Desde el año 2008 se han realizado labores de extracción minera, específicamente de material de arrastre, en el Río Garagoa. Esto, gracias a una Licencia Minera que fue otorgada por el Gobierno Nacional a un privado y que, según la comunidad, se expidió sin una previa socialización o acta de concertación. De igual modo, la Corporación Autónoma Regional de Chivor, de ahora en adelante Corpochivor, expidió la Licencia Ambiental que le da el aval a la empresa minera para realizar las labores de extracción. No obstante, los habitantes de Garagoa aseguran que esto nunca se habló con la comunidad y que no se tuvieron en cuenta las consecuencias que esto acarrearía para el ecosistema y la población aledaña. La extracción de piedras afecta gravemente el cauce natural del río, lo que a su vez debilita el terreno, sobre todo en época de lluvias, y ocasiona deslizamientos que se llevan parte de la tierra perteneciente a las fincas de muchos de los habitantes, lo que los obliga a correr sus cercas para evitar que el ganado resbale y muera. Asimismo, algunas de las especies de peces más representativas de la región se han extinguido debido a la extracción minera. Por esta razón, la presente investigación tiene como eje central interpelar a las autoridades regionales y nacionales con respecto a las afectaciones socio ambientales y conocer los planes y acciones realizadas para mitigar el impacto de la explotación minera del Río Garagoa en el Departamento de Boyacá. Se trabajará una metodología mixta, en la que se realizarán entrevistas, diario de campo, revisión de documentos y recopilación de datos. Since 2008, mining extraction work has been carried out, specifically dragging material, in the Garagoa River. This, thanks to a mining license that was granted by the National Government to a private party and that, according to the community, was issued without prior communication or agreement. Similarly, the Regional Autonomous Corporation of Chivor, from now on Corpochivor, issued the environmental license that endorses the mining company to carry out the extraction work. However, the inhabitants of Garagoa assure that this was never discussed with the community and that the consequences that this would have for the ecosystem and the surrounding population were not taken into account. The extraction of stones seriously affects the natural course of the river, which in turn weakens the land, especially during the rainy season, and causes landslides that take away part of the land belonging to the farms of many of the inhabitants, which he forces them to run their fences to prevent the cattle from slipping to their deaths. Likewise, some of the most representative fish species in the region have become extinct due to mining extraction. For this reason, the present investigation has as its central axis to question the regional and national authorities regarding the socio-environmental effects and to know the plans and actions carried out to mitigate the impact of the mining exploitation of the Garagoa River in the Department of Boyacá.
