Search

This report highlights the findings of the sixteenth survey of states conducted by the National Center on Educational Outcomes (NCEO). It has been administered for more than three decades to collect information from states about the participation and performance of students with disabilities in the assessments that comprise the comprehensive assessment system. Topics addressed included: accessibility and accommodations, alternate assessments based on alternate academic achievement standards (AA-AAAS), interim assessments, accountability, English learners with disabilities, technology, graduation requirements, State Systemic Improvement Plans (SSIPs)/State-identified Measurable Results (SiMRs), family engagement, and technical assistance needs.

The Cryogenic Underground Observatory for Rare Events (CUORE) is a detector array comprised by 988 5$\;$cm$\times$5$\;$cm$\times$5$\;$cm TeO$_2$ crystals held below 20 mK, primarily searching for neutrinoless double-beta decay in $^{130}$Te. Unprecedented in size amongst cryogenic calorimetric experiments, CUORE provides a promising setting for the study of exotic through-going particles. Using the first tonne-year of CUORE's exposure, we perform a search for hypothesized fractionally charged particles (FCPs), which are well-motivated by various Standard Model extensions and would have suppressed interactions with matter. No excess of FCP candidate tracks is observed over background, setting leading limits on the underground FCP flux with charges between $e/24-e/5$ at 90\% confidence level. Using the low background environment and segmented geometry of CUORE, we establish the sensitivity of tonne-scale sub-Kelvin detectors to diverse signatures of new physics., Comment: 7 pages, 5 figures

Diamond is a promising platform for quantum information processing as it can host highly coherent qubits that could allow for the construction of large quantum registers. A prerequisite for such devices is a coherent interaction between nitrogen vacancy (NV) electron spins. Entanglement between dipolar-coupled NV spin pairs has been demonstrated, but with a limited entanglement fidelity and its error sources have not been characterized. Here, we design and implement a robust, easy to implement entangling gate between NV spins in diamond and quantify the influence of multiple error sources on the gate performance. Experimentally, we demonstrate a record gate fidelity of $F=(96.0 \pm 2.5)$ % under ambient conditions. Our identification of the dominant errors paves the way towards NV-NV gates beyond the error correction threshold.

We present the model we developed to reconstruct the CUORE radioactive background based on the analysis of an experimental exposure of 1038.4 kg yr. The data reconstruction relies on a simultaneous Bayesian fit applied to energy spectra over a broad energy range. The high granularity of the CUORE detector, together with the large exposure and extended stable operations, allow for an in-depth exploration of both spatial and time dependence of backgrounds. We achieve high sensitivity to both bulk and surface activities of the materials of the setup, detecting levels as low as 10 nBq kg$^{-1}$ and 0.1 nBq cm$^{-2}$, respectively. We compare the contamination levels we extract from the background model with prior radio-assay data, which informs future background risk mitigation strategies. The results of this background model play a crucial role in constructing the background budget for the CUPID experiment as it will exploit the same CUORE infrastructure.

The matter-antimatter asymmetry underlines the incompleteness of the current understanding of particle physics. Neutrinoless double-beta ($0\nu \beta\beta$) decay may help explain this asymmetry, while unveiling the Majorana nature of the neutrino. The CUORE experiment searches for $0\nu \beta\beta$ decay of $^{130}$Te using a tonne-scale cryogenic calorimeter operated at milli-kelvin temperatures. We report no evidence for $0\nu \beta\beta$ decay and place a lower limit on the half-life of T$_{1/2}$ $>$ 3.8 $\times$ 10$^{25}$ years (90% C.I.) with over 2 tonne$\cdot$year TeO$_2$ exposure. The tools and techniques developed for this result and the 5 year stable operation of nearly 1000 detectors demonstrate the infrastructure for a next-generation experiment capable of searching for $0\nu \beta\beta$ decay across multiple isotopes.

The Continuous Learning (CL) paradigm consists of continuously evolving the parameters of the Deep Neural Network (DNN) model to progressively learn to perform new tasks without reducing the performance on previous tasks, i.e., avoiding the so-called catastrophic forgetting. However, the DNN parameter update in CL-based autonomous systems is extremely resource-hungry. The existing DNN accelerators cannot be directly employed in CL because they only support the execution of the forward propagation. Only a few prior architectures execute the backpropagation and weight update, but they lack the control and management for CL. Towards this, we design a hardware architecture, TinyCL, to perform CL on resource-constrained autonomous systems. It consists of a processing unit that executes both forward and backward propagation, and a control unit that manages memory-based CL workload. To minimize the memory accesses, the sliding window of the convolutional layer moves in a snake-like fashion. Moreover, the Multiply-and-Accumulate units can be reconfigured at runtime to execute different operations. As per our knowledge, our proposed TinyCL represents the first hardware accelerator that executes CL on autonomous systems. We synthesize the complete TinyCL architecture in a 65 nm CMOS technology node with the conventional ASIC design flow. It executes 1 epoch of training on a Conv + ReLU + Dense model on the CIFAR10 dataset in 1.76 s, while 1 training epoch of the same model using an Nvidia Tesla P100 GPU takes 103 s, thus achieving a 58x speedup, consuming 86 mW in a 4.74 mm2 die.

This report contains the proceedings of a forum held on June 28, 2023 in New Orleans, Louisiana, to discuss issues surrounding meaningful accessibility of assessments. The forum was a post-session to the Council of Chief State School Officers (CCSSO) National Conference on Student Assessment (NCSA) and was a collaboration of the "Assessment, Standards, and Education for Students with Disabilities" (ASES) Collaborative and the National Center on Educational Outcomes (NCEO). A specific goal of the forum was to gather representatives from state education agencies (SEAs), assessment vendors, assistive technology experts, and others to discuss the meaningful accessibility of assessments and to identify possible solutions to the challenges that students face when accessing assessments. [This report is a result of a collaboration with the Assessment, Standards, and Education for Students with Disabilities (ASES) Collaborative.]

This Brief provides an overview of how students' insights on the usefulness and feasibility of various accessibility features and accommodations should be taken into account when identifying accessibility features and accommodations for instruction and assessment. Students are often the best source of information about their strengths and needs, and what helps. This Brief uses synthesized and summarized research NCEO conducted on the perceptions of students with disabilities regarding accommodations between 1999 and 2021, and provides suggestions for soliciting students' perceptions on accommodations and involving them in advocating for their needs.

Decoherence-protected spins associated with nitrogen-vacancy color centers in diamond possess remarkable long coherence time, which make them one of the most promising and robust quantum registers. The current demand is to explore practical rapid control strategies for preparing and manipulating the such register. Our work provides all-microwave control strategies optimized using multiple optimization methods to significantly reduce the processing time by $80\%$ with a set of smooth near-zero-endpoints control fields that are shown to be experimentally realizable. Furthermore, we optimize and analyze the robustness of these strategies under frequency and amplitude imperfections of the control fields, during which process we use only $16$ samples to give a fair estimation of the robustness map with $2500$ pixels. Overall, we provide a ready-to-implement recipe to facilitate high-performance information processing via decoherence-protected quantum register for future quantum technology applications., Comment: 11 pages, 10 figures

This report provides an update on the state of the research on testing accommodations. Previous reports by the National Center on Educational Outcomes (NCEO) have covered research published since 1999. In this report, we summarize the research published in 2020. During 2020, 11 research studies addressed testing accommodations in the U.S. K-12 education system. The research also highlights important emerging issues including the role of technology in facilitating accessibility for students with disabilities through built-in accommodations and in considering needed practices for applying technologies. We report on the results obtained with the global CUPID-0 background model, which combines the data collected in the two measurement campaigns for a total exposure of 16.6 kg$\times$yr. We identify with improved precision the background sources in the region of interest for neutrinoless double $\beta$-decay, making more solid the foundations for the background budget of the next-generation CUPID experiment. Relying on the excellent data reconstruction, we measure the two-neutrino double $\beta$-decay half-life of $^{82}$Se with unprecedented accuracy: $T_{1/2}^{2\nu} = [8.69 \pm 0.05 \textrm{(stat.)}~^{+0.09}_{-0.06} \textrm{(syst.)}] \times 10^{19}~\textrm{yr}$.

This report provides an update on the state of the research on testing accommodations. Previous reports by the National Center on Educational Outcomes (NCEO) have covered research published since 1999. In this report, we summarize the research published in 2019. During 2019, 11 research studies were published on the topic of testing accommodations in the U.S. elementary and secondary education system. [For the 2018 report, see ED613024.]

CUPID is a next-generation bolometric experiment aiming at searching for neutrinoless double-beta decay with ~250 kg of isotopic mass of $^{100}$Mo. It will operate at $\sim$10 mK in a cryostat currently hosting a similar-scale bolometric array for the CUORE experiment at the Gran Sasso National Laboratory (Italy). CUPID will be based on large-volume scintillating bolometers consisting of $^{100}$Mo-enriched Li$_2$MoO$_4$ crystals, facing thin Ge-wafer-based bolometric light detectors. In the CUPID design, the detector structure is novel and needs to be validated. In particular, the CUORE cryostat presents a high level of mechanical vibrations due to the use of pulse tubes and the effect of vibrations on the detector performance must be investigated. In this paper we report the first test of the CUPID-design bolometric light detectors with NTD-Ge sensors in a dilution refrigerator equipped with a pulse tube in an above-ground lab. Light detectors are characterized in terms of sensitivity, energy resolution, pulse time constants, and noise power spectrum. Despite the challenging noisy environment due to pulse-tube-induced vibrations, we demonstrate that all the four tested light detectors comply with the CUPID goal in terms of intrinsic energy resolution of 100 eV RMS baseline noise. Indeed, we have measured 70--90 eV RMS for the four devices, which show an excellent reproducibility. We have also obtained outstanding energy resolutions at the 356 keV line from a $^{133}$Ba source with one light detector achieving 0.71(5) keV FWHM, which is -- to our knowledge -- the best ever obtained when compared to $\gamma$ detectors of any technology in this energy range., Comment: Prepared for submission to JINST; 16 pages, 7 figures, and 1 table

An array of twelve 0.28 kg lithium molybdate (LMO) low-temperature bolometers equipped with 16 bolometric Ge light detectors, aiming at optimization of detector structure for CROSS and CUPID double-beta decay experiments, was constructed and tested in a low-background pulse-tube-based cryostat at the Canfranc underground laboratory in Spain. Performance of the scintillating bolometers was studied depending on the size of phonon NTD-Ge sensors glued to both LMO and Ge absorbers, shape of the Ge light detectors (circular vs. square, from two suppliers), in different light collection conditions (with and without reflector, with aluminum coated LMO crystal surface). The scintillating bolometer array was operated over 8 months in the low-background conditions that allowed to probe a very low, $\mu$Bq/kg, level of the LMO crystals radioactive contamination by $^{228}$Th and $^{226}$Ra., Comment: Prepared for submission to JINST; 23 pages, 9 figures, and 4 tables

NV center is one of the most promising platforms in the field of quantum sensing. Magnetometry based on NV center, especially, has achieved a concrete development in regions of biomedicine and medical diagnostics. Improving the sensitivity of NV center sensor under wide inhomogeneous broadening and filed amplitude drift is one crucial issue of continuous concern, which relies on the coherent control of NV center with higher average fidelity. Quantum optimal control (QOC) methods provide access to this target, nevertheless the high time consumption of current methods due to the large number of needful sample points as well as the complexity of the parameter space has hindered their usability. In this paper we propose the Bayesian estimation phase-modulated (B-PM) method to tackle this problem. In the case of state transforming of NV center ensemble, the B-PM method reduces the time consumption by more than $90\%$ compared to the conventional standard Fourier base (SFB) method while increasing the average fidelity from $0.894$ to $0.905$. In AC magnetometry scenery, the optimized control pulse given by B-PM method achieves a eight-fold extension of the coherence time $T_2$ compared to rectangular $\pi$ pulse. Similar application can be made in other sensing situations. As a general algorithm, the B-PM method can be further extended to open- and closed-loop optimization of complex systems based on a variety of quantum platforms.

Quantum optimal control includes the family of pulse-shaping algorithms that aim to unlock the full potential of a variety of quantum technologies. Our Quantum Optimal Control Suite (QuOCS) unites experimental focus and model-based approaches in a unified framework. The easy usage and installation of QuOCS and the availability of various combinable optimization strategies is designed to improve the performance of many quantum technology platforms, such as color defects in diamond, superconducting qubits, atom- or ion-based quantum computers. It can also be applied to the study of more general phenomena in physics. In this paper, we describe the software and the main toolbox of gradient-free and gradient-based algorithms. We then show how the user can connect it to their experiment. In addition, we provide illustrative examples where our optimization suite solves typical quantum optimal control problems, in both open- and closed-loop settings. Integration into existing experimental control software is already provided for the experiment control software Qudi [J. M. Binder et al., SoftwareX, 6, 85-90, (2017)], and further extensions are investigated and highly encouraged. We present the first search for the Majoron-emitting modes of the neutrinoless double $\beta$ decay ($0\nu\beta\beta\chi_0$) using scintillating cryogenic calorimeters. We analysed the CUPID-0 Phase I data using a Bayesian approach to reconstruct the background sources activities, and evaluate the potential contribution of the $^{82}$Se $0\nu\beta\beta\chi_0$. We considered several possible theoretical models which predict the existence of a Majoron-like boson coupling to the neutrino. The energy spectra arising from the emission of such bosons in the neutrinoless double $\beta$ decay have spectral indices $n=$ 1, 2, 3 or 7. We found no evidence of any of these decay modes, setting a lower limit (90% of credibility interval) on the half-life of 1.2 $\times$ 10$^{23}$ yr in the case of $n=$ 1, 3.8 $\times$ 10$^{22}$ yr for $n=$ 2, 1.4 $\times$ 10$^{22}$ yr for $n=$ 3 and 2.2 $\times$ 10$^{21}$ yr for $n=$ 7. These are the best limits on the $0\nu\beta\beta\chi_0$ half-life of the $^{82}$Se, and demonstrate the potentiality of the CUPID-0 technology in this field.

In this paper, the linear stability theory of an incompressible asymptotic suction boundary layer was studied. A small disturbance was introduced spatially in a streamwise direction to the laminar base flow with various wavenumber $\alpha = 0.01 - 0.3$ to investigate its temporal stability. A spectral collocation method was used to solve the fourth-order ordinary differential equation (ODE) of the generalized eigenvalues problem. From the neutral stability curve, the result showed that the critical Reynolds number occurred at $Re_{c}= 47145$ for $\alpha=0.161$. By taking into account that the disturbance traveled in spanwise direction, the transition can be delayed.

The National Center on Educational Outcomes (NCEO) held a virtual meeting of an Interim Assessment Advisory Panel on February 16 and 17, 2021, to tap into the panel members' collective knowledge about using interim assessments to support valid interpretations of what students with disabilities know and can do. The panel represented psychometricians, researchers knowledgeable about students with disabilities, state education agency (SEA) assessment and special education leaders, local education agency (LEA) leaders, and parents. The meeting purpose was to develop and disseminate guidance to state departments of education on how to enable all students with disabilities, including students with the most significant cognitive disabilities and English learners with disabilities, to participate in interim assessments in ways that yield valid inferences of what they know and can do. This report summarizes both the overview information provided to meeting participants and the advisors' discussions in the form of takeaways.

The Cryogenic Underground Observatory for Rare Events (CUORE) is the most sensitive experiment searching for neutrinoless double-beta decay ($0\nu\beta\beta$) in $^{130}\text{Te}$. CUORE uses a cryogenic array of 988 TeO$_2$ calorimeters operated at $\sim$10 mK with a total mass of 741 kg. To further increase the sensitivity, the detector response must be well understood. Here, we present a non-linear thermal model for the CUORE experiment on a detector-by-detector basis. We have examined both equilibrium and dynamic electro-thermal models of detectors by numerically fitting non-linear differential equations to the detector data of a subset of CUORE channels which are well characterized and representative of all channels. We demonstrate that the hot-electron effect and electric-field dependence of resistance in NTD-Ge thermistors alone are inadequate to describe our detectors' energy dependent pulse shapes. We introduce an empirical second-order correction factor in the exponential temperature dependence of the thermistor, which produces excellent agreement with energy-dependent pulse shape data up to 6 MeV. We also present a noise analysis using the fitted thermal parameters and show that the intrinsic thermal noise is negligible compared to the observed noise for our detectors., Comment: 34 pages, 14 figures, 6 tables

The Cryogenic Underground Observatory for Rare Events (CUORE) at Laboratori Nazionali del Gran Sasso of INFN in Italy is an experiment searching for neutrinoless double beta (0$\nu\beta\beta$) decay. Its main goal is to investigate this decay in $^{130}$Te, but its ton-scale mass and low background make CUORE sensitive to other rare processes as well. In this work, we present our first results on the search for \nbb decay of $^{128}$Te, the Te isotope with the second highest natural isotopic abundance. We find no evidence for this decay, and using a Bayesian analysis we set a lower limit on the $^{128}$Te \nbb decay half-life of T$_{1/2} > 3.6 \times 10^{24}$ yr (90\% CI). This represents the most stringent limit on the half-life of this isotope, improving by over a factor 30 the previous direct search results, and exceeding those from geochemical experiments for the first time.

The nitrogen-vacancy (NV) center spin represents an appealing candidate for quantum information processing. Besides the widely used microwave control, its coherent manipulation may also be achieved using laser as mediated by the excited energy levels. Nevertheless, the multiple levels of the excited state of NV center spin make the coherent transition process become complex and may affect the fidelity of coherent manipulation. Here, we adopt the strategy of optimal quantum control to accelerate coherent state transfer in the ground state manifold of NV center spin using laser. The results demonstrate improved performance in both the speed and the fidelity of coherent state transfer which will be useful for optical control of NV center spin in diamond.

CUORE is a large scale cryogenic experiment searching for neutrinoless double beta decay ($0\nu\beta\beta$) in $^{130}$Te. The CUORE detector is made of natural tellurium, providing the possibility of rare event searches on isotopes other than $^{130}$Te. In this work we describe a search for neutrinoless positron emitting electron capture ($0\nu\beta^+EC$) decay in $^{120}$Te with a total TeO$_2$ exposure of 355.7 kg $\cdot$ yr, corresponding to 0.2405 kg $\cdot$ yr of $^{120}$Te. Albeit $0 \nu \beta\beta$ with two final state electrons represents the most promising channel, the emission of a positron and two 511-keV $\gamma$s make $0\nu\beta^+EC$ decay signature extremely clear. To fully exploit the potential offered by the detector modularity we include events with different topology and perform a simultaneous fit of five selected signal signatures. Using blinded data we extract a median exclusion sensitivity of $3.4 \cdot 10^{22}$ yr at 90% Credibility Interval (C.I.). After unblinding we find no evidence of $0\nu\beta^+EC$ signal and set a 90% C.I. Bayesian lower limit of $2.9 \cdot 10^{22}$ yr on $^{120}$Te half-life. This result improves by an order of magnitude the existing limit from the combined analysis of CUORE-0 and Cuoricino.

Current experiments to search for broken lepton-number symmetry through the observation of neutrinoless double-beta decay ($0\mathrm{\nu\beta\beta}$) provide the most stringent limits on the Majorana nature of neutrinos and the effective Majorana neutrino mass ($m_{\beta\beta}$). The next-generation experiments will focus on the sensitivity to the $0\mathrm{\nu\beta\beta}$ half-life of $\mathcal{O}(10^{27}$--$10^{28}$~years$)$ and $m_{\beta\beta}\lesssim15$~meV, which would provide complete coverage of the so-called Inverted Ordering region of the neutrino mass parameter space. By taking advantage of recent technological breakthroughs, new, future calorimetric experiments at the 1-ton scale can increase the sensitivity by at least another order of magnitude, exploring the large fraction of the parameter space that corresponds to the Normal neutrino mass ordering. In case of a discovery, such experiments could provide important insights toward a new understanding of the mechanism of $0\mathrm{\nu\beta\beta}$. We present here a series of projects underway that will provide advancements in background reduction, cryogenic readout, and physics searches beyond $0\mathrm{\nu\beta\beta}$, all moving toward the next-to-next generation CUPID-1T detector., Comment: contribution to Snowmass 2021

CUPID will be a next generation experiment searching for the neutrinoless double $\beta$ decay, whose discovery would establish the Majorana nature of the neutrino. Based on the experience achieved with the CUORE experiment, presently taking data at LNGS, CUPID aims to reach a background free environment by means of scintillating Li$_{2}$$^{100}$MoO$_4$ crystals coupled to light detectors. Indeed, the simultaneous heat and light detection allows us to reject the dominant background of $\alpha$ particles, as proven by the CUPID-0 and CUPID-Mo demonstrators. In this work we present the results of the first test of the CUPID baseline module. In particular, we propose a new optimized detector structure and light sensors design to enhance the engineering and the light collection, respectively. We characterized the heat detectors, achieving an energy resolution of (5.9 $\pm$ 0.2) keV FWHM at the $Q$-value of $^{100}$Mo (about 3034 keV). We studied the light collection of the baseline CUPID design with respect to an alternative configuration which features gravity-assisted light detectors' mounting. In both cases we obtained an improvement in the light collection with respect to past measures and we validated the particle identification capability of the detector, which ensures an $\alpha$ particle rejection higher than 99.9%, fully satisfying the requirements for CUPID., Comment: 10 pages, 5 figures
