1. Did You Help? Intervening during Incidents of Sexual Assault among College Student Bystanders

Abstract

Sexual assault continues to plague college campuses despite years of targeted intervention. Recent prevention efforts have focused on the role of bystanders in reducing rates. However, limited work has explored actual intervention behaviors as opposed to intentions to intervene or reasons why individuals might choose not to help. College students (N = 1219; aged 19-62; 66% women) completed an online survey assessing experiences as a bystander witnessing a sexual assault, willingness to intervene, helping behavior, and associated beliefs and attitudes (rape myth attitudes, perceived peer norms, perceived self-efficacy). Fifteen percent witnessed a recent situation that they believed involved sexual assault, and most students (69%) intervened. Lower rape myth endorsement, greater self-efficacy regarding intervening, and greater perceived norms that peers would intervene on behalf of a peer predicted willingness to intervene. A personal history of sexual assault and knowing of another's assault increased the odds of perceiving an assault was underway. Knowing the victim increased the odds of intervening for all groups except men. Reports were compared among students who identified as men, women, heterosexuals, and sexual minorities. This research advances our understanding of how common it is to witness sexual assault, who is willing to intervene, and cognitive-affective barriers to intervention among college students. Specific recommendations for practitioners and educators are provided.

3. British and Irish state responses to militant Irish republicanism, 1968-1971

Abstract

This thesis has as its focus the reactions of the British Government and the Government of the Republic of Ireland to the growth of militant Irish Republicanism and the deteriorating political and social situation in Northern Ireland, during the period 1968-1971. A granular analysis of the various agents of each state allows the complexity of the developing conflict to be shown. What emerges is a picture of strategy and policymaking which emanates from a range of different actors from political, diplomatic, military and civil service spheres. To date, studies of the period have tended to treat the respective states as monolithic; the approach here is to disaggregate, to allow the cross currents ' and purposes of policymaking and strategising, which served the differing agendas of individuals and departments within the states to be fully laid bare. The situation on the ground in Northern Ireland is the backdrop for all state activity, and the analpis offered here of power plays and internal dynamics within the Republican movement itself, shows that movement to be an evolving one during the period, and one which was afforded space to develop and expand by the management of the conflict by the respective states. Northern Ireland, a relative backwater in 1968, was pushed to the top of the political agenda in both Dublin and London, and was on the international stage by 1972. Extensive evidence from primary sources from this crucial period is presented here in an analysis of the activity of the Irish and British States, to gain an understanding of the processes in operation as they reacted to the rapidly-evolving events on the ground.

This document identifies program planning, development, and evaluation issues related to delivering vocational rehabilitation services designed to promote job retention and career advancement for individuals with disabilities. The seven chapters cover the following topics: (1) implications of major work trends for job placement, retention, and advancement; (2) career counseling and theories of work that contribute to client preparation for obtaining, retaining, and advancing in employment; (3) comprehensive assessment activities that can provide a base for case services directed toward employment offering security and chances for advancement; (4) new concepts that impact employment, job retention, and career advancement; (5) training for rehabilitation personnel to develop the knowledge and skills required to assist persons with disabilities in obtaining, maintaining, and advancing in employment; (6) best practice programs which address job retention and career advancement; and (7) challenges to rehabilitation programs, focusing on changes which administrators, employers, and clients need to make in order for services to become established procedures. Appendices provide a summary of work trends and list apprenticeship regional offices, community college associations with innovative programs, state occupational coordinating organizations, and study group members. Abstract

This report explores ramifications of vocational rehabilitation services being provided in independent living programs through tracing the development of disability rights and independent living movements from their inception to the present. Comparisons are drawn between the programmatic approaches of state rehabilitation agencies and independent living programs. A national study of the prevalence of vocational services in independent living programs was conducted. Model programs representing a variety of approaches are described. Specific chapters address the following topics: definitions; historical and legislative perspectives of the disability rights movement; implications of vocational rehabilitation for independent living; implications of independent living for vocational rehabilitation; current employment practices in independent living centers and independent living programs; model employment programs in independent living centers; and future directions and recommendations. Appendices include membership of the study group, the highlights of a report on Centers for Independent Living Programs, the Disabled People's Bill of Rights and Declaration of Independence, a list of interview participants, and the survey instrument used. Abstract

The Tokamak Fusion Test Reactor (TFTR) is a large tokamak which has performed experiments with 50:50 deuterium-tritium fuelled plasmas. Since 1993, TFTR has produced about 1090 D-T plasmas using about 100 grams of tritium and producing about 1.6 GJ of D-T fusion energy. These plasmas have significant populations of 3.5 MeV alphas (the charged D-T fusion product). TFTR research has focused on alpha particle confinement, alpha driven modes, and alpha heating studies. Maximum D-T fusion power production has aided these studies, requiring simultaneously operation at high input heating power and large energy confinement time (to produce the highest temperature and density), while maintaining low impurity content. The principal limitation to the TFTR fusion power production was the disruptive stability limit. Secondary limitations were the confinement time, and limiter power handling capability. © 1997 IOP Publishing Ltd.

Abstract

Experiments in the Tokamak Fusion Test Reactor (TFTR) [Phys. Plasmas 2, 2176 (1995)] have explored several novel regimes of improved tokamak confinement in deuterium–tritium (D–T) plasmas, including plasmas with reduced or reversed magnetic shear in the core and high-current plasmas with increased shear in the outer region (high [formula omitted]). New techniques have also been developed to enhance the confinement in these regimes by modifying the plasma-limiter interaction through in situ deposition of lithium. In reversed-shear plasmas, transitions to enhanced confinement have been observed at plasma currents up to 2.2 MA [formula omitted] accompanied by the formation of internal transport barriers, where large radial gradients develop in the temperature and density profiles. Experiments have been performed to elucidate the mechanism of the barrier formation and its relationship with the magnetic configuration and with the heating characteristics. The increased stability of high-current, high-[formula omitted] plasmas produced by rapid expansion of the minor cross section, coupled with improvement in the confinement by lithium deposition has enabled the achievement of high fusion power, up to 8.7 MW, with D–T neutral beam heating. The physics of fusion alpha-particle confinement has been investigated in these regimes, including the interactions of the alphas with endogenous plasma instabilities and externally applied waves in the ion cyclotron range of frequencies. In D–T plasmas with [formula omitted] and weak magnetic shear in the central region, a toroidal Alfvén eigenmode instability driven purely by the alpha particles has been observed for the first time. The interactions of energetic ions with ion Bernstein waves produced by mode conversion from fast waves in mixed-species plasmas have been studied as a possible mechanism for transferring the energy of the alphas to fuel ions. © 1997, American Institute of Physics. Abstract

Objectives ANCA-associated vasculitis (AAV) can affect all age groups. We aimed to show that differences in disease presentation and 6 month outcome between younger- and older-onset patients are still incompletely understood. Methods We included patients enrolled in the Diagnostic and Classification Criteria for Primary Systemic Vasculitis (DCVAS) study between October 2010 and January 2017 with a diagnosis of AAV. We divided the population according to age at diagnosis: Results A total of 1338 patients with AAV were included: 66% had disease onset at Conclusion Within 6 months of diagnosis of AAV, patients >65 years of age display a different pattern of organ involvement and an increased risk of significant damage and mortality compared with younger patients.

Abstract

For more than half a century, researchers around the world have been engaged in attempts to achieve fusion ignition as a proof of principle of various fusion concepts. Following the Lawson criterion, an ignited plasma is one where the fusion heating power is high enough to overcome all the physical processes that cool the fusion plasma, creating a positive thermodynamic feedback loop with rapidly increasing temperature. In inertially confined fusion, ignition is a state where the fusion plasma can begin "burn propagation" into surrounding cold fuel, enabling the possibility of high energy gain. While "scientific breakeven" (i.e., unity target gain) has not yet been achieved (here target gain is 0.72, 1.37 MJ of fusion for 1.92 MJ of laser energy), this Letter reports the first controlled fusion experiment, using laser indirect drive, on the National Ignition Facility to produce capsule gain (here 5.8) and reach ignition by nine different formulations of the Lawson criterion.

Abstract

This manual is designed for use by staff development personnel and other trainers in presenting an orientation to independent living programing for rehabilitation agencies and other human service organizations. The three chapters in unit 1 define independent living, identify the major historic events contributing to the development of independent living, and provide detailed information on significant legislation. Unit 2 addresses development and management of independent living programs. Its five chapters describe models for independent living programs; discuss generic services commonly found in independent living programs; consider staff positions, duties, and responsibilities; overview the role and function of the rehabilitation counselor in independent living settings; and identify evaluation criteria. The first chapter in the closing unit focuses on vocational rehabilitation and reviews the rationale for the independent living rehabilitation services to be provided by state vocational rehabilitation agencies. The final chapter of the manual highlights a number of important concerns in independent living. The issues are phrased in the form of questions to stimulate discussion leading to identification of alternative solutions or recommendations. Abstract

This report provides guidelines for Client Assistance Programs (CAPs), established to assist applicants and clients of programs and facilities funded under the Rehabilitation Act of 1973. This report developed out of a study to provide information to increase cooperative approaches of benefit to both programs and clients and to create training materials for CAP and rehabilitation program personnel. The first chapter looks at the history of CAPs with emphasis on provisions and implementation of the Rehabilitation Act of 1973. The second chapter presents a description of the CAP program within the rehabilitation system. Considered in the third chapter are CAP program implementation and the service delivery system. Included are definitions of types of CAP services, the CAP process, and systems advocacy services. Program results are reported in the fourth chapter which presents a summary of CAP appropriations and number of clients served, CAP case examples, and information on system changes and legal developments. Current practice issues are identified in Chapter V. These include: monitoring CAPs; evaluation standards; the appeals process; impartial hearing officer; CAPs funding level and resources; and use of systems advocacy. Abstract

This guide is intended to aid rehabilitation agencies to plan, develop, and implement disability management programs. The study group which developed the guide looked at the impact of such programs on employers as well as on employees who become disabled. Chapter 1 provides a historical overview of disability management including motivating factors for disability management programs, program development, disability management and labor unions, and relevant legislation. Chapter 2 is on defining disability management and covers key premises of disability management and definitions. Considered in Chapter 3 are stakeholders in disability management including vocational rehabilitation, employers, and employees with a disability. Disability management models and industrial and agency applications are presented in Chapter 4. Exemplary programs are briefly described and suggestions offered to vocational rehabilitation agencies of methods for interfacing with disability management in business and industry. Chapter 5 offers strategies, positions, and options for vocational rehabilitation agencies. These include: the non-involvement option; the reactive option; and the proactive option, which requires changes in approaches to service delivery. The final chapter provides specific guidance on using this document as a basis for administrative decision making and program development regarding disability management programs at the workplace. 37. Energy solution or future pollution? Applying an energy justice perspective to coal seam gas in New South Wales

Abstract

The emergence of an unconventional extractive industry of coal seam gas (CSG) in New South Wales, Australia has caused a range of social tensions. Although the industry has generally received strong support from state-level governments across Australia, an eclectic social movement has arisen in opposition. Critical questions of justice have emerged in these debates about CSG, particularly about the ‘winners' and ‘losers' that would emerge should large-scale CSG extraction be introduced into New South Wales. However, the question of justice in relation to CSG extraction is not altogether so simple. Actors on all sides of CSG development have mobilised the language of justice in their claims about this energy source in sophisticated ways and at different scales. In this paper, we draw upon ‘energy justice’ scholarship to tease out different energy justice dimensions of the CSG debate in New South Wales. We show how there are significant issues that will likely intensify regarding the recognition of different forms of knowledge, the access citizens have to forms of decision-making, and the risks that span geographic and temporal scales. We argue that it is vital to appreciate the significant and interrelated injustices faced by those challenging the industry.

Abstract

The authors are investigating self-complementary adeno-associated virus (scAAV) as a vector for intra-articular gene-delivery of interleukin-1 receptor antagonist (IL-1Ra), and its therapeutic capacity in the treatment of osteoarthritis (OA). To model gene transfer on a scale proportional to the human knee, a frequent site of OA incidence, studies were focused on the joints of the equine forelimb. Using AAV2.5 capsid and equine IL-1Ra as a homologous transgene, a functional ceiling dose of ∼5 × 10(12) viral genomes was previously identified, which elevated the steady state levels of eqIL-1Ra in synovial fluids by >40-fold over endogenous production for at least 6 months. Here, using an osteochondral fragmentation model of early OA, the functional capacity of scAAV.IL-1Ra gene-delivery was examined in equine joints over a period of 12 weeks. In the disease model, transgenic eqIL-1Ra expression was several fold higher than seen previously in healthy joints, and correlated directly with the severity of joint pathology at the time of treatment. Despite wide variation in expression, the steady-state eqIL-1Ra in synovial fluids exceeded that of IL-1 by >400-fold in all animals, and a consistent treatment effect was observed. This included a 30–40% reduction in lameness and ∼25% improvement in total joint pathology by both magnetic resonance imaging and arthroscopic assessments, which included reduced joint effusion and synovitis, and improved repair of the osteochondral lesion. No vector-related increase in eqIL-1Ra levels in blood or urine was noted. Cumulatively, these studies in the equine model indicate scAAV.IL-1Ra administration is reasonably safe and capable of sustained therapeutic IL-1Ra production intra-articularly in joints of human scale. This profile supports consideration for human testing in OA.
