1. A SWOT analysis of the IUCN criteria for naturebased solutions to support European Green Deal goals yielded a broad spectrum of information on the MERLIN freshwater restoration case studies. 2. This information provides the necessary ingredients to draft an optimisation strategy for the MERLIN case studies on themes including multiple goals, society, restoration techniques, economy, policy and regulations. 3. This information offers a basis for peer-to-peer learning between the case studies and those in other regions. 4. The optimisation strategies provide new insights and broaden perspectives on restoration actions in individual case studies. 5. Identifying the potential for multiple Green Deal goal achievements will initiate broader dialogues with stakeholders and provide new incentives for restoration with multiple benefits for local people. 6. Capacity building on financial arrangements will create new opportunities for restoration actions. 7. Clear and agile policy arrangements are needed to enhance stakeholder participation in restoration actions. 8. The visioning, planning and evaluation of restoration actions are long-term activities that benefit from adaptive approaches and sound longterm monitoring programs on multiple aspects of biophysical and socio-ecological systems.

Environmental thresholds. tipping points and subsequent regime shifts associated with the water/climate/greenhouse gas nexus pose a genuine threat to sustainability. Both the ongoing forest dieback in Central Europe caused by the extreme droughts of the last years and the effect of global warming on ecosystem functioning have the potential to cause ecological surprise (sensu Lindenmayer et al. 2010) where ecosystems are pushed into new, unexpected and usually undesirable states.Formulating appropriate scientific and societal responses to such regime shifts requires breadth, depth, intensity and duration of environmental, ecological and socio-ecological monitoring. Broad geographic coverage to encompass relevant biophysical and societal gradients, consideration of all appropriate parameters, adequate measurement frequency and long-term, standardized observations are all needed to provide reliable early warnings of severe environmental change, test ecosystem models, avoid double counting in carbon accounting and to reduce the likelihood of undesirable ecological outcomes. This is especially true of events driven by simultaneous changes in climate, the water cycle and human activities.Well-supported, site-based research infrastructures (RIs; e.g., eLTER and ICOS) are essential tools with the necessary breadth, depth, intensity and duration for early detection and attribution of environmental change. Individually, the eLTER and ICOS RIs generate a wealth of data supporting the ecosystem and carbon research communities. Achieving synergies between the two RIs can add value to both communities and potentially offer meaningful insight into the European water-climate-greenhouse gas nexus.The unique insights into processes and mechanisms of ecosystem dynamics and functioning obtained from high intensity monitoring conducted by the ICOS RI greatly increase the likelihood of detecting signals of environmental change. These signals must be placed into the context of their long-term trajectory and potential societal and environmental drivers. The spatially extensive, long-term, multi-disciplinary monitoring conducted at LTER sites and LTSER platforms under the umbrella of the eLTER programme can provide this context.Here, we outline one potential roadmap for achieving synergies between the ICOS and eLTER RIs focussing on the value of co-location for improved understanding of the water/climate/greenhouse gas nexus. Turkiseläinten lanta sisältää runsaasti arvokasta fosforia ja typpeä, joiden kierrättämiseen kiinnitetään enenevästi huomiota. Lannan fosforin ja typen suhde on kuitenkin kasvien kannalta epäsuotuisa ja turkistuotanto on keskittynyt alueille, joilla on runsaasti muuta kotieläintuotantoa ja monin paikoin korkea peltomaan fosforipitoisuus. Lantafosforista on täten ylitarjontaa. Turkiseläinten lannan nykyinen käsittelyketju ei mahdollista lantaravinteiden kuljettamista niitä tarvitseville alueille eikä se siten mahdollista tehokasta ravinteiden kierrätystä. Käytetyt käsittelymenetelmät on suunniteltu mm. työtarpeen vähentämiseksi ja lannan hygieenisyyden varmistamiseksi, mutta ne aiheuttavat voimakasta typenhävikkiä ja lisäävät riskiä alueen vesistöjen rehevöitymiseen. Tilakohtaisilla toimilla, kuten tihennetyllä lannan poistolla ja lannan katetulla varastoinnilla, voitaisiin vähentää typpitappioita ja siten parantaa lannan ravinnearvoa, mutta alueellisen fosforiylijäämän purkamiseen toimenpiteet eivät tarjoa ratkaisua. Prosessoimalla lanta siten, että sen sisältämä typpi ja fosfori saadaan erilleen, voidaan lantaperäisten ravinteiden lannoitekäyttöä tehostaa. Fosforipitoinen jae voidaan kuljettaa pois ylitarjonnan alueilta ja typpipitoinen jae hyödyntää lähialueilla, missä se korvaa tehokkaasti mineraalitypen käyttöä. Samalla vähennetään riskiä vesistöjen rehevöitymiselle, kun leville suoraan käyttökelpoisen liukoisen fosforin kuormitus alkaa hitaasti laskea. Tässä tutkimuksessa selvitettiin turkiseläinten lannan nykyisen käsittelyketjun käytännöt, joita verrattiin vaihtoehtoisiin käsittelyketjuihin. Lannan suoran lannoitekäytön tai kompostoinnin ja lannoitekäytön elinkaariset ympäristövaikutukset arvioitiin ensin nykytilassa. Niitä verrattiin lannan biokaasutukseen ja mädätteen jatkojalostukseen, pyrolyysiin ja näiden yhdistelmään. Biokaasuprosessilla voidaan tuottaa uusiutuvaa energiaa ja sen jälkeen typpi ja fosfori on mahdollista erottaa toistaan kuljetettaviksi lannoitevalmisteiksi. Pyrolyysi puolestaan väkevöi fosforin hiilijakeeseen ja typpeäkin voidaan ottaa talteen esikuivauksen yhteydessä. Tarkastellut vaihtoehtoiset turkiseläinten lannan prosessointimenetelmät voivat pienentää lannankäsittelyn elinkaarisia ympäristövaikutuksia, mikäli koko ketju hallitaan hyvin kaikissa elinkaaren vaiheissa ja päästöt minimoidaan ja samalla alueellista fosforiylijäämää puretaan. Ilmastohyötyjen toteutuminen edellyttää, että lanta prosessoidaan ilman pitkää esivarastointia ja biokaasutuotannon metaanipäästöt minimoidaan. Pyrolyysin ympäristöhyötyjä ei voi yleistää vaan ne tulee arvioida tapauskohtaisesti, sillä prosessin operoinnissa tehtävät valinnat vaikuttavat saataviin lopputuotteisiin. Tarkastellut lannan prosessointimenetelmät vähentävät ammoniakkipäästöjä nykytilaan verrattuna, koska muodostuvien lannoitevalmisteiden peltokäytön päästöt pienenevät. Biokaasutuotannon yhteydessä myös lannan liukoinen typpi on tehokkaammin hyödynnettävissä kuin nykytilassa: tarkastelun mukaan liukoista typpeä päätyisi kasvien käyttöön yli neljä kertaa enemmän kuin nykytilassa lantaa kompostoitaessa. Lannan prosessointi siirtää lannan nopeasti hajoavaa hiiltä kaasumaisiin lopputuotteisiin pysyvämmän hiilen päätyessä lannoitevalmisteisiin. Prosessien lopputuotteiden hiilen pysyvyydessä on eroja, siten että pyrolyysissa syntyvät hiilijakeet ovat hitaimmin hajoavia. Lannan ja siitä prosessoitujen lannoitevalmisteiden avulla voidaan ylläpitää peltomaan hiilipitoisuutta, tai jopa lisätä sitä.

Highlights • Chl-a depended on TP with synergistic interaction with water temperature. • Climate change influences mainly indirectly via intensifying agriculture. • Riparian re-forestration for shading the river to decrease water temperature is needed. In Finland, a recent ecological classification of surface waters showed that the rivers and coastal waters need attention to improve their ecological state. We combined eco-hydrological and empirical models to study chlorophyll-a concentration as an indicator of eutrophication in a small agricultural river. We used a modified story-and-simulation method to build three storylines for possible changes in future land use due to climate change and political change. The main objective in the first storyline is to stimulate economic activity but also to promote the sustainable and efficient use of resources. The second storyline is based on the high awareness but poor regulation of environmental protection, and the third is to survive as individual countries instead of being part of a unified Europe. We assumed trade of agricultural products to increase to countries outside Europe. We found that chlorophyll-a concentration in the river depended on total phosphorus concentration. In addition, there was a positive synergistic interaction between total phosphorus and water temperature. In future storylines, chlorophyll-a concentration increased due to land use and climate change. Climate change mainly had an indirect influence via increasing nutrient losses from intensified agriculture. We found that well-designed agri-environmental measures had the potential to decrease nutrient loading from fields, as long as the predicted increase in temperature remained under 2 °C. However, we were not able to achieve the nutrient reduction stated in current water protection targets. In addition, the ecological status of the river deteriorated. The influence of temperature on chlorophyll-a growth indicates that novel measures for shading rivers to decrease water temperature may be needed in the future.

Suomessa EU:n direktiivi vesien suojelemisesta maataloudesta peräisin olevien nitraattien aiheuttamalta pilaantumiselta, eli nitraattidirektiivi, pantiin täytäntöön ympäristönsuojelulain nojalla annetulla valtioneuvoston nitraattiasetuksella vuonna 2000. Nitraattiasetus korvattiin uudella asetuksella vuonna 2014. Asetus sisältää nitraattidirektiivin 5 artiklan tarkoittaman toimintaohjelman, jota sovelletaan koko valtakunnan alueella. Se sisältää myös direktiivin edellyttämät hyvän maatalouskäytännön ohjeet. Raportissa esitetään nitraattiasetukseen, eli hyviin maatalouskäytännön ohjeisiin ja toimintaohjelmaan tehdyt muutokset, sekä arvioidaan toimintaohjelman täytäntöönpanoa ja sen vaikutuksia maatalouskäytäntöihin. Vaikutusten arviointia on aiemmin tehty ympäristötuen vaikuttavuuden seurantatutkimuksesta (MYTVAS) saatujen tietojen pohjalta, mutta seurannan päätyttyä vastaavia tietoja ei tällä raportointikerralla ollut käytettävissä. Yleisesti ottaen Suomen pintavesien nitraattipitoisuudet ovat matalalla tasolla muihin Euroopan maihin verrattuna. Seurantajaksolla 2012–2015 pitoisuudet nousivat yhdeksässä Etelä-Suomen maatalousvaltaisten alueiden joessa vain ajoittain lähelle tai yli direktiivin asettaman raja-arvon, eli 25 mg/l nitraattia. Vuodesta 1996 lähtien pintavesien nitraattipitoisuudet ovat pysyneet pääosin vakaina ‒ talvikautena 63 %:ssa ja vuositasolla 83 %:ssa kohteista. Voimakkaita nousevia trendejä ei havaittu, mutta sen sijaan Porvoonjoella talviaikaiset nitraattipitoisuudet ovat laskeneet voimakkaasti, johtuen osittain tehostuneesta yhdyskuntien typenpoistosta. Lieviä trendejä havaittiin talvikautena sekä nousevina (19 %) että laskevina (15 %). Rehevyystaso on noussut rannikkovesissä ja jokivesistöissä, mutta laskenut järvissä. Verrattaessa kahta viimeistä jaksoa (2008–2011 ja 2012–2015), havaittiin lievästi kasvavia nitraattipitoisuuden trendejä 23 jokivesistössä, 13 rannikkokohteessa ja 5 järvessä. Laskevia trendejä havaittiin vain neljässä joessa. Suomen seurannassa olevien pohjavesien nitraattipitoisuudet ovat yleisesti alhaisia verrattuna muun Euroopan pohjavesimuodostumiin, mutta suuriakin pitoisuuksia esiintyi. Pohjavesien kahta viimeistä seurantajaksoa (2008–2011 ja 2012–2015) voitiin verrata huomattavasti kattavammalla aineistolla (146 kohdetta) kuin aikaisemmin vuodesta 1996 alkavalla jaksolla (20 kohdetta). Pohjavesille asetettu raja-arvo, 50 mg/l nitraattia, ylittyi jaksolla 2012–2015 neljällä maa- ja metsätalouden kuormittamalla alueella. Pitoisuudet olivat valtaosin alle 25 mg/l. Edelliseen seurantajaksoon verrattuna nähtiin enemmän laskevia kuin nousevia trendejä, mutta myös voimakkaasti nousevia trendejä havaittiin. Typpipitoisuuksien nousuun tai laskuun vaikuttavat maankäytön muutosten lisäksi myös hydrologiset olot, mikä vaikeutti arvioita siitä, missä määrin maataloudessa tapahtuneet muutokset ovat vaikuttaneet pinta- ja pohjavesin tilaan. Ilmastomuutoksen arvioidaan lisäävän typen huuhtoumia enemmän Pohjois-Suomessa kuin Etelä-Suomessa. Tämä raportti on nitraattidirektiivin 91/676/ETY 10 artiklan mukainen ja käsittelee nitraattidirektiivin täytäntöönpanoa Manner-Suomessa vuosina 2012–2015. Ahvenanmaan maakuntahallitus on tehnyt vastaavan raportin nitraattidirektiivin täytäntöönpanosta Ahvenanmaalla.

The Nordic countries have, during the last 20 years, introduced efficient measures to reduce nitrogen losses to the environment. Still, nitrogen losses from the agricultural sector are high. In this report we provide recommendations on strategies and policy instruments to achieve cost effective abatement of reactive nitrogen from agriculture in the Nordic countries.This report is based on a literature review. Additional input was also obtained from discussions at a workshop held in Gothenburg in January 2017. The workshop made it possible for experts from the four Nordic countries Denmark, Finland, Norway and Sweden to come together and discuss and compare policies and mitigation measures regarding nitrogen and agriculture. During the workshop we identified a number of policy challenges, policy actions and also knowledge gaps where further research is needed.

Aquatic ecosystems in Europe have been heavily degraded over the past century, as a result of stressors including eutrophication, hydromorphological alterations and overfishing. Accordingly, many measures have been carried out or are planned to improve the ecological status of water bodies. For this, models are required to forecast the effects of the measures planned. Over the past decade, Bayesian Belief Networks (BBNs) models are increasingly applied to aquatic ecosystems. BBNs have a number of advantages, such as explicit incorporation of uncertainty in the outcome, the ability to handle incomplete datasets, expert opinions and model simulations, and a relative simple graphical representation of complex ecosystems interactions. Accordingly, there is an increasing interest in the construction and application of BBNs in water management.

Raportissa esitellään maatalouden ympäristötuen myötä vuosina 2008–2010 tapahtuneita tilatason viljelytoimenpiteiden muutoksia ja niiden vaikutuksia vesistökuormitukseen. Tutkimukseen osallistuneiden tilojen viljelykäytännöt pysyivät verrattain samanlaisina vuosina 2008–2010. Muutosta ei yleisesti ollut havaittavissa myöskään verrattaessa tuloksia edellisellä ohjelmakaudella saatuihin tuloksiin. Selkeimmät muutokset näyttäisivät liittyvän kauden 2007–2013 tiukentuneisiin lannoitusrajoihin sekä eroavaisuuksiin lisätoimenpiteiden valitsemisessa ja toteuttamisessa. Talviaikaiseen kasvipeitteisyyteen liittyvät ja etenkin uudet, kevyenkin muokkauksen poissulkevat lisätoimenpiteet olivat erittäin suosittuja tutkimusalueilla vuosina 2008–2010, mitä ainakin osittain selittää suorakylvön yleistyminen. Fosforilannoitusta ja lannan käyttöä olisi edelleen syytä tarkentaa. Haastattelualueilla laskeneeseen ravinnekuormitukseen on vaikuttanut lähinnä ravinnetaseiden lasku ja maan P-luku, sekä eroosioherkällä Lepsämäenjoen alueella myös kasvipeitteisyyden lisääntyminen.

This work proposes a methodological framework for the biophysical assessment and the economic valuation of water ecosystem services at the water body, the catchment and the European scale. It suits the intent of understanding how changes in pressures may affect the delivery and the value of these services. We integrated the existing knowledge with experience of experts and operational needs (collected through a consultation), to propose practical methodologies able to address specific objectives. This report is organized as follows. The first section analyses the objectives of an ecosystem services assessment, explains how and why we selected and designed the methodology proposed, and discusses the concepts of ecosystem services and their integrated assessment and valuation. The results of the consultation of the experts are presented in the second section. The third section (‘cook-book’) exposes, in a concise and practical way, the approach and methodologies proposed to assess and value water ecosystem services. Finally, some major issues related to this methodology are discussed in the last section., JRC.H.1-Water Resources
