In most organizations, the agent has superior information about the relative costs of different products or activities. This handicaps the principal when the principal seeks to adjust the product mix. Our main conceptual finding is that there is 'mix stickiness.' The agent's superior information about the relative costs of different products or activities leads to an advantage for the status quo; that is, there is inertia (or stickiness) in the mix of products or activities pursued. The historical mix has an advantage because the asymmetric information about relative costs has less of an impact when the mix does not change. If the mix changes, the producer can extract information rents by claiming high costs on the least reduced or most expanded products. Only in the case of larger shifts in the environment will the mix change. Changing the mix comes with the advantage of making rationing cheaper. Our analysis gives new insight into several business practices. It suggests, for example, that for moderate downsizing, a reinforcement approach of proportionally cutting all activities (lawn mowing) is optimal. When more dramatic downsizing is called for, a reorientation approach of eliminating certain activities (divesting) is optimal. It also suggests that outsourcing may come at the cost of reduced adaptability, and it may help explain why most, if not all, healthcare systems struggle to control cost. Many economic theorists and policy makers argue that a rapid liberalization in which prices are allowed to equilibrate supply and demand is critical for a successful transition in the formerly socialist economies. Yet, despite the advantages of market clearing prices, many local governments in these economies have kept their prices for basic goods low and induced rationing in the state sector. This paper develops a theory explaining why a local government chooses either a low state price that induces rationing or a higher price that clears the market. The theory predicts that a necessary condition for a local government representing its constituents' interests to set a market clearing price is that the private sector is monopolistic. While a market clearing price in the state sector curtails private monopoly power, it also implies that the state price is higher than in the rationing regime. It is shown that a local government's marginal benefit of restraining private monopoly power is higher than the marginal costs of higher state prices when there is an increase in either state sector costs or private capacity. This implies that a local government is more prone to set a market clearing price as its costs increase and as private capacity grows. Furthermore, when there are at least two private firms and the private sector is monopolistic, a local government that sets a market clearing price also stabilizes private sector pricing.

An extended Weitzman allocation model, which considers quadratic loss as a proxy to efficiency, indicates that optimal price controls are more effective than free access allocation. Previous studies of mortgage demand use time series data within broader frameworks of housing demand and supply equations. A 'double-hurdle' model that uses cross-section family data on determinants of mortgage demand is proposed as an alternative. The proposed framework separates the determination of mortgage desire and approval from that of loan size. Using 1986 Family Expenditure Survey data, the results indicate imperfect capital markets and the non-neutrality of rationing over the sample period.

Rationing is pervasive in transition economies and in many developing countries. This paper contrasts the welfare costs of two forms of rationing: with and without license transferability among license holders. In the latter case, for a given level of rationing, welfare costs will be higher if users of rationed products have different elasticities of demand. Illustrative general-equilibrium-based numerical calculations are carried out to derive orders of magnitude of the costs of rationing for an economy that trades 40 percent of its GDP with half of its imports concentrated in manufactures. In this setting, rationing of manufactures to 70 percent of their free-trade desired level reduces free-trade income by 6 percent when licenses are transferable. Nontransferability of licenses adds approximately 20 percent to the costs of rationing.
