des orphelins ovambos germanophones). Une grande partie des « Allemands » semble vouloir adhérer à la nouvelle nation africaine ; le pari des Namibia Nachrichten, et donc de la R.F.A., semble gagné. A l’avenir la population « allemande » devra de plus en plus opter pour la seule langue officielle de la Namibie : l’anglais. Am 21. März 1990 erlangte Namibia, das ehemalige Deutsch-Südwestafrika, nach fast 25 Jahren illegaler Besetzung durch die Republik Südafrika endlich die Unabhängigkeit. Für weite Kreise der deutschsprachigen Bevölkerung ist die deutsche Sprache der bedeutendste Faktor für Bildung und Festigung ihrer Identität. Diese Tatsache bewirkte für die Dauer der Verwaltung Namibias durch Südafrika deren Verfolgung eines doppelten Ziels: offizielle Anerkennung der sprachlichen Privilegien (deutsch wird als nationale Sprache anerkannt) bei gleichzeitiger fortgesetzter Afrikaanisierung (deutsch ist keine offizielle Sprache). Die Rolle der deutschsprachigen Lokalpresse als Hüterin der Sprache zur Festigung der Identität (zur Verhinderung des « Verburens ») wird durch die seit 1915 bestehende stark konservative Allgemeine Zeitung wahrgenommen, während die 1984 gegründeten, von der Bundesrepublik unterstützten liberalen Namibia Nachrichten ihre Aufgabe darin sehen, die Demokratisierung und Bildung der Identität des« neuen Namibiers »zu fördern. Nach dem Ausscheiden des linguistischen Elements als nationalitätbestimmendem Faktor (Unabhängigkeit, Phänomen der deutschsprachigen Ovambo-Waisen) scheint kurz nach der Unabhängigkeit das vorläufige Ergebnis – massive Hinwendung zur neuen nationalen afrikanischen Regierung – die erfolgreiche Arbeit der Namibia Nachrichten und damit auch der Bundesrepublik zu bestätigen. In Zukunft soll sich diese Bevölkerung für Englisch, die einzige offizielle Sprache in Namibia entscheiden.

Abstract

International audience; STIM1, the stromal interaction molecule 1, is the key protein for maintaining calcium concentration in the endoplasmic reticulum by triggering the Store Operated Calcium Entry (SOCE). Bi-allelic mutations in STIM1 gene are responsible for a loss of STIM1 function in patients affected with a CRAC channelopathy syndrome in which severe combined immunodeficiency syndrome, autoimmunity, ectodermal dysplasia and muscle hypotonia are combined. Here, we studied two siblings from a consanguineous Syrian family, presenting with muscle weakness, hyperlaxity, elastic skin and tooth abnormalities, but no immune disorders. Patients presented with bones abnormalities such as dysmorphic facies and hypoplastic patellae. Using exome sequencing, we have identified a new homozygous frameshift mutation in STIM1: c.685delT [p.(Phe229Leufs*12)], leading to a complete loss of the full-length STIM1 protein. In this study we describe a new phenotype linked to STIM1 mutations. This is to our knowledge, the first description of the involvement of STIM1 causing bone abnormalities. Moreover, we show that the complete loss of STIM1 function is not always associated with immune disorders. Altogether our results broaden the spectrum of phenotypes associated with mutations in STIM1 and opens new perspectives on the pathological mechanisms associated with a defect in the proteins constituting the SOCE complex
