Purpose: This article examines how school leaders connect Social-Emotional Learning (SEL) with anti-racist practices. Current literature has yet to explain how leaders support race conscious approaches to SEL that promote marginalized students' well-being, particularly with White teachers who often resist learning about race and Whiteness. Research Approach: We conducted a qualitative study of three leaders in one district in the Puget Sound region of Washington state. The first data collection and analysis phase drew from interviews, observations, and artifacts from a larger study to identify anti-racist SEL intersections and the leaders associated with these intersections. In the second phase, we conducted additional interviews with three leaders and performed a critical frame analysis to characterize the frames used by leaders to shape what SEL means and who it serves. Findings: We describe three anti-racist SEL intersections in which leaders made explicit connections between SEL and broader anti-racist goals within their work with White teachers. We found that leaders framed SEL strategically to address White teachers' emotions, and as tools teachers might use to understand and address students' racialized classroom experiences. Implications: Findings provide illustrative examples of leadership that connects anti-racist practice with SEL and explore how leaders' novel understanding of SEL and anti-racism undergirds this leadership approach.

During vitrification of radioactive wastes, excessive foaming reduces processing rates within melters by hindering heat transfer from the molten glass pool to the reacting melter feed. Formulations of low‐activity waste (LAW) melter feeds, for vitrification at the Waste Treatment and Immobilization Plant at the Hanford Site, conventionally include the addition of sucrose to mitigate excessive foaming by hastening the denitration process. However, incomplete combustion of sucrose produces organics such as acetonitrile (C2H3N) that may exceed bounding limits of downstream effluent treatment facilities. Using boron nitride (BN) as an alternate reductant to sucrose, in a representative LAW melter feed reduced C2H3N production by 90% by preventing the low‐temperature sucrose–nitrate reactions. Furthermore, foaming was suppressed due to the higher decomposition temperature of BN than H3BO3 meaning a delayed reaction of a large fraction of boron with the transient glass‐forming melt until above the foam onset temperature, thus reducing the quantity and viscosity of the connected melt and trapping less gas in the foam layer. Discipline-specific instructional improvement policies require teachers to implement new teaching and collaborative practices. What kinds of leadership moves do principals make to support enactment of new practices? Drawing on leadership theories to examine principals' leadership actions, data come from a qualitative study of three elementary school principals leading implementation of an ambitious mathematics teaching policy. We found that principals used instructional, facilitative, and positional moves across school settings to support teachers' enactment. These findings add depth to current conceptions of discipline-specific instructional leadership and raise questions about how principals might make strategic moves based on available expertise and resources.

Background/Context: When new, rigorous standards are adopted, teachers often need to learn new content and new ways of teaching while concurrently attending to accountability demands. Both formal and informal school structures potentially enable this new learning, and school leaders likely influence the nature of these structures. Purpose/Objective/Research Question/Focus of Study: We examine teachers' learning opportunities in one school by asking the following research questions: (1) What is the nature of changes in teachers' formal learning opportunities, as seen by changes in teachers' workgroup conversations about mathematics instruction? (2) In what ways do school leaders shape the nature of instructional conversations, and thus formal learning opportunities, in teacher workgroups? (3) What is the nature of changes in teachers' informal opportunities to learn, as seen by shifts in informal advice networks? Research Design: This is a longitudinal case study using mixed methods: qualitative analysis of audio-recorded teacher workgroup meetings and quantitative analysis of informal social networks. Data Collection and Analysis: This analysis is a part of a larger eight-year longitudinal study, the Middle-school Mathematics and the Institutional Setting of Teaching (MIST). Data used in this analysis were collected over a three-year period in one middle school that was working to improve mathematics instruction by focusing on teaching mathematics conceptually and building procedural fluency. Data used in this analysis include audio-recorded teacher workgroup meetings, informal social network surveys, interview transcripts, and student-level standardized test scores. Findings/Results: We found that formally, school leaders shifted teachers' workgroup conversations away from instructional matters to those of standardized tests. Informally, teachers stopped going to each other for instructional advice. Triangulating interview data confirmed that over time, pressure that teachers felt to do well on the standardized tests shifted their attention away from a conceptual approach to instruction and toward an emphasis on test preparation. Conclusions/Recommendations: Our findings suggest that school leaders must be involved in new learning about standards and instruction to appropriately support teachers' learning opportunities.

Purpose: Research on principal supervisors (PSs) is an emerging field, and principal supervision for racial equity has not yet been studied or theorized. Conducted in partnership with practicing district leaders, the purpose of this paper is to examine current PS leadership in three districts at various points of engagement in equitable leadership practices and set forth a framework for conceptualizing systems equitable leadership practice. Design/methodology/approach: This collaborative study emerged from an EdD course project in which groups of practitioner-scholars identified and collected qualitative interview, survey and artifact data about problems of practice in their districts. University researchers supported data collection and conducted analyses across settings, building on Ishimaru and Galloway's (2014) equitable leadership practices framework. Findings: Equitable PS leadership practices were variable. No district engaged with "proficiency" across all drivers of equitable leadership practice, but the district that engaged in equitable PS practices most deeply framed the work of schooling as a race-explicit endeavor, suggesting that framing is a fundamental driver. Research limitations/implications: This paper builds on PS and equity-focused leadership research by adding a systems-level equity focus. Practical implications: Findings suggest that districts should focus on equity framing as the foundation for principal support and development. Originality/value: This researcher/practitioner-scholar collaboration shows how practitioner-scholars provide focus and expertise to the field unavailable to traditional researchers.

A core function of district leadership is providing instructional vision and support for school leaders and teachers. In this article, a Research-Practice Partnership focused on the improvement of elementary mathematics teaching and learning provides the context to study leadership development. We examine the process of one design team within the Research-Practice Partnership consisting of district leaders and university researchers using organizational learning. We found that as the team iteratively negotiated the design and implementation of a practical measure aimed at assessing and improving elementary mathematics instruction system-wide, the team's learning transformed the tools and routines of its work.

This case was written to help prepare central office leaders who are expected to design systems and lead toward instructional improvement in the context of both educational accountability and implementation of standards with increased rigor. The intent of this case study is to encourage educators to examine the complex and multiple challenges of policy design and implementation when policy goals are far from current practice. Educators studying this case should examine the costs and benefits of bridging and buffering across organizational levels and how to best craft coherence between goals, needs, and resources at the central office and school levels.

Purpose: This study examines the content and efficacy of instructional leaders' expectations and feedback (press) in relation to the improvement of middle school mathematics teachers' instruction in the context of coherent systems of supports. Research Method/Approach: This mixed methods study is a part of a larger, 8-year longitudinal study in four large urban school districts across the United States. We used transcripts of interview data, surveys, and video recordings of instruction of 271 cases, over 4 years, to determine the content of administrator press, as reported by teachers, and the relationship between the content and change (if any) in instruction. To do so we used qualitative coding of interview transcripts, and ran a series of statistical models to examine the nature of the variance in and impact of administrative press. Findings: Most of the administrators' press, as reported by teachers, was not targeted toward specific teachers' mathematics instruction in ways that would likely lead toward improvement in those practices. Rather, the press focused on content-neutral instructional practices or classroom management and organization. Implications for Research and Practice: The instructional leadership practice of administrator observation and feedback is widespread, yet understudied as it relates to changes in teacher practice. Our findings indicate that current policies that mandate principals to spend substantial time in classrooms are unlikely to result in significant improvements in the quality of instruction unless meaningful resources are invested to support administrator learning.

First-year principals encounter multiple messages about what it means to be instructional leaders; this may matter for how they enact instructional leadership. This cross-case qualitative study uses a qualitative approach of social network analysis to uncover the mechanisms through which first-year principals encountered particular beliefs about instructional leadership. To do so, I studied six first-year principals who came to their positions through four distinct paths, examining their informal social networks. I found, first, that their networks' structures influenced the spread of instructional leadership ideas from the environment to individuals at the mesolevel. Second, the findings suggest that preparation programs mattered for how the principals conceptualized instructional leadership. This research contributes to our understanding of the relationship between institutional ideas and practice in schools, principal preparation, and professional development. It also extends research on social network analysis by elucidating beliefs in the content of interaction in social networks.

Purpose: The purpose of this paper is to look across six first-year principals to investigate their engagement with and sensemaking of specific messages of instructional leadership around teacher evaluation. Design/methodology/approach: This research project, a cross-case study, was carried out using in-depth qualitative observations and interviews of six first-year principals over one school year. Sensemaking theory was used to analyze both how and the mechanisms through which principals understood their roles as teacher evaluators. Findings: The results demonstrate that first, principals received a variety of messages about how to conduct teacher evaluations, and second, that connections to specific individuals influenced their associations to specific messages they received about instructional leadership and how they enacted teacher evaluation practices on their campuses. Research limitations/implications: This is an in-depth qualitative analysis, and therefore is not generalizable to all first-year principals, school districts, or principal preparation programs. However, it adds to the field's understanding of the meso level of policy implementation, highlighting the process of individuals' sensemaking and the importance of their informal connections in the associations they make to messages about instructional leadership. Practical implications: This research adds to the field of principal preparation and induction as it highlights what is important for first-year principals as they build their professional identities. Further, it highlights the variability in principals' understanding and enactment of teacher evaluation policies, an important feature as this practice is coming to the fore both in current practice and research. Originality/value: This study adds to an understanding of institutional theory by looking at the interaction between the organizational levels, and further explicates individual actors' agency within a socio-organizational context. The findings also add to a dearth of empirical studies on the routine of teacher evaluation from the principal perspective.

Purpose: This study examines conceptions of instructional leadership in the institutional environment. We know that principals' practices affect student learning and that principals are influenced by ideas in the broader environment. This article examines and defines the multiple conceptions of what it means for principals to be instructional leaders. Research Methods/Approach: This empirical article relies on the methodology of content analysis. Refinements of the conceptions of instructional leadership were done through iterative data collection and analyses cycles. Findings: I define three conceptions of instructional leadership in the institutional environment that I term prevailing, entrepreneurial, and social justice logics. The ubiquitous prevailing logic was broad and flexible without explicit goals or directions for principals as instructional leaders. From this ambiguous conception, the two alternatives highlighted particular practices and backgrounded others. The entrepreneurial conception relied on innovations and mechanisms borrowed from the private sector, including a reliance on data and specific leadership actions. The social justice logic focused on the experiences and inequitable outcomes of marginalized groups, challenging the current "neutral" systems that engender the reproduction of inequity in our schools. Implications for Research and Practice: This study contributes to the field by providing a language that can help specify what "instructional leadership" looks like in practice and conceptions, thus explicating the tacit and ambiguous term. This is important for researchers to understand and explore the impact of the principalship on student achievement, and for principal preparation programs and school districts to assume a common language in expectations, professional development, and evaluation.

Purpose: Newly designed schools for centuries have projected fresh ideals regarding how children should learn and how human settlements should be organized. But under what conditions can forward-looking architects or education reformers trump the institutionalized practices of teachers or the political-economic constraints found within urban centers? The purpose of this paper is to ask how the designers of newly built schools in Los Angeles--midway into a $27 billion construction initiative--may help to rethink and discernibly lift educational quality. This may be accomplished via three causal pathways that may unfold in new schools: attracting a new mix of students, recruiting stronger teachers, or raising the motivation and performance of existing teachers and students. Design/methodology/approach: We track basic indicators of student movement and school quality over a five-year period (2002-2007) to understand whether gains do stem from new school construction. Qualitative field work and interviews further illuminate the mechanisms through which new schools may contribute to teacher motivation or student engagement. Findings: Initial evidence shows that many students, previously bussed out of the inner city due to overcrowding, have returned to smaller schools which are staffed by younger and more ethnically diverse teachers, and benefit from slightly smaller classes. Student achievement appears to be higher in new secondary schools that are much smaller in terms of enrollment size, compared with still overcrowded schools. Originality/value: We emphasize the importance of tracking student movement among schools and even across neighborhoods before attributing achievement differences to specific features of new schools, that is, guarding against selection bias. Whether new schools can hold onto, or attract new, middle-class families remains an open empirical question. Future research should also focus on the magnitude and social mechanisms through which new (or renovated) schools may attract varying mixes of students and teachers, and raise achievement. Urban school leaders can support mathematics instruction that acknowledges and sustains students’ racialized and cultured ways of knowing and being. Yet, leadership for racial justice is often discussed separately from instructional improvement. In this conceptual inquiry, we investigate how leadership can integrate antiracist practices into teaching and learning. We synthesize justice-focused leadership and antiracist mathematics literatures to present a framework of interconnected leadership practices and elaborate on this vision through an example drawn from our collaboration with practitioners. This manuscript and framework provide precise descriptions of leadership actions to support practitioners and researchers seeking to support antiracist, ambitious mathematics instruction.
