This qualitative and exploratory study aimed to understand social participation experiences in the context of Primary Health Care (PHC). Data was collected through participant observation, interviews, and field diary in the context of three Family Health Strategy (ESF) services in a municipality in southern Brazil. Different participation arrangements were observed in each ESF, mainly regarding the collective forces created, social organizations, and partnerships or their absence. Using the concept of social subject and its relational ethos, the thematic analysis discussed the most significant points of this experience in the categories: Social participation formalized in the Local Health Councils (CLS); and Singularities of the daily life of ESF as a way of effecting social participation. Building partnerships with different sectors of the municipality was important to increase the engagement of communities in actions to improve health in the territories, in addition to the relevance of legitimate representations in the spaces of CLS and the role of health teams in promoting participatory actions. The implications of the lockdown on collective activities in the ESF during the COVID-19 pandemic and the current need to retake these spaces were also discussed. [ABSTRACT FROM AUTHOR]
