Across all social science disciplines, but in particular public administration, there is a shared concern about the costs of using traditional random samples to generate data, and its impact on researchers' ability to engage in "quality" research. As a result of these costs, more academics, practitioners, and students are turning to nonprobability sampling methods. However, beyond the notion that these sampling strategies reduce the external validity of findings, individuals engaging in these strategies are doing so in ill-conceived ways due to the lack of attention and examples within mainstream public administration literature that provide researchers with the knowledge on how to best utilize these strategies. As a result, this article seeks to provide public administration practitioners, Master of Public Administration students, and scholars an understanding of and guidance in deciding to utilize three nonprobabilistic methods, convenience sampling, purposive sampling, and sample matching. This article is intended to be used as a supplement to materials and texts already currently being used within methods courses.

The conceptualization of social equity in public administration and emergency management has been subjective to the user of the term. While the vagueness of the concept provides fertile grounds for intellectual debate, the failure to arrive at a single and formal definition leads to confusion and an inability to measure it as a programmatic or policy goal. For emergency management, how scholars define social equity within research is profoundly important for assessing and making recommendations related to governmental practices that have social equity as its guiding principle. To address this detrimental definitional situation, this research analyzes 15 years of social equity related peer‐reviewed articles in highly ranked emergency management journals. This manuscript concludes with a proposed working definition of social equity, recommendations to measure the concept, and a discussion of its implications for future research and practice. Race, racism and administrative callousness: Using Critical Race Theory for a race-conscious public administration. As such, this study helps to reorient the politicized negative rhetoric related to CRT, which has been hyper-focused on making people believe that CRT is intended to "demonize" broad White society to one of self-discovery and self-understanding. Bureaucratic discretion continues to be one of a public administrator's primary powers while at the same time being one of their most controversial. Used in a positive way, bureaucratic discretion can enhance social equity; however, this practice can create administrative legitimacy dilemmas. As such, this paper conceptually discusses the theoretical position of public administrators that contributes to their engagement in legitimacy dilemmas, which is further complicated by the tenets of New Public Service. We argue that if public administrators are engaged in authentic interactions with the public and use their discretion to reflect the interests of the public, then they are engaged in truly democratic governance. We place this argument in the context of achieving social equity and highlight an avoided question in public administration. Public administration navigates an important place in governing in that it is multidisciplinary and focused on practice, thus all theories need to be prepared to face critique from the people. At this watershed moment of social justice, political reckoning, and revolutionary imagination, it is key that public administration contends with the racist logics driving the field and the practice. In this article, we examine the ways that the current governing system fails to account for the racialized political economy, thus reproducing the inequality inherent in that system. The paper poses two questions: 1) How does the public administration of local governments reproduce inequality? And 2) How can we rethink public administration through a system of governing that intentionally engages with and rectifies racialized practices? We argue that late-stage capitalism, manifested as neoliberalism, is always racialized. We propose a manageable possibility of community-focused engagement and deliberation. [ABSTRACT FROM AUTHOR]

Depending on its population, the approach and sustained support for public housing has varied over time. This Article discusses how policymakers' initial arguments rested upon constructed identities of deservedness. This Article argues that the perceived social identity of public housing residents was used as an impetus for political support and policy changes. Using a historical analysis of congressional testimony during the planning stages of post-World War II economic recovery, this Article explores the initial underpinnings of federal appropriations for the development of public housing. Political leaders and business elites feared what would become of public housing after returning veterans vacated. This Article argues that it was the general political consensuses on who was deserving as well as the role of the federal government in supplying housing that spurred policy changes to either support or deter long-term public housing for low-income households. As history shows us, the end result was a contested governmental housing response that contributed to contemporary forms of social and racial inequality. [ABSTRACT FROM AUTHOR]

This study focuses on coastal counties in Texas, United States, affected by Hurricane Harvey in 2017 to gauge the influence of individual and contextual characteristics on people's ability to return to normalcy in the short term. Data from a survey conducted by the Kaiser Family Foundation and the Episcopal Health Foundation between October and November 2017 were utilised in the analysis. The paper observes, based on the results of an ordered logistic regression, and contrary to previous work, that age, gender, levels of poverty, and social capital are not significant predictors of a return to normalcy. However, indicators such as whether a person evacuated, if he/she identified as Hispanic/Latino, the extent of damage sustained to one's home, and if one's automobile was damaged or destroyed are shown to affect recovery. A discussion of the potential reasons for these findings is provided as a means of informing future research on disaster recovery. [ABSTRACT FROM AUTHOR]

This paper seeks to understand how public housing residents' mobility intentions affect their actual exits. The results suggest that mobility intentions do have a significant effect on public housing exits. However, the rate of exit among those who intend to move out of public housing was similar to those who did not intend to leave. In addition, tenure had a significant effect on the odds of exiting alluding to issues of duration dependence. However, neighbourhood conditions did not fully explain public housing exits. Our proxy for policy reform had a large effect on the odds of exiting of public housing. This result suggests that changes in housing assistance programmes and urban housing policy could largely account for public housing exits. Overall, the results imply that while public housing residents may have positive and negative mobility intentions, their exits may primarily be due to shifts in housing policy and social welfare programmes versus individual characteristics and neighbourhood conditions. This paper explores the role of representative bureaucracy and bureaucratic discretion in the allocation of federal disaster assistance to Hurricane Sandy survivors. Through the analysis of focus groups and key informant interviews, this study finds that FEMA home inspectors are not diverse in reference to race and gender; however, inspectors are found to be diverse in reference to place of origin. Although the role that race and gender play in the allocation of resources is found to be unclear, the region from which inspectors come from is found to be influential in the allocation of aid to survivors. As such, this research argues that the study of representative bureaucracy should not be limited to issues of race and gender, but be expanded to include other potentially important characteristics. This essay reviews the edited volume, Disaster's Impact on Livelihood and Cultural Survival: Losses, Opportunities and Mitigation, by Michèle Companion. An overview of the book and the sections contained it are presented, and then a discussion of overarching themes is summarized. Scholarly communities and the towns in which they reside have interaction patterns that can be traced to the times of Ancient Greece. These interaction patterns are often referred to as town and gown relations. This paper traces the history of university and scholarly privileges, and how these ancient privileges impact contemporary society. Fundamentally, we view major socio-historical concerns in the following way: 1) the actions taken to establish an educated class through Europe; 2) the role that economics and taxes play in underscoring particular town and gown conflicts; and, 3) the role of student behavior in local communities. The paper concludes by offering a preemptive problem solving framework that builds on sustaining an environment conducive to the free flow and exchange of ideas. The various stakeholders in a college town are able to forge common alliances so that the town, university, and private sector are able to compete in a global context while retaining their core values. Several approaches or a mixture of approaches can be taken to build and sustain an entrepreneurial social infrastructure that includes informal problem solving, multi-party consensus building, policy makers, and the private sector.
