One of the main difficulties to analyze modern spectroscopic datasets is due to the large amount of data. For example, in atmospheric transmittance spectroscopy, the solar occultation channel (SO) of the NOMAD instrument onboard the ESA ExoMars2016 satellite called Trace Gas Orbiter (TGO) had produced $\sim$10 millions of spectra in 20000 acquisition sequences since the beginning of the mission in April 2018 until 15 January 2020. Other datasets are even larger with $\sim$billions of spectra for OMEGA onboard Mars Express or CRISM onboard Mars Reconnaissance Orbiter. Usually, new lines are discovered after a long iterative process of model fitting and manual residual analysis. Here we propose a new method based on unsupervised machine learning, to automatically detect new minor species. Although precise quantification is out of scope, this tool can also be used to quickly summarize the dataset, by giving few endmembers ("source") and their abundances. We approximate the dataset non-linearity by a linear mixture of abundance and source spectra (endmembers). We used unsupervised source separation in form of non-negative matrix factorization to estimate those quantities. Several methods are tested on synthetic and simulation data. Our approach is dedicated to detect minor species spectra rather than precisely quantifying them. On synthetic example, this approach is able to detect chemical compounds present in form of 100 hidden spectra out of $10^4$, at 1.5 times the noise level. Results on simulated spectra of NOMAD-SO targeting CH$_{4}$ show that detection limits goes in the range of 100-500 ppt in favorable conditions. Results on real martian data from NOMAD-SO show that CO$_{2}$ and H$_{2}$O are present, as expected, but CH$_{4}$ is absent. Observations of water ice clouds and aerosols on Mars can provide important insights into the complexity of the water cycle. Recent observations have indicated an important link between dust activity and the water cycle, as intense dust activity can significantly raise the hygropause, and subsequently increase the escape of water after dissociation in the upper atmosphere. Here present observations from NOMAD/TGO that investigate the variation of water ice clouds in the perihelion season of Mars Year 34 (April 2018-19), their diurnal and seasonal behavior, and the vertical structure and microphysical properties of water ice and dust. These observations reveal the recurrent presence of a layer of mesospheric water ice clouds subsequent to the 2018 Global Dust Storm. We show that this layer rose from 45 to 80 km in altitude on a timescale of days from heating in the lower atmosphere due to the storm. In addition, we demonstrate that there is a strong dawn dusk asymmetry in water ice abundance, related to nighttime nucleation and subsequent daytime sublimation. Water ice particle sizes are retrieved consistently and exhibit sharp vertical gradients (from 0.1 to 4.0 um), as well as mesospheric differences between the Global Dust Storm (<0.5 um) and the 2019 regional dust storm (1.0 um), which suggests differing water ice nucleation efficiencies. These results form the basis to advance our understanding of mesospheric water ice clouds on Mars, and further constrain the interactions between water ice and dust in the middle atmosphere., Comment: Submitted to Journal of Geophysical Research - Planets. 36 pages, 9 figures, 1 table

The Nadir and Occultation for MArs Discovery instrument (NOMAD), onboard the ExoMars Trace Gas Orbiter (TGO) spacecraft was conceived to observe Mars in solar occultation, nadir, and limb geometries, and will be able to produce an outstanding amount of diverse data, mostly focused on properties of the atmosphere. The infrared channels of the instrument operate by combining an echelle grating spectrometer with an Acousto-Optical Tunable Filter (AOTF). Using in-flight data, we characterized the instrument performance and parameterized its calibration. In particular: an accurate frequency calibration was achieved, together with its variability due to thermal effects on the grating. The AOTF properties and transfer function were also quantified, and we developed and tested a realistic method to compute the spectral continuum transmitted through the coupled grating + AOTF system. The calibration results enabled unprecedented insights into the important problem of the sensitivity of NOMAD to methane abundances in the atmosphere. We also deeply characterized its performance under realistic conditions of varying aerosol abundances, diverse albedos and changing illumination conditions as foreseen over the nominal mission. The results show that, in low aerosol conditions, NOMAD single spectrum, 1-sigma sensitivity to CH4 is around 0.33 ppbv at 20 km of altitude when performing solar occultations, and better than 1 ppbv below 30 km. In dusty conditions, we show that the sensitivity drops to 0 below 10 km. In Nadir geometry, results demonstrate that NOMAD will be able to produce seasonal maps of CH4 with a sensitivity around 5 ppbv over most of planet's surface with spatial integration over 5x5 degrees bins. Results show also that such numbers can be improved by a factor of 10 to 30 by data binning. Overall, our results quantify NOMAD's capability to address the variable aspects of Martian climate.

Unlike other natural disasters, the coronavirus disease pandemic is global in character, which is why interest among researchers in the price gouging phenomenon is on the rise. Without disputing many solid arguments favouring the market mechanism, we will reconsider the goals and means of potential government intervention. One possibility lies in economic regulation, the other in competition law. In the first case, price ceilings are usually imposed for necessary goods, followed by rationing and export restrictions. On the other hand, competition policy focuses on preventing the exercise of temporary market power. We will try to show that market failures can provide specific arguments for regulation but relying on competition protection policy seems unjustified. Still, since the critical issue is defining excessive prices in the short run, we expect competition authorities to address this issue, considering that they are permanently monitoring various markets.

The first confirmed case of African Swine Fever (ASF) in Serbia occurred in 2019. Since then, numerous outbreaks in domestic pigs and wild boars have been reported. Until April 2021, all the detected ASF cases were in backyard pigs. Beside backyard and smallholders farming systems as a dominant pig production system in Serbia, large commercial pig farms can also be found, located mostly in villages. In the beginning of April 2021, a large commercial farrow-to-finish pig farm in Serbia with almost 19,000 animals was affected with the ASF virus. The pig farm analysed in this paper is located in an area where ASF was confirmed earlier in both backyard and wild boars. In this study, we describe the overall epidemiological course of the ASF outbreak. Epidemiological investigation using a hypothesis-based approach was conducted in order to reconstruct the disease course until the official notification. All the available data from the farm were analysed with the aim to determine the high-risk period (HRP). Some of the key points to consider when it comes to the sources of infection and entry route of ASF are the following: contamination of the area in the immediate vicinity of the farm, risky human activities, irregularities and some omissions in the external farm biosecurity and immediate proximity of the city waste-yard where the communal waste is disposed of. It was concluded that when commercial pig farms are surrounded by villages with a large number of backyards, hence the anthropogenic factor is the key risk factor for ASF spreading.

Abstract: The privatization process and foreign direct investments (FDI) are among the most important economic issues in transitional countries. FDI has enormous influence on transitional countries that need serious structural changes. In this paper we will study FIAT’s decision to invest in the Serbian automotive industry. We will try to rationalize FIAT’s decision because Serbian car manufacturer ZASTAVA was not the only alternative for FIAT to invest in the Balkans. In order to justify FIAT’s decision we will apply the Mullins model of horizontal and vertical FDI, examine the importance of the cooperating history between two car manufacturers and compare macroeconomic conditions and Global Competitiveness of Serbia and Romania, which was the main alternative for FIAT. Finally, we will also try to explain why FIAT decided to announce the investment at the end of political campaign in Serbia when pools gave anti-European parties higher chances for victory, instead of waiting to see the outcome of the elections.

In this paper we analyse the horizontal merger of companies in an already concentrated industry. The participants in mergers are obliged to submit notification to the Competition Commission but they also have the option of rejecting the merger. At the time of the notification submission the participants do not know whether the Commission is strong or weak, and they can complain to the Court if the Commission prohibits the merger. We model the strategic interaction between Participants and Commission in a dynamic game of incomplete information and determine weak perfect Bayesian equilibria. The main finding of our paper is that Participants will base their decision to submit notification on their belief in a weak Commission decision and will almost completely ignore the possibility of a strong Commission decision. We also provide a detailed examination of one case from Serbian regulatory practice, which coincides with the results of our game theoretical model.

This paper reviews some multi-unit auction mechanisms that are used in the procurement of electricity. In ordinary multi-unit auctions bidders compete to buy several units of the same object from the seller, while in procurement or reverse auctions suppliers of electricity compete to sell a certain number of units. Reverse electricity auctions are used in numerous countries and they create a competitive market for electricity, instead of state-owned monopolies providing electricity at administratively set prices. In this paper we will present the most commonly used multi-unit auction forms in electricity markets. Auctions for electricity from renewable energy sources deserve special attention, since these suppliers cannot compete with large-scale producers at the present state of technology.

A recent market liberalisation of commercial passenger rail services since 2020 has brought a new era for long-distance transport in the EU. However, drawing from the experiences of countries with unsuccessful entry attempts, we investigate the effects of asymmetric train access charges (TAC). Asymmetric access regulation is based on lower access charges for entrants than for incumbents for a limited period in order to induce convergence of railway undertakings' (RU) market shares. Intending to compare the effects of symmetric and asymmetric TAC, we model oligopoly competition in the number of offered seats between the incumbent (Inoui) and entrant (Trenitalia) on the Paris–Lyon line, the first case of asymmetric TAC regulation on railways. In the first year of competition, consumer surplus, entrant's profit, and total welfare without infrastructure manager's profit increased with asymmetric TAC compared to symmetric TAC without discounts. As the discount for entrant diminishes over time, all previous welfare elements monotonically decline. By introducing new departures and running double trainsets, the entrant can reverse this monotonically declining trend. This implies that asymmetric TAC should provide additional incentives for entrants to increase their frequency and number of offered seats. [ABSTRACT FROM AUTHOR]

Od tada, beleži se pojava bolesti u populaciji domać ih i divljih svinja. Sve do aprila 2021. godine žarišta AKS su bila lokalizovana u populaciji domaćih svinja u seoskim dvorištima. Pored seoskih gazdinstava i porodičnih farmi kao dominantnog načina proizvodnje, u Srbiji se nalaze i velike komercijalne farme svinja, uglavnom oko seoskih naselja. Početkom aprila 2021. godine, u komercijalnoj farma svinja, proizvodnog kapaciteta oko 19000 jedinki, potvrdjena je infekcija virusom AKS. U radu je sa epizootiološkog aspekta, hronološki opisan tok infekcije AKS. Epizootiološko istraživanje je zasnovano na hipotezama u cilju utvrdjivanja potencijalnih puteva unošenja AKS. Analizirani su dostupni farmski podaci kako bi se utvrdio vremenski period visokog rizika (HRP). Farma svinja se nalazi u području gde je u prethodnom periodu potvrđena AKS u seoskim gazdinstvima, kao i u populaciji divljih svinja. Kontaminacija ambijenta u neposrednoj blizini farme, visoko rizične aktivnosti humane populacije u okruženju (brojna seoska gazdinstva), postojanje pojedinih aktivnosti visokog rizika u realizaciji eksterne biosigurnosti i neposredna blizina gradske deponije gde se odlaže komunalni otpad, su svakako ključni momenti kada se razmatraju izvori infekcije i put unošenja AKS. Zaključeno je da u uslovima kada su komercijalne farme okružene selima, u kojima su dominira uzgoj domaćih svinja u seoskim dvorištima, ljudske aktivnosti predstavljaju ključni faktor rizika za širenje AKS.

Unlike other natural disasters, the coronavirus disease pandemic is global in character, which is why interest among researchers in the price gouging phenomenon is on the rise. Without disputing many solid arguments favouring the market mechanism, we will reconsider the goals and means of potential government intervention. One possibility lies in economic regulation, the other in competition law. In the first case, price ceilings are usually imposed for necessary goods, followed by rationing and export restrictions. On the other hand, competition policy focuses on preventing the exercise of temporary market power. We will try to show that market failures can provide specific arguments for regulation but relying on competition protection policy seems unjustified. Still, since the critical issue is defining excessive prices in the short run, we expect competition authorities to address this issue, considering that they are permanently monitoring various markets. Human resource management as a scientific discipline and practice provides valuable recommendations and guidelines regarding the organization of functions and processes. If organizations adhere to these proposals, combining them with best practices and lessons learned, they increase their success in achieving organizational goals and specific business goals. Due to different forms of financing the operations of educational institutions, management models, regulatory constraints, Human resource management in the field of education must take into account several different variables in creating an optimal model of function and process. Through the implementation of customer relationship management, higher education institutions adopt adequate instruments that adequately measure the real needs of students, but tailor their service in accordance with the real requirements of the knowledge market. Thanks to such measurement indicators, student satisfaction as a user of services is monitored, which gives a higher education institution a clearer insight into the current situation when it comes to educational needs, but also enables comparison with other educational institutions of the same or similar rank. The paper analyzes available library and other sources by searching for these variables, and gives an example of good practice in the form of a case study - College of Information Technology, ITS - Belgrade, which illustrates how caring for human resources is also caring for students and in a specific way connects Human resource management and customer relationship management. Cilj ovog rada je da teorijski utemelji primenu Kurnoovog modela kao skraćene forme dvostepene konkurencije na oligopolskim tržištima u uslovima ograničenih kapaciteta. Razvijen je model koji predstavlja prečicu za analizu potencijalnih efekata na blagostanje horizontalnih spajanja preduzeća. Model mogu upotrebiti komisije za zaštitu konkurencije kao simulacioni model pri kontroli horizontalnih spajanja preduzeća. Pokazano je da se ishod modela dvostepene konkurencije, gde se preduzeća obavezuju na određene nivoe kapaciteta, pre konkurencije cenama, poklapa sa ishodom Kurnoovog modela količinske konkurencije. Šta više, ispostavlja se da ovaj rezultat važi kako za tržišta homogenih proizvoda tako i za tržišta diferenciranih proizvoda. To protivreči gotovo standardnom stavu da je količina strateška varijabla isključivo na tržištima homogenih proizvoda. Robusnost ovog rezultata proverava se kako za simetrični oligopol, što predstavlja standardno polazište svih modela iz ove klase, tako i za okolnost asimetričnog oligopola. Asimetrija se uvodi kroz internalizaciju konkurencije izazvanu spajanjem dva simetrična preduzeća na tržištu diferenciranih proizvoda. Komisijama za zaštitu konkurencije je predložen algoritam za primenu modela simulacija. U skladu sa definisanim koracima, sprovedene su simulacije spajanja na realnom primeru, primenom Kurnoovog modela konkurencije u uslovima ograničenih kapaciteta. Na osnovu rezultata simulacija, komisijama su date praktične preporuke za sprovođenje kontrole koncentracija. The objective of the thesis is to examine the Cournot model as a reduced form of the two-stage competition in oligopolistic markets with limited capacities. A short-cut model for analysing welfare effects of potential horizontal mergers is developed. The model can be used by Anti-trust commissions as a simulation model in the process of horizontal merger assessment. It is shown that the outcome of the two-stage competition, where firms had been conditioned by their level of capacities even before the price competition has started, coincide with the outcome of the Cournot quantity competition model. Moreover, it turns out that this result is valid for both the homogeneous product markets and the markets of differentiated products. This contradicts an almost universal belief that the quantity is a strategic variable exclusively within the homogeneous product markets. The robustness of this result is examined both for symmetric oligopoly, which is a starting point for all models in the class, and for the asymmetric oligopoly. The asymmetry is introduced through the internalisation of competition due to a merger of two symmetric firms in the differentiated products market. The implementation algorithm of the simulation model is suggested to the Anti-trust commissions. In accordance with defined steps, merger simulation can be carried out in the real world by using the Cournot model of competition with limited firm capacities. Based on the simulation results, practical recommendations for the merger control policies are offered to the commissions.

Strong negotiating power of upstream and downstream sectors over farmers in the supply chain are often nominated as important factors that negatively affect farming sustainability in the long run. The paper objectives are to map existing institutional arrangements in the wheat sector in the Region of Vojvodina (Serbia). Additionally, the research explores the sustainability through producers’ opinions regarding quality of institutional arrangements and its role in achieving sustainable farm businesses including collection of information on the adoption of good environmental practices. The analysis generally explains the drivers of change and possible set of future farmers’ strategies aiming to improve their position within supply chain. Sustainability is observed using the triple bottom line as unity of economic, social and environmental goals. Additionally, the research shed light on market failures and protection policy directed toward prevention from unfair trading practices in Serbia. [ABSTRACT FROM AUTHOR]

Osnovni cilj ove disertacije je da se ispitaju motivi i posledice spajanja na tržišnu moć i društveno blagostanje u Štakelbergovom modelu kako bi se ponudili alternativni modeli koji delimično ili u potpunosti rešavaju paradoks spajanja. S obzirom na nedostatak podudarnosti izmeĎu teorijskih i empirijskih rezultata u okviru ove problematike, nastojaćemo da popunimo ovu prazninu. Pokazaćemo da sama pretpostavka o sekvencijalnoj igri ima značajnu ulogu prilikom rešavanja paradoksa spajanja. Paradoks spajanja se bazira na veoma restriktivnim pretpostavkama koja često ne odgovaraju realnoj tržišnoj situaciji. Jedna od njih je da svi tržišni učesnici imaju identične granične troškove. Polazeći od modela u kome su preduzeća različito troškovno efikasna, pokazaćemo da pretpostavka o asimetričnim troškovima dovodi do ublažavanja paradoksa spajanja. Relaksiranjem pretpostavke da spajanje ne utiče na granične troškove preduzeća koja učestvuju u ovom činu, proučićemo moguće varijacije u graničnim troškovima novoformiranog preduzeća koje omogućavaju da profitabilna spajanja budu u interesu potrošača i/ili celokupnog društva. Pokazaćemo da u Štakelbergovom modelu podsticaj za spajanje postoji čak i kad u novoformiranom preduzeću doĎe do smanjenja efikasnosti. Spajanja preduzeća predstavljaju jednu od ključnih oblasti ekonomike regulacije. U Srbiji je politika zaštite konkurencije relativno skoro dobila na značaju. Stoga, ova disertacija može da bude značajna za bolje razumevanje motiva i posledica spajanja preduzeća, i da bude od koristi kako učesnicima spajanja, tako i komisijama za zaštitu konkurencije. The main goal of this dissertation is to examine the motivation and effects of mergers on market power and social welfare in the Stackelberg model and to study alternative models that partially or completely solve the merger paradox. Given the lack of coherence between theoretical and empirical results in this field, we will try to fill this gap. We will show that the assumption of sequential game itself plays an important role in solving the merger paradox. The merger paradox is based on very restrictive assumptions that often do not correspond to the reality in markets. One of them is that all market participants have identical marginal costs. Starting from a model in which companies are not equally efficient, having different marginal costs, we will show that the assumption of asymmetric costs leads to the alleviation of the merger paradox. Relaxing the assumption that the merger does not change the marginal costs of the merging parties, we will investigate possible variations in marginal cost of the newly formed company that enable profitable mergers to be in the interests of consumers and/or the society as a whole. We will show that in the Stackelberg model, the incentive to merge exists even when the newly formed company suffers from efficiency losses. Mergers are one of the key areas of economic regulation. In Serbia, the policy of competition regulation has relatively recently gained significance. Therefore, this dissertation can be important for better understanding the incentives and effects of mergers and it may be usefull to both the merging parties and commissions for the protection of competition.
