International audience; Accurate seasonal forecasting of cereal yields is an important decision support tool for countries, such as Morocco, that are not self-sufficient in order to predict, as early as possible, importation needs. This study aims to develop an early forecasting model of cereal yields (soft wheat, barley and durum wheat) at the scale of the agricultural province considering the 15 most productive over 2000–2017 (i.e., 15 × 18 = 270 yields values). To this objective, we built on previous works that showed a tight linkage between cereal yields and various datasets including weather data (rainfall and air temperature), regional climate indices (North Atlantic Oscillation in particular), and drought indices derived from satellite observations in different wavelengths. The combination of the latter three data sets is assessed to predict cereal yields using linear (Multiple Linear Regression, MLR) and non-linear (Support Vector Machine, SVM; Random Forest, RF, and eXtreme Gradient Boost, XGBoost) machine learning algorithms. The calibration of the algorithmic parameters of the different approaches are carried out using a 5-fold cross validation technique and a leave-one-out method is implemented for model validation. The statistical metrics of the models are first analyzed as a function of the input datasets that are used, and as a function of the lead times, from 4 months to 2 months before harvest. The results show that combining data from multiple sources outperformed models based on one dataset only. In addition, the satellite drought indices are a major source of information for cereal prediction when the forecasting is carried out close to harvest (2 months before), while weather data and, to a lesser extent, climate indices, are key variables for earlier predictions. The best models can accurately predict yield in January (4 months before harvest) with an R2 = 0.88 and RMSE around 0.22 t. ha−1. The XGBoost method exhibited the best metrics. Finally, training a specific model separately for each group of provinces, instead of one global model, improved the prediction performance by reducing the RMSE by 10% to 35% depending on the provinces. In conclusion, the results of this study pointed out that combining remote sensing drought indices with climate and weather variables using a machine learning technique is a promising approach for cereal yield forecasting.

In a context of global change, management of water resources between actors with sometimes conflicting objectives should be revisited. Modeling and simulation tools, dedicated to prospective analysis, are being developed at Irstea, in partnership with stakehoders of water management. Hydrological processes are rather well know and modeling and simulation platforms are available for their simulation. However, before they can produce relevant prospective scenarios, several improvments are required, in particular accounting for feedbacks loops between social and physical dynamics. Distributed hydrological modeling enables the simulation of hydrological dynamics considering spatial heterogeneity of the catchments and consequently gives the opportunity to imagine local feedback loops related to human activites. The objectives of the thesis is to couple an existing distributed hydrological model to an agent based model representing social dynamics and driving the local feedback loops related to human activities. We propose to use the theory of situed action (providing a framework to describe individual actions and decisions) and the concept of stigmergy (providing a framework to describe indirect interactions amongst actors) to build the agent based model. In this context, the decision making process of one or several agents is based on the set of actions that he can possibly realize at each moment. this implies to put the focus on the variables of interest of the agent (perceived variables and control variables, including hydrological variables) that are most of the time local variables. Hence, the exercice of coupling the agent model and the hydrological model will consist mainly in defining agents's variables of interest and to relate them to state variables or outputs of the hydrological model. This link will enable to specify local feedback loops related to human activities and furthermore to get spatial simulation outputs matching stakeholders' variables of interest. The scope of the PhD thesis is limited to the main sectors of activity of the two chosen sub-catchments of the Durance river. We will iteratively measure the impact of the implemented local feedback loops on the outputs computed at the scale of the sub-catchment. Nous analyserons au fur et à mesure l'impact des rétroactions locales implémentées sur les sorties calculées à l'échelle du bassin. International audience; In Morocco, cereal production shows high interannual variability due to uncertain rainfall and recurrent drought periods. Considering the socioeconomic importance of cereal for the country, there is a serious need to characterize the impact of drought on cereal yields. In this study, drought is assessed through (1) indices derived from remote sensing data (the vegetation condition index (VCI), temperature condition index (TCI), vegetation health ind ex (VHI), soil moisture condition index (SMCI) and soil water index for different soil layers (SWI)) and (2) key land surface variables (Land Area Index (LAI), soil moisture (SM) at different depths, soil evaporation and plant transpiration) from a Land Data Assimilation System (LDAS) over 2000–2017. A lagged correlation analysis was conducted to assess the relationships between the drought indices and cereal yield at monthly time scales. The VCI and LAI around the heading stage (March-April) are highly linked to yield for all provinces (R = 0.94 for the Khemisset province), while a high link for TCI occurs during the development stage in January-February (R = 0.83 for the Beni Mellal province). Interestingly, indices related to soil moisture in the superficial soil layer are correlated with yield earlier in the season around the emergence stage (December). The results demonstrate the clear added value of using an LDAS compared with using a remote sensing product alone, particularly concerning the soil moisture in the root-zone, considered a key variable for yield production, that is not directly observable from space. The time scale of integration is also discussed. By integrating the indices on the main phenological stages of wheat using a dynamic threshold approach instead of the monthly time scale, the correlation between indices and yield increased by up to 14%. In addition, the contributions of VCI and TCI to VHI were optimized by using yield anomalies as proxies for drought. This study opens perspectives for the development of drought early warning systems in Morocco and over North Africa, as well as for seasonal crop yield forecasting.

International audience; The operation of collective irrigation networks is increasingly constrained by the introduction of new water resource management devices regulating their demand. In France, the 2006 Water Act defined a maximum volume to be withdrawn for irrigation in each river basin where a significant imbalance remains between water supply and demand, leading to a maximum authorized withdrawal for each irrigation structure. In addition, following the 2003 drought, ad hoc drought restrictions were also put in place. These regulatory constraints are in addition to other organizational and operational constraints for farmers. As a result, during an irrigation campaign, the possibilities for operational adjustment of farmers' irrigation schedules are already limited by organizational constraints, and must also take into account new regulatory constraints. Some collective networks are adapting by modifying their organization mode for sharing water between irrigators, by freeing irrigation from the constraints linked to the collective mode of water sharing such as the water daily slot. This is notably the case of the association of irrigators of Aspres-Sur-Buëch, in the Buëch River basin, a tributary of the Durance, which used this mode of sharing for centuries before gradually abandoning it in recent years. This work proposes to study the impact of such a change on the scale of a gravity-fed network that has abandoned the historical mode of sharing by daily slot. The approach mobilizes the WatASit multi-agent model which, based on the affordance concept, allows to integrate a representation of the operational management level during an irrigation campaign. The concept of affordance clarifies the possibilities of action available to actors. Simulation results show that if the abandonment of the water-sharing mode by daily slot effectively allows an increase in irrigation slots, it highlights the inequalities between irrigators in terms of capacity and irrigation abandonment. The change in organization does not impact all irrigators in the same way, depending on the location, especially downstream of the network, and the number of irrigable farm plots of each one.; Le fonctionnement des réseaux d'irrigation collectifs est de plus en plus contraint par l'introduction de nouveaux dispositifs de gestion de la ressource en eau visant à réguler leur demande. Certains réseaux collectifs s'adaptent en modifiant leur mode d'organisation pour le partage de l'eau entre irrigants, de manière à rendre l'irrigation plus flexible dans le temps. Cette étude propose d'évaluer l'impact d'un tel changement à l'échelle d'un réseau gravitaire ayant abandonné le mode de partage historique par tours d'eau. L'approche mobilise le modèle multi-agents WatASit qui, basé sur le concept d'affordance, permet d'intégrer une représentation du niveau de gestion opérationnelle durant une campagne d'irrigation. Le concept d'affordance clarifie les possibilités d'actions offertes aux acteurs. Les résultats de simulations montrent que si l'abandon du mode de partage par tours d'eau permet effectivement une augmentation des créneaux d'irrigation, il met en exergue les inégalités entre irrigants en termes de capacité et d'abandons d'irrigation. Le changement d'organisation n'impacte pas tous les irrigants de la même façon, selon la localisation, notamment en aval du réseau, et le nombre de parcelles irrigables de chacun.

Ice cider is a high value specialty product that was developed in Quebec, Canada. It is typically very sweet and has an intense apple taste due to specific production practices. Other fruit wines can be produced at a lower cost, and there is a need for ice cider authentication methods. An experiment was conducted to determine the uniqueness of ice cider in terms of physico-chemistry. Simple laboratory procedures were considered in addition to infrared and fluorescence spectroscopy. One hundred bottles with vintages from 2001 to 2015 were collected. Besides, 11 comparable apple wines (CAW) were selected, including quiet, fortified, aperitif and fire ciders. In addition, 36 ‘laboratory wines’ (LW) were prepared by mixing various juices, ethanol and sugars. A linear discriminant analysis with variable selection was performed to classify products as ice cider or not. Input variables were results from laboratory test or scores from principal component analysis of spectra. Ninety four percent of ice ciders and 45% of CAW were correctly identified by simple laboratory tests but the method was not specific as 6 LWs were confused with ice cider. Infrared spectroscopy or fluorescence at 280, 330, 415 and 460 nm excitation wavelengths allowed for correct classification of 95% of samples and all LW. Infrared was poor at distinguishing CAW (45% correct classification) while fluorescence was better (73% correct classification). Measuring intrinsic fluorescence represents an opportunity for a simple and low cost instrument for the authentication of ice cider.

Ce document constitue le rapport final rendant compte des travaux réalisés dans le cadre de la convention n°8.033/MPA/SPE du 2 décembre 2008 modifiée et à l’avenant n° 0680 du 2 février 2011 entre l’Ifremer et le ministère des ressources marines de Polynésie Française. Il est mené en collaboration avec le Service de la Pêche de Polynésie (SPE). L’objet de cette convention était : la définition d’un protocole d’abattage et de conditionnement du Paraha peue (Platax orbicularis) d’élevage. Les travaux étaient centrés sur la recherche de la meilleure qualité du poisson et de l’évaluation de son évolution au cours de son stockage en vue du développement de sa filière aquacole en milieu insulaire tropical. Les différentes voies de traitement du produit péri abattage étant évaluées quant à leur impact sur la qualité finale du produit. C’est à ce niveau que se situe l’objet de ce rapport : acquérir les données nécessaires à la filière débutante en vue d’accompagner les futurs aquaculteurs. Le terme qualité désignant à la fois la qualité sanitaire et la qualité organoleptique du produit. Il ne fait pas mention de la qualité nutritionnelle.

Objectif Le projet consistait en la réalisation d’un système de téléopération ‘maître et esclave’ communiquant via le réseau Profibus. On propose de télé-manipuler un robot bilatéral à l’aide d’un joystick. Les données à transmettre de manière bidirectionnelle sont la position et le couple des moteurs. Le matériel utilisé sera le même que celui employé durant le projet de semestre. Résultats Le design choisis pour le robot a été inspiré de celui de la grue. Il est commandé par un joystick ou le retour de force a été réalisé à l’aide d’un moteur à courant continu sur un joystick industriel. Le système est enfin visualiser par un PC avec le logiciel Intouch. Ziel Das Ziel des Projekts war einer Telemanipulation Meister – Sklave zu realisieren. Sie tauschen die Informationen über ein Profibus Netzwerk aus. Die Informationen sind die Lage und das Drehmoment. Die Ausrüstung ist die gleiche wie beim Semester. Resultate Was für den Roboter gewählte Design ähnelt dem eines Krans. Er wird mit einen Joystick gesteuert. Man kann mit einem Motor das Drehmoment fühlen. Man kann das System auch sehen mit dem programm Intouch auf ein computer.

"La ville sans limites" est le titre et l'objet de la recherche menée dans le cadre du programme "architecture de la grande échelle". L'hypothèse initiale est qu'existent des installations humaines faisant ville, au delà de la contiguïté. Cette alternative actuelle, le projet est d'en proposer les conditions théoriques d'analyse et d'en expérimenter les conditions de description. Pour ce faire, l'équipe formée, autour de Patrice Noviant, architecte, urbaniste et historien fait place à la sociologie des organisations et à l'économie politique.

Sommaire. Meme si la constitution canadienne n'a pas ete amendee depuis la seconde guerre mondiale, la structure du federalisme canadien a ete profondement transformee au cours des ans par les differents accords fiscaux conclus entre le gouvernement federal et les provinces. Contrairement a ce que l'on a cru au debut des annees 50, cette transformation s'est faite dans le sens d'une plus grande decentralisation. En effet, le “defi” federal de l'apres-guerre a consistea trouver un equilibre entre les exigences fiscales centralisatrices d'un Etat moderne et les pressions des provinces pour une plus grande deentralisation fiscale. L'article decrit comment les arrangements et les mecanismes mis au point pour assurer un partage equitable des ressources fiscales entre les deux ordres de gouvernement et une egalisation des capacites financieres des provinces ont rendu cette decntralisation possible. L'auteur conclut que le maintien du federalisme exige des reajustements continuels entre des forces de centralisation et de decentralisation dont l'importance relative varie constamment. En ce sens, on peut dire du federalisme qu'il est un compromis toujours en train de se renouveler. Abstract. Although the Canadian constitution has not been amended since the second World War, the structure of Canadian federalism has been transformed over the years through the mechanism of changing fiscal arrangements between the federal government and the provinces. Contrary to what had been expected in the early fifties, the transformation has led to greater decentralization. In fact. the federal ‘challenge’ of the post-war period has been to strike a balance between the centralizing fiscal pressures inherent in the modern state and provincial demands for greater fiscal decentralization. The article describes how the arrangements and the mechanisms developed to achieve equitable sharing of fiscal resources between the two levels of government and an equalization of the financial capacities of the provinces have rendered decentralization possible. The author concludes that the maintenance of federalism requires continual readjustment between underlying forces of centralization and decentralization, the relative importance of which is always in flux. In this respect, federalism may be described as a continuously renewed compromise.

Nous allons montrer que tout système faible de Tchebycheff est voisin d'un système de Tchebycheff. Ce fait permet de prolonger aux systèmes faibles de Tchebycheff plusieurs résultats valides pour les systèmes de Tchebycheff, tels le théorème d'alternance et le théorème de de la Vallée- Poussin qui sont reliés au problème de la meilleure approximation uniforme par une fonction d'un système de Tchebycheff. Il arrive que certaines classes de fonctions splines forment un système faible de Tchebycheff. Pour ces classes, on pourra donc caractériser les meilleures approximations par des propriétés d'alternance de l'écart à la fonction à approcher.
