The collection consists of prints and negatives, black and white, as well as color transparencies taken by Highway Department / Department of Transportation photographers from 1958 to 1998. The images originated with the Department of Highways, Highways Division, Photo Section Unit (1958-1965) which includes original negatives and proofs. Included as well, are images related to the Historical Society, and some images of various public officials. The images capture highway construction and planning, traffic accidents, public events, Montana's Centennial celebrations and activities, Montana governors and their activities, Highway department personnel and workplaces, effects of natural disasters on highway systems, as well as equipment and other Highways related material and affairs.

This collection consists of records (1883-1915) filed with the City Clerk of the City of Helena, Montana. The largest segment of the records consist of monthly reports of city officials and committees. In addition there are correspondence, employee records, financial records, legal documents, specifications, subject files, etc. The strength of the collection is in documenting the development of the infastructure of Helena. (LG 1 A 51:1-1; LG 1 A OVERSIZE 33:5-5, 33:8-5; LG 1 B 57:2-5; LG 1 C 57:2-5)., Records of the Helena City Clerk consist primarily of records filed with the clerk, not records produced by the clerk., Incoming correspondence (1884-1918) is filed by year. Within each year the correspondence is separated into "communications" (complaints, information, informal requests, etc.) and "petitions" (formal requests for specific action). Topics include public works requests, complaints about nuisances, and a wide variety of other topics, Court papers (1881-1917) include affidavits, several cases in which the City of Helena was a party, and "John Doe" cases concerning stray animals. Employee records include civil service applications; payrolls for the Fire Department, Police Department, and Street Commissioner; and letters of resignation. Financial records include a financial report (1911) and inventories (1891, 1894) of equipment in city offices. Legal documents (1884-1913) consist primarily of bids and contracts for work on streets, sewers, sidewalks, and other public works. There are also opinions of the City Attorney, The largest series in this collection is Reports. Each city officer filed monthly reports on operations and finances with the city clerk. Challenges in highway construction management and field operations include the lack of real-time and integrated information, gaps between planned solutions and practical implementations, quality assurance, and effective project communications. Three-dimensional (3D) model-based design and construction workflows are becoming more common on highway projects, and the Federal Highway Administration (FHWA) is promoting these and other innovations through its Every Day Counts program and Building Information Modeling efforts. This increased use of 3D model-based workflows and rapid advancement in computer interface design and hardware make augmented reality a tool for overcoming these challenges., 1041

This report summarizes the research work that was completed to assess the optimum percentages of recycled asphalt pavement (RAP) that can be used in surface course mixtures of local roadways while ensuring durability is maintained. This project was divided into two phases. Phase 1 included conducting a comprehensive laboratory testing on mixtures with different RAP contents and recycling agents. Based on the results of Phase 1, Phase 2 of this project involved constructing eight test sections as a part of a resurfacing project on Hall Road in the City of Columbus. Surface course asphalt mixtures with a similar aggregate blend but different percentages of RAP were used in these test sections. The first section (control section) had a mix with 20% RAP and PG 64-22 binder. While three test sections had mixes with 30%, 40%, 50% RAP, PG 64-22 binder, and Sylvaroad recycling agent, three other sections had mixes with the same RAP percentages and binder but used Hydrolene as the recycling agent. Finally, the last section was constructed using a mixture containing 30% RAP and PG 64-28 binder with no recycling agent. Cores were obtained at different locations within each test section. In addition, specimens were compacted in a laboratory from loose mixtures that were obtained during the construction of each test section. Tests were done on field cores and laboratory-compacted specimens. The test results showed that Hydrolene was more effective than Sylvaroad in improving the fatigue cracking resistance of RAP mixes with more than 0.3 binder. In addition, the tests results showed that the 30% RAP, 40% RAP, and 50% RAP mixes had similar low-temperature cracking resistance to that of the control. The laboratory test results also showed that all mixes had acceptable rutting resistance. The results of the cost analyses conducted in Phase 2 indicated that using a higher RAP content of 40% and recycling agents can reduce the initial cost of an asphalt mixture by at least 15%.

"In a press release dated April 20, 2016, the Kansas Department of Transportation (KDOT) announced "previously programmed modernization and expansion projects will be delayed until remaining State Highway Fund revenues allow or new money is made available. Modernization and expansion projects are generally the larger projects under the current TWorks transportation program. Modernization includes work such as the addition of shoulders, passing lanes and remediation of hills and curves. Expansion projects add capacity to the highway system. ... The preservation program covers a range of work, including pavement and bridge repair, resurfacing and replacement." The press release further states the delays will not affect projects already underway. Questions have been raised about the status of specific announced projects to be completed under the Transportation Works for Kansas, or T-Works, program. Attached to this memorandum are spreadsheets showing information on projects in each of the six KDOT regions, organized by project type (e.g., modernization) and county."

This project goal was to develop and verify a low-cost, repeatable, non-destructive methodology to characterize the load carrying capacity of materials used in road widening and construction when established values are not available, and establish a range of structural coefficients and moduli for these materials. A total of 99 test sites were selected from 68 projects in seven participating counties across Ohio, which were grouped into five clusters. These sites included 19 different widening treatments. Each site was visited and tests were conducted and specimens gathered using the following techniques: Falling weight deflectometer (FWD), portable seismic properties analyzer (PSPA), light weight deflectometer (LWD), coring, and dynamic cone penetrometer (DCP). The data and specimens collected were used to measure layer thicknesses, the modulus, effective structural numbers, and layer coefficients applicable to each treatment. At least seven approaches were used to obtain these numbers from the data collected. The results were plotted in box plot and cumulative frequency format for each material and each analysis method. For each material, there is a wide variability of values both within one section and between different sections. There are many sources for this variability, however a range of numbers for moduli and layer coefficients can be identified for most treatments which can be utilized by local engineering personnel to design future projects. The procedure based on the Section 2.3.5 of the 1993 AASHTO pavement design guide using FWD data provided the best estimate of published layer coefficients. It is recommended the layer coefficients for the study materials estimated using this procedure be used. But note, the use of the coefficients in other areas without validation is not recommended. Accurate layer coefficients for multiple materials can only be determined by the construction of test sections and monitoring the performance under known loadings. For materials which will be widely used and the economics are justified, it is recommended test sections, with controls, be constructed at a common location to eliminate extraneous factors which confound the analysis.
