In the paper, we prove a limit theorem of discrete type on the weak convergence of probability measures on the complex plane for the periodic Hurwitz zeta-function.

Straipsnis yra skirtas matematikos studijų dalykų suderinamumo fizinių mokslų studijų srities studijų programose „Verslo informatika“ ir „Informatika“, atitinkamai vykdomų Šiaulių valstybinėje kolegijoje ir Šiaulių universitete, analizei. In the article, main attention is given to the compatibility of study subjects of mathematics in studies programs of physical sciences “Business Informatics” and “Informatics”‘ at Šiauliai State College and Šiauliai University, respectively. Also, we review the normative documents regulating the order of study results in higher education.

[...] Straipsnyje apžvelgiama laiko bei darbo laiko samprata, asmens savireguliacijos laike tipai, laiko valdymo ir planavimo būdai bei priemonės, laiko valdymo technikos. Pristatomi Šiaulių biudžetinėse ir verslo organizacijose atliktas aukščiausiojo ir aukštesniojo lygmenų vadovų nuostatų į laiko valdymą ir laiko valdymo technikų naudojimą savo darbe tyrimo rezultatai. Duomenims surinkti naudota anketa (struktūruotas interviu). Sėkmingai ir aktyviai taikomos įvairios laiko vadybos strategijos, laiko valdymo technikos ir metodikos leidžia efektyviai išnaudoti darbo laiką, pagerinti veiklos rezultatus, mažinti darbo laiko nuostolius, pajausti moralinį pasitenkinimą ir psichologinį komfortą. Empirinio tyrimo metu nustatyta, kad Šiaulių miesto biudžetinių ir verslo organizacijų aukščiausiojo ir viduriniojo valdymo lygmenų apklaustieji vadovai savo darbo laiko valdymo įgūdžius vertina gerai, jiems būdinga nuostata mokytis laiko vadybos, o daugelis vadovų savo darbo laiką organizuoja vadovaudamiesi įpročiais ir asmenine praktika, retai taikydami laiko valdymo technikas, nors jas žino. In today's business world one of the main requirements for the professional competence of the specialist is the rational and productive use of work time, the ability to manage both your personal and work time properly. The individual time management technology is based on the rational life organization and life time regulation methods, combined with the social environment requirements. The time and work time concept, time management and planning methods/means, time management techniques are reviewed in the article. The research of the supreme and higher level heads' attitudes towards time management and time management techniques use in work, done in March – April, 2010, is presented in budgetary and business organizations of Šiauliai. The data was compiled using anonymous questionnaire (structured interview). Questionnaire content was consisted of questions about work time management, time management techniques, their notoriety, frequency of use and conditions how to use. The heads of the supreme and middle levels of 213 Šiauliai budgetary and business organizations is the sample of the research. About two-thirds subjects of the sample represented state and local institutions and about one-third - business companies. […] The heads who participated in trainings twice one-third of these represent budgetary organizations. The vast majority of respondents value well their skills of the work time management, slightly less than one-third - satisfactory. None of the respondents their work time management skills do not value badly. The vast majority of respondents know and actively use their self - made method. It can be stated that the most famous, but not used of the respondents in their work activity, are "Eisenhower" matrix and "Buffer" principle. The Alps method and ABC analysis are known least. The provision not to use and not to plan how to use, even he knows the technique or method, most it reveals assessing Pareto 80/20 time planning principle, ABC analysis, Workday photography, Personal work curve method. The vast majority of respondents refer their time planning habits and personal experience constantly. According to these data, it can be stated that the heads of supreme and middle levels budgetary and business organizations generally follow the already well-established work time skills and their provision to use science and training material is not strong, even they participate in time management trainings willingly. It is possible to make conclusions that rational work time planning and organization is one of the managerial functions delegated by the head of the state (in budgetary organization), the owner (in business company) or a higher hierarchical level of management. Time management is very closely related with human activity in time management process. Various time management strategies are used successfully and actively, time management techniques and methods permit to use work time effectively, to improve activity results in general, not to waste a work time, to feel moral satisfaction and psychological comfort.

Daugelio empirinių tyrimų rezultatai patvirtina teigiamą institucinių veiksnių (įvertintų taikant nuosavybės teises, biurokratiją, korupciją, teisės viršenybę, ekonominę laisvę atspindinčius indeksus) ir šalių pajamų apimties ar ekonomikos augimo tempų ryšį. Savo tyrimuose autoriai dažniausia sujungia pasaulio šalis į bendrą imtį, todėl nėra aišku, ar institucinės aplinkos skirtumai taip pat gali paaiškinti pajamų lygio sklaidą šalyse, kuriose institucinė aplinka yra tam tikru laipsniu panaši. Kadangi institucijos nekuria prekių ir paslaugų, jų poveikis gamybos apimčiai yra netiesioginis ir siejamas su poveikiu investicijoms, žmogiškajam kapitalui ir naujų technologijų kūrimui. Šiame straipsnyje įvertinami minėtus veiksnius atspindinčių rodiklių skirtumai šalių grupėse, suskirstytose pagal jų institucinės aplinkos kokybę. Siekiama įvertinti „geresnės“ ir „blogesnės“ institucinės aplinkos šalių grupių ekonominių rodiklių skirtumus ir nustatyti jų ryšius su institucinės aplinkos kokybe. The literature stresses the relation between institutions and economic performance. The series of studies have demonstrated a strong link between institutional environment (measured through property right, rule of law, corruption, bureaucratic quality and other institutional variables) and economic growth and development. It is unclear whether the differences in institutional environment can also explain dispersion in per capita income in countries in which institutional environment is to some degree alike. Does it matter in respect of explaining variation in per capita income if country’s institutional environment is “good” or “better” and “bad” or “worse”?

Straipsnyje pateikti empirinio tyrimo rezultatai, leidžiantys įvertinti aplinkos tvarkymo paslaugų paklausą, nustatyti ją lemiančius veiksnius. Atliekant tyrimą naudoti tokie empiriniai metodai: apklausa raštu (anketavimas), statistinė duomenų analizė. The essential company growth condition is its continuous development. Basically the company's long-term survival strategy is based on its persistent development and growth, on new products or service launch onto the market. Continuing the transformation of consumer needs in Lithuania, it is likely that only those companies, which are able to offer the service that meet the consumer needs in the proper time and place, will succeed in reinforcing or sustaining the position in the market and will create the higher than competitors' service consumption value using marketing tools. The presented in this article research objective is to estimate the level of the demand for environment handling service and to determine the factors that influence its level in Šiauliai and in the outskirts of Šiauliai. The research allows to state that there were identified quite strong environment handling service needs in the analysed geographical market, that the service demand exceeds the supply, and that the major service segment is the landowners who have the large land plots. The research allowed to identify the significant lack of these environment handling service: earthworks, trees, bushes, fruiters, hedges and other decorative plants planting plan arranging and planting; lawns and grass design and fit-out; lawns and grass handling; rock-gardens, plant groups and parterres design and fit-out. The demand for the environment handling service is mostly restricted by the service price, service companies' underdeveloped communication with the target market, quite inactive information distribution and not fully used advertising and other promotion elements opportunities. The research allowed to identify quite a large number of potential environment handling service consumers that refused these service because of the fear to let somebody in their space.

Straipsnyje aprašyti svarbesni reklamos teoriniai aspektai, tokie kaip šiuolaikine reklamos traktuoti, reklamos savybės, tikslai, funkcijos, efektyvios reklamos prielaidos. Taip pat pateikti empirinio tyrimo rezultatai, leidžiantys įvertinti sėkmingai veikiančios plastikiniais langais prekiaujančios įmones reklamą ir jos efektyvumą vartotojų požiūriu. Atliekant tyrimą naudoti tokie empiriniai metodai: apklausa raštu (anketavimas), statistinė duomenų analizė. Each company has to keep in touch with current and potential consumers. One of the communication with market forms is advertising. Advertising has recently become an integral element of market relationships. Advertising could be efficient if only they know its objectives and to whom it is addressed. The empirical study results, which were presented in the article, showed that the most of consumers acknowledged the advertising effect on them and this allowed to confirm the conceptual statements about the advertising and refinement of the advertising use. The respondents observed that the most frequent company's advertising tools were in-store advertising, outdoor advertising and advertising in periodicals. According to the research results among the less rarely observed, less notable or not easily reached target market advertising tools were Internet advertising, advertising in non-periodicals, media advertising (TV and radio advertising). The best qualified advertising vehicles are periodicals, Internet, leaflets, outdoor advertising, advertising souvenirs, radio and in-store advertising. In respondents opinion the advertising of all plastic windows trading companies is similar and non-distinctive. That is why the analysed company should improve the advertising concept and search for more original advertising solutions and ideas of addressing to consumers in order to achieve the better distinction and more favourable target market reaction.

Straipsnio tikslas - apžvelgti darbuotojų pasitenkinimo darbu teorinius aspektus ir įvertinti darbinės veiklos stimulų svarbumą ir jų patenkinimo lygį švietimo įstaigose bei organizacijose. Naudoti tyrimo metodai: anketine apklausa (raštu), statistinė duomenų analizė. Empirinio tyrimo duomenų analizei taip pat naudotas svarbiausių faktorių sąrašo metodas ir daugelio naudingų savybių teorijos metodas. The article presents the theoretical aspects of employee’s job satisfaction. The empirical research was conducted in order to estimate the importance of labour activity incentives and their satisfaction level in educational institutions and organizations. The research methods include questionnaire, statistical data analysis, the most relevant factor list method and Multiattribute utility theory (MAUT) method. The empirical research revealed that the most important needs for the pedagogical personnel of educational institutions and organizations are related to material remuneration, safety (physical, social) and social needs (psychological comfort, good labour relationships). According to the research results, the most important factors (labour activity incentives) for the educators are the provision of social guarantees, independence at work, professional self-actualization, creative work potential, good labour relationships, material surplus labour remuneration, material remuneration size, psychological comfort. There were identified relatively less important labour activity factors such as collaboration, career perspectives, collective recognition and labour status. The research results indicated the fact that educators labour activity incentives are fairly complicated, they are focused not only on basic needs families, and the educators in their labour activity are oriented to the diversified needs satisfaction. Applying Multiattribute utility theory method and estimating how educators satisfy their needs, taking into consideration the importance of these needs, it was determined that best-satisfied needs are as follows: social guarantees, physical safety, professional self-actualization, creative work and material remuneration, and poorly satisfied needs are labour status, career perspectives, collective recognition, collaboration potential and independence at work needs.

Straipsnio tikslas - apibūdinti teorinius vartotojų tyrimų aspektus ir remiantis telefoninės apklausos rezultatais įvertinti savaitraščio „Šiauliai plius" vartotojų nuomonę ir populiarumą, nustatant šio leidinio kaip reklamos priemonės efektyvumą. Tyrimo objektas - esamų ir potencialių savaitraščio „Šiauliai plius" skaitytojų nuomonė. The objective of the empirical research described in the article includes the weekly issue „Šiauliai plius", published by Telerena, Ltd., consumer opinion and its popularity estimation, determining it’s as advertisement efficiency. The basic empirical research methods include the telephone interview and the statistical data analysis. The research revealed that more than one-fifth of respondents are passively oriented to the weekly issue „Šiauliai plius", the most of respondents think that the weekly issue „Šiauliai plius" price is suitable and fair, the weekly issue „Šiauliai plius" was evaluated as good by 41.9% of respondents, about one-fourth of the respondents evaluated these features as very good: the topicality of articles, the unbiased event presentation, the comprehensiveness of the issue, whereas the colour typography was qualified as the worst issue feature. Among the best reading sections are news, the TV programs, Šiauliai vision and mission and the initial page. The issue defined as an informative and advertising tool is used for one week (83.7%); the most of respondents think that the issue purpose is more advertising, however, about one-tenth of the respondents do not agree with such positioning of the weekly issue; the applied distribution strategy is fair in this regard, as even 71.9% of the respondents think that the weekly issuing before weekend is a fair decision and they as consumers are optimally satisfied; more than a half of respondents rarely read advertisements and they often read them having unsatisfied needs; the most of respondents are satisfied with the current weekly issue and they think that nothing should be changed in it; 22.6% of the respondents suggested reducing of the advertising space, a less part of the respondents suggested the thematic expansion and the more unbiased event presentation.

Straipsnyje aptariami specifiniai nedarbo didėjimą posocialistinėse šalyse nulėmę veiksniai ir pagrindinės šį reiškinį nagrinėjančios teorijos - optimalaus perėjimo greičio ir Caballero-Hammour teorijos. Pagrindinė abiejų teorijų idėja yra ta, kad nedarbo dinamika priklauso nuo darbo jėgos persiskirstymo iš valstybinio į privatų sektorių. Lietuva, kaip ir kitos posocialistinės šalys, praėjusiame dešimtmetyje taip pat susidūrė su nedarbo didėjimu. Didelė dalis darbo jėgos buvo užimta pramonės, kuri buvo orientuota į Tarybų Sąjungos rinką, sektoriuje. Šalies įmonės buvo menkai pasirengusios konkuruoti tarptautinėje rinkoje, ekonomiką slėgė nemaža valstybės skola. Taikant optimalaus perėjimo greičio teoriją aiškinant nedarbą šalyje, iškyla sunkumų. Nors duomenys rodo, kad nustojus užimtųjų skaičiui valstybiniame sektoriuje mažėti, darbo vietų kūrimas privačiame sektoriuje taip pat nutrūko, daryti vienareikšmiškas išvadas yra sudėtinga, nes kaip tik tuo metu vyko Rusijos krizė. Antra, darbo jėgos apimtis Lietuvoje analizuojamu laikotarpiu buvo labai nepastovi, ir šis reiškinys labai apsunkina optimalaus perėjimo greičio teorijos taikymą. The aim of the article is to discuss theories which explain unemployment in the transient economy countries and to evaluate their adequacy in an unemployment rate research in Lithuania. Research methods include scientific literature analysis, synthesis, systematization and statistical data analysis. This article provides specific factors which determine unemployment growth in po-socialist countries and presents the such theories as the optimal speed of transition and Caballero-Hammour theory which explain this phenomenon. The general idea of the both theories is that unemployment dynamics depends on labour force reallocation from public to private sector. The application of the optimal speed transition theory is difficult for explanation of the country's unemployment. Firstly, although data indicate that the number of employed in public sector is not from declining and job creation stops, it is complicated to draw unambiguous conclusions as just then it was a crisis in Russia. Secondly, during the analyzed period labour force volume was fluctuating in Lithuania and it highly complicates the application of the optimal speed transition theory.

Straipsnyje pateikti empirinio tyrimo rezultatai, leidžiantys įvertinti statybos ir apdailos medžiagomis prekiaujančių įmonių vartotojų elgseną, šios paskirties prekių pasirinkimą bei sprendimą pirkti įtakojančius veiksnius. Atliekant tyrimą naudoti tokie empiriniai metodai: dokumentų analizės metodas, anketinis metodas, statistinė duomenų analizė. Presented in the article empirical research objective is to estimate the consumer behaviour of the construction and decorating materials trading companies and its influencing factors. The research methods include the questionnaire and the statistical data analysis. The research results allows to state that the factors influencing the preferences to the construction and decorating materials trading companies are as follows: rapid and expeditious order performance (88.4% of the respondents), the wide product assortment (78.9%), the convenient trade premises, large product exposition (68.5 %), the habit and the loyalty to the trading company (60.1 %), the lower product price in comparison with the other trading companies (59.2 %). Thus these factors mostly influence the corporate competitiveness and market position, therefore, the construction and decorating materials trading companies should often apply competitor price oriented method (pricing based on a competitive matching principle) in product pricing and more actively apply sales promotion program to enable consumers to buy the product at lower prices. The research results revealed the most essential characteristics that determine the preferences to the construction and decorating materials trading companies are as follows: a product quality (99.7 %), a product price (90.5 %), a trademark, a certain manufacturer or a product manufacturing place (51.7 %), a product lifetime, durability and hardiness (35.5 %). Taking this into consideration, the companies personal selling activity should focus ,,the power of sales persuasion"(during the immediate communication between the sales personnel and customers) in order to explain the optimal price and quality trade-off on the example of the certain product preference to confirm that the customer's buying decision is fair and rational. Determined the most important to consumers product qualities should be emphasized in the other consumer attraction actions (e.g. advertising). In accordance with the research results, for one-third of the consumers the price discounts have a significant influence on the preferences to the construction and decorating materials and on the buying process, therefore these companies should optimally use this marketing tool and more actively apply different price discounts.

Stock and share trade significantly increased at Vilnius Stock Market during recent years. Thus, the purpose of this research paper is to analyze stock trade tendencies and reasons behind these changes. The price of the stock as well as other bonds and shares depends on the risk and the norms of the anticipated profit from the investors. But other type of tendencies are noticeable in today's stock market as well. First of all, Lithuania became a member of the United Baltic Stock Market. This enabled the growth of the financial operations in the Capital Market. According to the authors of this research paper the price of the shares and bonds in the Stock Market grows faster than the profit of the stock holder companies. Lithuanian investors prefer to invest more often into the local market even though the United Baltic Stock Market was created.

Pastaraisiais metais privačios ir valstybinės įmonės Lietuvoje vis daugiau dėmesio skiria įmonės darbuotojams. Įmonės konkuruoja tarpusavyje ne tik technologijomis, bet ir profesionalais. Vis daugiau vadovų supranta, kad kompetentingi ir motyvuoti žmonės gali kur kas lengviau pasiekti geresnių rezultatų ir patenkinti klientų poreikius. Tačiau, specialistų vertinimu, dažna Lietuvos verslo organizacija nepakankamai išnaudoja savo darbuotojų galimybes, nors pripažįsta personalo svarbą. Personalo valdymas vis dar suprantamas gana siaurai ir yra nepakankamai kryptingas, teigia Biznio mokymo centro (BMC) konsultantas Valdas Underis, nors būtent ši funkcija yra viena iš svarbiausių stiprėjančios konkurencijos sąlygomis. Acus, smulkaus ir vidutinio verslo įmonės - tai rinkos ekonomikos pokyčių agentai. Todėl personalo strategijos tyrime nagrinėtas ekonominei plėtrai labai svarbus SVV sektorius. Tyrimo tikslas - nustatyti personalo strategijos kūrimo ir įgyvendinimo ypatumus SVV įmonėse. Atliekant tyrimą naudoti tokie metodai: dokumentų analizė, anketinė apklausa, statistinė duomenų analizė. The article provides the analysis of Lithuanian and foreign authors' theoretical aspects on strategic management of the personnel, personnel strategy, its creation and implementation. The survey data allowed us to establish and evaluate the features of personnel strategy creation and implementation and the positive and negative aspects of strategic management of the personnel in small and middle-sized business companies. The empirical research evaluated the main functions of personnel management, reasons for that and some possible ways of problem solution for improvement of strategic management of the personnel in small and middle-sized business companies. The research results confirmed the hypothesis that there were some considerable problems regarding creation and implementation of personnel strategy in small and middle-sized business companies, which hindered the companies from forming the long-term competitive advantages.

Kuriant ir įgyvendinant regioninę politiką, būtina kiekvieną regioną vertinti kaip atskirą socialinę-ekonominę sistemą, identifikuojant svarbiausius jo plėtrą nulemiančius veiksnius. Tačiau plačiąja prasme regioną reikėtų suvokti ir kaip šalies lygiu veikiančios sistemos sudedamąją dalį. Straipsnio tikslas – nustatyti Lietuvos regionų netolygumus bei hierarchiškumą, remiantis svarbiausiais socialiniais-ekonominiais rodikliais. Rinkos ekonomikos sąlygomis Lietuvoje išryškėja įvairios ūkio kūrimo problemos, kurios ypač akivaizdžios menkiau išsivysčiusiuose regionuose. Nustatyta, kad netolygus darbo jėgos, kapitalo, investicijų bei kitų ekonominių išteklių pasiskirstymas Lietuvoje lemia vienų regionų pėtros lėtėjimą ir net nuosmukį, o tai didina socialinę-ekonominę stipriausių ir silpniausių regionų atskirtį. Kiekvieno regiono plėtros strategiją būtina rengti vadovaujantis sisteminiu požiūriu, atsižvelgiant tiek į to regiono, tiek į visos šalies būklę bei plėtros tendencijas. Regionų rangavimas taikytinas pradiniuose regionų politikos kūrimo etapuose, kai svarbu tinkamai identifikuoti kiekvieno regiono būklę, nustatyti sritis, kuriose regionas turi pranašumų ir kuriose yra atsilikęs. Regionus tikslinga vertinti kompleksiškai, pagal tam tikrus socialinius-ekonominius rodiklius išskiriant panašias grupes. Klasterinė analizė, leidžianti pagal svarbiausių rodiklių sistemą nustatyti tarpusavyje panašių regionų grupes (klasterius), sudaro prielaidas rengti ir įgyvendinti veiksmų ir priemonių planą, orientuojantis ne tik atskirai į kiekvieną regioną, bet ir į jų klasterius. When creating and implementing a regional policy, it is essential to evaluate every region as a separate social–economic system and identify the most important factors determining its development. However, in a broad sense, a region should be understood as an element of the system operating at the state's level. An aim of the article is to determine unevenness and hierarchy of Lithuanian regions according to the most important social–economic factors. On the conditions of market economy, various issues regarding the economy development in Lithuania become evident. They are especially obvious in less developed regions. It was determined that uneven spread of labour force, capital, investment and other economic resources in Lithuania influences a slowdown or even recession of some regions. As a result, it increases isolation of socially and economically strongest and weakest regions. A development strategy for each region should be prepared following a systemic approach and with regard to both: the state of the region and the country and the development tendencies. Grading of regions should be applied only in initial stages of the development of the regional policy where it is essential to properly identify the state of each region and determine spheres in which the region has advantages and disadvantages. It is wise to evaluate the regions in a complex way according to certain social–economic rates and dividing them into similar groups. Cluster analysis allows identification of groups (clusters) of regions which are similar to one another according to a system of the most important factors and makes assumptions to prepare and implement a plan of actions and means which are oriented to separate regions and their clusters.

Antroje darbo dalyje atlikta Lietuvos ir pasirinktų pasaulio valstybių elektroninės bankininkystės paslaugų palyginamoji analizė. Remiantis negrynųjų pinigų atsiskaitymus, mokėjimo korteles, bankomatus apibūdinančiais rodikliais nustatyta, jog Lietuva gali pasigirti panašia elektroninės bankininkystės priemonių kiekio struktūra, tačiau pagal vertines atliekamų operacijų elektroninėje erdvėje išraiškas Lietuva atsiduria žemiausiose pozicijose analizuojamų valstybių kontekste. Koreliacinės-regresinės analizės metu nustatyta, jog negrynųjų pinigų atsiskaitymus Lietuvoje lemia vidutinis mėnesinis darbo užmokestis, bedarbių skaičius, mokėjimo kortelių skaičius šalyje, infliacija, grynųjų pinigų išėmimo operacijų bankomatuose vertė. Atlikus elektroninės bankininkystės perspektyvų vertinimą nustatyta, kad elektroninė bankininkystė Lietuvoje ir toliau plėsis: daugės elektroninės bankininkystės vartotojų, modernės vartotojų aptarnavimo ir apsaugos platformos elektroninėje erdvėje. Bachelor final work examines e-banking services of the commercial banks operating in Lithuania and compared with EU countries, USA, South Africa, Russia, China, Brazil and Australia. The first part represent the theoretical aspects of electronic banking: sorts, devices, advantages and disadvantages. The second part of the work represent the carried out analysis of electronic banking service in Lithuania and other selected countries. Based on cashless payments, payment cards, ATMs describing indicators, Lithuania is very similar with other countries in e-banking devices using but in cashless payments operations values Lithuania is at the lowest positions in the context of the analysed countries. The correlation-regression analyse showed that there are five factors which determine the cashless payments in Lithuania: the average monthly average, the number of unemployed, the number of payment card in country, inflation, cash withdrawals from ATMs value. The qualitative analyse of prospects for e-banking showed that e-banking in Lithuania will grow: the number of e-banking consumers continues to grow, consumers’ service platforms will become more modern and safer.

Baigiamajame bakalauro darbe analizuojamos Lietuvos Valstybinio socialinio draudimo fondo pajamos ir veiksniai turėję poveikį jų kitimui 2003-2012 m. laikotarpiu. Teorinėje dalyje analizuojama socialinio draudimo samprata, socialinio draudimo rūšys, Lietuvos Valstybinio socialinio draudimo sistema, administravimas, fondo biudžeto struktūra bei indentifikuojami Valstybinio socialinio draudimo fondo pajamas lemiantys veiksniai. Praktinėje dalyje, remiantis teorinėje dalyje išanalizuota literatūra, siekiant išskirti esmines priežastis, kurios lemia fondo finansavimą, atlikta išsami Lietuvos Valstybinio socialinio draudimo pajamų dinaminė bei struktūrinė analizė. Su identifikuotais pagrindiniais veiksniais, kurie lemia VSDF pajamas atlikta koreliacinė bei regresinė analizė. Pagal gautus rezultatus galima teigti, kad fondo finansavimas labiausiai priklausomas nuo ekonominių veiksnių t.y. nedarbo lygio, vidutinio mėnesinio darbo užmokesčio ir gyventojų užimtumo, taip pat nuo kitų veiksnių: įmokų tarifų bei įsteigtų privačių pensijų fondų. Taikant matematinį prognozavimo metodą, nustatyta VSDF pajamų kitimo tendencija 2013-2014 metams, darant prielaidą jog kiti veiksniai artimiausioje perspektyvoje nesikeis. Nustačius jog VSDF pajamos artimiausiu laikotarpiu mažės, remiantis gautais koreliacinės ir regresinės analizės rezultatais bei ekspertų atliktais tyrimais, siūloma skatinti smulkiojo verslo plėtrą, siekiant padidinti VSDF pajamas. The income of the Lithuanian State Social Insurance Fund and the factors predetermined its shifting within the period from 2003 to 2012 are analysed in this final paper. A conception of social insurance, types of social insurance, system of the Lithuanian State Social Insurance, its administration, structure of the Fund budget are analysed and the factors predetermining the income of the Lithuanian State Social Insurance Fund are identified in the theoretical chapter. In the practical chapter, referring to the literature analysed in the theoretical chapter, in order to analyse the main reasons which predetermine financing of the Fund, the exhaustive dynamic and structural analysis of the income of the Lithuanian State Social Insurance was performed. Correlative and regressive analysis was performed referring to the main factors identified which predetermine the income of the Lithuanian State Social Insurance Fund. According to the results achieved it is possible to state that finansing of the Fund mostly depends on the economic factors, namely on the level of unemployment, average monthly salary and occupation of residents, and also from other factors, such as payment rates and private pension funds established. Bakalauro baigiamajame darbe nagrinėjama viešųjų finansų tema apie valstybinio socialinio draudimo biudžeto subalansavimo problemą. Valstybinis socialinis draudimas – viena iš svarbiausių socialinės apsaugos sistemos dalių, kuri apima beveik visus šalies gyventojus. Per šia sistemą valstybė vykdo svarbią savo funkciją – užtikrina gyventojų materialinę gerovę bei stengiasi mažinti socialinę atskirtį bei vadovaujasi solidarumo principu. Bakalauro baigiamajame darbe nagrinėjamos Lietuvos apskričių darbo rinkų situacijos, remiantis mokslinėje literatūroje išskirtais darbo rinką apibūdinančiais rodikliais, kurie buvo suskirstyti į keturias grupes ir padėjo įvertinti keturis darbo rinkos aspektus: darbo rinkos pajėgumą, darbo pasiūlą, darbo paklausą ir darbo rinkos lankstumą. Bachelor Final work examines the situation of Lithuania‘s counties labour markets with reference to in scientific literature defined labour market indicators, which were grouped into four groups and helped to assess four aspects of labour market: labour market capability, labour supply, labour demand and labour market flexibility. In this work it was assessed in which Lithuania‘s county labour market situation is the best, as well as, in which is the worst.

Bakalauro baigiamajame darbe nagrinėjama tiesioginių užsienio investicijų pritraukimo tendencijos Lietuvoje ir Estijoje 2006-2012 metų laikotarpiu, siekiant atskleisti kaimyninių šalių panašumus ir skirtumus. Darbe analizuojama, kodėl vis daugiau šalių įsijungia į konkurencinę kovą siekdamos pritraukti daugiau tiesioginių užsienio investicijų, ir tam pasiekti valstybių naudojami veiksmai. Tokie klausimai, kaip ekonomikos dydis prisideda prie tiesioginių užsienio investicijų atėjimo į šalį, kokią įtaką darbo užmokestis daro užsienio investuotojų apsisprendimui, ar tiesioginės užsienio investicijos priklauso nuo užsienio prekybos apimčių, kaip stipriai mokesčių našta stabdo tiesiogines užsienio investicijas, yra nagrinėjami. Galiausiai, žinant kad Lietuva ir Estija nuo nepriklausomybės atgavimo reformas pradėjo įgyvendinti iš labai panašios pozicijos, darbe buvo siekiama palyginti Lietuvos ir Estijos investicinės aplinkos patrauklumą, bei šalių galimybes pritraukti tiesiogines užsienio investicijas. In the bachelor‘s thesis is examined foreign direct investment tendencies in Lithuania and Estonia in the period 2006-2012, reveal similarities and differences of the neighbouring countries. The paper examines why more and more countries get involved in a competition to attract more foreign direct investment, and the goverments actions used. Issues such as the size of the economy, foreign trade volumes, impact of wages and tax burden conribute to the foreign direct investment, are examined. Finally, bearing in mind that reforms in Lithuania and Estonia since independance were launched from a very similar position, the paper aims to compare Lithuanian and Estonian investment enviroment and the countries ability to attract foreign direct investment.

Bakalauro baigiamajame darbe nagrinėjami finansinių išteklių ir akcizų mokėjimo laikino atidėjimo režimo ypatumų teoriniai aspektai ir atliekama UAB „Grivzas“ 2007 – 2010 m. finansinių išteklių panaudojimo taikant akcizų mokėjimo laikino atidėjimo režimą analizė ir vertinimas. Nagrinėjama, kokiais finansiniais ištekliais UAB „Grivzas“ disponuoja, kaip juos panaudoja. Kokias UAB „Grivzas“ veiklos galimybes suteikia akcizų mokėjimo laikino atidėjimo režimas. Darbe naudojami finansinių išteklių įvertinimo rodikliai ir Lietuvos Banko skelbiamos tarpbankinės palūkanų normos. Kad įvertinti, akcizų mokėjimo laikino atidėjimo režimą, buvo pasitelktos patvirtintos ir hipotetinės UAB „Grivzas“ metinės atskaitomybės ataskaitos. Nagrinėjami du įmonės veiklos scenarijai: vienas, kai UAB „Grivzas“ taiko akcizų mokėjimo laikino atidėjimo režimą ir antras, kai UAB „Grivzas“ netaiko akcizų mokėjimo laikino atidėjimo režimo ir apyvartinėms lėšoms pasiima trumpalaikę paskolą iš banko, akcizo mokesčiui sumokėti. Įvertinus UAB „Grivzas“ kapitalo struktūrą, kurios didžioji dalis – skolintas kapitalas ir įvertinus pinigines lėšas, kurių įmonė turi labai mažai, ir kurios yra „ užšaldytos“ pirkėjų įsiskolinimuose, vertinami apyvartumo rodikliai, kur atsargos UAB „Grivzas“ yra atnaujinamos vidutiniškai kas 6 dienos, o pirkėjai su įmone atsiskaito vidutiniškai kas 27 dienos. [toliau žr. visą tekstą] The final Bachelor‘s paper deals with theoretical aspects of financial sources and peculiarities of provisional deferment regime of excise duty payment, as well as the analysis and assessment of application of financial sources when implementing provisional deferment regime of excise duty payment. The study in order to find out what financial recourses are being disposable and how they are used by UAB „Grivzas“ was carried out as well as the possibilities to be gained by UAB „Grivzas“ thanks to provisional deferment regime of excise duty payment. Indices of assessment of financial sources have been used in the paper and a well as the interbank interest rate published by Bank of Lithuania. In order to evaluate the provisional deferment regime of excise duty payment annual financial statements of UAB „Grivzas“ approved and hypothetical have been used. Two scenarios of company‘s business operations have been considered: one - when UAB „Grivzas“ does employ provisional deferment regime of excise duty payment and the second- when when UAB „Grivzas“ does not employ provisional deferment regime of excise duty payment and for the current turnover takes a short-term loan from the bank for payment of the excise duty. Teorinėje dalyje teoriniu aspektu apžvelgta darnaus vystymosi samprata, koncepcijos raida, įvertinta darnaus vystymosi vieta Pabaltijo šalyse, supažindinta su Europos Sąjungos bei Pabaltijo šalių regionine politika bei apžvelgta Lietuvos ir užsienio autorių sukurti darnaus vystymosi sisteminimo modeliai. Pabaltijo šalių darniam vystymuisi įvertinti atrinkta rodikliai, pateikta jų apžvalga bei supažindinta su šių rodiklių įvertinimo metodais. Analitinėje-tiriamojoje baigiamojo darbo dalyje atliktas Pabaltijo šalių pažangos darnaus vystymosi srityje įvertinimas, analizuojant ekonominius, socialinius bei aplinkos rodiklius, naudojant tarpusavio priklausomybės ryšio glaudumo tyrimą, darnaus vystymosi barometro bei kompaso metodus. At the theoretical part the theoretical meaning of sustainable development is overviewed, evolution of conception, the place of sustainable development in Baltic countries was evaluated, introduced with the European Union and the Baltic countries regional policy and systematization models of sustainable development created by Lithuanian and foreign authors are overviewed. Sustainable development of Baltic countries is evaluated by selected indicators, provided an overview and introduced with the characteristics of indicators selected. At the analytical-exploratory part of this final work the progress of the sustainable development at the Baltic countries was evaluated, analyzing economical, social and enviromental indicators, using the examination of the dependency links between each other, sustainable development barometer and compass methods. Baltic countries progress at the sustainable development was evaluated at the end of the work using different methods evaluating progress at the sustainable development sphere: reviewing examined Baltic countries and the best situation according the sustainability aspect is in Estonia, but the worst situation is in Lithuania. Šiame darbe pateikiama mokslinės literatūros apžvalga ir OMXB Plataus vartojimo prekių gamintojų finansinių rodiklių palyginamoji analizė 2007 – 2009 metų laikotarpiu. Finasiniai rodikliai suskirstyti į keturias grupes: pelningumo, mokumo, turto apyvartumo ir kapitalo rinkos. Palyginamosios analizės tikslas – nustatyti ir palyginti faktinius įmonių rodiklius tarpusavyje ir su ūkio šaka, nustatyti įmones, kurios vykdė pelningą veiklą, neturėjo mokumo problemų, o turtas buvo valdomas efektyviai. Nustatyta rinkos kaina leidžia išsirinkti geriausias investavimo galimybes šiame sektoriuje. Palyginus įmones pagal visas rodiklių grupes buvo nustatytos geriausios visų sektorių įmonės. Darbe pavaizduota atskirų įmonių ir vidų sektorių rodiklių dinamika nagrinėjamu laikotarpiu. Naudoti metodai – mokslinės literatūros apžvalga, lyginamoji analizė. This paper presents an overview of the scientific literature and OMXB Consumer Staples comparative analysis of financial indicators during the period of 2007 - 2009. Financial indicators were grouped into four categories: profitability, solvency, asset turnover and markets indicators. . Goal of this comparative analysis - identify and compare actual performance between firms and sectors of the economy, identify companies that are engaged in gainful activity, have none of solvency problem, and assets have been managed effectively. To choose the best investment opportunities in this sector there have been market indicators identified and compared. The analysis shows the best – doing companies and reflects the situation of the whole sector in general. Using techniques - literature review and comparative analysis.

Pateikiama fundamentalių ekonominių sprendimų ir jų poveikio aspektų šalies ūkio cikliškumo kontekste teorinė traktuotė: pagrindiniai šalies ūkio situacijos ir jo raidos indikatoriai, ekonominių ciklų teorijos, ekonominės krizės samprata, priežastys ir padariniai, makroekonominiai sprendimai prieškriziniu ir kriziniu laikotarpiais: konceptualus požiūris. The thesis examines the economic decisions in Lithuania which were taken before and during the economic crisis. It presents the theoretical treatment of fundamental economic decisions and their impact on the economy of the country, i.e. the key indicators of the economic situation in Lithuania and their development, the concept of economic crisis, its causes and consequences, as well as and the macroeconomic decisions taken before and during the economic crisis from the conceptual point of view. The thesis also determines the economic decisions and analyzes their impact before the economic crisis (from 2004 to 2007) and during it (from 2008 to 2009) in Lithuania. It presents the methodological fundamentals of the research organization, the analysis of the development of economics in Lithuania from 2004 to 2009, fundamental economic decisions before crisis and during it in Lithuania, and the indicators (GDP, inflation, the level of unemployment and consumption, the state budget deficit, real estate prices, loans, etc..) which help to identify the economic situation before crisis and the characteristics of the economic crisis in Lithuania. Moreover, the consequences of the economic decisions of these periods are evaluated as well as the Laffer Curve explaining how the VAT and income tax revenue are dependent on the tax rate is presented.
