Abstract

What personal challenges and tactical problems arise when a leader attempts to turn around an educational organisation regarded as failing and not given much prestige by the media and wider public? The London Metropolitan University had for several years been designated by its regulator as 'At Higher Risk'. In 2012, it had lost its 'Highly Trusted Status' and United Kingdom (UK) Border Agency licence, necessary for admitting international students. It was spending 25 per cent above average on salaries but posting some of the worst results in the country for student satisfaction and graduate employment. Industrial relations were understandably toxic, and neither staff nor students had much trust in the leadership. As he steps down as Vice-Chancellor of London Metropolitan University, the author reflects in a new Higher Education Policy Institute (HEPI) Policy Note on the measures he took during his time as Vice-Chancellor (2014-2018), which helped to transform the University from a struggling institution to one with improving scores in all key performance areas.

Industrialization attempts to quantify and measure nature while ignoring the aesthetics and the human psyche. 13. Expanding the Role of the School Psychologist.

Abstract

This report attempts to show that the role of administering and interpreting psycho-educational instruments should not be the major function of the modern school psychologist. This is not to say that the need does not exist, at times, for psycho-educational evaluation; however excessive emphasis on this particular role results in limited effectiveness for the school psychologist as measured in terms of client growth. Additional responsibilities for the school psychologist could include: offering evening courses for parents in effective child rearing practices; leading sensitivity training seminars for teachers and school administrators; training paraprofessionals to work with teachers and students; providing group counseling for potential dropouts; designing a curriculum in the area of life adjustment skills or offering courses in the development of self-understanding for students. Requests for effective professional psychological services from teachers, parents, school administrators and students seem to become more urgent every year. It is the opinion of the writer that functioning school psychologists must expand and intensify their roles, as well as critically evaluate the services they are providing, if they are to effectively alleviate suffering and help to develop caring and competent citizens. 14. A Survey of the Educational and Training Needs of the Pastoral Industry of South Australia. Final Report.

Abstract

In late 1979 and 1980 a survey was conducted of 207 pastoral lease owners and managers in the north of South Australia to determine their education and training requirements. The pastoral industry grazes sheep and cattle on native pastures and shrubs, is beset by widely fluctuating rainfall and production, sells its products of wool and meat on a buyer's market, and faces the problem of insecure land tenure. Most pastoral properties are remote from towns and technical and further education colleges. This isolation poses particular problems in relation to both the acceptance and provision of training. Since the early 1970's, however, pastoralists have become more aware of the need for training with the increasing complexity of vehicles and plants and a decreasing number of employees. The survey clearly indicated need for a formal award in pastoral studies, with training for both property managers and station hands. This vocational area has not been adequately serviced in the past and the proposed initiative would complement existing provisions in rural studies and the Certificate in Farm Practice and Rural Studies Certificate courses. Appendix J reports follow-up action during 1981 in the form of an initial curriculum proposal for two courses. (BRR)

15. Improving the Performance of Students and Teachers.

Abstract

This report offers some concepts and procedures intended to help teachers in motivating students to physically, cognitively, and behaviorally attend to academic tasks in the classroom setting. A discussion is presented on the importance of assessing and identifying the academic behaviors and subject skills that each student can successfully practice. An instructional approach known as "shaping" is suggested as a means of improving both behavior and skills. This is a procedure in which small steps and successive approximation toward a desired goal or skill receive some kind of recognition or reinforcement. It is pointed out that too much time is spent in attending to and confronting negative student behavior with counter-productive results. Using effective communication techniques to reinforce positive responses from students can diminish the frequency and intensity of negative interactions and improve student performance. (JD)

A history of adversarial relationships, resulting in conflict between parties involved in building projects has raised levels of perceived risk for clients working with contractors. Therefore, traditional approaches to marketing management have been found to be inappropriate. The new development in relationship marketing may assist contractors in developing more appropriate marketing strategies. Abstract

This note is written in response to Seymour, D., Crook, D. and Rooke, J. (1997) Construction Management and Economics, 15(1), 117-19. We argue against their narrow focus on the interpretative approach. Also, Seymour a at. are incorrect in implying that the `rationalist approach' is necessarily quantitative. Our contention is that the choice of research approach in construction management depends on the nature of the problem. However, whatever choice of approach is adopted, it is important that the problem and associated key concepts are defined clearly and that the methods used, underlying assumptions and limitations are transparent and defensible. It is difficult to argue in favour of any single approach based purely on epistemological grounds as what constitutes knowledge is still an unsolved philosophical issue. Since construction management is a practical subject, we suggest that the choice of approach should be a pragmatic one: the approach that is likely to generate practical solutions should be adopted. Seymour et al. `s suggestion serves only to limit our choice of research tools. Furthermore, a lot of the research issues in construction management are practical problems which involve generalization of experience and formulation of hypothesis that can generate empirically testable implications. For problems of this nature, testability of hypothesis and reproducibility of results are important, and the naturalist approach (which is labelled `rationalist paradigm' in Seymour et al.) of discovering causal relationship is more likely to produce general practical solutions. However, this does not deny the value of the interpretative approach, as it may be more suitable for certain types of problem. Moreover, in practice, an understanding of human behaviour `from within' often provides useful insights for formulation of empirically testable hypotheses, despite the philosophical incompatibility of the interpretative and naturalist approaches. Abstract

The article discusses the terms productivity and efficiency. There is a difference between efficiency and multiple efficiency. The dominant conditions of late twentieth-century organizational life, are calculated to heighten tension and to chronically interrupt personal convivial efficiency. The terms efficiency and productivity are employed in a confusing variety of ways, being frequently mere noises with propagandistic overtones. There are four basic strata of efficiency, role-centered, social utility-centered and convivially-centered. It is claimed that the philosophies generated by the first three levels, which now preoccupy management, are causing increasingly intolerable degrees of frustration and that the time is now ripe for serious consideration of the fourth category, which implies that modern industrial society gives rise to inefficient internalities, as well as to the more recognized negative externalities. Until the international business community institutes the ratio of useful work performed to the total energy expended as the ultima ratio of their calculations, their efficiency definition is meaningless.

44. Serum Creatine Phosphokinase Activity in Newly Admitted Psychiatric Patients: Part II

Abstract

Serum creatine phosphokinase (CPK) activity was determined in 726 patients and correlated with psychiatric diagnosis. Eighty-three of 209 acutely psychotic patients (39.7%) had increased serum CPK activity. The incidence of increased CPK levels in those patients with symptoms of less than two weeks' duration (65.1%) was significantly higher than in those whose symptoms were dated to more than two weeks prior to hospitalization (10.3%). The median increase was four to five times the upper limit of normal. Increases were present in patients with the whole range of acute psychotic syndromes not previously attributed to physical conditions. Few nonpsychotic and chronically psychotic patients had elevated serum CPK levels. Some patients with alcoholic psychoses or cerebral arteriosclerosis had elevated serum CPK activity. The determination of serum CPK activity may be of some use for diagnostic purposes.

Abstract

The report is concerned with the techniques of estimating the cost of building projects during the design period. The emphasis is on work which has taken place outside Scandinavia; mostly in the U.K. and the USA. Set against a background of increasing sophistication in computer aided design generally, this report focusses on the cost models that in the future will form one component of computer-aided design (CAD) systems. Existing work in the field is organised in a systematic way in order to meet the following objectives: 1) To identify and describe the most common techniques used in research circles but not yet in practice. 3) To asses the impact of computerization on methods of appraising the cost of construction projects. Recent developments in research and practice are reviewed. Elemental cost planning, in common use throughout Europe in one form or another, is described with particular reference to practice in the U.K. Other cost models are reviewed in four groups. These are statistical methods, simulation methods, life-cycle methods and probabilistic methods. The most exciting future potential seems to rest with the use of simulation, life cycle and probabilistic methods. Simulation methods can (depending on the available data) be highly accurate. In computerised form they offer designers the opportunity to carry out rapid, accurate cost appraisals of developing schemes. Life cycle costing techniques are well known, but not frequently used. Reasons for this are identified in the report. Computerised probabilistic techniques are helpful in constructing more realistic models of an estimator's perception of future costs.
