INTERNATIONAL economic relations , *FOREIGN investments , *INTERNATIONAL organization , *INTERNATIONAL trade ,REGIONAL Comprehensive Economic Partnership - Abstract
In the last 20 years, since the beginning of the 21st century, the world has experienced greater globalization, an increase in trade and investment, and a decrease in tariffs between nations. However, during this period, three commercial economic blocs have emerged that can reorient globalization in a different way, with greater regional integration and the creation of tariff and non-tariff barriers between these blocs and, above all, against other nations that are not part of any of these three blocs. The above can affect the development of international trade, globalization and world integration, especially in those nations that, as already mentioned, will have a lower capacity to attract foreign direct investment, improve their productivity and enter into global supply chains. Hence, the objective of this research is to analyze the impact generated by these three blocs, mainly the Regional Comprehensive Economic Partnership (rcep), as well as a comparison of this bloc with the European Union (EU), as well as with the Treaty between Mexico, the United States and Canada (tmec). This research was carried out using a quantitative methodology, particularly through the descriptive method, which is based on collecting data and analysing it, in some cases, using statistics. Likewise, this research is based on the approach of international economic relations, especially on the theory of "International Order and International Society", where the recognition of nation states is proposed, emerging the concept of the International System, where there is a reciprocity of interests between nations. This article explores the role of energy in regionalization processes, assessing the case of natural gas finds in the Eastern Mediterranean (East Med). It makes three observations. First, we show that energy resources are a defining factor in shaping a region by rearranging the interactions and networks of actors involved in regionalization processes. Second, we demonstrate that such "energization" processes are not only—and not even primarily—attributable to security practices pursued by state actors. Regionalization underpinned by energy as the key governance object is characterized by a variety of actors, including governments, but also international energy companies, investors, consumers, and regulators. Third, we posit that regionalization processes cannot be fully understood without appreciating the importance of existing global and regional governance frameworks and the values ascribed to the physical resource by international market forces. The findings call on International Relations to go beyond analyzing the East Med energy region through the prism of security studies, which arguably is a function of both theoretical path dependence and a lack of attention to the insights from energy studies. Instead, a multidisciplinary research agenda promises to strengthen academic inquiry into regionalization dynamics in the East Med and the role of regions in world politics more broadly.

- Abstract
In 1974, the Board of Governance formalized a new Political-Administrative Division (DPA). This reform aimed primarily to establish a new bureaucratic operation over the territorial borders of the Chilean state. Our working hypothesis suggests that the new DPA was a technical-political initiative with the purpose of governance. Anchored in hegemonic dispute, the DPA not only facilitated and increased internal communications among territorial authorities but also more efficiently controlled public operation, contrasting with the previously hyper-centralized state. Based on archival work focused on the National Commission of Administrative Reform (CONARA) and the press of the time, as well as the analysis of interviews with officials and authorities, we examine the origin and implementation of the DPA between 1974 and 1978. Additionally, we trace how the creation of regional bureaucratic devices generated various effects, interests, and conflicts within the regime. [ABSTRACT FROM AUTHOR]

CORN breeding , *GRAIN yields , *PLANT hybridization , *CORN , *MORPHOLOGY - Abstract
Maize breeding has evolved increasingly with the emergence of new scientific technologies, mainly hybridization. This technique allows new genetic combinations to be obtained in specific areas where some genotypes have desirable characteristics. By crossing them, hybrids with better morphological, physiological and agronomic performance are obtained. Based on the above, the objective of this research was to evaluate the morphological and reproductive variables, final plant height (FPH), ear height (EH), number of leaves above (NLAE) and below (NLBE) the ear, grain depth (GD), number of rows per ear (NRE), number of grains per row (NGE), volumetric weight (VW), and grain yield (Y), in four simple maize hybrids, two white-grain hybrids (WG1 and WG2), and two yellow-grain hybrids (YG1 and YG2). The crop was established in the period December-May 2023. These hybrids come from a dialelic of homozygous lines, carried out at the Tecnológico Nacional de México, campus Valle del Yaqui. Significant differences were found in all the variables evaluated. The GBI hybrid showed the highest FPH (264 cm), EF (159 cm) and NLAE (9.8). Similarly, this hybrid had the highest GD (2.1 mm) and NRE (16). The YG1 hybrid showed a higher number of grains per row (32) and volumetric weight (389 g), without differences from WG1. These two hybrids (WG1 and YG1) had the highest grain yield (11.8 t ha-1). There was a positive and significant correlation between several variables, with the highest correlation between FPH and NLAE and between the variables NGE and Y. [ABSTRACT FROM AUTHOR]

REGIONAL medical programs , *PUBLIC health , *HEALTH systems agencies , *DOMESTIC violence , *STAKEHOLDERS - Abstract
Aims and background: Intentional violence is a public health crisis requiring an urgent and innovative response. Prior to 2019, there was only one hospital-based violence intervention program (HVIP) in Virginia. The rise in gun violence in recent years underscored the urgent need to expand beyond a one-center approach into a regional approach to violence through a network of HVIPs. This study notes the early feasibility and implementation of the regionalization of HVIPs across competing health systems. Materials and methods: In collaboration with several partners, an evidence-based HVIP program led a technical assistance center (TAC) and conducted site visits across nine facilities in three health systems. This was followed by a systematic, combined, regional-based approach to HVIP development. Data from each facility were collected prospectively, with point-of-care feedback given during site visits and weekly coaching sessions. Results: Between July 2019 and June 2021, program development support from TAC included six collective seminars, 151 coaching sessions, and 67 weekly meetings with program faculty and stakeholders. HVIPs were established in nine facilities during this time, and 2,259 patients were enrolled. Over half of patients were African American (64%) and between the ages 18 and 59 (77%). Around 60 and 17% were secondary to assault and domestic violence (DV), respectively. The most common services used were information and referrals (100%) and emotional support and/or safety planning (72%). Conclusion and clinical significance: The use of a well-established HVIP as a TAC could serve as an effective model for regionalization of violence intervention efforts, which is the next logical step in mitigating the impact of violence.

This article discusses the construction of airfields and airports in Santa Catarina between 1927 and 1960. During this period we can identify two movements: a) spontaneous spraying and, b) planned centralization. In the first one, we identified the construction of airfields spread across all Santa Catarina micro-regions. However, not all received regular flights. In the second, with the increase in the complexity of modern aircraft, there was a centralization, defining the focus cities: Florianópolis, Joinville, Itajaí, Criciúma, Lages and Chapecó. Even with centralization, all Santa Catarina mesoregions continue to benefit from regular domestic flights. [ABSTRACT FROM AUTHOR]

Under what conditions do regional countries engage in cooperation? Regional cooperation arguably matters as an essential factor for the peace and development of nations, yet few quantitative studies have observed only countries. Cooperation nevertheless occurs between countries. This study presents the first global analysis of the correlates of regional cooperation through an analyses of dyads—where cooperation occurs. The independence concerns of interstate dyads are addressed using dyadic clustering robust standard error estimation. The analyses offered here, of memberships in 76 regional organizations from 1945 to 2012, yield several factors as significant forces of regional cooperation. In order of importance, these are: joint democracy, joint language, equal material capability, and trade interdependence. I also explore if weaker countries are more hesitant to cooperate with stronger ones in the regions studied. This is an interesting contribution at the theoretical level, as it seems to privilege a liberal explanation of regional organizations (trade, democracy) over a hegemonic realist explanation (power asymmetry).

Objective: To compare the state of household food security in Mexico in the socioeconomic context of the Covid-19 pandemic, according to the estimates of two household experience scales in 2020. Methodology: Cross-sectional study, based on data from the Encuesta Nacional de Salud y Nutrición 2020 sobre Covid-19 and the Encuesta Nacional de Ingresos y Gastos de los Hogares 2020. This was with ordinal regressions of partially proportional probabilities, the probabilities of presenting some degree of food insecurity adjusting for variables of the characteristics of the headship and the socioeconomic conditions of the household. Results: Both scales are consistent when determining the percentage of households that experienced severe food insecurity, but not mild or moderate food insecurity. Limitations: This work does not analyze the individual items of the scales, in addition to the fact that longitudinal changes were not explored. Conclusion: in general contexts such as the Covid-19 pandemic, the Latin American and Caribbean Food Security Scale and the Mexican Food Security Scale are instruments that allow households affected by severe food insecurity to be identified. PRIMARY health care , *REGIONAL planning , *HEALTH planning - Abstract
In Brazil, 67.7% of the municipalities are characterized as small, with a population of less than 20 thousand. The objective of this article is to systematize the experience and identify the challenges and lessons learned in the implementation of the model for strengthening regional governance and organizing the health care network (HCN) in a region of Brazil composed of these municipalities, which present low technical and budgetary capacity, in addition to various fragilities related to the organization of the HCN. With a view to strengthening regional governance and the organization of the primary health care (PHC) work process and, consequently, the workflow with other levels of care, a strategy entitled More Care More Health (Mais Cuidado Mais Saúde) was proposed, developed in partnership with the Pan American Health Organization/World Health Organization (PAHO/WHO) and the Ministry of Health. The project was developed through permanent health education and institutional capacity building in the region of Ivaiporã, state of Paraná, based on workshops and addressing three priority axes: HCN integration, capacity building and information management. The target audience were the extended PHC teams. The project made it possible to develop local and governance capacities through joint reflections on the health care model, its components and the necessary changes in work processes for health promotion with a focus on the quality of life of users. Because it is an experience that considers the weaknesses, needs and autonomy of local actors, the project has a high potential for replication and customization for other regions with similar characteristics inside and outside Brazil. In the last two decades, Brazil has presented economic growth and breakthroughs in the improvement of the quality of life. Yet, it is still a country of great socioeconomic contrasts. Brazilian social inequality has historical roots, from slavery to the rapid and late development of capitalism combined with an accelerated urbanization. The absence of public policies and private planning, aimed at regional development centered on the economy and social development, has generated both inter-regional and intra-regional disparities. The objective of this study is to analyze how the Social Vulnerability Index exposes municipal and regional socioeconomic differences in Minas Gerais, through spatial analysis, considering the relevance of the geographic location. Results show, through spatial analysis, that the reproduction of inequalities persists given the heterogeneity of regional development. Therefore, discussing public policies and private planning, aimed at the joint development of municipalities and regions, is a key action for regional socioeconomic improvement.

Abstract The article analyses the regionalization process and its influence on the study and planning of the Argentine territory in the 20th century. The region, defined conceptually and spatially, has frequently been the geographic framework that guided or conditioned disciplinary research or urban and territorial management plans. Understanding the criteria with which these spatial demarcations were made allows us to identify their relevance as units of analysis to study the social, economic, and cultural relationships that shaped the territory. In the framework of the doctoral thesis: "The functional structure of the Argentine Northwest and its influence on the spatial definition of the territory in the 16th to the 21st centuries", understanding how the Argentine Northwest was configured as a cultural region made it possible not only to delimit it but, fundamentally, make visible its historical construction and how its functional structure was articulated with the other regions in the different stages of the country's development.

This article addresses the challenge of sharing finer scale protected health information (PHI) while maintaining patient privacy by using regionalization to create higher resolution Health Insurance Portability and Accountability Act (HIPAA)-compliant geographical aggregations. We compare four regionalization approaches in terms of their fitness for analysis and display: max-p-regions, regionalization with dynamically constrained agglomerative clustering and partitioning (REDCAP), and self-organizing map (SOM) variants of each. Each method is used to create a configuration of regions that aligns with census boundaries, optimizes intraunit homogeneity, and maximizes the number of spatial units while meeting the minimum population threshold required for sharing PHI under HIPAA guidelines. The relative utility of each configuration was assessed with measures of model fit, compactness, homogeneity, and resolution. Adding the SOM procedure to max-p-regions resulted in statistically significant improvements for nearly all assessment measures, whereas the addition of SOM to REDCAP primarily degraded these measures. These differences can be attributed to the different impacts of SOM on top-down and bottom-up regionalization procedures. Overall, we recommend REDCAP, which outperformed on most measures. The SOM variant of max-p-regions (MSOM) could also be recommended, because it provided the highest resolution while maintaining suitable performance on all other measures. [ABSTRACT FROM AUTHOR]

In recent years, the EU's ability to mobilize European citizens in its favor and counteract such phenomena as nationalism, populism, and "sovereignism" has significantly decreased. Consequently, the suggestion has been made that the EU's social dimension should be enhanced and its citizenship be made more salient in that regard. Such a suggestion has become even more topical after the COVID‐19 outbreak and the strain it has placed on the health‐care systems and economies of EU member states. Starting from a debate which addresses that suggestion, in this article I argue that, before attempting to enhance its social dimension, the EU should first try to strengthen its still weak political foundations in order to cope with its predicament. The article also shows that this move would be consistent with the rationale behind the European integration process, where economic issues were originally regarded as only means to achieve an ever‐closer political union. - Abstract
The inadequacy of coordination, cooperation, and linkages for territorial sustainability has prompted the search for alternatives to regional processes, which have shown imbalances in fostering development, particularly in small or historically excluded areas. Nevertheless, in Ecuador, regionalization reemerged in political and academic spheres after the 2008 Constitution, granting a political-administrative status to the concept of the region. The objective of this article is to present theoretical contributions regarding 'region and regionalization,' emphasizing the Ecuadorian experience through documentary review and analysis within the framework of critical interpretative qualitative research. The “region” concept is outlined as the fundamental planning unit, the trajectory of regionalization in Ecuador is examined, and the notion of microregion is introduced as a subregional development alternative, aimed at promoting sustainable territorial life in these areas., La insuficiencia de coordinación, cooperación y vínculos para la sostenibilidad territorial ha motivado la búsqueda de alternativas a los procesos regionales, los cuales han mostrado desequilibrios en el fomento del desarrollo, principalmente en áreas pequeñas o históricamente excluidas.

SOCIAL context , *HEGEMONY , *GLOBALIZATION , *BROADCASTERS , *RESEARCH methodology , *REGIONAL differences - Abstract
Globalization, over the last few years, has spread to all spaces and has given rise, among so many realities, to different ways of understanding the social context, given that the phenomenon has introduced new trends in the most varied fields – economic, ideological, historical, etc. In this environment, regionalization emerges as a viable path in a contemporaneity based on global actions, which safeguard ideals of valuing what is local. In this context, this article discusses TV Regional from the regionalization of TV Meio Norte - a station based in Teresina (PI). Adopting the methodologies of Bibliographic Research, Documentary Research and Case Study, it was analyzed how the regionalization process was constituted in the respective station. It can be said in this scenario that Grupo Meio Norte de Comunicação (GMNC) is perceived - and is called - as a vehicle of regional bias in Piauí, since it has a program that values the production and broadcasting of regional content, even though it is It is important to highlight that the interest in producing regional content is not genuine, as it serves; and strengthens the broadcaster's hegemonic discourses in the state and/or sustains partnerships created over the years. The prediction of the maximum annual flow is necessary for flood management. Large amounts of hydrological information are required to make meaningful estimates. The Colorado River System basins have a topography that makes it difficult to maintain hydrometric stations, so there is a lack of continuity in records and in several cases there are ungauged basins. Regionalization methods consist of transferring information from gauged to ungauged sites in order to make predictions. The objective is to find regional regression models that relate the climate and morphometric characteristics of the basins with the maximum annual flow. For this purpose simple linear regression models were used. From this relationship and the regional frequency curve it will be possible to predict the maximum annual flows for different return periods in ungauged basins of the Colorado River System, Argentina. Regionalization models show that the best estimates occur when the predictor variable is the area and perimeter of the basin. Errors in the regionalization models of various sites in the system resulted between 6% and 67%. The models found are a tool for flood management in central-western Argentina.
