8. Penta Helix Model Communication to Promote Appropriate and Green Technologies for Ayung River Preservation Program in Bali

Abstract

The Ayung River Preservation Program in Bali involves the community and stakeholders to address the degradation of the river. This research focuses on implementing the Penthealix communication model to promote green technology and involve stakeholders in preserving the Ayung River, which is the longest river on the island. The degradation of the river watershed highlights the critical state of the water supply in Bali. Existing data shows that the decrease in river flow rates along the watersheds in Bali has reached 60%, which has the potential to cause a water crisis on the island of Bali. Using the case study method, this research uses in-depth interviews and FGDs with local communities and other stakeholders. Secondary data was also collected from reports in newspapers. The results of the study show that efforts to preserve the Ayung River are implemented in the Green Technologies Program, which includes: 1) Biopori Holes and Infiltration weels; and 2) Community-based waste management. In its implementation, a Penta-Helix collaboration model was built between 1) The Government; 2) Communities; 3) businesses; 4) Academicians; and 5) the media. This program runs the Penta-Helix partnership model, which prioritizes Attribute, communication, and Conflict Resolution Technique efforts to achieve Partnership Commitment between stakeholders.

Abstract

This paper was designed to explore the Legal, Political, and Administrative barriers to Citizen Participation in Local governance. The paper explored both the subjective factors that include the role of stakeholders (local administrators, local political representatives, Civil Society Organizations and Citizens) and objective factors such as legal and administrative basis of Citizen Participation. The paper presented evidence from an inquiry of the local government institutions in Pakistan by employing qualitative research methods. The findings divulged manifold problems that contributed to the ineptitude of Citizen Participation in current development lexicon. First, mechanisms of direct Citizen Participation are faulty. The legal framework on Citizen Participation has a very high margin of manipulation. The main policy documents and laws can be easily interpreted and accommodated to different development discourses. In addition, local government administration, the provincial government, and political elites are not ready to disseminate their powers. Furthermore, local bureaucrats are more empowered than any other stakeholder, which is making Citizen Participation a distant reality. Overall, the findings suggested that it will be difficult to implement participatory governance effectively in Pakistan due to the low degree of Civil Society Organizations' effectiveness, the truncated level of education regarding Citizen Participation, loopholes in the legal framework, and no mechanism for accountability. Abstract

The current study is designed to explore the level of Citizens' Participation (CP) in the local governance system of Pakistan. The paper presents evidence from a case study of the health and sanitation sectors of a district by employing a quantitative research method. The techniques involve a survey conducted with 367 citizens of Pakistan. The paper has examined the relationship between indicators of CP (transparency, empowerment, and accountability) and effectiveness of local governance systems with the mediating role of local bureaucracy's efficacy and the moderating role of the influence of locally elected politicians. The findings have shown that CP has a very strong relationship with the effectiveness of local governance systems. The results revealed that transparency, empowerment, and accountability have a positive relationship with the efficiency of the local governance system. Overall, our study suggests that there are strong implications for citizens' participation as it increases the effectiveness of local governance systems with a particular reference to the local health and sanitation system. Abstract

This research uses the case study of world heritage sites from South Asia and the Asian Pacific region. It aims to explore how macro cultural psychology, social identity, and community engagement influence the conservation of world heritage sites. The data for this paper was collected from three Asian countries namely Indonesia, Pakistan, and Malaysia. FGDs and In-depth interviews from all the stakeholders were conducted, also, data analysis were made. The paper found that in all three countries heritage site remnants are used to create social identity, making macro psychology and engaging communities, Esta investigación utiliza el estudio de caso de sitios patrimonio mundial del Sur de Asia y de la región del Asia Pacifico. Tiene como objetivo explorar cómo la psicología macrocultural, la identidad social y el compromiso de la comunidad influyen en la conservación de los sitios patrimonio mundial. Los datos para este documento se obtuvieron de tres países asiáticos, a saber, Indonesia, Pakistán y Malasia. Se realizaron grupos focales y entrevistas en profundidad a todos los interesados, ademas, se llevó a cabo un análisis temático de datos. El documento encontró que en estos tres países las ruinas de sitios patrimoniales, se utilizan para crear identidad social, macro psicología e involucrar a las comunidades.

Abstract

Universities are considered the epicenter of transferring knowledge and transforming societies. Within the context of the mission of university, community engagement holds an important role. In this wake, this article aims to explore the effective training program for university students to foster University Community Engagement (UCE). This study has reviewed the training programs on three inter-related human behavior practices: rational, emotional and spiritual. It has explored the impact of rational, emotional and spiritual trainings on university student to foster University Community Engagement (UCE). The main objective of the study was to evaluate whether the students enhance their UCE practices after the selected trainings were provided to the students. Based on the available research literature, the study has designed a new training manual and concept where university students were trained holistically (rational, emotional and spiritual). The data were collected from the respondents before and after the training. This research indicated that trainings have positive influences on personal and social development and experiences that students' gained from these trainings and helped them for their future levels of commitments to engage with their communities. This research also offered a deeper understanding about the importance of service learning, particularly trainings, for both students as well as institutions of higher learning. Abstract

The role of Civil Society Organizations (CSOs) in sustainable development and vibrant democratic culture has been recognized by intellectuals and international development agencies. In developing countries like Pakistan, CSOs have predominantly gained significant attention, as an instrument for public involvement and participation. However, the question emerges about the efficacy of CSOs, and as to whether or not, they have succeeded in realizing their objectives. This paper examines the role of CSOs for the consolidation of a democratic system of governance in Pakistan. The study is qualitative in nature, based on the investigation of available research literature and analysis of the main available public documents pertaining to the role of CSOs in Pakistan. Certain interviews and focus group discussions were conducted for primary evidence. The study finds that in Pakistan, the scope, role and operations of CSOs stand transmuted considerably over the past few years. The CSOs have faced hostile regimes, particularly, the third generation of CSOs. This has resulted in a powerless democratic culture. South Asian governments have initiated political reforms engaging in rhetoric that resonates with the paradigms of good governance and empowerment of people. This article, applying a political social work framework, analyses reform policy in Pakistan and India in South Asia. By doing so, the article investigates the politics of local governance reforms in Pakistan and India within the context of domestic politics, institutional power and dynamics, and bureaucratic traditions and civil society activism.
