The Planck list of high-redshift source candidates (the PHz catalogue) contains 2151 peaks in the cosmic infrared background, unresolved by Planck's 5 arcmin beam. Follow-up spectroscopic observations have revealed that some of these objects are $z \approx 2$ protoclusters and strong gravitational lenses, but an unbiased survey has not yet been carried out. To this end, we have used archival Herschel-SPIRE observations to study a uniformly-selected sample of 187 PHz sources. In contrast with follow-up studies that were biased towards bright, compact sources, we find that only one of our PHz sources is a bright gravitationally-lensed galaxy (peak flux $\gtrsim 300$ mJy), indicating that such objects are rarer in the PHz catalogue than previously believed ($< 1$ per cent). The majority of our PHz sources consist of many red, star-forming galaxies, demonstrating that typical PHz sources are candidate protoclusters. However, our new PHz sources are significantly less bright than found in previous studies and differ in colour, suggesting possible differences in redshift and star-formation rate. Nonetheless, 40 of our PHz sources contain $> 3\sigma$ galaxy overdensities, comparable to the fraction of $> 3\sigma$ overdensities found in earlier biased studies. We additionally use a machine-learning approach to identify less extreme (peak flux $\sim 100$ mJy) gravitationally-lensed galaxies among Herschel-SPIRE observations of PHz sources, finding a total of seven candidates in our unbiased sample, and 13 amongst previous biased samples. Our new uniformly-selected catalogues of $> 3\sigma$ candidate protoclusters and strong gravitational lenses provide interesting targets for follow up with higher-resolution facilities, such as ALMA and JWST., Comment: 23 pages, 19 figures, 4 tables. Context. The Hubble Space Telescope (HST) archives constitute a rich dataset of high-resolution images to mine for strong gravitational lenses. While many HST programmes specifically target strong lenses, they can also be present by coincidence in other HST observations. Aims. Our aim is to identify non-Targeted strong gravitational lenses, without any prior selection on the lens properties, in almost two decades of images from the ESA HST archive (eHST). Methods. We used crowdsourcing on the Hubble Asteroid Hunter (HAH) citizen science project to identify strong lenses, along with asteroid trails, in publicly available large field-of-view HST images. We visually inspected 2354 objects tagged by citizen scientists as strong lenses to clean the sample and identify the genuine lenses. Results. We report the detection of 252 strong gravitational lens candidates, which were not the primary targets of the HST observations. A total of 198 of them are new, not previously reported by other studies, consisting of 45 A grades, 74 B grades and 79 C grades. The majority are galaxy-galaxy configurations. The newly detected lenses are, on average, 1.3 magnitudes fainter than previous HST searches. This sample of strong lenses with high-resolution HST imaging is ideal to follow up with spectroscopy for lens modelling and scientific analyses. Conclusions. This paper presents the unbiased search of lenses that enabled us to find a wide variety of lens configurations, including exotic lenses. We demonstrate the power of crowdsourcing in visually identifying strong lenses and the benefits of exploring large archival datasets. We carry out a search for strong-lens systems containing high-redshift lens galaxies with the goal of extending strong-lensing-assisted galaxy evolutionary studies to earlier cosmic time. Two strong-lens classifiers are constructed from a deep residual network and trained with datasets of different lens-redshift and brightness distributions. We classify a sample of 5,356,628 pre-selected objects from the Wide-layer fields in the second public data release of the Hyper Suprime-Cam Subaru Strategic Program (HSC-SSP) by applying the two classifiers to their HSC $gri$-filter cutouts. Cutting off at thresholds that correspond to a false positive rate of $10^{-3}$ on our test set, the two classifiers identify 5,468 and 6,119 strong-lens candidates. Visually inspecting the cutouts of those candidates results in 735 grade-A or B strong-lens candidates in total, of which 277 candidates are discovered for the first time. This is the single largest set of galaxy-scale strong-lens candidates discovered with HSC data to date, and nearly half of it (331/735) contains lens galaxies with photometric redshifts above 0.6.
