8. Governing the Race to Automation

Abstract

Automated vehicle technologies dominate many visions of future systems of smart mobility. This chapter uses the approach of Transition Management to explore the multi-actor governance processes around automated vehicle technology in the UK, with specific attention being paid to the role of the UK government. It shows the relatively comprehensive approach to automated vehicle innovation that has been adopted by the UK government, emerging across multiple domains including the creation of positive discourses around automation, and facilitation of network building and demonstration projects. Framed by the Transitions Management cycle of strategic, tactical, operational and reflexive activities, the chapter argues for greater integration across the levels of the cycle, and experimentation that moves beyond technological capability, to include the heterogeneous publics, in a more diverse set of roles than the current framing of ‘potential technology adopter’. The chapter points to the techno-optimism displayed by governments participating in the international race to automation, often with dual roles as both producers and consumers, and suggest that greater inclusivity, democracy, diversity and openness in the innovation process may contribute to context sensitive implementation.

9. Governance of the Smart Mobility Transition

Abstract

Rapid changes are underway in mobility systems worldwide, including the introduction of shared mobility solutions, Mobility as a Service and the testing of automated vehicles. These changes are driven by the development and application of ‘smart’ technologies. Transition to these technologies present significant opportunities for countries, cities and rural areas alike, offering the tempting prospect of economic benefit whilst resolving today’s safety, congestion, and pollution problems. Yet while there is a wealth of research considering how these new technologies may impact on travel behaviour, improve safety and help the environment, there is a dearth of research exploring the key governance questions that the transition to these technologies pose in their disruption of the status quo, and changes to governance that may be required for the achievement of positive social outcomes. This book aims to step into this void and in doing so presents an agenda for future research and policy action. Bringing together a collection of internationally recognised scholars, drawing on case studies from around the world, authors critically reflect on three primary governance considerations. First, the changing role of the state both during and post-transition. Second, identifying the voices shaping the smart mobility discourse. And third, analysing the implications for the state’s capacity to steer networks and outcomes as a result of these transitions. The authors argue that at present there exists a critical window of opportunity for researchers and practitioners to shape transitions and that this opportunity must be seized upon before it is too late.

Abstract

The aim of this report is to provide a social assessment of the impacts of Section 3 of the A465 Heads of the Valleys Road: Brynmawr to Tredegar, using a mixed methods approach which adapts and builds on the UK WebTAG appraisal guidance units 4.1 and 4.2. We define social assessment in this document as a study of the social and distributional impacts which estimate the impacts of the implemented scheme at the point of opening rather than a detailed ex-ante appraisal. In the absence of detailed ex-ante appraisal, this report sets a baseline from which future evaluation may be conducted. This is the first application of a new mixed methods approach to social assessment of the impacts of transport infrastructure investment in the UK. It was commissioned by the Welsh Government in specific recognition of the need for improved guidance in this area of project delivery. The results reported here, along with its accompanying annexes, also contribute to greater understanding of social and distributional impacts, which builds upon and extends the current quantitative approach in WelTAG / WebTAG. This will hopefully lead to better understanding of the wider social effects of transport projects in order to inform future considerations as to how new transport schemes affect wellbeing.

Abstract

Objectives The purpose of this study was to investigate the long-term safety and efficacy of percutaneous coronary intervention (PCI) with drug-eluting stent (DES) implantation for unprotected left main coronary artery (ULMCA) disease. Background Long-term clinical outcomes after DES implantation for ULMCA disease have not yet been ascertained. Methods From April 2002 to April 2004, 358 consecutive patients who underwent PCI with DES implantation for de novo lesions on ULMCA were retrospectively selected and analyzed in 7 European and U. S. tertiary care centers. No patients were excluded from the analysis, and all patients had a minimum follow-up of 3 years. Results Technical success rate was 100%. Procedural success rate was 89.6%. After 3 years, major adverse cardiovascular events (MACE)-free survival in the whole population was 73.5%. According to the Academic Research Consortium definitions, cardiac death occurred in 9.2% of patients, and reinfarction, target lesion revascularization (TLR), and target vessel revascularization (TVR) occurred in 8.6%, 5.8%, and 14.2% of patients, respectively. Definite stent thrombosis occurred in 2 patients (specifically at 0 and 439 days). In elective patients, the 3-year MACE-free survival was 74.2%, with mortality, reinfarction, TLR, and TVR rates of 6.2%, 8.3%, 6.6%, and 16%, respectively. In the emergent group the 3-year MACE-free survival was 68.2%, with mortality, reinfarction, TLR, and TVR rates of 21.4%, 10%, 2.8%, and 7.1%, respectively. Conclusions Routine DES implantation in ULMCA disease seems encouraging, with favorable long-term clinical results.
