The Kuiper Belt is a distant region of the Solar System. On 1 January 2019, the New Horizons spacecraft flew close to (486958) 2014 MU69, a Cold Classical Kuiper Belt Object, a class of objects that have never been heated by the Sun and are therefore well preserved since their formation. Here we describe initial results from these encounter observations. MU69 is a bi-lobed contact binary with a flattened shape, discrete geological units, and noticeable albedo heterogeneity. However, there is little surface color and compositional heterogeneity. No evidence for satellites, ring or dust structures, gas coma, or solar wind interactions was detected. The Mars Premier mission that was to be flown in 2007 by CNES in cooperation with NASA/JPL included a rendezvous experiment to be performed in Mars orbit to validate key technologies applicable to a Sample Return mission. The experiment goal was to demonstrate the capability to detect and track a sample canister at long range and validate terminal rendezvous strategies including a capture.

After several months of planning, development and testing, new software was uploaded that allowed Deep Space 1 to restore celestial inertia reference and begin thrusting towards an encounter with comet Borrelly. The new mission plan would have to work within the constraints of the new software as well as minimize use of the dwindling supply of hydrazine, the fuel needed to maintain the spacecraft attitude.

This paper will describe the search methods to be used using the radio and optical observations, and will provide a description of the methods and performance of the autonomous onboard rendezvous navigation system.

STARDUST is a mission to flyby the comet Wild-2 in early 2004 and return samples of the coma to Earth.

The first flight of NASA's New Millennium Program, Deep Space-1, will include a new navigational technology: a fully autonomous optical navigation system.

The automation of interplanetary spacecraft is becoming increasingly desirable to meet various mission requirements. A prototype of an autonomous spacecraft which will fly by an asteroid and comet is slated for flight in mid-1998 as part of NASA's New Millenium Program.

This paper discusses orbit determination results for the Galileo satellite tour. Lacking a high gain antenna, the mission will use a low gain antenna for communication and tracking. This change implies far less navigation data will be available than previously expected. A baseline orbit analysis was completed assuming this decreased data schedule. Variations on this baseline were studied to determine sensitivity to data loss. Results indicate that the probability of completing the tour is less than 90 percent, although future improvements in orbit determination promise to raise the probability of completion above 90 percent.

The optical navigation process as practiced during the Gaspra encounter is presented. The characteristics of image formation for a single-frame mosaic picture required the development of a new image processing algorithm to extract the optical measurements. A detailed formulation of this algorithm is presented along with the results of applying it to the pictures returned from the spacecraft.

The determination of improved orbits for the Neptunian satellites Triton and Nereid is discussed. The primary results are the final set of model parameters which generate orbits that best fit both the earth-based satellite observations and data acquired by the Voyager spacecraft during the Neptune encounter. The accuracy of the improved orbits is assessed and they are compared with the orbits generated prior to the encounter. Mean elements are also provided as a geometrical representation for the orbits.

Since its first year of operation, Coastline Community College (CCC) has granted students credit based on military experience, licensure, occupational training, credit-by-examination, and assessment of prior learning. In spring 1982, a study was conducted to compare the cost-effectiveness of granting credit for experience with that of the traditional system of granting credit. Two groups of 167 associate in arts (AA) degree, occupational students were sampled to determine whether there was any significant difference in the academic achievement or completion rates of the total group of students who had received experiential credit at CCC and a randomly selected group of students enrolled in the spring 1981 semester. While the study revealed no significant difference in the grade point averages of the two groups, there was a significant difference in the AA completion rates of the student groups: one in three of the students who had received experiential credit and one in 24 of the students who had not received such credit had received the AA degree by spring 1982. Based on the findings and the low cost per unit of granting experiential credit at CCC, it was concluded that granting such credit is cost-effective both in terms of student and community costs. Optical navigation techniques were required to successfully complete the planetary exploration phase of the NASA deep-space Voyager mission. The last of Voyager's planetary encounters, with Neptune, posed unique problems from an optical navigation standpoint. In this paper we briefly review general aspects of the optical navigation process as practiced during the Voyager mission, and discuss in detail particular features of the Neptune encounter which affected optical navigation. New approaches to the centerfinding problem were developed for both stars and extended bodies, and these are described. Results of the optical navigation data analysis are presented, as well as a description of the optical orbit determination system and results of its use during encounter. Partially as a result of the optical navigation processing, results of scientific significance were obtained. These results include the discovery and orbit determination of several new satellites of Neptune and the determination of the size of Triton, Neptune's largest moon.

The Voyager project used Neptunian satellite ephemerides to support both navigation and acquisition of scientific data. The development of postencounter ephemerides for the satellites Triton, Nereid, and 1989N1 is discussed. Primary results are the final set of model parameters which generate orbits that best fit both the earth-based satellite observations and data acquired by Voyager. The ephemerides are compared with those generated preencounter, and the accuracy of the final ephemerides is assessed. Mean orbital elements are also provided as a geometrical representation for the satellite orbits.

In August 1989 the Voyager 2 spacecraft encountered Neptune and Triton. Precise knowledge of the trajectory of the spacecraft relative to the Neptunian system was essential to ensure successful observations during the flyby, and to perform trajectory control. Determination of the orbit of Voyager 2 with respect to the Neptunian system was accomplished by the use of radiometric Doppler, range, and VLBI observations of the spacecraft in combination with spacecraft-based optical observations of Neptune, Triton, Nereid, and the Voyager-discovered satellite 1989N1. These data types were used in a new version of the JPL Orbit Determination Program to determine the orbit of the spacecraft as well as Neptunian system ephemerides and dynamical parameters, resulting in accurate delivery of the spacecraft to targeted conditions at Neptune and Triton.

Optical observations were necessary during the Voyager II Uranus approach and encounter in order to meet mission navigational requirements. In this paper, the overall optical navigation system and operation at Uranus are outlined. The formulation of the optical observables are presented, as well as their subsequent integration into the overall orbit determination products. Optical data analysis and some resulting orbit determination results from Uranus are shown. Certain scientifically important results were natural outcomes of the optical data analysis, and these are also reviewed. Finally, certain optical navigation related problems are anticipated at the forthcoming Neptune encounter in 1989; these are briefly discussed as are plans to deal with them.

The Voyager II flyby of Uranus in January 1986 was the most distant planetary encounter ever attempted, and presented unique challenges to the process of orbit determination. Long light-times and spacecraft receiver difficulties hampered the collection of two-way radiometric data and helped bring about the maturation of a Very Long Baseline Interferometry navigational data type during the long cruise from Saturn. Planet and satellite ephemeris uncertainties necessitated the use of the onboard spacecraft optical system for Uranus-relative navigation. During the close approach phase, these optical data were combined with radiometric data to drive the Uranus system-relative uncertainties down to the level of a few tens of kilometers. This paper contains qualitative and quantitative results and conclusions based on orbit determination experience during Uranus cruise and encounter. Topics include an overview of the navigation-related mission events and requirements, and a review of the salient orbit determination results.

Uranian satellite ephemerides were needed by the Voyager project to support both navigation and acquisition of scientific data. This paper outlines the mathematical modeling approach taken to generate those ephemerides and discusses their pre-encounter development, real time updating, and post-encounter refinement. The results presented include the final set of model parameters which generate the ephemerides that best fit the Voyager optical data as well as the earth based observations of the satellites.

The use of synthetic aperture radar (SAR) images to estimate orbital parameters is studied. The SAR image formation process which requires the ability to repeatedly transmit identical signals and accurately sense the return echoes from a region of terrain is described. The orbit determination capabilities of the SAR system's observables are investigated. Five SAR observations were collected from a simulated shuttle orbit, which was circular with a latitude of 220 km and along-track velocity of 7.7 km/sec, to obtain along-track and line-of-sight direction position measurements; the simulation reveals that only three SAR observations were required to determine the position of the spacecraft to within 100 m. A prototype SAR orbit determination system was developed. The system consists of a VAX 11/780 time-shared computer, a frame buffer, topographic maps, and software for line-pixel location of an object within a SAR image and for orbit determination. The prototype is applied to the processing of a single short arc of Shuttle Imaging-Radar-B (SIR-B) data. It is observed that the SAR data is useful as orbit determination or tracking data; however, the low SNRs in the SIR-B data made feature identification difficult.

Voyager radio navigation made use of a differenced rage data type for both Saturn encounters because of the low declination singularity of Doppler data. Nearly simultaneous two-way range from two-station baselines was explicitly differenced to produce this data type. Concurrently, a differential VLBI data type (DDOR), utilizing doubly differenced quasar-spacecraft delays, with potentially higher precision was demonstrated. Performance of these data types is investigated on the Jupiter-to-Saturn leg of Voyager 2. The statistics of performance are presented in terms of actual data noise comparisons and sample orbit estimates. Use of DDOR as a primary data type for navigation to Uranus is discussed.

This paper contains quantitative results and conclusions from the Saturn approach orbit determination for Voyagers 1 and 2. The major topics covered include an overview of the navigation-related requirements and a review of the salient orbit determination results obtained. Special attention is paid to the use of combined spacecraft-based optical observations and earth-based radiometric observations to achieve accurate orbit determination during the Saturn encounter approach phase.
