This study aims to examine the causes of boiler accidents in the context of the ready-made garment (RMG) industry of Bangladesh as an emerging economy. On the basis of a comprehensive review of the existing literature, previous accident reports, and technical discussion with relevant personnel in the industries and regulating authorities, a total of 14 causes of boiler accidents were identified. This study merged neutrosophic (N) theory with the analytic hierarchy process (AHP) for prioritizing the causes of boiler accidents. Finally, to examine the reliability of the results, a robustness analysis was performed. The findings reveal that the lack of standard legislation, non-standard boiler operation, use of expired, non-registered, and non-certified boilers, faulty design of boilers, and the shortage of skilled boiler operators are the top five notable causes of boiler accidents in the RMG industry. The findings provide valuable insights for industrial managers and policymakers to formulate strategies to reduce boiler accidents.

The readymade garment (RMG) sector is one of the main drivers of the Bangladesh economy with over 4 million employed. In the 2013 Rana Plaza accident aftermath, the implementation of workplace safety compliance (WSC) became imperative. The paper investigated the WSC initiatives implemented by the RMG sector to overcome safety challenges and their effectiveness for a safe and healthy workplace. We employed a multi-case study research strategy over three Bangladeshi garment manufacturers to resolve these queries. The result revealed that the manufacturers joined in the safety governance programs to protect workers’ health safety rights immediately after the accidents. They participated in inspections and remediations programs over structural, electrical, and fire protection as a priority. Moreover, several other human rights conventions, national labor laws and, buyer code of conduct were also adopted as regulatory and voluntary initiatives to settle workers’ health rights and social needs. The WSC enforcement empowered workers to bargain their rights toward a safe workplace and made them responsible for responding during an emergency. Finally, the paper argues that the WSC in the RMG sector nowadays covers a wide range of initiatives in three broad areas: physical environment safety, workers’ health issues, and workers’ rights.

Readymade garment industry is the most crucial export earning industry in Bangladesh. Currently, around 4.5 million workers, of whom 80% are female, are working in the industry. Due to the poor working environment and arduous nature of the job, women workers in the industry are vulnerable to diverse physical and psychological health hazards. A cross-sectional descriptive study was carried out among 360 female workers of the garment industry in Dhaka to examine their health issues. The study found respectively 88%, 75% and 55% participants were suffering from headache, hand pain and respiratory complications due to the nature of their work, working posture and dust and chemicals, while 69% participants reported experiencing depression. The causes identified for physical health hazards were uncomfortable sitting positions (79%) and noise (75%), while fear of accidents (75%) was found to be the main reason for psychological troubles. The Bangladeshi readymade garment (RMG) industry is considered the main driver of economic transformation, as it employs many unskilled and underprivileged people. However, recently, the RMG industry has faced international concern because of several building collapses and fire incidents, indicating inadequacy in the structural design and preparedness measures in the factory buildings. This research aims to understand earthquake hazard knowledge, preparedness, and emergency response, which may contribute to earthquake risk reduction in the RMG industry in Bangladesh. A survey using the methods of structured and semi-structured interviews and field observations was carried out to achieve the aims of this research. The findings suggest that 43% of these workers perceived their workplace as being a highly fire-prone environment, while 55 respondents believed that they were at risk of both fires and earthquakes. Only two percent believed that the workplaces are only at risk of earthquakes because the industries they work for have a zero-tolerance policy toward fire hazards. It was noted that the preparedness and improvement strategies were exclusively focused on fire hazards and related safety programs. Finally, the research suggests that the RMG industry may strengthen its earthquake risk reduction program by improving preparedness within the current workplace safety manuals without incurring extra effort and cost. This paper aims to identify the negative impacts of the COVID-19 outbreak on supply chains and propose strategies to deal with the impacts in the context of the readymade garment (RMG) industry supply chain of an emerging economy: Bangladesh. To achieve the aims, a methodological framework is proposed through a literature review, expert inputs, and a decision-aid tool, namely the grey-based digraph-matrix method. A total of 10 types of negative impacts and 22 strategic measures to tackle the impacts were identified based on the literature review and expert inputs. Then, the grey-based digraph-matrix was applied for modeling the strategic measures based on their influence to deal with the impacts. Findings reveal that the strategies "manufacturing flexibility", "diversify the source of supply", and "develop backup suppliers" have significant positive consequences for managing the impacts of the COVID-19 pandemic in the RMG supply chain. The findings help industrial managers recover from supply chain disruptions by identifying and classifying the impacts and strategies required to manage the major supply chain disturbances caused by the COVID-19 pandemic. As a theoretical contribution, this study is one of few initial attempts to evaluate the impacts of the COVID-19 outbreak and the strategies to deal with the impacts in the supply chain context.
