Penanggulangan masalah pengemis merupakan tanggung jawab negara sesuai Pasal 34 ayat 1 Undang-Undang Dasar 1945 yang mengatakan bahwa ”fakir miskin dan anak terlantar wajib dipelihara oleh negara”. Sementara itu pasal 34 ayat 2 menegaskan “Negara mengembangkan system jaminan sosial bagi seluruh rakyat dan memberdayakan manusia”. Namun pada kenyataannya pemerintah belum mampu mensejahterakan masyarakatnya, sehingga menimbulkan persoalan sosial di tengah masyarakat yaitu keberadaan pengemis. Keberadaan pengemis di Kota Manado saat ini terus bertambah, Oleh karena itu Pemerintah Kota Manado dalam hal ini Dinas Sosial Kota Manado harus melakukan sesuatu untuk mengatasi hal tersebut. Dengan menggunakan pendekatan kualitatif (Sugiyono, 2017), penelitian ini akan mengkaji peran yang dilakukan oleh Dinas Sosial dan Pemberdayaan Masyarakat Kota Manado dalam menjalankan tugasnya terutama terkait program penanganan keberadaan pengemis di Kota Manado. Focus penelitian tersebut akan dikaji dengan pendekatan yang dikemukakan oleh Santosa (2003:237), yang mengemukakan bahwa dimensi peran ada tiga yakni peran sebagai Kebijakan, peran sebagai Strategi, dan peran sebagai Komunikasi. Temuan penelitian menggambarkan terkait dengan peran sebagai kebijakan, masih terdapat banyak kekurangan karena tidak adanya Peraturan Daerah yang baru sebagai dasar pelaksanaan mengatasi pengemis di Kota Manado. Sedangkan dari sisi peran sebagai strategi, dapat dikatakan masih banyak kekurangan karena tidak adanya rumah singgah/rehabilitasi, serta tidak adanya tempat pemberdayaan keterampilan secara khusus yang berdampak pada kesejahteraan sosial pengemis setelah di bina. Sedangkan dari sisi komunikasi, hal ini belum optimal karena tidak melibatkan unsur banyak dalam membantu mengatasi pengemis di Kota Manado. Kata Kunci: Peran; Pengemis ABSTRACTOvercoming the problem of beggars is the responsibility of the state in accordance with Article 34 paragraph 1 of the 1945 Constitution which states that "the poor and neglected children must be cared for by the state". Meanwhile, Article 34 paragraph 2 emphasizes "The state develops a social security system for all people and empowers humans". However, in reality the government has not been able to bring prosperity to its people, causing social problems in the community, namely the existence of beggars. The presence of beggars in Manado City is currently increasing. Therefore, the Manado City Government, in this case the Manado City Social Service, must do something to overcome this. Using a qualitative approach (Sugiyono, 2017), this study will examine the role played by the Manado City Social and Community Empowerment Service in carrying out its duties, especially in relation to programs for handling the existence of beggars in Manado City. The research focus will be examined with the approach proposed by Santosa (2003: 237), which suggests that there are three dimensions of role, namely the role as policy, role as strategy, and role as communication. The research findings illustrate that related to the role as a policy, there are still many shortcomings due to the absence of a new Regional Regulation as the basis for the implementation of dealing with beggars in Manado City. Meanwhile, in terms of its role as a strategy, it can be said that there are still many shortcomings due to the absence of a shelter / rehabilitation, as well as the absence of a place for empowering skills specifically that has an impact on the social welfare of beggars after being coached. Meanwhile, from the communication side, this is not optimal because it does not involve many elements in helping to overcome beggars in Manado City. Keywords: Role; Beggar

While a mastery of management innovation is crucial for the future of the economy, to date, there is no theory able to base with objectivity the management of creativity and entrepreneurship. This absence is not due to the lack of methods but to ignorance of mathematical foundations which justify the paradigmatic transgression. These foundations exist nevertheless. It can be mentioned the fractal geometry and the role played by the singularities and correlations over long distances. In the set theory, let us mention Cohen's forcing methods and its engineering consequences through CK theory. In the categories theory, we can mention the principles of Kan extension herein applied by the mean of holomorphic analysis and the analytical extensions. All these methods are based on the recognition of the incompleteness of any structure axiomatically closed (Goedel). At the junction between the physics and the economy, the goal of the present work is to show that the lack of recognition of the role of singularities in this science must be searched in mental biases and the paradigms that affect our concept of equilibrium. We show that this concept must be generalized. If the criticism of the concept of equilibrium in economics is already known, it does not lead, quite as much, to a theory of innovation. We would like to address the issue of creativity by backing the reasoning by the questioning of the concept of equilibrium, using an analogy coming from the physics in fractal structures. The idea is to consider the equilibrium as some steady state limit of a fractional dynamics. The fractional dynamics is a dynamics controlled by non integer fractional equation. These equations will be considered in the Fourier space and by the means of their hyperbolic geodesics. Due to the intrinsic incompleteness of the fractality and of its cardinality, the thickening of the infinite will be used to show that there is no even physical balance but only pseudo-equilibria. The practical use of this observation leads to the design of a dynamic model of creativity, named DQPl (Dual Quality Planning), giving a topologic content to the innovation process. New principles of management of innovation emerge in naturally.
