Abstract Innovation in mobility is proceeding at fast pace, the future disrupting technologies ranging from automation and connectivity to micro-mobility and electric propulsion. This research effort is justified by the impressive array of challenges that urban centres will face in the following decades, such as ageing population, urbanization and pollution. It is therefore understandable why the concept of Smart City is being researched and the major cities around the world are already carrying out trials for Smart Mobility Solutions. Still this trend, as many others, is not evenly spread but follows the urban/rural divide characterizing many of the current socio-economical phenomena. This paper, following the principles of responsible innovation, tries to build the case for a renewed research effort about smart mobility in low density areas. This is accomplished by presenting the results of a wide surveying effort across Estonian municipalities, focusing on the outputs from rural and small suburban centres. The results report what are the main mobility challenges across the region and what hindering factors are preventing envisioned solutions. Finally, the paper ties the identified mobility challenges to available Smart Mobility Solutions that arose from the surveying activity and from literature, assessing both feasibility and transferability.

Autonomous vehicles (AVs) are moving from test areas to the streets, which is one of the key components of smart cities and the future of mobility as a service (MaaS). In 2020, two AV services were operated in Tallinn. This paper focuses on one of these services, and its set-up process. The pilot project took place in Ãlemiste City, a tech park with 10 000 people working daily in the area, and it connected the offices with the airport and a shopping centre. The autonomous shuttle iseAuto, created first at TalTech, was used for the service (on streets with heavy traffic, including some complex crossings). Our findings associated with the Ãlemiste experiment are presented in the context of legal requirements set upon autonomous vehicles to be street legal. Some events that occurred during the operation (including an accident) are addressed and a summary of the feedback from clients is presented. Further studies should focus on the extended concept of smart cities with a roadmap for the nearest future.

Abstract Autonomous solutions for transportation are emerging worldwide, and one of the sectors that will benefit the most from these solutions is the public transport by shifting toward the new paradigm of Mobility as a Service (MaaS). Densely populated areas cannot afford an increase in individual transportation due to space limitation, congestion, and pollution. Working towards more effective and inclusive mobility in public areas, this paper compares user experiences of autonomous public transport across Baltic countries, with the final goal of gaining an increased insight into public needs. User experience was evaluated through questionnaires gathered along pilot projects implementing a public transportation line, using an automated electric minibus between 2018 and 2019. To have sufficient diversity in the data, the pilot projects were implemented in several cities in the Baltic Sea Area. The data analysed in this paper specifically refer to the cities of Helsinki (Finland), Tallinn (Estonia), Kongsberg (Norway), and Gdańsk (Poland). Across all cities, passengers provided remarkably positive feedback regarding personal security and safety onboard. The overall feedback, which was very positive in general, showed statistically significant differences across the groups of cities (Kongsberg, Helsinki, Tallinn and Gdansk), partially explicable by the differences in the route design. In addition, across all cities and feedback topics, males gave a lower score compared to females. The overall rating suggests that there is a demand for future last-mile automated services that could be integrated with the MaaS concept, although demand changes according to socio-economic and location-based conditions across different countries.

In this article, we contribute to the conceptual research on the typologies of data-enabled co-creation platforms in the context of smart cities. We analyze the use of open data portals and city dashboards in the capital cities of all OECD member states. We focus on the data, visualization, and user interaction layers of these platforms. We show that while these platforms can be designed on different levels of complexity—from information provision to substantive co-creation—the majority of cities tend to use more simplistic information provision platforms. Finally, we argue that for the development of substantive data-enabled co-creation platforms, the cities need to pay special attention to user capabilities to take advantage of the co-creative potential of these platforms. Environmental awareness and technological advancements for self-driving cars are close to making autonomous vehicles (AV) a reality in everyday scenarios and a part of smart cities’ transportation systems. The perception of safety and trust towards AVs of passengers and other agents in the urban scenario, being pedestrians, cyclists, scooter drivers or car drivers, is of primary importance and the theme of investigation of many research groups. Driver-to-driver communication channels as much as car-to-driver human–machine interfaces (HMI) are well established and part of normal training and experience. The situation is different when users must cope with driverless and autonomous vehicles, both as passengers and as agents sharing the same urban domain. This research focuses on the new challenges of connected driverless vehicles, investigating an emerging topic, namely the language of driving (LoD) between these machines and humans participating in traffic scenarios. This work presents the results of a field study conducted at Tallinn University Technology campus with the ISEAUTO autonomous driving shuttle, including interviews with 176 subjects communicating using LoD. Furthermore, this study combines expert focus group interviews to build a joint base of needs and requirements for AVs in public spaces. Based on previous studies and questionnaire results, we established the hypotheses that we can enhance physical survey results using experimental scenarios with VR/AR tools to allow the fast prototyping of different external and internal HMIs, facilitating the assessment of communication efficacy, evaluation of usability, and impact on the users. The aim is to point out how we can enhance AV design and LoD communications using XR tools. The scenarios were chosen to be inclusive and support the needs of different demographics while at the same time determining the limitations of surveys and real-world experimental scenarios in LoD testing and design for future pilots.

As a network of connected sensors to transform data into knowledge, Urban Platforms have been rooted in several smart city projects. However, this has often resulted in them being no more than IoT dashboards. More recently, there has been an increased interest in supporting the data governance and distributed architecture of Urban Platforms in order to adjust these with the administrative structure in a specific city. In addition, Urban Platforms also deal with data roaming between different stakeholders including other cities, different government levels, companies and citizens. Nevertheless, the first deployments have led to an inflexible “smart cities in a box” approach that does not help with building digital skills and causes vendor lock-in to products that do not scale. There is a need to start with simple and widespread urban services through a collaborative joint cross-border, hands-on effort. In order to meet the level of interoperability, international standards should be adopted. The aim of an Urban Open Platform (UOP), introduced in this paper, is to support not only data acquisition but also various types of data processing: data is aggregated, processed, manipulated and extended within the city context. Conceptually, special attention has been put on scalability, roaming and reliability in urban environments. This article introduces the UOP uniquely in the cross-border data exchange context of two European capital cities, Helsinki and Tallinn, and validates it with 10 real-life urban use cases.
