TrafficQuest is constantly taking stock of the state of affairs in the field of traffic management and the direction being taken by developments. Traffic management is on the threshold of significant change. Countless new developments will make it possible to deploy traffic management more effectively and more proactively across the entire network, but further research is first necessary to achieve this. This is why the booklet "The future of traffic management" ["De toekomst van verkeersmanagement"] has been published with a research agenda. The booklet is available on the TrafficQuest website (www.traffic-quest.nl). While writing this booklet, TrafficQuest collected a huge amount of background material on a wide range of traffic management aspects. This material is being published in a series of reports, all of which have the following structure: • What is it about? • What is the State-of-the-Practice in the Netherlands? • What is the State-of-the-Practice in other countries? • What is the benefit? • What is the perspective for the future? This report focuses on the above questions in relation to the subject of Human Factors in Traffic Management. However, the question ‘What is the State-of-the-Practice?’ is not discussed in this report, but it will be discussed at a later date.

TrafficQuest inventariseert doorlopend de stand van zaken met betrekking tot verkeersmanagement en de richting waarin ontwikkelingen plaatsvinden. Verkeersmanagement staat nog maar aan het begin van veel veranderingen. Allerlei ontwikkelingen zullen het mogelijk maken verkeersmanagement effectiever, proactiever en netwerkbreed toe te passen. Daarvoor is verder onderzoek nodig. In het boekje "De toekomst van verkeersmanagement" wordt daarom een onderzoeksagenda gepresenteerd. Dit boekje is te vinden op de TrafficQuest website (www.traffic-quest.nl). Bij het schrijven van dit boekje, heeft TrafficQuest veel achterliggend materiaal over allerlei aspecten van verkeersmanagement verzameld. Dit materiaal wordt in een reeks van rapporten gepubliceerd worden. Deze rapporten volgen steeds het stramien: • Waar hebben we het over? • Hoever zijn we in Nederland? • Hoever zijn ze elders? • Wat hebben we eraan? • Waar gaan we naar toe? Dit rapport behandelt deze vragen voor het onderwerp human factors in verkeersmanagement. Echter, de vraag ‘hoever zijn ze elders?’ wordt niet besproken. Dat wordt voor een volgende keer bewaard.

We’re investigating a new assignment of manning on board of modern coasters while maintaining the current level of safety. International marine legislation sets a high, but conservative standard to the ship’s crew, but other composition of the ship’s crew may fulfill these high standards as well. One example of such a standard is the obligation to have a Chief Engineer on board ships with a propulsion power higher than 750 kW. The Chief Engineer is mono disciplinary educated in the engineering department and cannot execute navigational tasks. Since modern coasters are equipped with engines requiring a minimum of maintenance, a Chief Engineer may use his time more effectively. He may also be replaced by a beginning maritime officer (MAROF) who has receives a dual education in both navigational and engineering skills. A MAROF may do maintenance and take over some shifts of the Master and the Chief Mate. The advantage is a more flexible way of operating the ship and potentially a rise of labor satisfaction. To guarantee the original level of safety, the MAROF is backed up with 24 hours onshore technical support. We present an input-process-outcome framework covering various aspects related to safe sailing, serving as the basis for the definition of the set of measurements. Next we describe the development and testing of a measurement instrument for capturing the right data. To demonstrate that the new way of working is minimally as safe, the instrument is currently applied onboard of 25 Dutch coasters during a full year.

Het blijkt in de praktijk dat ongelukken veelal te wijten zijn aan onjuiste procedures, falend onderhoud of slechte communicatie. Naar aanleiding hiervan is in het kader van het Nieuw Initiatief 'Systeem Systeem Innovatie Maatschappelijke Veiligheid' deze methodiek ontwikkeld en getest. Daarbij is een expliciete link gelegd tussen het (dynamisch) optreden van het crisismanagement team en andere relevante actoren binnen de organisatie en de (statische) organisatorische andvoorwaarden die dit optreden mogelijk moet maken. Met dit het model en de protocollen kunnen de verschillende delen van een crisismanagementorganisatie op input, throughput, resultaat en evalueren (leren van de incidenten) beoordeeld worden. Het instrument dient door gebruik in de praktijk verder ontwikkeld te worden. Met behulp van dit intrumentarium kunnen organisaties zich beter voorbereiden op mogelijke crises. Verder kan het in de toekomst een onderdeel gaan vormen van een development center voor crisismanagementteams.

De hype rondom kennismanagement lijkt voorbij. Veel organisaties hebben met wisselend succes initiatieven ontplooid. Gericht op het vergroten van het innovatieve vermogen van organisaties, blijkt het in de praktijk niet eenvoudig de effecten zichtbaar en meetbaar te krijgen. Daarbij blijken investering-effectanalyses nog geen gemeengoed te zijn. Kennismanagement is bij uitstek een multidisciplinaire aangelegenheid. Waar in het begin een zwaar accent werd gelegd op ICT, zien we de laatste jaren dat initiatieven zich meer richten op cultuur, motivatie en organisatie. ICT wordt hierbij slechts als ondersteunend middel gezien. Onderzoek van TNO toont aan dat een belangrijk deel van de beoogde effecten juist door de verkeerde inzet van ICT teniet wordt gedaan. In deze notitie wordt inzichtelijk gemaakt wat de rol en positie van kennis binnen de bedrijfsvoering kan zijn en wordt aangegeven hoe ICT zodanig ingericht kan worden dat de bedrijfsvoering en de natuurlijke ontwikkeling van organisaties integraal worden ondersteund.

When knowledge, required for trouble-shooting at sea, can be supplied real-time but from a distance, problems, such as with the limited availability of specialists, and the high costs of maintenance, may be tackled. Unclear is, however, how this redistribution of knowledge will work in practice. We therefore performed an experiment in which an on-shore expert and an on-board mechanic fixed technical problems together, to investigate the effect of communication means, and the amount of knowledge a mechanic needs to do his job. Based on a framework for remote trouble-shooting, we coded the conversation between expert and mechanic in detail. The results show that, in principle, the problems could be fixed, both by technical and non-technical personnel. Not surprisingly, distributed trouble-shooting requires more time, more communication and more effort, especially with non-technical personnel. Unfortunately, it is less safe, also for technicians.

In een experiment om te zien hoe verzekeringsartsen tot hun oordeel komen bij het vaststellen van mogelijkheden van mensen die in de WAO tercht lijken te komen, dienden drie ervaren en drie onervaren verzekeringsartsen twee cliënten successievelijk te beoordelen. De cliënten werden gespeeld door acteurs. Het beoordelingsgesprek werd opgenomen op video en de verzekeringsarts werd gevraagd naar aanleiding van de videobeelden "hardop te denken". In een tweede experiment werden aan 34 verzekeringsartsen twee videofilms getoond van cliënten en werd hun gevraagd een beoordeling te geven van de mogelijkheid dat de cliënt op korte termijn weer zou gaan werken. In het eerste geval richtten de onervaren artsen zich meer op de beperkingen van de cliënt dan de ervaren. De ervaren artsen toonden veel grotere verschillen in de soort vragen die zij aan de cliënt stelden dan de onervaren. In het tweede geval kwamen de artsen tot zeer verschillende beoordelingen, hoewel zij allen over dezelfde informatie beschikten. Naarmate er meer informatie beschikbaar was werden zij zekerder in hun oordeel, ongeacht hoe dit uitviel.

An important factor affecting team performance in Combat Information Centers is communication. Previous research has shown that high-performing teams use effective communication patterns, such as limiting idle chatter during high workload conditions, and sharing information before it is needed. Although the existence of these communication patterns is well-established, less is known about the conditions under which the various patterns are effective. The goal of the current research was to examine the impact of the predictability of the task environment. A two-person team task was used in which communication could be manipulated directly, that is, the task could be performed both with and without overt auditory communication between team members. The predictability of the task environment was manipulated by presenting team members either with situations they were trained on, or with situations for which they had to develop new strategies in real time. The results showed a positive effect of communication on team performance during novel situations, but no effect during routine situations. Given well-trained teams, who have shared mental models of their task, teammates, and equipment, our results would suggest designing for minimal communication interdependency among team members

In two studies, the effect of two types of intra-team feedback on developing a shared mental model in Command & Control teams was investigated. A distinction is made between performance monitoring and team self-correction. Performance monitoring is the ability of team members to monitor each other's task execution and give feedback during task execution. Team self-correction is the process in which team members engage in evaluating their performance and in determining their strategies after task execution. In two experiments the opportunity to engage in performance monitoring, respectively team self- correction, was varied systematically. Both performance monitoring as well as team self-correction appeared beneficial in the improvement of team performance. Teams that had the opportunity to engage in performance monitoring, however, performed better than teams that had the opportunity to engage in team self -correction.

This study investigates the role of communication and coordination in team decision making under critical circumstances. The focus of this research is on how to organize and support a team that is faced with a critical situation and needs to allocate resources to handle the situation. We investigated whether teams that have restricted communication and coordination possibilities (although sufficient for carrying out their tasks) could perform as well as teams that can communicate and coordinate without restrictions. We found that communication, restricted to data exchange only, results in decreased team performance. We observed that team members who can communicate without restrictions exchange a lot of knowledge and information about the task (both during and between the execution of tasks). This leads us to hypothesize that this type of communication is essential for good team performance.

Een virtueel team is een team waarvan de leden elkaar niet of zelden in levenden lijve ontmoeten, bijvoorbeeld omdat de teamleden verschillende werktijden hebben of op verschillende vestigingen van een organisatie werken. Anders dan reguliere teams zijn virtuele teams in grote mate afhankelijk van informatie- en communicatietechnologie. Een voorbeeld van een virtueel team is een ontwerpteam dat binnen een multinationaal bedrijf een nieuwe productlijn ontwikkelt vanaf verschillende locaties door gebruik te maken van e-mail en videovergaderingen. Een belangrijke bijdrage van het huidige onderzoek is dat het laat zien dat de beperkingen van gedistribueerd samenwerken die de wijdverbreide toepassing van virtuele teams hinderen, zijn te overkomen. Door een combinatie van relevante groupware en ervaring met samenwerken op afstand, kunnen virtuele teams werk produceren dat qua kwaliteit en hoeveelheid vergelijkbaar is met het werk van face-to-face teams. Het lijkt er dan ook op dat virtuele teams geen modeverschijnsel zijn. Virtuele teams zijn de toekomst.
