With the intensification of global climate change, low-carbon energy has become a hot topic, and governments around the world are implementing corresponding policies to promote its use. This research first establishes a Multi-universe Quantum Harmony Search-Algorithm Dynamic Fuzzy System Ensemble (MUQHS-DMFSE) composite model for carbon emission prediction. This model combines the MUQHS algorithm with the DMFSE method by designing the workflow of the MUQHS algorithm, creating a DMFSE composite prediction model, introducing a sliding factor matrix, and using the MUQHS algorithm to search for the optimal sliding factors, thus obtaining optimized prediction values. In the research on low-carbon economic development, the research applies the Data Envelopment Analysis (DEA) method and establishes Charnes-Cooper-Rhodes (CCR) and Banker-Charnes-Cooper (BCC) models to assess the technical efficiency, pure technical efficiency, and scale efficiency of decision-making units. This research also uses the BCC model to project the production frontier and calculate input redundancy and output gap rates, and evaluate low-carbon economic development. Through the establishment and application of these two models, the research achieves carbon emission prediction and low-carbon economic analysis, validating the feasibility of the research methodology. The results show that the composite model can effectively predict carbon emissions, with a Mean Absolute Percentage Error (MAPE) below 3.5% and Mean Absolute Error (MAE) and Root Mean Square Error (RMSE) below 200 tons, demonstrating the feasibility and accuracy of the model. The research on low-carbon economic development in S Province based on the DEA method reveals the need for energy structure adjustment, clean and renewable energy promotion, control of carbon emissions, and optimization of industrial structure with a focus on developing the tertiary industry. Therefore, the use of artificial intelligence and big data analysis can provide more precise insights into the trends and patterns of low-carbon economic development, as well as more effective predictions of future energy demand and resource supply, offering high practical value and scientific significance.

Introduction. The construction of capital construction facilities is a complex organizational and technological task, providing for the execution of a complex of construction and installation works, as well as organizational and technological interaction of all construction participants, including with the aim of prompt management of risks arising during construction with varying degrees of intensity and danger.Materials and methods. One of the main conditions for ensuring organizational and technological reliability in the construction industry is the full and timely provision of all types of resources, which at the current stage is not always an effectively solved scientific and practical task, due to the high level of various risks.Results. The results of the adverse consequences of the risks have a very negative and significant impact on such construction issues as compliance with the deadlines for the work, optimization of the cost of the facility at all stages of its construction, ensuring the specified quality of construction and installation. In this regard, ensuring organizational and technological reliability (OTR) of construction based on an effective resource support system, taking into account risks, is an urgent and important task.Discussion and conclusion. Consideration of the impact of construction resource supply factors is important for taking into account the risk and its consequences, as a quantitative measure to assess the negative or favorable scenario of construction progress. Assessment of various factors of resource supply will make it possible to more accurately assess the organizational and technological reliability of construction.

An interdisciplinary approach to management allows for the integration of knowledge and tools of different fields of science into a unified methodology in order to improve the efficiency of resource management of different kinds of systems. In the conditions of global transformations, it is economic systems that have been significantly affected by external destabilizing factors. This determines the focus of attention on the need to develop tools for the modeling and optimization of economic systems, both in terms of organizational structure and in the context of resource management. The purpose of this review study is to identify the current gaps (shortcomings) in the scientific literature devoted to the issues of the modeling and optimization of economic systems using the tools of mass service theory. This article presents a critical analysis of approaches for the formulation of provisions on mass service systems in the context of resource management. On the one hand, modern works are characterized by the inclusion of an extensive number of random factors that determine the performance and efficiency of economic systems: the probability of delays and interruptions in mobile networks; the integration of order, inventory, and production management processes; the cost estimation of multi-server system operation; and randomness factors, customer activity, and resource constraints, among others. On the other hand, controversial points are identified. The analytical study carried out allows us to state that the prevailing majority of mass service models applied in relation to economic systems and resource supply optimization are devoted to Markov chain modeling. In terms of the chronology of the problems studied, there is a marked transition from modeling simple systems to complex mass service networks. In addition, we conclude that the complex architecture of modern economic systems opens up a wide research field for finding a methodology for assessing the dependence of the enterprise performance on the effect of optimization provided by using the provisions of mass service theory. As biodiversity loss accelerates globally, understanding environmental influence over biodiversity-ecosystem functioning (BEF) relationships becomes crucial for ecosystem management. Theory suggests that resource supply affects the shape of BEF relationships, but this awaits detailed investigation in marine ecosystems. Here, we use deep-sea chemosynthetic methane seeps and surrounding sediments as natural laboratories in which to contrast relationships between BEF proxies along with a gradient of trophic resource availability (higher resource methane seep, to lower resource photosynthetically fuelled deep-sea habitats). We determined sediment fauna taxonomic and functional trait biodiversity, and quantified bioturbation potential (BPc), calcification degree, standing stock and density as ecosystem functioning proxies. Relationships were strongly unimodal in chemosynthetic seep habitats, but were undetectable in transitional 'chemotone' habitats and photosynthetically dependent deep-sea habitats. In seep habitats, ecosystem functioning proxies peaked below maximum biodiversity, perhaps suggesting that a small number of specialized species are important in shaping this relationship. This suggests that absolute biodiversity is not a good metric of ecosystem 'value' at methane seeps, and that these deep-sea environments may require special management to maintain ecosystem functioning under human disturbance. We promote further investigation of BEF relationships in non-traditional resource environments and emphasize that deep-sea conservation should consider 'functioning hotspots' alongside biodiversity hotspots.

Regional financial resource provision depends on the capabilities (potential) of the subject of the Russian Federation and determines the main opportunities for the development of the territory. The resource provision of territorial development depends on a number of factors, such as budgetary security, investment attractiveness, credit activity, a sufficient income level of the population of the subject of the Russian Federation, which determines the need to develop an effective mechanism for managing financial potential, the main elements of which are the main factors that determine the financial stability and security of the economy . Therefore, this study is devoted to the management of financial potential based on the optimization offinancial flows of the territory, which will form a regional concept of resource provision for inancially safe economic development.

Europe’s almost total dependence on foreign suppliers of metals impacts negatively on the continent’s balance of trade, opens the region to potentially damaging supply problems, allows foreign actors to place political demands on European leaders and economies, and has a considerable negative environmental impact in many parts of the world. Europe has sound economic reasons, and a moral responsibility, to promote more mining in the many parts of the continent where it can be conducted in a responsible and sustainable manner.

Although cultural nonprofits play an increasingly important role in the provision of public cultural services in China, there are obvious regional differences in the development of cultural nonprofits. What factors affect this regional difference? This paper builds a theoretical model to explain the regional differences from the perspectives of regional demand, resource supply, and agglomeration effects. Data from the 31 provinces in mainland China from 2010 to 2015 are used to empirically examine the research model. The results indicate that demand for heterogeneity, financial resources, and human resources have positive effects on the size of cultural social organizations, and that there are also significant agglomeration effects with respect to the sustainable growth of cultural nonprofits; however, these findings vary across types of Chinese nonprofits (social organizations, private non-enterprise organizations, and foundations). These findings improve our understanding of regional differences of Chinese cultural nonprofits and have important policy implications for governments to promote the development of cultural nonprofits. With the continuous increase in the number of elderly care service policies issued, the policy system has become more and more complex, resulting in negative incentives, misalignment and waste for the resources supply driven by policies. Therefore, based on the background of chaotic supply of elderly care service resources, this article summarizes the fundamental problems of elderly care service policies. Then, this article divides the policy into two parts of policy objectives and policy instruments. Policy objectives include service promotion, standard establishment, platform construction, and product research, and policy instruments include demand policy, supply policy, and environmental policy. This article measures the comprehensiveness, consistency and balance of the policy mix, to characterize the interactions between different policies and the correlation of indicators within policies. Finally, it constructs an econometric model to analyze the impact of policy mix on supply of elderly care service resources. The results show that there is a certain synergy between the policy mix and the supply of elderly service resources. The supply of elderly care service resources is greatly affected by policy mix, so scientific and reasonable policy mix is conducive to improving the effect of the supply of elderly care service resources. The future policy design of elderly care services should improve the comprehensiveness and consistency, balance the policy objectives of elderly care services, improve the coordination of policy instruments, and pay attention to the demand policy to drive the supply of elderly care service resources. The concept of speed in today›s volatile market was formed after concepts such as lean manufacturing, mass production, and flexibility, in fact evolving from previous concepts, which were not responsive. In fact, this concept adds momentum to previous concepts. In todays competitive world, it is no longer the competition of the organization with the organization but the suppliers that compete with each other, merging these two concepts together creates the concept of speed in the supply of resources. This study investigates this issue and the impact of information management variable on optimal rate of resource supply. The present study is applied in terms of purpose and descriptive-correlational. The research instrument was a questionnaire with a reliability of 87%. The population and statistical sample were experts in supply chain, management information system and questionnaire tools were distributed among 25 managers of different departments of LISREL software. 5 Used to conduct route analysis with all validity dimensions. Finally, path analysis was used to examine the simultaneous impact of variables, which revealed that information management had no significant effect on the speed of supply. Pearson correlation test showed a significant and positive correlation between all variables.

In order to promote the integration of industry and education policy system to better assist the development of integration of industry and education in Anhui Province, a two-dimensional analysis framework has been established based on the use of policy tools and the perspective of resource supply. Regarding the policy documents that encourage enterprises to participate in vocational education, the coding analysis of policy units can find that there is an imbalance in the frequency and focus of the use of policy tools in the process of policy implementation, and the differences in the supply of resources between the government and vocational schools. The suggestions for this are as follows: adjust and control the internal structure of supply-based policy tools, increase and adjust the use of demand-based policy tools, increase the use of environmental policy tools, and adjust resource supply according to the development direction of vocational education. Physiological responses to ocean acidification are thought to be related to energetic trade‐offs. Although a number of studies have proposed that negative responses to low pH could be minimized in situations where food resources are more readily available, evidence for such effects on individuals remain mixed, and the consequences of such effects at the community level remain untested. We explored the potential for food availability and diet quality to modify the effects of acidification on developing marine fouling communities in field‐deployed mesocosms by supplementing natural food supply with one of two species of phytoplankton, differing in concentration of fatty acids. After 12 weeks, no species demonstrated the interactive effects generally predicted in the literature, where a positive overall effect of diet mitigated the negative overall effects of acidification. Rather, for some species, additional food supply appeared to bring out or exacerbate the negative effects of low pH. Community richness and structure were only altered by acidification, while space occupation and evenness reflected patterns of the most dominant species. Importantly, we find that acidification stress can increase the relative abundance of invasive species, even under resource conditions that otherwise prevented invasive species establishment. Overall, the proposed hypothesis regarding the ability for food addition to mitigate the negative effects of acidification is thus far not widely supported at species or community levels. It is clear that acidification is a strong driving force in these communities but understanding underlying energetic and competitive context is essential to developing mechanistic predictions for climate change responses. The 1970s were a period marked by price hikes and fluctuations in the commodity markets, both of which had considerable economic and political repercussions. Although this refers to almost all kinds of raw materials, the case of oil dominates the memory. Metals, by contrast, have received little attention despite their crucial importance for both industrialized consumer states and ore-exporting developing countries. This article develops three main points. First, by highlighting the global metal markets from the late 1960s to the early 1980s it contextualizes the oil-price shock and points out the interactions between the markets for energy and other raw materials. Second, the article aims to draw attention to the sense of crisis in Western industrialized countries regarding their metal supply during this period. This is a topic which has been overshadowed by the case of oil, but which nevertheless deserves study, also because of the parallels to recent developments between 2004 and 2011. Third, the article analyses how notions of resource scarcity, vulnerability and crisis were constructed despite the fact that the commodity crisis proved to be a merely anticipated crisis with high and volatile prices, but no long-term disruptions of supply. Within this article West Germany serves as a case study for highly industrialized, import-dependent countries. The focus is on non-ferrous metals like copper, nickel and aluminium. Objective: to explore the practical issues of changes in the volume and cost of communal resources.Methods: comparative-legal, systemic, legal, logical-theoretical, structural and functional analysis.Results: recommendations have been made on the application of rules on correcting the volume of communal resources; changes and amendments to existing legislation were introduced; some theoretical conclusions can serve as the basis for methodological recommendations and be applied by the personnel of supply companies and regulatory organization (homeowners' associations), as well as regulatory authorities and courts; the research materials can be used in the process of conducting training sessions on civil and housing law.Scientific novelty: the study of the still insufficiently studied civil-legal relations in connection with the adoption of the new rules of communal services, their classification, identifying contradictions, the first comprehensive study of the existing regulation of resources supply and correcting the volumes of communal resources, generalization of judicial practice in this area.Practical significance:the results can be used by lawyers of electricity supply companies and regulatory organization in their professional activity.

The methodology of criticality assessment is used ever more frequently for the assessment of a system´s resource supply. At present, there are various approaches which differ in the selection of criteria as well as the applied aggregation methods. Mostly, two dimensions are used to assess criticality: “risk or likelihood of supply interruption” and “vulnerability to supply shortages”. However, there is no consensus about the criteria which are used to assess these dimensions. Furthermore, the terms “risk” and “vulnerability” are sometimes used in ways contradicting their general understanding and use in science. This paper presents a further methodological refinement to achieve a more consistent concept of assessing resources. In the presented methodology, vulnerability is determined as a function of sensitivity, exposure and adaptive capacity. It facilitates a clear distinction and allocation of criteria at various organizational levels in order to enable a better interpretation of the results. The presented methodology of vulnerability assessment is exemplarily applied to the automobile industry. So far, no criticality or similar assessment have been conducted for this industry. As a result, of 27 examined metals especially Rh (contained in autocatalysts), Dy, Nd, Tb and Pr (contained in electric motors of electric vehicles) and Eu (contained in emerging LED applications) were identified as the most vulnerable metals of automobile industry. The whole industry chain of lithium-ion batteries (LIBs) has gained worldwide attention because of their important role in energy storage and electric vehicles. The purpose of this research is to systematically overview the evaluation methodologies for LIBs industry. Under this basis, carbon emission intensity in the whole industry is understood, and the development trend can be presumed. Herein, an efficient zero-pollution, low-carbon process, and green manufacturing evaluation methodology for the whole LIBs industry chain are proposed. To improve the comprehensive evaluation efficiency, the battery structure, design parameters, material composition in the production process and material source, recycling methods and battery types in the recovery process are considered. The investigation shows that environmental impact can mainly be attributed to the production and use stages, which reached 12–15% and 80% respectively in the whole industry chain. The average profit of recycling waste batteries is more than 10%, which is conductive to the development of recycling industry. Based on this situation, a 4 A multi-angle comprehensive evaluation system, considering environmental impact assessment, resource criticality assessment, economic analysis and materials flow analysis, can be established by implementing the developmental mode of resource cyclic utilization. It is expected that this research could provide a guideline for the comprehensive evaluation for LIBs and stimulate further discussions on sustainable development and low-carbon technology improvement. Production systems with storages have recently attracted considerable attention from the reliability research community. The existing models assume a single type of resource consumed for product generation. This work extends the state of the art by considering a more general and practical model, where multiple resource supply subsystems (RSS) provide different kinds of necessary resources during the production cycle. Each RSS has a storage with limited capacity to save surplus resource, which may be supplied to the production unit when the RSS fails. The product unit may operate with different productivity levels, and RSS and storages can be chosen from multiple types. We formulate a new optimization problem, which chooses the productivity level of the production unit and the types of RSS and storage for each kind of resource required for the production to maximize the expected manufacturer's profit. A new numerical algorithm is proposed to evaluate the expected profit and the genetic algorithm is implemented to solve the proposed optimization problem. A detailed case study of a chemical reactor system with four RSSs supplying two reagents, catalyzer, and cooling water is provided to demonstrate the proposed model and influences of several model parameters on the optimization solutions. PADS (Process Algebra for Demand and Supply) is a formal framework to analyze hierarchical scheduling in real-time embedded systems. Inspired by the supply simulation relation in PADS, we introduce a partial supply simulation relation in order to describe the fact that an unschedulable task may finish on time. It is more general than the supply simulation relation. Then, we explore some properties of partial supply simulation relation. Furthermore, we establish a proof system for the partial supply simulation relation in a decomposingcomposing way, which helps to infer tasks' partial schedulabilities. The prevailing paradigm in subterranean ecology is that below-ground food webs are simple, limited to one or two trophic levels, and composed of generalist species because of spatio-temporally patchy food resources and pervasive energy limitation. This paradigm is based on relatively few studies of easily accessible, air-filled caves. However, in some subterranean ecosystems, chemolithoautotrophy can subsidize or replace surface-based allochthonous inputs of photosynthetically derived organic matter ( OM) as a basal food resource and promote niche specialization and evolution of higher trophic levels. Consequently, the current subterranean trophic paradigm fails to account for variation in resources, trophic specialization, and food chain length in some subterranean ecosystems. We reevaluated the subterranean food web paradigm by examining spatial variation in the isotopic composition of basal food resources and consumers, food web structure, stygobiont species diversity, and chromophoric organic matter ( CDOM), across a geochemical gradient in a large and complex groundwater system, the Edwards Aquifer in Central Texas ( USA). Mean δ13C values of stygobiont communities become increasingly more negative along the gradient of photosynthetic OM sources near the aquifer recharge zone to chemolithoautotrophic OM sources closer to the freshwater-saline water interface ( FWSWI) between oxygenated freshwater and anoxic, sulfide-rich saline water. Stygobiont community species richness declined with increasing distance from the FWSWI. Bayesian mixing models were used to estimate the relative importance of photosynthetic OM and chemolithoautotrophic OM for stygobiont communities at three biogeochemically distinct sites. The contribution of chemolithoautotrophic OM to consumers at these sites ranged between 25% and 69% of total OM utilized and comprised as much as 88% of the diet for one species. In addition, the food web adjacent to the FWSWI had greater trophic diversity when compared to the other two sites. Our results suggest that diverse OM sources and in situ, chemolithoautotrophic OM production can support complex groundwater food webs and increase species richness. Chemolithoautotrophy has been fundamental for the long-term maintenance of species diversity, trophic complexity, and community stability in this subterranean ecosystem, especially during periods of decreased photosynthetic production and groundwater recharge that have occurred over geologic time scales. Skilled labor is critical to any construction project. The determination of optimum resource supply quantities over different project time periods compounds the resource-constrained project scheduling problem, which has yet to be formally formulated and analytically solved. Previous related research endeavors focused on the allocation of finite quantities of resources in order to arrive at the shortest total duration for a project. The proposed mathematical model is based on the modeling strategy underlying the zero-one programming approach, aiming to generate the optimum resource-constrained schedule under time-dependent resource constraints. Furthermore, a two-stage solution framework is devised to align with critical decision-making processes in current practices of project scheduling and workface planning. The resulting optimum schedule shortens total project duration while streamlining resource supply for each specified time period. An industrial turnaround project serves as the test bed to (1) demonstrate the effectiveness and computational efficiency of the proposed resource scheduling approach; and (2) identify the optimum time-dependent resource availability limits in practical application settings.
